Study on the Job Satisfaction of Customs Officials at Port Customs - Focus on Ocean Fisheries Officials at Port Customs - (항만세관 공무원의 직무만족도 향상방안 연구 -해양수산직렬 항만세관 공무원을 대상으로-)

  • Korea port customs surveillance of administration is operated around the 24 hours without a break in accordance with the characteristic of trade, in this specific environment, Ocean fisheries officials are performing this important duty. This research investigated various factors which might influence Korea Customs Service civil servants who are engaged in port, based on advanced researches on job satisfaction and Herzberg's two factors(motive hygene factor), and analyzed the difference in job satisfaction in respect of job satisfaction composition according to Ocean fisheries officials at port customs sociodemographic characteristics through a survey. Also, the researcher comprehended the factors of job satisfaction which have the biggest influence on the whole job satisfaction. Based on the analysis result, The researcher expects that the results of this research can contribute to customs administration's inherent goal achievement by finding out customs civil servants' job satisfaction degradation factors, who are engaged in port surveillance of administration, and properly controlling them and improving organizational members' job satisfaction.

  • Seaports are economically significant infrastructures in terms of dealing with more than 90% of the cargo volume in Korea's international trade. Furthermore, investment costs for constructing ports and the impacts of port industry on national competitiveness lead to the necessity for sustainable port operation. However, the earlier studies dealing with competitiveness and sustainability of the port sector focused on its logistical functions related to port size, operational efficiency, etc. Port competitiveness that considers local community and ecological values as well as the expectations and demands of port users is becoming an important issue in order for ports to cope with volatile external environments while maintaining competitiveness. Therefore, it is necessary to identify port performance indicators and measure their performance in terms of the environmental and social perspectives, as well as the economic perspectives, in order to sustain port development and operations. This paper presents findings from case analyses of SuPorts and PPRISM projects that assist European Union (EU) ports to secure sustainable competitiveness while respecting economic, environmental and social interests between ports and local communities. These projects create port performance indicators with balanced views including not only economic value but also environmental and social values. They measure port performance so port operators can implement these sustainable port practices. This study aims to find the critical factors for sustainable port practices by conducting case analyses of SuPorts and PPRISM projects.

A Study on Decisions on Investment Factors in the Development of Local Fishing Harbors (지방어항개발의 투자결정요인 분석 - 충청남도 어항 중심으로 -)

  • In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. Each local government has attempted to reorganize existing harbors and to develop new harbors, taking into consideration the decline in the number of fishing vessels and the expansion of maritime leisure activities. Development for the Azimuth Measurement Algorithm using Multi Sensor Fusion Method (멀티센서 퓨전 기법을 활용한 방위 측정 알고리즘의 설계)

  • Presently, the location and direction information are certainly needed for the autonomous vehicle of the ship. Among them, the direction information is a essential elements to automatic steering system. And the gyro-compass, the magnetic-compass and the GPS compass are the sensor indicating the direction. The gyro-compasses are mainly used in the large-sized ship of the GMDSS(Global Maritime Distress & Safety System). The precision and the reliability of the gyro-compasses are excellent but big volume and high price are disadvantage. The magnetic-compass has relatively fine precision and inexpensive price. However, the disadvantage is in the influence by the magnetism object including the steel structure of a ship, and etc. In the case of the GPS compass, the true north is indicated according to the change of the location information but in case of the minimum number of satellites or stopping of a ship or exercise in the error range, the exact direction cannot be obtained. In this paper, the performance of the GPS compass was improved by using the least-square curve fitting method for the mutual trade off of the angle sensor. The algorithm which improves the precision of an azimuth by applying the weighted value according to the size of covariance error was proposed with GPS-compass and magnetic compass. The characteristic and the performance of the proposed algorithm were analyzed and verified through experimentation. The applicability of the proposed algorithm was shown through the experimental result.

An Economic Valuation Analysis of Building the Second Ice-Breaking Research Ship in Korea with Using Bayesian Approach (베이지안 접근법을 활용한 제2쇄빙연구선 건조사업의 경제적 편익 산정연구)

  • The need for ice-breaking research ships is growing as interest in the Arctic grows. In Korea the 7,500 ton ship Araon, launched in 2009, is the only icebreaker, and difficulty remains when conducting research at the North and South Pole. Thus, the Ministry of Maritime Affairs and Fisheries is pushing for the construction of a second icebreaker, and an economic valuation of a second icebreaker is needed. Such a study will help reduce controversy about the construction of a second icebreaker and help ensure reasonable decisions. The economic benefits of a second icebreaker were calculated using a contingent valuation method. In this study, a Bayesian Approach was applied, in contrast to previous methodology utilizing the maximum likelihood estimation method. According to this analysis, the average WTP per household was estimated at 1,999 won per year, and the total benefit from the construction of a second icebreaker was estimated at 373.9 billion won per year.

  • This paper reviews the Interpretative Guidelines on EU passenger rights regulations in the context of the developing situation with COVID-19 of EU commission. To enlighten the obscurity and to mitigate the economic impacts of the COVID-19, European Commission has published "Interpretative Guidelines on EU passenger rights regulations in the context of the developing situation with Covid-19" on March 18, 2020. The Guideline essentially aims to create a coherent system of rules to assist the passengers, industry and national authorities overall under the unprecedented circumstances across the European Union. To do so, the Guideline is drafted to cover the rights of passengers travelling by air, rail, ship or bus/coach, maritime and inland waterways, as well as the corresponding obligations for carriers. From an aviation industry focused perspective, by referencing the Regulation (EC) numbered 261/2004, the Guideline specifically applies to cancellation and delay in flights which are seen as the dark spots for the air carriers concerning potential burdens.

Research Trends in Global Cruise Industry Using Keyword Network Analysis (키워드 네트워크 분석을 활용한 세계 크루즈산업 연구동향)

  • This article aims to explore and discuss research trends in global cruise industry using keyword network analysis. We visualize keyword networks in each of four groups of 1982-1999, 2000-2004, 2005-2009, 2010-2014 based on the top 20 keyword nodes' degree centrality and betweenness centrality which are selected among four centrality measurements, comparing them with frequency order. The article shows that keyword frequency collected from 240 articles published in international journals is subject to Zipf's law and nodes degree distribution also exhibits power law. We try to find out research trends in global cruise industry to change some important keywords diachronically, visualizing several networks focusing on the top two keywords, cruise and tourism, belonging to all the four year groups, with high degree and betweenness centrality values. Interestingly enough, a new node, China, connecting the top most keywords, appears in the most recent period of 2010-2014 when China has emerged as one of the rapid development countries in global cruise industry. Therefore keyword network analysis used in this article will be useful to understand research trends in global cruise industry because of increase and decrease of numbers of network types in different year groups and the visual connection between important nodes in giant components.

A Study on the Utilization of Enterprise Architecture to Attract Reshoring Manufactures into Port Logistics Park (리쇼어링 제조기업의 항만배후단지 유치를 위한 정보기술아키텍쳐 활용에 관한 연구)

  • This paper aims to explain the reasons of manufacturing's reshoring (U-turn) and to suggest the supporting law and policy and the utilization of enterprise architecture (EA) in order to attract reshoring manufacturers into port logistics park. First, this paper found the reasons of reshoring reviewing the previous researches. The reasons are 1) advanced country's manufacturing competitiveness in total production cost compared to the emerging countries such as China, 2) the government policies enhancing the reshoring of their enterprise, and 3) the deterioration of management environment of foreign companies in the emerging countries. Second, this paper reviewed the supporting law and policy of korean government for reshoring manufacurers, and suggested the method to attract them into port logistics park. The current law to support the reshoring manufacturers does not have articles about moving into the port logistics park in order to help global trade from outsourcing countries. Finally, this paper provided the method of utilization of enterprise architecture to help reshoring decision making to get their benefit for the future and collaboration among related government departments with the ministry of maritime affairs and fisheries.

An Analysis of the Determinants of Foreign Direct Investment in the Western China, 1990-2007 (중국 서부지역 외국인직접투자(FDI)의 결정요인에 관한 분석: 1990-2007 기간을 중심으로)

  • This study is to analyze the determinants of inflow FDI with panel data of 12 provinces in western region of China for the period, 1990-2007, from the perspective of market-oriented FDI and production-efficiency-oriented FDI. The empirical findings are following. First, the empirical results prior to the start of western development program show that the GRDP, the intense of industrialization and university graduates per 10,000 residents have positive coefficient signs at the significant level, while wage level has a negative and significant value. Second the empirical results using the data after the launching of the western development program show that the GRDP, the intense of industrialization have positive relations with FDI, while openness in terms of the ratio of international trade to GRDP and the wage level have negative coefficients. Finally, this thesis finds that the empirical results for both periods are very similar, which suggest that the economic structure in western region has not changed significantly even though almost a decade passed since the western development program launched.

Strategy for South Korea-Vietnamese Military Cooperation in the field of defense (한(韓)·베트남 군사협력 추진전략 : 방산분야를 중심으로)

  • South Korea and Vietnam have been engaged in extensive political, economic and cultural exchanges since the establishment of diplomaticties in 1992. In March 2018, Moon Jae-in, President of South Korea, made an official visit to Vietnam, a key partner of the New Southern Policy and discussed comprehensive cooperation measures, including expanding trade volume and measures to establish peace on the Korean Peninsula. At the defense ministers' meeting held in April 2018, the two countries signed a joint defense and defense cooperation statement, which included promotion of maritime security, defense cooperation, UN PKO activities, excavation of remains, and joint military cooperation. Currently, Vietnam is facing territorial disputes with China over the South China Sea, and is stepping up military modernization and military buildup to counter this. In particular, Vietnam is strengthening its external military cooperation beyond ideology with the U.S., Russia, India and France to strengthen its maritime power. Against this backdrop, the bilateral cooperation between South Korea and Vietnam needs to expand beyond the traditional economic and cultural exchanges to military cooperation. The study aims to review the relationship between South Korea and Vietnam on the 26th anniversary of the normalization of diplomaticties and seek ways to develop military cooperation with Vietnam, which has grown to the next China. To that end, it analyzed Vietnam's security environment and military strategy and presented strategies for promoting military cooperation focusing on defense areas.
