A Study on the Effect and Countermeasures for Radio Wave Interference between LTE-Maritime Radio Facilities and Maritime Radio Service Facilities (초고속 해상무선통신망 무선설비와 해상업무용 무선설비간 전파 간섭 영향 및 대책 연구)

  • Radio equipment for maritime service and navigation aids installed on fishing vessels are required to comply with the performance standards KN60945_60533 that apply IEC 60945. The LTE-M transceiver was excluded from the target because it did not belong to the radio equipment of the ship station, and it acted as a cause of audible noise in the radio equipment for maritime service installed in the fishing vessel due to interference by radiated emission or conducted emission. In this paper, we analyze the impact of interference based on related cases and present institutional solutions for the diversification of LTE-M.

  • A new concept of ocean transport system, called mobile harbor, was introduced as a feasibility study in Korea in 2009. Target of the mobile harbor is a smart distance transport of containers with or without cargo handling cranes. Although the mobile harbor project has a lot of topics to deal with, this paper is to focus on only ship-to-ship stabilized mooring, which plays a key role in cargo handling. The ship-to-ship stabilized mooring system was developed and installed on beard a barge of LOA 32m and breadth 12m. The dockside tests as sea test were carried out so as to ascertain ascertained whether the systems can work well to control the barge's motion. The results of dockside test showed that the heave motion of the barge's motion can be reduced by more than 45%.

  • The partial discharge testing is widely used in diagnostic measuring technology because it gives low stress to power equipment which is undertaken tests. Therefore it is very useful method compare to previous destructive methods and effective diagnosis method in power system that requires on-line/on-site diagnosis. But partial discharges have very complex characteristics of discharge pattern, so it is required continuous research to development of precise analysis method. In recent, the study of partial discharge is carrying out discover of initial defect of power equipment through condition diagnosis and system development of degradation diagnosis using HFPD(High Frequency Partial Discharge) detection. In this study, simulated system is manufactured and HFPD occurred from those simulator is measured with broad-band antenna in real time, the degradation grade of system is analyzed through produced patterns in simulated target according to the AI/statistics processing.

  • This paper is about a complex sensor system of an automatic guided vehicle(AGV) for loading and unloading payloads. For the AGV to approach to the target rack for loading and unloading the payload, a way to identify the position and orientation was studied. To identify the position and orientation of the AGV accurately, a complex sensor system composed of RFID, IMU, and limit sensors was developed, and the performance of each sensor was undertaken. A model AGV was constructed, and the good performance of the developed complex sensor system was verified through performance experiments.

  • Generation and measurement methods of EG/AD model ice, which is used in KIOST ice model basin are investigated for improvement of its properties. Temperature of seed water, air temperature in the freezing phase and the target air temperature in the tempering phase were changed in the cold room, and the properties of model ice was measured in this conditions. We also verified a conventional measuring method of flexural strength of model ice caused a little measuring error in cold room, so that we suggested a new measuring method that must be used higher supports than double the thickness of the model ice. In this study, we improved the generation and measurement technique of EG/AD model ice, and the developed procedure at cold room can be applied to the KIOST ice model basin.

Taming the Tide of Maritime Piracy in Nigeria's Territorial Waters

  • The rising spate of piracy in Nigeria's territorial waters has become a burden on the economic development of the country. It has adversely affected the exportation of crude oil, which is the mainstay of the country's economy. Pirates target and hijack vessels carrying oil and gas, thus reducing the revenue accruable to the country from selling these resources. Piracy also affects the fishing industry which is another source of revenue to the country. Nigeria, as an import dependent country, relies on the importation of finished goods, and this is seriously affected by piracy. This study briefly examines the root causes of piracy in Nigeria. Further, the study interrogates the effects of piracy, identifies the challenges in the suppression of the crime and proffers suggestions toward suppressing the crime in the country. Against this backdrop, the study argues, among other things, that an expansive definition of piracy is key in the fight against this maritime crime in Nigeria, because the present legal regime is restrictive and limited in scope, thus, it does not reflect the modern piratical acts. More importantly, Nigeria must criminalise piracy in its domestic law in other to police its territorial waters, capture and prosecute pirates in its local courts.

  • Recently, domestic fishing production of Japanese horse mackerel has been continuously decreasing. To achieve sustainable fishing of this species, it is essential to acquire its target strength (TS) for accurate biomass estimation and to study its ecological characteristics. To date, there has been no TS research using a broadband echosounder targeting Japanese horse mackerel. In this study, for the first time, we synchronized an underwater camera with a broadband frequency (nominal center frequency of 200 kHz, range: 160-260 kHz) to measure the TS according to the body size (16.8-35.5 cm) and swimming angle of the species. The relationship between Japanese horse mackerel length and body weight showed a general tendency for body weight to increase as length increased. The pattern of the frequency spectra (average values) by body length exhibited a similar trend regardless of body length, with no significant fluctuations in frequency observed. The lowest TS value was observed at 243 kHz while the highest TS values were recorded at 180 and 257.5 kHz. The frequency spectra for the swimming angles appeared to be flat at angles of -5, 0, 30, 60, 75, and 80° while detecting more general trends of frequency spectra for swimming angle proved challenging. The results of this study can serve as fundamental data for Japanese horse mackerel biomass estimation and ecological research.

An attitude control of stabilizing system using indirect adaptive fuzzy control

  • The purpose of a tracking control system is to track a moving target and to find the exact information of the target. If the platform of the tracking control system is equipped on a moving vehicle such as a ship, the tracking control system will treat even the additional platform motion. In order to avoid the complexity comprising the tracking control system, a process to treat the platform motion, named stabilizing system, must be separated from the tracking control system. In this paper, a method to comprise an attitude control system for the platform stabilization is proposed using an adaptive fuzzy control which is applicable to the system with structural and parametric uncertainty. The suggested adaptive fuzzy control algorithm is the 2nd/1st-type indirect adaptive fuzzy control algorithm using the advantages of 1st-type and 2nd-type indirect adaptive fuzzy control algorithm. Several experiments using the implemented stabilizing system are executed for verifying the effectiveness of the suggested method.

  • During the years 2016 to 2020, the Ministry of Oceans and Fisheries embarked on a strategic initiative to develop a comprehensive Korean e-navigation system, which encompassed the establishment of an 'Long Term Evolution for Maritime (LTE-M).' The primary objectives were to proactively align with international navigation standards and enhance maritime safety for small vessels, particularly fishing boats. However, limitations were identified in the utilization of this network, primarily its constrained application for specific purposes. In response to these limitations, this study delves into user-centric investigations through surveys and interviews, with the goal of expanding the horizon of network utilization. User requirements emerged as the result of study, emphasizing the need for broader network applications, a wider range of target users, diverse network utilization methods, and regulatory streamlining. The user-driven insights gleaned from this study hold the potential to inform and shape future legislative measures, fostering more versatile and inclusive LTE-M network utilization for enhanced maritime safety.
