A Quantitative Marine Traffic Safety Assessment of the Vung Tau Waterway

  • Marine traffic safety of the Vung Tau Waterway, from port limit to Ganh Rai Gulf, plays a crucial role in the economic development of the important triangular economic zone in the south of Vietnam: Ho Chi Minh City, Dong Nai Province, Ba Ria-Vung Tau Province. This paper uses the IWRAP Mk2 program to assess marine traffic safety and shows that in the area there are three parts of fairway have highest risk of collision (from buoys No. 8-9 to buoys No. 1-2 of the Song Dinh fairway; from buoy No. 0 to buoys No. 8-9 and from buoys No. 6-9 to buoys No. 8-9A of the Sai Gon-Vung Tau fairway) and the two areas have highest risk of grounding (the Vung Tau coastline from Ganh Hao to Sao Mai and an area in the Ganh Rai Gulf). In addition, the result of a questionnaire survey on a group of Pilots shows that wind, current and rain/fog have considerable negative effect to ship handling of large vessels in this area. This paper's results will be used in the further research to discover solutions for improving marine traffic safety in the Vung Tau Waterway.

  • In these days, several bridges have been built or under construction over navigational channel in Korea. In these cases there must be careful consideration for the marine safety of vessels to be passed by below the bridge. This paper aims to analyze the factors influencing maritime traffic safety and to figure out ample width of main span of these kinds of bridges through the reference study and FMSS.

  • Now it is said that the insufficency of the designated anchorage for ships in approaching waters of Wan-do port is one of reasons for marine safety accidents, when they encounter rough weather near the port. This research examined geographical feature in approaching areas of Wan-do port and suggested appropriate mate weather anchorage. The situations of fishing nets were investigated Marine vessel traffic flow was also examined The optimal anchorage was suggested considering these results.

  • Maritime traffic engineering is a technical field that observes the flow of vessels' traffic in accurate and describes the feature of ship's movement statistically, then contributes for the improvement of traffic flow and the safety of traffic. The flow of marine traffic can be controlled by carrying out assessment and analysis of vessel's traffic. It can realize the safety of marine traffic by accurate research and analysis of vessel's traffic, understanding its flow and analysis data of vessel traffic. This study shows the analysis system of marine traffic connected with Radar, AIS based on ENC(Electronic Navigational Chart). The marine traffic analysis system contributes to the safety of marine traffic through the design of marine traffic route, harbour facilities and improvement of vessels' traffic flow.

  • The maritime traffic system research has been studied for the safety and efficiency of the Marine Navigation. In order to evaluate the maritime traffic system, the vessel traffic observation is playing important roll. Recently, the way of collecting the vessel traffic information has been become fixed by using the radar, the AIS and the visual observations. However, it is still difficult to get the information about ships without the AIS. In this paper, the past vessel traffic observation results are shown. From those data and introducing the way of Japanese traffic survey, the recent matters of the vessel traffic observation are discussed.

  • In adjacent sea areas of Yeosu, there are many crossing traffics between eastbound and westbound vessels. Traffic congestion is increasing in sea area of east Sori island and near Yokji Island. In this research, we established TSS near Yeokmando Areas and new recommended route which connected to Seopdo west recommended route to reduce meeting traffic between eastbound vessels and westbound vessels.

  • Recently, the supplying of basic materials for construction of building as sand is big issues due to lack of shoreside supply. For solving this problem, many suppliers attempt to gather aggregate from the sea bottom of the EEZ & west coastal area of Korea. In this regard, the 'Jangantoe' which exists in the westside of the Daesan port is worth noticing as good seasand supplying areas. The Chungnam Aggregate Association have plan to gather of seasand from 'Gaduckdo 5 regions & Igok 3 regions' which lies westside about 6 miles off from the Jangantoe areas. This designated area also locates upper parts of the Gadaeam TSS(Traffic Separation Scheme) which is very useful passing routes for the sailing vessels of Inchon & Daesan ports. In this study, the evaluation of the safety for passing vessels in the vicinity of the seasand gathering area was performed by various methods of radar observations & GICOMS AIS data for marine traffics and vessel traffic-flow simulation of the 'Marine Traffic Safety Diagnostic Scheme'. By the results of this evaluation, I suggested comprehensive countermeasures for the safety of passing vessels in the near the seasand gathering area.

  • After forming a institutional framework with specified in Maritime Safety Law(ex. Maritime Traffic Safety Law) on May 27th, 2009, The efforts for improving 'Maritime Traffic Safety Assessment Scheme(MTSA scheme)' have continued to the present. But there's no review with the comprehensive and systematic approach for proceeding acceleration step of MTSA scheme. At this point, this study analyzed current status and derived improvement measures using by 'PIP'OU model' which was designed for the comprehensive analysis in accordance with metaevaluation theory, like as question investigation and etc. Consequently, it mainly needs to improve 'Assessment Plan' domain and minimized the difference in views between concerned parties. This study is expected to be used to develop systematic maritime policy by proposing the order of priority in improvement matters.

  • Vessels sail according to the COLREG to prevent a collision. However, it is difficult to apply COLREG under special situation as heavy traffic, at this time personal skills of the operator are required. In this case, traffic control is required through the maritime traffic monitoring system. Therefore, maritime traffic management is globally implemented by VTS. In this system, VTS of icer uses the VTS system to assess risks and recommends possible safety operation to vessels with radio systems. This study considers that the risk analysis method with AI (Artificial Intelligence) technology from the operator's aspect. In addition, the research explains the Maritime Traffic Safety Monitoring System, Including AR (Augmented Reality) technology to increase vessel control efficiency. This system is able to predict hazards and risk priorities, and it leads to sequential elimination of dangerous situations. Especially, the hazard situations can be analyzed from operator's perspective of each vessel instead of the VTS officer's aspect, which is more practical than the conventional method. Furthermore, the result of analysis enables to comprehend quantitative hazardous areas and support recommended routes to avoid a collision. As a result, I firmly believe that the system will support to prevent a collision in complex traffic waters. In particular, it could be adopted as a collision prevention system for Maritime Autonomous Surface Ship, which occupies a significant proportion in Maritime 4th industrial revolution.
