Purpose: Government quality assurance (QA) activities in Korea, which is carried out by the Defense Agency for Technology and Quality, is not effective due to 1) the obscureness of the QA implementation method, 2) the gap between QA activities of provisions and those conducted in the fields, and 3) the variation in subjective judgement among the QA personnel. The purpose of this paper is to propose some suggestions to enhance the effectiveness of government QA activities for military supplies in the production stage. Methods: QA activities for military supplies are investigated and problematic aspects are deduced for the production stage. To secure the effectiveness of the QA activities, Defense Contract Management Agency of the United Sates is benchmarked and five improvement methods are presented. Results: Five improvement aspects are 1) reflecting special terms and conditions of government mandatory inspection in contract, 2) classifying QA personnel, 3) making use of data collection and analysis template compulsory, 4) providing checklist for process review, and 5) establishing guidelines for sampling plans for product examination. Conclusion: Suggestions of this paper can lead to consistency and balance in government QA activities, reducing military suppliers' complaints and enhancing the effectiveness of QA effort, and ultimately contributing to the quality improvement of military supplies.

Generally, the standard sizes of military combat fatigues should be determined by considering the coverage rate in order to minimize the military personnel who can't put on the ready made military combat fatigues. The coverage rate should be increased by the longer interval of the standard size but the satisfactory rate will be decreased due to the longer interval of size. This study develops a method selecting optimal standard sizes of the military combat fatigues in order to maximize the satisfactory rate that insures the coverage rate to meet a given level for ready made military combat fatigues. This method selects candidate standard sizes at second and finally, establishes a 0-1 inter programming model. The result shows that the method increases both coverage and satisfactory rate more than those of the previous method.

Because military weapons systems for special purposes are small and complex, they are not easy to maintain. Therefore, it is very important to maintain combat strength through quick maintenance in the event of a breakdown. In particular, naval ships are complex weapon systems equipped with various equipment, so other equipment must be considered for maintenance in the event of equipment failure, so that skilled maintenance personnel have a great influence on rapid maintenance. Therefore, in this paper, we analyzed maintenance data of defense equipment maintenance information system through text mining and social network analysis(SNA), and tried to identify the naval ship maintenance expertise. The defense equipment maintenance information system is a system that manages military equipment efficiently. In this study, the data(2,538cases) of some naval ship maintenance teams were analyzed. In detail, we examined the contents of main maintenance and maintenance personnel through text mining(word cloud, word network). Next, social network analysis(collaboration analysis, centrality analysis) was used to confirm the collaboration relationship between maintenance personnel and maintenance expertise. Finally, we compare the results of text mining and social network analysis(SNA) to find out appropriate methods for finding and finding naval ship maintenance expertise.

Purpose: This study was conducted to measure the relationships between ecological factors and Navy personnel's physical activity (PA) based on McLeroy's Ecological model. Methods: A cross-sectional survey was conducted with a convenience sample of 184 Navy personnel working in 10 Navyships. A self-reporting questionnaire consisted of measures of intrapersonal, interpersonal, organizational and community factors related to Navy personnel` s PA. Data were analyzed by descriptive statistics, $x^2$-test, t-test, analysis of variance, and hierarchical multiple regression using SPSS/WIN 17.0 programs. Results: Their mean PA level was $2,848.1{\pm}3,344.5$ MET-min/week, and mostly moderate level (50.5%). Hierarchical multiple regression analysis showed that religion, working department, working type, perceived health status and community environment were significant PA correlates. Conclusion: Community environmental factors as well as intrapersonal factors were significantly associated with Navy personnel's PA, indicating that community health nurses should expand an approach for individual-level behavioral change to incorporate Navy personnel specific community environmental barriers into PA interventions.

Airborne noise is one of the considerable environmental factors for navy ship personnel because of accomplishing their tasks on restricted ship spaces. In this study, the effects of airborne noise on personnel and existing criteria for acceptable airborne noise on ships are reviewed briefly. Statistic results of airborne noise levels of the Korean navy ships are analyzed according to the class of ships and are compared airborne noise levels of the US navy ships. These results can be used for proposing airborne noise criteria of the navy ship for the future.

Combat fatigues are issued to military personnel with ready made clothes. Ready made combat fatigues should be fitted to various bodies of military personnel within given standard size. This paper develops a standard sizes selection method in order to increase the coverage rate and fitness for combat fatigues. The method utilizes a generalized learning vector quantization(GLVQ) algorithm that is one of cluster algorithm in neural networks techniques. The GLVQ moves the standard sizes from initial arbitrary sizes to next sizes in order to increase more coverage rate and fitness. Finally, when it cannot increase those, algorithm is terminated. The results of this method show more coverage rate and fitness than those of the other methods.

The ratio of the nonscheduled air flight transportation is about 49% among the personnel transportation at the Korean Air Force from 1993 to 1997. If an appropriate nonscheduled air flight method is developed, it may considerably achieve a reduction of the transportation cost. The purpose of this paper is to propose the least cost transportation method using the optimization technique. The nonscheduled air flight for the personnel can be classified into three types. The proposed least cost transportation method is tested with a current air flight method for each of three types. It is shown that a proposed method can considerably reduce the transportation cost.

본 연구의 목적은 군 조직구조 개편 시 부대의 변화관리활동(인사공정성, 변혁적 리더십) 노력에 대한 구성원들의 지각이 구성원들의 정서적 직몰입에 미치는 영향을 조사하고, 이들 관계에서 구성원의 변화수용의 정도에 따른 매개효과를 연구하는데 있다. 현재 군은 급변하는 안보상황과 병역자원의 감소에 능동적으로 대응하기 위하여 군 구조 개편을 추진하고 있다. 조직이 구조조정을 겪을 때 변화관리활동을 효과적으로 하지 못하면 구성원의 저항에 부딪히고 자칫 성공을 기대하기 어렵다. 따라서 본 연구는 구성원의 인사공정성 및 변혁적 리더십 지각이 구성원의 정서적 조직몰입에 미치는 영향인 직접효과를 가설화 하였다. 또한 인사공정성 지각과 정서적 조직몰입 사이에서 변화수용의 매개효과와 마찬가지로 변혁적 리더십 지각과 정서적 조직몰입 사이에서 변화수용의 매개효과를 위한 가설을 설정하였다. 설문은 군 구조개혁의 변화를 경험한 부대의 간부들을 대상으로 실시하였으며 유효 설문응답자는 219명이었다. 분석 결과, 인사공정성과 변혁적 리더십이 구성원의 정서적 조직몰입에 긍정적 영향을 주었으며, 구성원의 변화수용이 이들 간의 관계를 부분적으로 매개함을 밝혔다. 이론적 시사점으로 변화수용의 매개효과를 제시함으로써 이론의 확대를 가져왔고, 실무적으로는 군 구조개편을 위한 변화관리활동 중 인사공정성과 변혁적 리더십의 중요성을 식별하였으며 구성원들의 변화수용 향상을 위한 노력이 중요함을 제시하였다.
