The aim of this paper is to show how the paradigm of disaster resilience may help reorienting urban planning policies in order to mitigate various types of risks, thanks to carefully thought action on heritage and conservation practices. Resilience is defined as the "capacity of a social system to proactively adapt to and recover from disturbances that are perceived within the system to fall outside the range of normal and expected disturbances." It relies greatly on risk perception and the memory of catastrophes. States, regions, municipalities, have been giving territorial materiality to collective memory for centuries, but this trend has considerably increased in the second half of the 20th century. This is particularly true regarding the memory of disasters: for example, important traces of catastrophes such as urban ruins have been preserved, because they were supposed to maintain some awareness and hence foster urban resilience - Berlin's Gedachtniskirche is a well-known example of this policy. Yet, in spite of preserved traces of catastrophes and various warnings and heritage policies, there are countless examples of risk mismanagement and urban tragedies. Using resilience as a guiding concept might change the results of these failed risk mitigation policies and irrelevant disaster memory processes. Indeed, the concept of resilience deals with the complexity of temporal and spatial scales, and with partly emotional and qualitative processes, so that this approach fits the issues of urban memory management. Resilience might help underlining the complexity and the subtlety of remembrance messages, and lead to alternative paths better adapted to the diversity of risks, places and actors. However, when it is given territorial materiality, memory is almost always symbolically and politically framed and interpreted; Vale and Campanella had already outlined this political aspect of remembrance and resilience as a discourse. Resilience and the territorialization of memory are not ideologically neutral, but urban risk mitigation may come at that price.

After several collapse accidents of large structures in the early 1990s in Korea, the government enacted a law that architectural, engineering and construction firms are obliged to have insurance for projects over a certain size. Particularly, with regard to insurance in design and construction supervision works (i.e. engineering insurance), although several operation-based problems were pointed out from practitioners, still little research has been done on analyzing current regnlartory and operational state and suggesting policy alternatives. Hence, this study applies Delphi technique to solicit current operational problems and propose a series of improvements on engineering insurance based on interview surveys targeting major market participants: municipalities, engineering firms, and insurance companies. Key findings culminate in adopting guarantee limits based on credit evaluation, abrogating joint surety, covering a loss of life, increasing insurance entrance fee, extending time covered, and etc. Reaching a consensus on the proposed alternatives between the market participants will form the foundation for sound developments of construction design and engineering industry.
Some local governments in Korea are currently developing various Urban Information Systems (UIS) to computerize their work. But they have spent too much money on their own UIS development because they have not reused the existing UIS of others. It has caused the central government to invest money repeatedly. The work of some local governments is generally very similar to those of others. The purpose of this paper is to suggest a solution to the reinvestment problem. To solve the problem, this paper suggests that they could model a city's business using Unified Modeling Language and Component-Based Development Process (CBD). They could also develop a UIS from the existing models, and then other municipalities can reuse the developed UIS. This paper illustrates the water supply business of P City in Korea and Rational Unified Process as a CBD. This paper also describes methods to apply CBD, to establish a reusable business model, analysis model, and design model, and to develop the software components of ActiveX Controls form for the water supply business.

In this study, U-City to effectively manage information as a basis for studies of U-City Info characteristics were analyzed. U-City services are currently being discussed which is about 228. Short-term possibility of applying these services, the service's practicality and availability of services based on public services analyzed, 39 were selected. Next, the selected U-City to target services to analyze the flow of information and analysis based on the characteristics of U-City information was derived. U-City information derived from this study, the characteristics of real-time information, and service-specific mandatory and optional information, melting complex information, dynamic information, large amounts of data, user-customized information, and information security vulnerabilities, revealing personal information and privacy is. The results of this study, governments and municipalities to promote the construction of the U-City can be used effectively. To do so, considering the characteristics of U-City information, information management standards should be established.
The purpose of this study is to investigate existing world economic science theories and concepts of sustainable development as well as create original system of criteria and indicators to assess potential and conditions for sustainable development from a regional perspective and based on the above justify proposals for public authorities to improve methods of economic regulation for regional development. To achieve the goal evolution process of existing theories and concepts of sustainable development and "green growth" have been studied in terms of its adaptation to the spatial development of Kazakhstan, comparative dynamics of natural resources consumption in the Asia-Pacific region and Kazakhstan were investigated as well. Methodology. World best theory and practice methods for assessment of the level of sustainable development of the country and some of its territories were also studied. We selected the best system of criteria and indicators for assessment of economic, social and environmental sustainability of regional systems. Methods offered in this article are based on traditional and new factors of economic development and conditions for operation of regional systems. Indicators are chosen with a glance to basic goals for future development of regions in Kazakhstan. It is recommended to use two levels of methodology offered by author, namely national and regional, and at the local level later (districts, municipalities, cities). The results. Method offered by the author has been tested based on materials and statistics of regions in Kazakhstan. Suitability and usability of the proposed system of criteria and indicators for measuring of economic, social and environmental sustainability of regional systems was proved. Based on this analysis it was found out that there are regions in Kazakhstan that differ from each other by most of key indicators of sustainable regional development and this tendency is increasing. Conclusions and recommendations. As a result of this analysis, the authors have substantiated a number of proposals on methods of analysis to be used, improvement of methods of regional development, implementation of institutional reforms, as well as improvement of regional statistics. This article provides recommendations that can be successfully used in the management practices by public authorities to implement a new regional strategy focused on sustainable development in future.

This attitute also prevails in the political arena where atates or municipalities who are committed to recycling major portion of the solid waste stream are asking these same question regarding the disposition of thte recycled material.
This article suggests Living Lab approach as a technology commercialization model of public research and development (R&D) projects. Living Lab is a model for end-users, private companies, research institutes, and public organizations to develop technology in a living space which works as a laboratory. Unlike the dominant technology commercialization model which focuses on private enterprises, a new living lab model discusses end-user centered commercialization. Based on general living lab model, three types of technology commercialization model are suggested. The 'Demand exploring type living lab' and the 'Problem solving type living lab' are project-based living lab. The other type of living lab is 'Living lab platform'. The projectbased living lab can be utilized as modules when promoting R&D projects. On the other hand, the living lab platform is infrastructure to provide living labs services to companies, public institutes and municipalities.
Urban forest area in South Korea has been increased up to 20.8% of national land as of 2007 by the mergence of municipalities and counties. The rate of park and green tract among urban forest averages out to about 4% nationally but the Capital, Seoul, almost 105% level, not easy to split the two. Park and green has positive management system because of its infrastructure attribute and relevant security obligation standard while urban forest left alone with no such concerns. The most important reason of the negligence comes from institutional inertia although it is possible to be managed functionally by forest laws as like forests of park, landscape, wind and noise protection, and timber product. As a results, it reaches below than 92.64% of the national average level of the timber stockpile especially in the metropolitan areas and loses broad acres rapidly due to the easy conversion system to the urban land usage. Therefore, there must be required some alternative methodologies to conserve and foster it. The paper proposes the four urban forest management types and their control methods. The four types divide into conservation, foster, development, and reservation ones. Also it suggests the five furtherance tract types with the combination among the four earlier types, optionally having one of the six aim climaxes and recommends the standardization of operation design. The total green quantity index of urban forest also suggested by the weight method according to location and DBH class. The case study of the suggested model was executed on the Daejon Metropolitan area and its index calculated as 110.4% level compared with the acreage.

In this study, the present state of fiscal crisis for local governments after IMF is analyzed, firstly. its implications Characteristics of structural reform of finance after IMF bailout in Korea are examined, secondly. Since Korea was shocked by the currency crisis at the end of 1997, its local governments have also faced fiscal difficulties. The Depression of national and local economies led to decreases in tax revenues of local governments. And these shrunken revenues led to their expenditure cuts. Many investment plans were curtailed, and ordinary expenditures were also reduced sharply. The negative influences of the currency crisis on local government's finances can be examined in terms of fiscal revenue, fiscal spending, and debt burden. As a result many local governments are now experiencing fiscal stress, and some of them are even faced with fiscal crisis although the possibility of extreme measures, such as moratoriums or bankruptcies, is very slim. This is due in part to the weight of debt in local governments' budgets having remained small since the debt of local governments has been controlled by the central government. Another reason is that, central government, which functions as a lender of last resort for the local governments, will pay the debt for them. Also, without a legal system which stipulates the adjudication of bankruptcy for municipalities in Korea, local Korean governments have no legal right to declare bankruptcy. Although not a single municipality has fallen into insolvency, yet, this trend will continue to deepen as the recession continues and may lead to a situation where manu local governments fall into virtual bankruptcy in the near future, and its effects on society, as a whole, will be serious. Therefore, measures to prevent and overcome such an extreme situation are necessary, but both short-and long-term policies should be to cope with the current fiscal crisis and to prevent the deepening of the current situation.

Many festivals are based on overseas municipalities 'city image marketing' planning. This trend is gradually reflected in this country as with the Kimcheon International Family Theatre Festival in the Republic of Korea. Gimcheon promotes itself as the central city of happiness 'city image marketing'. Most of these dimensions are in the middle of planning a festival when the Manjiman Kimcheon International Family Theatre Festival Theatre Festival, and the differentiation of the other audiences that drive successful practices in terms of box office need to be determined. This paper presents the history and status of the Kimcheon International Family Theatre Festival Theatre Festival and others based on the reports point out the distinction of a 100% share of the audience for the fifth consecutive year to analyze the cause. In particular, with local art and local performing arts festivals, audiences through a combination of 'show' Theatre Festival are also indirectly involved in the 'touch and feel' willingness to participate. In the Kimcheon International Family Theatre Festival there are significant challenges for improvements in significance.
