Comparative Study on Qualification System of Competency Assessor in Australia and Scotland (스코틀랜드와 호주의 NCS기반 직무능력평가자(Competency Assessor) 자격제도에 관한 비교 연구)

  • The purpose of this study is to examine the qualification system of competency assessor based NCS(National Skill Standards) in Australia and Scotland. To meet the purpose of the study, the characteristics of competency based assessment and the role of assessor was reviewed, and competency assessor qualification system of both countries were analysed. Australia and Scotland have developed the certification system of competency assessor based on national qualification framework. Education and Training Institutes in both countries should meet the requirement of RTOs(Registered Training Organizations) and CRBs(Credit Rating Body), which can develop and operate assessor qualification course based NQF. Also they must ensure all assessors are qualified with competency, currency and professional development and show how they have maintained, upgraded or developed new skills relevant to the current industry needs. In recent years, Korea has been introduced competency based curriculum linked with NCS in education and training sector. Also the introduction of competency assessor qualification system are currently under consideration by government. In this circumstances, the results of comparative analysis about Australia and Scotland can help the Korean government review the policies and strategies qualifying competency assessor. They also provide some implications for exploring and examining assessor qualification system based NCS and KQF(Korean Qualification Framework) in Korea.

Analysis on the Trends of Studies Related to the National Competency Standard in Korea throughout the Semantic Network Analysis (언어네트워크 분석을 적용한 국가직무능력표준(NCS) 연구 동향 분석)

  • This study was conducted to identify the NCS-related research trends, Keywords, the Keywords Networks and the extension of the Keywords using the sementic network analysis and to seek for the development plans about NCS. For this, the study searched 345 the papers, with the National Competency Standards or NCS as a key word, among master's theses, dissertations and scholarly journals that RISS provides, and selected a total of 345 papers. Annual frequency analysis of the selected papers was carried out, and Semantic Network Analysis was carried out for 68 key words which can be seen as key terms of the terms shown by the subject. The method of analysis were KrKwic software, UCINET6.0 and NetDraw. The study results were as follows: First, NCS-related research increased gradually after starting in 2002, and has been accomplishing a significant growth since 2014. Second, as a result of analysis of keyword network, 'NCS, development, curriculum, analysis, application, job, university, education,' etc. appeared as priority key words. Third, as a result of sub-cluster analysis of NCS-related research, it was classified into four clusters, which could be seen as a research related to a specific strategy for realization of NCS's purpose, an exploratory research on improvement in core competency and exploration of college students' possibility related to employment using NCS, an operational research for junior college-centered curriculum and reorganization of the specialized subject, and an analysis of demand and perception of a high school-level vocational education curriculum. Fourth, the connection forming process among key words of domestic study results about NCS was expanding in the form of 'job${\rightarrow}$job ability${\rightarrow}$NCS${\rightarrow}$education${\rightarrow}$process, curriculum${\rightarrow}$development, university${\rightarrow}$analysis, utilization${\rightarrow}$qualification, application, improvement${\rightarrow}$plan, operation, industry${\rightarrow}$design${\rightarrow}$evaluation.'

A Study on the Improvement of the Cadastral Field Process Evaluation-type Qualification System (지적분야 과정평가형 자격제도 개선에 관한 연구)

  • The government is operating a course evaluation-type qualification system for the purpose of overcoming the limitations of the test-type qualification system and cultivating talents with practical skills applicable to related industries. However, there is a part that does not match the purpose of the course evaluation qualification system by educating competency units in the field of surveying rather than the field of cadastral field in the education and training course of the course evaluation qualification. Therefore, this study closely analyzed the course evaluation qualification system in the cadastral field and suggested improvement plans accordingly. First, NCS in the cadastral field has not been supplemented or developed since its development in 2014, and there are many parts that do not conform to the current laws, so supplementary development is necessary. Second, It was proposed to improve the optional competency unit in the field of surveying to the NCS competency unit in the cadastral field. In addition, if the 12 competency units of the current NCS in the cadastral field are designated as essential competency units and education and training are operated, it will be possible to foster working-level talents with sufficient competency at the cadastral engineer level. However, for practical system operation and application, supplementation and development of NCS in the cadastral field, which is used for education and training of the course evaluation qualification system, must be preceded.

  • Recently the Korean life-long occupational skill development system is undergoing rapid change and innovation on the basis of NCS (National Competency Standards). In order for the NCS-based occupational training system to be successfully established, it is required to be accepted and applied in the higher education. Universities, however, hesitate to adopt NCS-based contracted education programs of the work-and-study cooperative system due to low relevance of university education to industrial needs and absence of the reference operation model for the NCS-based contracted education programs considering Korean small companies' particular needs. This study aims to develop and apply a reference operation model for NCS-based contracted education programs of the university-linked work-and-study parallel system, focusing on the Department of Mechanical Design Engineering of College of Work and Study in Parallel, Koreatech. In addition, several operational guidelines are suggested within the framework of current law and regulations for successful diffusion of the NCS-based reference operation model. The results of this study are expected to contribute to nation-wide proliferation of NCS-based contracted education programs in the higher education and motivating companies and universities to participate in the work-and-study parallel initiatives.

  • As smart devices and communication technologies have developed rapidly, the healthcare industry in the globe is seeing remarkable issues on medical security. At the same time, personal medical records are being shared in the network, which would raise the risk of information security. This thesis aims to develop the curriculum to raise the awareness of information security among workers in medical institutions by referring to NCS(National Competency Standards) International standards, medical institutions' requirements and educational institutions' curriculums on information security based on proven results from medical devices and systems introduced in the public health centers, territorial branches, community health posts and primary, secondary, tertiary hospitals. Thus, this thesis offers the method to improve information security in healthcare institutions through validation testing conducted by medical practitioners and ICT experts.

  • This study conducts an analysis on the relative significance and urgency of competence factors for jobs in the field of Social Welfare through a demand analysis on the vocational training of the K Human Resource Development Institute regarding the National Competency Standards (NCS) in the field of Social Welfare, which was developed in the year 2014. The aim is to derive competence factors with high demands in education and high necessity of curriculum development based on the analysis. The data of 1,227 persons: 583 public officials and 644 private employees, was analyzed by using SPSS 18.0 and Microsoft Excel 2013. Results of the demand assessment on vocational training are as follows: for public officials, 4 competences in social development jobs (social area analysis, needs assessment, community resource building, community network, social assessment, community organizing, and welfare planning), 2 competences in public welfare jobs (management of unusual complaints in welfare and civil cooperation in resource development), and 2 competences in social welfare administration jobs (financial management in social welfare organizations and welfare planning) had high urgency in competence development. Implications were suggested based on the results.

  • Because of the development of the 4th industrial technology such as artificial intelligence and the corona situation, the recent university society is rapidly changing. As the college entrance exam environment is also getting seriously difficult, departments and majors are rapidly changing at the university. Therefore, the department of the university needs a curriculum for new majors or convergence majors according to the internal and external environment of the department. However, it is a very difficult and time-consuming task to develop such a curriculum accurately. This paper proposes a curriculum development method and an application case using the National Competency Standards(NCS). The curriculum development method proposed in this paper consists of the traditional three-step method, namely, analysis, design, and development, and NCS is used in each step. This proposed method focused on reducing the time of curriculum development, and an example of curriculum development is presented for the usefulness of the proposed method.

  • The purpose of this study is to develop a curriculum based on the National Competency Standards(NCS) to raise the higher professional staffs that can adapt to environmental changes due to globalization and local industry demands and to improve the quality of learning and to accept policy of the Ministry of Education. We conducted with the measurement of Educational performance by pre/post, 3 dignosis test. As a result, There were improvements in Educational Performance. Based upon Educational performance and analysis, several new directions for NCS education in the filed of LIS curriculum are suggested. We hope from this study that an application of NCS would be activated fully in Library, educational institutes and qualifying examination institutes and that diverse feedbacks from related parties would make a lead to a better updated version of NCS development in library.

  • This study developed a National Competency Standard(NCS) regarding the casino operations management based on the manual for developing National Competency Standard of 13 years and a revised classification system chart of the National Competency Standard. For the research method, this study developed a national competency standard of relevant jobs after going through review, consultation, modification, supplementation, and reporting procedures 10 times with development experts of the National Competency Standard, the industrial setting professionals, education and training experts, qualification(job analysis) experts, facilitators, and a working group of job verification committee based on the phased range and DACUM procedure of study. The major development results of this study are as follows. First, this study selected and defined duties based on the revised classification system chart of the National Competency Standard, then drew and developed total 8 ability units based on the applicable duties. Secondly, based on the developed ability units, total 27 ability unit factors were deduced and developed. Thirdly, a standard system by ability unit factor was developed based on the level of the national competency standard and revised classification system chart, then this study deduced and developed a supra-domain of the standard system by competency units using the standard tranquility value by these competency unit factors. Based on such development contents and guidelines for the national competency standard ability unit classification number, this study deduced and developed category numbers by relevant competency unit. Fourthly, total 27 relevant performance standard by competency units and knowledge, skill, and attitude were deduced and developed. Fifthly, this study deduced and developed a scope of application, work situation, evaluation guide, core competency, and development history in reference to the total 8 relevant competency units based on the duties.
