A Basic Study on the Introduction of Human Rights Education for Seafarers (선원인권교육의 도입 방안에 관한 기초연구)

  • In line with the United Nations' Action Plan for the First and Second World Programme for Human Rights, countries around the world are making efforts to strengthen and develop human rights education through voluntary participation and improvement of the legal system. South Korea is also trying to spread human rights education under the leadership of the National Human Rights Commission of the Republic of Korea, but there has been no significant progress so far. Moreover, it has failed to pay close attention to the human rights issues of seafarers on board. This study identified the phenomenological problems based on an analysis of domestic and international literature, and of cases of violation of seafarers' human rights. It utilized the interactivity research method to create an educational environment for improving the human rights situation of seafarers on board mixed-nationality crew vessels. In doing so, the research suggests the introduction of human rights education for seafarers and the implementation of a human rights education program in designated educational institutions as fundamental solutions to the human rights issues of seafarers, as these have been pointed out as the main cause of conflicts in mixed-nationality crew vessels.

  • The purpose of this study was to extract an u-PBL support system core value and design strategy based upon field experience learning. To accomplish this the study, first of all, analyzed the core values, design strategy which was selected after needs analysis and literature review of theories and cases regarding the PBL, e-PBL, blended-PBL, Field experience learning based on ubiquitous environment, and learning model based on ubiquitous technology. This study identified the three core values as; systemic support for instructional activity, just in time support for instructional activity and support for interaction facilitation. As further research areas, it might be useful to develop u-PBL instructional support system based upon the model designed from this study. Also, research concerning the verification of the model based upon implementation of the program case might be necessary.

  • The Government is managing "The Comprehensive Development Plan of Fishing Villages" which is a national program to ensure the effective use of the coast and reasonable management of fisheries resources. The Chuja-do was selected as an area for "The Comprehensive Development of Fishing Villages" because it has the characteristics of local independence and an advanced fishery using boats. The study covered the environment of the local fishing grounds, all aspects of the coast fishing and residents' thinking. The results of the study led to the following proposals : development of the coastal fishing grounds farmining industry, establishing the fishing grounds industry by dropping arcificial fish reefs, developing the tourist industry, improving the quality of fishery using boats, and establishing high quality fishing specialties.

Verification on the Ghost Fishing by Derelict Fishing Gears through the Tank Experiments (폐어구로 인해 발생하는 유령어업 효과에 대한 실험적인 고찰)

  • The aim of this study was to evaluate the impact on the fishery resources and marine ecosystems by derelict fishing gears as part of the R & E (Research and Education) program that supervised by the busan metropolitan city office of education. In this study, we verified the ghost fishing effects caused by derelict fishing gears through the process which fish were caught to be attracted to bait for gillnet and trap in tank. In results, the dead fish to be gilled in gillnet and to enter in pot have been shown to attract other fish to the bait role. The result showed that the ghost fishing was caused by abandoned, lost or discarded fishing gears continuously. In particular, as a result of pot experiment, if the lost pot has a escape device, the entered fish could escape from the pot and the fisheries resources could protect from derelict fishing gears. In addition, the high school students are capable of raising the problem solving skills through carrying out the research project and expect to contribute to raising awareness about the protection of the marine environment.

  • The purpose of this study is not only to provide students in the fishery high schools with source materials and opportunity, but also to contribute to a comprehensive development in educational program of the fishery high schools. It investigated various factors of aquarium related 6 new occupations : job contents, educational-level for job performance, training period, worker's capacity, the degree of physical activity, working place, and working environment. First, the work intensity is a normal work. The physical activities such as crawling, bending, accurately seeing a nearby thing and using hands are frequently used. The work is mainly conducted inside a room. The condition for a work environment is very moist and humid. Second, the work intensity is a light work. The physical activities such as using hands, speaking and accurately seeing a nearby thing are frequently used. The work is mainly conducted inside and outside a room. The work environment factor did not have any effect on the work. Third, the work is mainly conducted inside and outside a room. The risk in the condition for a work environment is found out as miscellaneous. Fourth, the physical activities such as bending, touching, and accurately seeing a nearby thing are frequently used. The work is mainly conducted inside a room. The work environment factor did not have any effect on the work. Fifth, the work is mainly conducted inside a room. The condition for a work environment is very moist and humid. Sixth, the work is mainly conducted inside a room. The work environment factor did not have any effect on the work.

  • In order to facilitate the private maritime security system with high quality guard services, the status of private security companies and the security instructor system which has been operated in land side, are analyzed. Through screening the spectrums of private maritime security and analyzing the status of maritime security guard, the characteristics and expertise of maritime guard service, and it's system need are elicited. we propose the system of marine civil guard officer who will play a major role in private maritime security domain, and design the job requirements, the subjects of qualification test and the education program to enhance his professionalism and practicality. Moreover, the enactment of a provision on marine guard company in Marine guard law will be the platform to develop a private maritime security industry and to strengthen international competitiveness through supervising and piloting private guard service at sea by Korea coast guard.

  • This study investigated the purpose of commissioned on-board training and the legal basis for the management of commissioned on-board trainees, focusing on the seafarer educational institution belonging to the Ministry of Education, which cultivates merchant mariners. A program was developed based on this research. Despite the legal basis for the management of commissioned on-board trainees, satisfaction with on-board training management has not been high, and the on-board trainee management system of the university was poor. As a result safety accidents among commissioned on-board trainees occurred on ships, and a few students abandoned on-board training. An I.M.S.A.R. model has been developed for safe and systematic management of commissioned on-board trainees, and a base for a human resource management program for commissioned on-board trainees has also been developed. This study is meaningful in that it derived a practical plan for the management of commissioned on-board trainees.

A Study on Analysis of Teachers' Recognition on Field Practice and Effectiveness of Creativity and Character Education (창의·인성교육의 현장 실천도 및 효과성에 관한 교사들의 인식 분석)

  • The purpose of this study was to investigate teachers' recognition on field practice and effectiveness of creativity and character education. This study used post tests to examine the effects of teacher training for creativity and character education on 451 teachers. The results were as follows. Firstly, the average in satisfaction of teacher training for creativity and character education was 4.65 for elementary teachers and 4.35 for secondary teachers in summer, and 4.55 for elementary teachers and 4.42 for secondary teachers in winter. Secondly, effectiveness of teacher training on creativity and character education was showed highly as more than 4.0 and was higher in winter than in summer. Thirdly, in the case of field practice and effectiveness of teacher training for creativity and character education, the average of elementary teachers(3,66) was higher in respect of educational environment than that of secondary teachers(3.20) and the averages of elementary teachers and secondary teachers were 3.85 and 3.42 in respect of subject activity, respectively. In practising creativity and character education, it was analyzed that both elementary(ave. 3.89) and secondary(ave. 3.84) teachers went through some difficulties for curriculum reconstruction, development of instructional model, program development, and human and physical supports.

Development of VR-Based Safety Education Content for Sailors (VR 기반 선원 안전교육용 콘텐츠 개발)

  • Every year, many shipping companies provide seaman safety education programs periodically to reduce ocean-traffic accidents. However, undertaking the regular safety training for seaman has been difficult because of litimation of space and time. Recently, VR technolgy is received attentions to overcome previous problems. It can provide users educational interactions between a user and virtual environment and fulfill sustainable teaching. In this paper, VR-based safety education content for sailors has been developed, and it includes four programs. Also, survey was conducted with four questionnaires such as immersiveness, easy to experience, satisfaction of education contents, comparative evaluation between traditional education program and VR education contents. As the result, immersiveness questionnaire could be gain 53.83% positive assessment, and easy to experience could be gain 65.38% positive assessment, and satisfaction could be gain 69.23% positive assessment. Lastly, comparative evaluation between traditional education program and VR education contents could be gain about 46% positive and 34% neutral assessments.

A Study on Decrease of Vertical Accelerations due to Changes in Location of the Habitation Division for Training Ship (실습선의 거주위치 변경에 따른 수직가속도 저감에 관한 연구)

  • Research on ship motion and seasickness is recognized as the important research area to ensure the pleasant operative environment in addition to the research of operation safety of ship. In this paper, the motion performance in waves for the training ship Kaya of Pukyong National University is obtained by using the computer program based on Strip Method. To guarantee the pleasant seafaring in ocean, the vertical acceleration of ship motion is calculated according to the habitation division location in the ship. The results of calculation by changes of location of habitation division are compared with the guideline of MSI(Motion Sickness Incidence). The degree of motion sickness is shown and discussed through the comparison between calculated vertical acceleration spectrum and MSI guideline. To improve the safety of ship in motion and the pleasant seafaring in waves, the downtrend of seasickness ratio is needed by the decrease on vertical acceleration of the ship. Through the results in this paper, the relocation of both bridge and accommodation toward the aftship reduced the vertical acceleration and MSI.
