정부부처는 지역사회 내 크고 작은 재난 및 안전사고를 사전에 예방하여 사망자 및 재해자수를 경감시키고 기능적으로 안전을 개선하기 위한 목적으로 행정안전부의 안전모니터링시스템, 소방방재청의 재난전조정보시스템, 국토해양부의 시설위험 신고시스템, 환경부의 환경감시시스템 등을 운영하고 있으며, 대부분 안전 위험요소를 신고하면 이를 개선하여 줄 수 있는 다양한 민원시스템을 갖추고 있다. 본 연구에서는 강동구에 거주하며 방재안전관리사 마스터교육과정을 이수한 전문자원봉사자가 행정안전부 안전모니터링시스템의 핵심이라 할 수 있는 안전모니터링활동을 2012년부터 강동구 최초로 지속적인 신고활동을 해오며 안전모니터봉사단의 전반적인 운영실태를 조사하였으며, 강동구를 서울시 안전모니터링 표준모델로 설정하여 강동구 및 개인 신고 및 제보활동사례의 통계자료분석을 통한 문제점을 도출하여 지역사회특성에 맞는 안전모니터링활동의 효율적인 운영시스템 개선방안을 제시하였다.

Disaster and safety budget can be characterized as a large-scale public asset on which the government has a significant role. It is of a crucial importance to properly allocate the limited national budget to various areas as necessary. Higher investment efficiency of the budget related to disaster and safety management requires distribution criteria based on relevance and efficiency. Currently, the budget related to disaster and safety management is orchestrated through the prior consultation system. However, there is still no clear framework for reviewing the investment direction and setting the priority investment areas by prior consultation. This study analyzes the status and characteristics of disaster and safety management projects by damage type and proposes a structured system for prioritization. This framework can be useful in selecting the areas that need priority investments by damage type of disaster and safety management projects, thereby contributing to improving investment efficiency.

해상교통관제센터에 의해 실시간으로 수집되는 선박의 항해 데이터를 바탕으로 선박 항적 패턴 인식을 수행하고 이를 바탕으로 항적 모델을 추출하여 사전에 선위를 예측하는 기법을 제안한다. 항적 데이터의 처리와 가공, 항적 모델링을 위하여 Support Vector Regression 알고리즘이 사용되었으며, 적정 파라미터 선정을 위하여 k-fold cross validation과 grid search가 사용되었다. 제안된 항적 데이터 모델링 기법을 통하여 사전에 선박의 선위를 예측하여 해상교통과제사의 의사결정을 지원하고자 한다.

As the number of kids cafes, one of the children's playgrounds, is increasing rapidly, safety accidents in the kids cafe are also increasing rapidly. The facility is also increasing as the need increases, but it is spreading without ensuring safety. In particular, the Ministry of Public Administration and Security for children's play facilities in the kids cafe, and the Ministry of Culture, Sports and Tourism for organic organizations are divided into different departments, so it is not easy for local governments to manage and supervise the actual business, and there are safety blind spots. Kids cafes have changed rapidly according to needs of children and guardians who are users, and there are many problems associated with them. Therefore, we identified problems that may arise due to insufficient safety management systems for kids cafes, investigated the safety management related to kids cafes in advanced countries, and compared and analysed them with domestic systems. As a result of the research, we proposed a safety management reinforcement system, and we hope to contribute to the reduction and prevention of kids café safety accidents.

국내의 지진 발생 추이가 증가세를 보이고 있으며, 이에 따라 시설물 피해를 주고 큰 인명 피해를 초래하는 지진재해에 대한 대비의 중요성이 대두되고 있다. 지진재해에 대비하기 위해서는 지진 또는 진동가속도에 대한 실시간 계측을 하는 것이 중요하다. 일본과 미국의 경우 중요 시설물에 대하여 이미 실시간 지진가속도계측을 시행하고 있으며 계측된 지진가속도데이터는 데이터베이스화되어 관리되고 있다. 이를 이용해 내진설계기준 개정시 또는 지진으로 인한 피해 예측시 활용하고 있다. 국내의 경우, 최근 지진재해대책법 및 시행규칙이 개정되어 공포되었으며, 국민안전처에서 지진가속도계측자료 통합관리시스템을 구축해 나가고 있는 상황이다. 본 연구의 목적은 국민안전처 통합관리시스템에 연계가 가능한 시설물 실시간 진동 감지 및 분석 시스템을 개발 하는 것이다. 이 시스템은 지진가속도계측데이터 모니터링 기능을 포함하며, 또한 고속푸리에변환, 고유진동수 추출, 응답스펙트럼, 파워스펙트럼, 진도 표출, 시설물 건전도 평가 등 다양한 가속도데이터 분석 기능을 갖추고 있을 뿐만 아니라 국민안전처 지진가속도계측자료 시스템에 연계가 가능하도록 설계되었다. 개발된 시스템은 시설물의 안전관리 네트워크 구축, 지진 또는 진동으로 인한 시설물의 피해에 대한 대비, 유지관리 비용의 최소화에 긍정적인 효과가 있을 것이라고 판단된다.

현대 사회에서 치안서비스에 대한 국민들의 기대수준은 시간이 흐를수록 상승하고 있고, 경찰의 한정된 자원만으로는 감당하기에 부족한 현상이 발생하고 있다. 지금까지 국가가 독점했던 경찰활동은 다양한 치안활동의 주체들과 협력하는 시스템으로 변해가고 있으며, 지역사회는 경찰이 감시하고 법을 집행해야 할 대상 또는 공간이 아니라 효율적인 경찰활동을 위한 협력자로 인식하고 있다. 일본경찰은 오래 전부터 협력치안을 중심으로 한 경찰활동을 강화하기 위하여 지역주민과 함께 주민들의 신변을 위한 범죄예방과 검거활동, 주민의 불안과 고뇌 등의 다양한 문제 해결활동을 통해 지역사회의 문제를 파악하고 지역주민들과 함께 해결해 나가고 있다. 협력 치안활동을 위한 가장 대표적인 법적 근거에 해당하는 1979년 나가오카쿄시(長岡京市) 방범추진에 관한 조례를 시작으로 최근에는 도쿄도의 각 지방자치단체에서 안전 안심 마을 만들기 조례(東京都安全 安心まちづくり條例)와 함께 지역사회 내의 주택, 도로, 공원, 주차장, 번화가, 학교, 상업시설 등 공간에서 발생하는 범죄취약지역과 각종 시설의 안전을 도모하기 위한 시행규칙과 시행령이 제정 시행되고 있다. 일본의 민경협력치안활동은 단순히 범죄예방을 위해 경찰이 개입하는 것이 아니라 범죄의 도시를 재생하기 위해 오래전부터 실시해온 국가정책의 일환이며, 이에 경찰뿐만 아니라 국토교통성, 총무성, 법무성, 문부과학성, 수상관저실 등 모든 정부부처가 범죄예방과 퇴치 및 안전한 도시를 만들기 위해 협력하고 있는 민경협력치안활동 시스템은 가장 주목받는 시스템이며 그 시사점이 크다 하겠다.

Although many years passed since 'The Legislative bill on the support of voluntary activities of enterprises for disaster reduction'(hereinafter referred to as 'enterprise disaster reduction act') has been first enacted in 2007, BCMS is still not activated in our society. In contrast, after 911 Terror, importance of BCM is getting magnified and standardization research & institutionalization i s a lso proceeding i all over world. Lately, Disaster preventing activities is urgently needed like the sinking of 'Sewol ferry'. So the purpose of this paper is proposed for establishment of 'BCMS' and activation of the certificate system for Best-Run Business by analyzing the problem of 'enterprise disaster reduction act' and weak of activation as following. First, propel changing the policy of self-regulated participation to mandatory about the certificate system for Best-Run Business from public entity to government ministry and it is able to activate by propelling demo business of the certificate system for Best-Run Business. Second, public entity that has been given the certificate system for Best-Run Business by affiliating with Disaster Management Assessment of government management can be exempted from Disaster Management Assessment or those entity can arrange for connectivity acquisition method of 'Excellent rate'. Third, to publicize the activation of the law mentioned above, makes public entity r ecognizable by incorporating 'BCMS' into National safety management plan and establishment of National critical infrastructures security plan. Fourth, it should be reviewed to improving the related act regarding to inclusion of public organizations as well as private enterprises.

After the Se-wol ferry disaster in Korea, the safety issue was highly spotlighted in a number of media, and consequently the ministry of public safety and security was newly established under the public attention. In addition to this, a recent earthquake in Gyeonju suggested the training issues for public such as evacuation and public safety. Regarding the industry, one of significant reasons causing the accidents were inadequate training, in execution of safety manual or inexperienced first response. Although the engineering or scientific study provided a basis of the industry safety and health in Korea a study focusing on the safety and health education system should be highlighted in that the law is the only way to execute the policy. In this manner, the goal of current study was to compare the safety and health education system in Korea to other countries including America, England and Germany. Especially, the law for training method, contents, supervision and punishment was analyzed. Result showed (1) lack of a structured training course for educating safety and health education trainer, (2) no training system of safety and health education to public or workers, and (3) less specific law for supervision and punishment as compared to the America, England and Germany.
