Development of Military Customer Satisfaction Index (군수품 고객만족지수 개발 연구)

  • It is very important to produce military goods for customers, and a customer satisfaction index should be developed for quality control of military goods. Seoul National University and Defense Quality Assurance Agency jointly developed MCSI (Military Customer Satisfaction Index). In this paper the model of MCSI is explained, and the sampling design and survey method is introduced. Also a preliminary test was undertaken, and its result is briefly explained.

  • Purpose: In the private sector, many Customer Satisfaction Index Models have already been developed and are being applied in a variety of industries. In spite of continuously increasing of quality for military goods, measuring tools of Quality Satisfaction have not been developed yet. Method: In 2004, Defense Quality Assurance Agency and Seoul National University jointly developed MCSI(Military Customer Satisfaction Index) as a benchmark NCSI(National Customer Satisfaction Index), but it is limited to aply to military goods. We focused on product quality and developed MQSI(Military Quality Satisfaction Index) Model. Result: We propose a new Satisfaction Index Model(MQSI, Military Quality Satisfaction Index) that can be applied to military goods. Conclusion: In this study, configuration and variables of MQSI Model are described. Also the result of preliminary survey is briefly explained.

The Study of a rational management to the protective area of military installations (군사시설보호구역의 합리적 관리방안에 관한 연구)

  • The protective area of military installations can be a essential investment goods for producting public goods like military installations and national security. For the purpose of this, The protective area of military installations are set up and applicated at important strategic areas. It causes colplications and frictions among the people, government and army inevitably to set up the protective area of military installations, as the relation between the army which produces security or public goods and the people that make and use valuable goods is opposed and contradictory to each other. Heretofore, the civil petition of the protective affair to military installations has been presented individually. As local self- government is fixed, a local selg-governing body presents many civil petitions now. Therefore the protective affair to military installations came to be examined carefully in the aspecs of improving the relationship between the civil and army, raising natinal competitiveness, and increasing efficiency of military operations. Though the relationship between the civil and army is opposed and contradictory, it is required to be in keeping with each other with a situation around society, that is, changes and trend of national security, politics, economy, society. Accordingly, if you drive plans of rational management to the protective area of military installations, you can not only achieve successful military installations, but also be a great help to growth of a local community. Then 「The Army with the people」worthy of the name can be real.

  • Central supply depot of Air Force has been receiving and storing the goods from the inside and outside of the country. And it also has been distributing the goods to the air base by air, rail, road, etc. These goods have been called central goods. Among these central goods, 10% of them are transported by air and the amount of freight is increasing day by day. So, air transportation in the Air Force has been more important than ever. But, studies of demand estimation for activating air transportation are very difficient. This study verified the main factors affecting to air transportation and the function of regression model will be useful data for estimating air freight demand.

Concept and Use for Cheongpo and Samseung in the Late Joseon Dynasty -Focused on Goods of the Cheongpo-jeon Merchants- (조선후기 청포와 삼승의 개념 및 용도 -청포전의 판매 물종을 중심으로-)

  • This study explored the concept and use of two kinds of textiles goods (Cheongpo [blue textile] and Samseung) sold by Cheongpo-jeon merchants in the Joseon Dynasty of Korea. Research was conducted based on an analysis of relevant documents published during the Joseon Dynasty. The Cheongpo-jeon was a merchant group that predated 1637. They sold various imported goods such as Cheongpo, Samseung, cotton textiles, felts, hats, incense, and needles. Cheongpo and Samseung were the main products among these imported goods. Cheongpo was a blue cotton textile imported from China that was sold by Chengpo-jeon merchants. The Samseung sold by merchants was a kind of imported textile whose surface provided a feeling like cotton flannel. The concept of the two textiles were different from existing ideas. Generally, the Cheongpo was believed to be a hemp fabric dyed in blue and the Samseung was a textile with a density of three seung (a traditional density unit of textiles). Cheongpo was used as a currency for war supplies during the two Japanese invasions of Korea (1592 to 1598). In addition, it was also used to make military uniforms, tents, and flags after the Japanese invasion. Samseung was used in the combat uniforms of Chinese soldiers from Ming China during the Japanese invasion of Korea. In addition, it was continuously used to make quilted gambeson amour and some of military uniforms until the $19^{th}$ century.

A Convergence Study on Improvement of Emission Regulation in Military Vehicle (군용차량 배출가스 규제 개선에 관한 융합적 고찰)

  • Civil technologies and parts occupy big ratio in military vehicle as military supply goods were commercialized. In case of the military vehicle engine, the civil purposed engine has been militarized without developing engine for defense industry. Because of this, it happens that Euro-5 version is mounted in spite of Euro-6 at present because the civil laws on the civil purpose engine and required operational capability for militarization are applied by overlapping. Therefore, this study focused on current situation and issues on the military vehicle emission regulation and suggested how to improve through analyzing the theses, articles, Korean laws and systems. For improving methods, imposing the emission certification duty and exempting the certification for the vehicle of high strategical importance were suggested through aligning the related laws. Consequently, it is expected that this study will be used for basics of checking the civil laws and connection with military systems for commercialization of military supplied goods.

  • The development of local defense parts has played a role a pure function such as maintenance of stable procurement source of military goods, provision of timely supply, establishment of self-defense base, creation of import substitution effect considering the whole life-cycle cost, reduction of foreign currency and protection of domestic defense industry. However, as the development success rate is deteriorating, it is time to analyze the related policies and improve the system. In order to improve the success rate of development of parts for the defense sector, it is necessary to unify the separated policies by the development-related departments and strengthen the policy support for the development companies to actively participate in the development. In addition, it is necessary to improve the paradigm for the selection of development items and change the authority of selecting development items and to delegate authority to create synergies. Parts localization development policy improvement is military support side it will contribute to strengthening defense power management by organically combining with technological development aspect and economical aspect. Development items will be linked to defense exports, which will have a remarkable effect on sales growth and job creation effects. The development of local defense parts is spreading.

Effects of Storage Temperature and Packaging Methods on the Microbiological and Organoleptic Qualities of Boiled-Dried Anchovies (저장온도 및 포장방법이 건멸치의 미생물학적 및 관능적 품질에 미치는 영향)

  • Microbiological and organoleptic qualities of boiled anchovies were evaluated during storage for 8 months at different temperatures and packaging methods. Microbial populations of marketing samples were 106~107 CFU/g in aerobic bacteria, 103~106 CFU/g in yeasts/molds and 103~105 CFU/g in coliforms, respectively, which were the highest in retail sample, followed by in military goods and wholesale sample. Moreover, anchovies supplied for retail sale and military goods were contaminated with sanitary indicative microbes. The samples stored at ambient condition(15~33$^{\circ}C$, RH 5$0^{\circ}C$95%) lost their marketable quaity mainly due to microbial propagation prior to 6 months, irrespective of packaging methods, corrugated-cardboard box and laminated-film(nylon 15${\mu}{\textrm}{m}$/PE 100${\mu}{\textrm}{m}$). However, cooling(5~1$0^{\circ}C$) as well as well as freezing temperatures($\leq$-18$^{\circ}C$) following laminated-film packaging were effective for keeping the organoleptic qualities of stored anchovies up to 8 months. The population of yeasts and molds was shown the quality-indicative criteria for stored anchovies and their critical levels were 5.00 log counts/g, showing a higher negative-correlationship(r=-0.901) with changes in organoleptic quality.

  • According to the National Contract Law, when determining Estimation cost Contract officers should consider contract quantity, contract period, supply and demand condition, difficulty of contract enforcement, terms and condition, and other various conditions based market price, costing based pricing, and appraisal. And they should not overestimate or underestimate the estimation cost. But the estimation cost system is used as preparedness for audit against the contract law. In this study, we identified the factors affecting estimation cost and analyzed their influence on estimation cost.

A Study on the Military took Expressed in Women's Fashion Design (여성 패션에 표현된 밀리터리룩에 관한 고찰)

  • The purpose of this study is to examine the military look, which is one of the most popular fashion trends in the 1996 women's fashion. Military look is that imitates or reinterprets the Army uniform which is functionally useful. After World War 1 , military look appeared in the women's fashion which is functionable tailor suits style, ankle-length skirt, pants or boiler suits for work wear, overcoat against the cold, and there was an attempt to introduce a National Standard Dress. In the middle of World War II, there was a similiar circumstance in women's military fashion. There were functionable tailor suits, knee-length skirt, pants or siren suits for work wear. And the Utility Dress was nationally recommended. In addition, the regulations were introduced to control the materials and styles used for some clothes. In the 70s, as the resistance movement as counterculture began to wear Army look which was army-uniform or army caps with 'US ARMY' logo and badges, and became very popular among the youth. In the 90s, military look has got one of the fashionable fashion themes with revival of Neo- Hippie look. Not only street fashion but also high fashion designer selected the trend for '96A/W The characteristics of the military look are khaki colors or camouflage prints, epaulets, big outpockets with flap, golden buttons and army belt. As I examined, during the World War I and ll, women wore the military look because of shortage of goods and work or service, and it was recommended by government. Though the military look in 70s, began by the resistance movement, at least it became a popular fashion. Military look in 90s, does not have inner symbolic meaning or ideology but it only represents fashion trend and revival fashion.
