  • The purpose of this study is to clarify the real causes of gender wage differentials in Korea by analyzing changes over the period from 1984 to 1999. The participation rate of women in the Korean labor force has gradually increased since 1963, reaching 47.4 percent as of 1999. This increase can be attributed to more active participation by women of all ages, except those aged 15-19, as a result of their enrollment in higher level education. In particular, a remarkable rise in labor market participation was achieved by those aged 25-29. On the other hand, the ratio of female workers earnings to that of male workers has increased from 45.1 percent in 1972 to 63.1 percent in 1999. However, when the gender wage differentials are decomposed into various factors, it is found that discrimination components against female workers, compared to the skills or productivity characteristics, played a greater role for the 1994 to 1999 period.

The Effect of Income Transfer on Poverty Rate (소득이전의 빈곤완화 및 빈곤이행 효과에 관한 연구)

  • The primary purpose of this study is to analyze the decreasing effect of public and private income transfers on poverty rate. Two year data of Korean Labor and Income Panel Study (KLIPS, 1998, 1999) are used for the analysis, and 1/2 of median income and 1/3 of mean income are adopted to measure poverty rate. Although private income transfer contributes more to reduce the rate than the public transfer, the main effect for decreasing poverty rate is forced by the wage. Statistically significant variables that affect to the exit of poverty based on the logistic regression analysis are number of family members(-), wage(+), property income(+), social insurance benefit(+), and the transfer income(+). Therefore, the future policy should be more related with the active labor market policy for developing better human resources among the poor family.

Estimation of Wage Equations for Female Marriage Migrants in Korea (여성결혼이민자의 임금함수 추정)

  • This study investigates the influence of human capital on wages of female marriage migrants in Korea using the 'National Survey on Multicultural Families 2012'. The results show that educational attainment has little influence on wages of female marriage migrants in Korea and that educational attainment in their origin country has positive influence on the labor market in Korea. However, work experiences in the origin country and duration in Korea are not significantly related to wages of female marriage migrants in Korea. The subgroup analyses by nationality find that the education wage premium is large in groups for Korean-Chinese women, other Asian countries and other countries. Among occupations, managers and professionals officers earn the highest wages in all groups. In addition, the manager and professional officer groups show the large education wage premium, especially among Chinese, Vietnamese and Korean-Chinese female marriage migrants.

Measuring Foreign Outsourcing and Labor Market Responses in US Manufacturing (해외 아웃소싱과 노동시장의 반응: 미국 제조업을 중심으로)

  • Foreign outsourcing, otherwise known as off-shoring, has become a matter of intense public debate and great concern in both developed countries and developing countries. Yet, there is a lack of good data on foreign outsourcing since the early 1990's. This paper presents updated measures of foreign outsourcing for the recent period. Its main findings are that the share of foreign-sourced goods in total manufactured inputs almost doubled-from 12.4 percent to 22.7 percent between 1987 and 2003. I then look at the relationship between the measure of foreign outsourcing activity and wages in US manufacturing industries in recent years from 1998 to 2003. The results show that for all workers, the outsourcing level is statistically significantly and negatively associated with industry wage premiums. The estimate suggests that a magnitude of 0.9 - a 9% decrease in industry wage premiums tends to accompany a 10% increase in industry outsourcing level. Outsourcing has a bigger effect on the less-skilled workers-industry outsourcing level increases by 10% and industry wage premiums decrease by about 11% in the case of less-skilled workers.

  • Between 1980 and 1997 the Korean textile and clothing industry (KTCI) experienced the transformation of export-led accumulation regime rooted in domestically-derived price competitiveness into the combination between foreign mass production involving the geographical extension of productive forces and quality strategy based on upgrading technology and automation involved in the domestic market for high quality and price products. This restructuring of the KTCI is rooted at the crisis in the export-led growth regime implemented unity 1980 due to the rapid increase in wage levels by the ‘great labour movement’occurred in 1987. In particular, increased wage and collective bargaining realized through labour empowerment led to the crisis in the conjoin between mass production and mass export based on long working hours and low wage structure. The aim of this paper is to explore the transformation of development modes between 1980 and 1997 that can help us in understanding the fundamental reasons for the restructuring of the KTCI. To this end, the paper identifiles the changing accumulation regimes between 1980 and 1997 mediated by wage-labour relations, inter-firm relations and state-film relations, which are insitutional forms of the modes of regulation.

Wage Differentials by Types of Employment Arrangements (정규근로와 비정규근로의 임금격차)

  • The recent economic crisis started at the end of 1997 has brought about changes in labor market practices. One of them is rapid increase in the ratio of workers with alternative employment arrangement, so-called contingent workers. This type of arrangement, unlike traditional employment arrangement, makes employers properly adjust employment to business cycles and it also makes it possible for employees to solve time and spatial constraints related to labor supply. However, recent experience has revealed its negative characteristics such as lower wage rate, deficient fringe benefits, insufficient job security. Using the data from the first and the second wave of the Korea Labor and Income Panel Survey, this study focuses on change in the tendency of being contingent workers and decomposition of the wage differentials among regular and contingent workers by estimating the switching regression model. Results show that the recent crisis significantly contributed to probabilities of being contingent workers, especially for women, the young, the older, and the lowly educated. Decomposition shows that one quarter or one third of 35% of wage differentials are due to the price effect that the same productive characteristics are differently paid by the types of employment arrangements.

Impact Analysis of the Wage Subsidy Measures : Micro-effect Analysis on Long-term Job-seekers' Grant (임금보조금 사업의 효과분석 : 장기구직자 고용촉진 장려금에 대한 미시적 효과분석)

  • This study begins with the assumption that the existing impact analysis studies did not present determinate criteria on which the studies were based. After we criticized the limitations of existing studies, we presented goal-based criteria and evaluated the long-term job-seekers subsidy as a case. This evaluation study is of micro-effect analysis which focuses on the effects on subsidized employees and employers. The Findings are: The subsidized employees were appropriately selected and can be taken as having difficulties in the labour market. The employment effect of the subsidy was significantly positive, though the wage effect was significantly negative. The effect of maintaining of skill measured by occupational mobility was positive, but not significant. The effect of increasing the quantity of employments in the subsidized companies were found significant. It could be proposed from the findings that the wage subsidy for the frail labour force is so effective as the subsidy for the employed labour force and could be boosted.

Political Economy of Inequality Mitigation : Experiences of Netherlands and Denmark (불평등 완화의 정치경제 : 네덜란드와 덴마크의 경험)

  • This study examines how the Netherlands and Denmark lowered the increase in income inequality, at a period in time when income inequality in the world was deepening. This study investigates the level and trend of income inequality in the Netherlands and Denmark compared to those in Korea, the United States, Germany and Sweden. Using the method of the decomposition of changes in income inequality, this study identifies which factors are associated with the changes in inequality in these countries. It also explores which labor market policies mitigated inequality in these two countries. One of the major reasons for the reduction in earned income inequality in the Netherlands is the increased participation of women in economic activity through the increase in voluntary part-time working. In particular, the policies designed to promote equal treatment between full-time and non-regular workers contributed to the active participation of women in part-time work. Using active labor market policies, Denmark improved the proficiency of low skilled and low-wage workers, thereby alleviating the wage gap between high-income and low-income workers. Based on the experiences of the Netherlands and Denmark, this study discusses policy directions to mitigate income inequality in Korea.

Analysis of the Influence of Changing the Announcement Date of Standard for Construction Cost Estimation (표준시장단가 공고시기 조정에 따른 영향분석 연구)

  • Construction Standard Unit Price is the unit price calculated based on the market price for work items in construction projects that have already been conducted. It is used as basic data for calculating the budget price of public construction projects. In the Construction Standard Unit Price Book implemented in the second half of 2020, there are 1,810 types of unit prices. Since 2017, 100-150 construction standard unit prices have been revised semiannually (on January 1 and July 1 of each year) through Construction Site Surveys. Other work items have been set based on the rate of inflation during the corresponding period. Later in 2020, this procedure was changed, with on-site survey period extended to one year to strengthen the construction standard unit price investigation. The revisions previous announced during the second half of the year were changed only to reflect the price inflation rates. With such changes in the revisions to construction standard unit prices, one important issue that was raised: The timing of announcing the revisions during the second half of the year (reflecting the price inflation rates). The market unit wage, which is the unit price standard of labor cost that takes up a large part of the construction cost, is announced in January and September. The figures announced in September is reflected on the construction standard unit price four months later in January, but the market unit wage announced in January is reflected only six months after in July, which causes a timing issue. As such, the current study analyzed problems rising from the changed timing of the announcements of the construction standard unit price during the second half of the year, in addition to analyzing their impact on public construction projects.

A Study on the Trend of Real Earnings for TANF Leavers (미국 TANF 탈수급자의 실질 근로소득 추이에 관한 연구)

  • The objective of this study is to examine the trend of real earnings for TANF leavers. Using administrative data in Wisconsin, this study tracks the 1998 TANF leavers over 7 years. Based on the cyclicality of real wage hypothesis, this study finds: First, although the average real quarterly earnings of TANF leavers have remained stable since their exits, there are substantial labor mobility among TANF leavers. Second, the panel data analysis shows that the real earnings of TANF leavers are significantly associated with local labor market conditions, which supports the hypothesis on the cyclicality of real wages. This study has policy implications that labor market conditions matter for the economic well-being of TANF leavers and the labor demand policies are needed for the economic security of TANF leavers after the exit.
