Risk Classification of Vessel Navigation System using Correlation Weight of Marine Environment (해양 환경 요소 상관관계 가중치를 이용한 선박 항행 시스템의 위험도 분류)

  • Various algorithms and system development are being required to support the advanced decision making of navigation information support system because of a serious loss of lives and property accidents by officer's error like as carelessness and decision faults. Much of researchers have introduced the techniques about the systems, but they hardly consider environmental factors. In this paper, We collect the context information in order to assess the risk, which is considered the various factor of the sailing ship, then extract the features of knowledge context, which is to apply the weight of correlation coefficients among data in context information. We decide the risk after the extract features through the classification and prediction of context information, and compare the value accuracy of proposed method in order to compare efficiency of the weighted value with the non-weighted value. As a result of experience, we know that the method of weight properties effectively reflect the marine environment because the weight accurate better than the non-weighted.

  • This paper describes the application method of bumper area defined in the ship domain theory and it is to identify risky sectors in VTS(Vessel Traffic Services) area. The final goal of this work is to develop early warning system providing the location information with high traffic risks in Mokpo VTS area and to prevent the human errors of VTS Officer(VTSO). The current goal of this paper is to find evaluation and detection method of risky sectors. The ratio between overlapped bumper area of each vessels and the summing area of a designated sector, Ratio to Evaluate Risk(RER) ${\gamma}$ is used as one of evaluation and detection parameter. The usability of overlapped bumper area is testified through three kinds of scenarios for various traffic situations. The marine traffic data used in the experiments is collected by AIS(Automatic Identification System) receiver and then compiled in the SQL(Structured Query Language) Server. Through the analysis of passing vessel's tracks within the boundary of Mokpo VTS area, the total of 11 sectors are identified as evaluation unit sector. As experiment results from risk evaluation for the 11 sectors, it is clearly known that the proposed method with RER ${\gamma}$ can provide the location information of high risky sectors which are need to keep traffic tracks of vessel movements and to maintain traffic monitoring by VTSO.

Design of Next-Generation Ship Simulator System Using Virtual Reality (가상현실을 이용한 차세대 선박 시뮬레이터의 시스템 설계)

  • The paper describes system design of next-generation Ship Simulator using Virtual Reality (VRSS), well known as human-computer interaction. VRSS system is required to have special condition that comprises multiple user participants such as captain, officer, pilot, and quartermaster. To cope with that condition, core technologies were explored and proposed multi-networking system with broker server. The evaluation of the proposed system was done with PC-based immersion-type VR device, constituted with HMD (Head Mounted Display), Head Tracking Sensor, Puck, Headphone, and Microphone. Using the VR device, assessment test was carried out in a virtual bridge with 3D objects, which are created by VRML (Virtual Reality Model Language) program. As results of tests, it is shown that the cybernetic 3D objects were act as if real things in a real ship's bridge. Therefore, interesting interaction with participants can be obtained in the system, Thus, we found that the proposed system architecture can be applicable to VRSS system construction.

  • The officer of the deck(OOD) may sometimes have to carry out lookout as well as handling of auto pilot without a quartermaster at sea. The purpose of this paper is to develop the ship's auto pilot control module using speech recognition in order to reduce the potential risk of one man bridge system. The feature parameters predicting the OOD's intention was extracted from the sample wheel orders written in SMCP(IMO Standard Marine Communication Phrases). We designed a pre-recognition procedure which could make some candidate words using DTW(Dynamic Time Warping) algorithm, a post-recognition procedure which made a final decision from the candidate words using the feature parameters. To evaluate the effectiveness of these procedures the experiment was conducted with 500 wheel orders.

  • The mandatory installation of the ECDIS (Electronic Chart Display and Information System) became an important navigational equipment for navigation officer. In addition, ECDIS is a key component of the ship's digitalization in conjunction with various navigational equipment. Meanwhile, cyber-attacks emerge as a new threat along with digitalization. Damage caused by cyber-attacks is also reported in the shipping sector, and IMO recommends that cybersecurity guidelines be developed and included in International Security Management (ISM). This study analyzed the cybersecurity hazards of ECDIS, where various navigational equipment are connected. To this end, Importance-Performance Analysis (IPA) was conducted on navigation officer using ECDIS. As a result, the development of technologies for cyber-attack detection and prevention should be priority. In addition, policies related to 'Hardware and Software upgrade', 'network access control', and 'data backup and recovery' were analyzed as contents to be maintained. This paper is significant in deriving risk factors from the perspective of ECDIS users and analyzing their priorities, and it is necessary to analyze various cyber-attacks that may occur on ships in the future.

  • Facing to millenium, The new development of maritime and Fisheries education schemes will be cultivated in order to challenge global maritime nations as the new target of marine education which was established new index and problems of maritime education in place. First, The index of Marine and Fisheries education of 21st century was aimed at the spirits of expansion of territories of the era of ambassador of Jang Bo Go Sylla dynasty where marine trade had been prevailed between sylla and china leading to the spirits of marine pioneer in the northeastern Asian regions. and we must maintain the great desire and frontier spirities toward the marine industry also, adjust to the development and frontier spirits. Secondly, In order to cultivate the prominent man power for the marine industry, the government shall be specialized for the agency of marine education system, expand the educational installation, reforms the content of curriculum, to be adjust the global education system, also, enlarge the scholarship for the student, exemption tuition fees, installed the dormitory for the student, professors and teachers engaging in this parts have to lead the students with the pride and confidence and must provided the chance of job after he had completed for their on boarding life. Thirdly, for the secure responsible officer, the authorities has a schedules for enlarging the chance of studying and training also have to accumulate the practical experience and should enforce the retraining to the prof's and teachers also improve the leaders quality, on the other hand. The position of prof's and teachers will be elevated with the gaining of education philosophy and special treatment by the authorities. Fourth, to receive the positively marine industry educational system. First of all, have to provide the cooperation of industries and academy and they satisfy their job and change the their way of thinking and should notify the importance of government strategical industry by the mass-media system. Against the new marine era, we must participate the marine industry positively, have to elevate the culture of mankind and also, have provide the basement of prominent man-power for the marine industry in future.

Ship handling, generally, is done by the multi workers such as Captain, Officer, Pilot and Quartermaster. Shipboard Training for the Efficient Maritime Education

  • Marine officers should have crisis control ability because ship operation needs not only highly specialized information, but also functional capability due to the fact that there always exist dangers at sea, which are different from those at shore. Therefore, marine officers should be trained on the related specialized information under the systematical educational system including shipboard training. Their training is also based on the strong spiritual power and physical strength through the strict training process. In order to have these vocational personalities, dormitory life training and shipboard training courses seem to be essential processes, which are required of maritime education. The introduction of automatic system into the ship as a result of the recent development of technology brings decrease of the full number of crew. Consequently, marine officers are increasingly under heavy burden, and should have more ship operation capabilities than before. Maine officers should have not only specialized information which differs from that at shore, but also vocational adaptability which can reasonably tackle with all the problems which exist on the spot and are obstacles to individual, spiritual, physical, natural, and social demands. So it is required that marine officers should have study many areas to deal with as extra curricula besides their major field of study, which are unique characteristics of the education for them. These vocational adaptabilities are based on the spiritual characteristics, such as self-developmental education, responsibility, meticulous care, attentiveness, voluntary, planning, readiness, spontaneity, accuracy, self-denial, obedience, leadership, and etc.

A Study on the Application for Domestic Remote Operator Licensing System for Maritime Autonomous Surface Ships Using the AHP (AHP를 활용한 자율운항선박 원격운영자의 국내 면허체계 적용방안에 관한 연구)

  • Maritime Autonomous Surface ships(MASS) are gradually gaining importance. Until fully autonomous ships are developed, they will likely be controlled by remote operators who are based in a Remote Operations Center. However, there is currently no internationally or domestically established licensing for them. This issue can potentially pose a risk to navigation safety due to operations being handled by unqualified remote operators. We conducted a literature review and proposed criteria for the adoption of a licensing system for remote operators. We have futher offered alternatives to integrate this license into the existing officer licensing system, and analyzed them using Analytic Hierarchy Process(AHP). Subsequently,, theprimary need to enact legislation for remote operators is observed. The most preferred approach is to include the occupation of a remote operator in the Ship Officer Act, Article 4: Occupational Categories and Class of Licenses. Therefore, it would be logical for the organizational structure of the Remote Operation Center to mirror the traditional Bridge Resource Management. This study will contribute to the efficient training of remote operators and the safe navigation of autonomous ships with a focus on human resource management.
