  • Recently, marine traffic engineering has been developed until that possible to estimate a change in traffic flow caused from some transformations of the traffic condition and to assess whether changed traffic condition is can be accepted as a useful thing in navigation or not by compute simulation. This paper's main substance is assessment of the present marine traffic safety at these area adjacent to Pusan harbor. Also in this study, it was carried out in order to be convinced of validity of round about TSS to expect changing in traffic flows by the institution of round about TSS and to assess expected traffic flows by using Environmental Stress assessment model.

  • The recent increase in size and speed of ships resulted in the existing maritime routes becoming narrow relative to the size of new ships. At the same time, as the improvement and optimization in marine transportation take place and the construction of structures in seas and harbor improvements pick up speed, there is an increasing probability of marine accidents. Due to these environmental changes, the need to professionally analyze the effect of marine structures on navigation arose to ensure safety of ships and a law was enacted and introduced for the Maritime Traffic Safety Audit (MTSA). In this study, a Qualitative assessment for verifying the effectiveness of MTSA was carried out with case analysis and analysis model in other similar audit scheme. It is expected that an analyzed result for effectiveness of MTSA will be a steppingstone for enhancing the MTSA and keeping maritime traffic safety as its own purpose.

  • In these days, several bridges have been built or under construction over navigational channel in Korea. In these cases there must be careful consideration for the marine safety of vessels to be passed by below the bridge. This paper aims to analyze the factors influencing maritime traffic safety and to figure out ample width of main span of these kinds of bridges through the reference study and FMSS.

  • Recently, around the world, active development of new renewable energy sources including solar power, waves, and fuel cells, etc. has taken place. Particularly, floating offshore wind farms have been developed for saving costs through large scale production, using high-quality wind power and minimizing noise damage in the ocean area. The development of floating wind farms requires an evaluation of the Maritime Safety Audit Scheme under the Maritime Safety Act in Korea. Floating wind farms shall be assessed by applying the line and area concept for systematic development, management and utilization of specified sea water. The development of appropriate evaluation methods and standards is also required. In this study, proper standards for marine traffic surveys and assessments were established and a systemic treatment was studied for assessing marine spatial area. First, a marine traffic data collector using AIS or radar was designed to conduct marine traffic surveys. In addition, assessment methods were proposed such as historical tracks, traffic density and marine traffic pattern analysis applying the line and area concept. Marine traffic density can be evaluated by spatial and temporal means, with an adjusted grid-cell scale. Marine traffic pattern analysis was proposed for assessing ship movement patterns for transit or work in sea areas. Finally, conceptual design of a Marine Traffic and Safety Assessment Solution (MaTSAS) was competed that can be analyzed automatically to collect and assess the marine traffic data. It could be possible to minimize inaccurate estimation due to human errors such as data omission or misprints through automated and systematic collection, analysis and retrieval of marine traffic data. This study could provides reliable assessment results, reflecting the line and area concept, according to sea area usage.

Validation of Statistical Analysis-based Aberrancy Probability Using Marine Simulations

  • To perform the Maritime Safety Audi Scheme, $10^{-4}$ was constantly applied without adjustment when evaluating the proximity of the fairway. The necessity of applying the different aberrancy probabilities from the different proximity of the fairway depending on the shape of the route and the size of the ship was validated using marine simulations. Marine simulation was performed to evaluate the validity of statistical analysis-based aberrancy probability according to the different shapes of routes and ship size presented in the previous study. As results, the validity of the criterion of the statistical analysis-based aberrancy probability was confirmed by comparing with the results of simulation-based aberrancy probabilities. The results support that the aberrancy probabilities by the types of a vessel could be different based on the type and size of vessels. The results motivate that further investigation is required to find the reasonable criteria of the aberrancy probabilities for the maritime traffic safety audit according to the fairway shape and the size of the vessel.

A Study on the Scope of Passenger Vessels and Dangerous Goods Carriers Subject to Maritime Traffic Safety Audits (해상교통안전진단 대상 여객선 및 위험화물운반선 범위에 관한 고찰)

  • Maritime traffic safety audits (MTSA) were enacted in order to ensure marine traffic safety throughout changes or the construction of water facilities, port facilities, etc. After the introduction of MTSA, the scope of subject vessels was restricted to an LOA of more than 100 m or a maximum speed of more than 60 knots as of 2014. In this study, the scope of subject vessels was re-examined in comparison with specific marine traffic safety areas and tanker prohibited areas identified in the maritime safety act. Furthermore, the state of subject vessels and exception cases for MTSA were also analyzed. As a result of these analyses, MTSA were deemed necessary for dangerous goods carriers of more than 1,000 G/T in specific marine traffic safety areas and dangerous goods carriers of more than 794 G/T in tanker prohibited areas. Finally, the necessity of further review was suggested given the present scope of subject vessels.

  • In adjacent sea areas of Yeosu, there are many crossing traffics between eastbound and westbound vessels. Traffic congestion is increasing in sea area of east Sori island and near Yokji Island. In this research, we established TSS near Yeokmando Areas and new recommended route which connected to Seopdo west recommended route to reduce meeting traffic between eastbound vessels and westbound vessels.

  • The introduction of coastal vessel traffic services enables vessels in coastal waters to navigate in safety or to get her position with ease and prevents the vessel from becoming cause of casualties. But it needs relatively huge amount of cost to construct and operate and maintain. Thus we must be checked with economical adequacy of the the proposed coastal vessel traffic services by comparing the cost of the construction, operation and maintenance with the expected benefit made by the expected decrease in marine casualties. In previous paper, a proper cost-benefit analysis model for the Korean practice will be suggested. In this Paper, the proposed the cost-benefit analysis model of coastal vessel traffic services was applied to the Koje coastal waters 20mi1es from the top of Maemul-Do and Yokchi-Do. As the result, we confirmed the propriety of the cost-benefit analysis with the application of the proposed model to Koje waters. Also, it is verified that the introduction of coastal vessel traffic services, as proposed, is adequate and economical. The cost-benefit analysis model proposed in this study could be used to investigate the economic Propriety of new aids to navigation and traffic safety facilities in the future.

A Study on the Marine Traffic Assessment based on Traffic Distribution in the Strait of Malacca (말라카해협의 교통 분포를 기초로 한 해상교통 평가 연구)

  • The Strait of Malacca is one of the most important fairways in the world and its traffic safety has direct effect on economic development of East Asian countries including China, Japan and Korea. Because of this reason, a safety analysis of the marine traffic in the strait has a great significance. In this paper, we analysed the statistic distribution of marine traffic in the Strait of Malacca based on the vessels' AIS data for 1 month by using the TOAIS and EasyFit programs. As the results of the analysis, it was found that the traffic distribution of this strait was different with normal distribution, which had been still widely used in marine traffic engineering field. Furthermore, with the traffic distribution analysis results, the traffic safety of the strait was also assessed by using the IWRAP model. The results showed that the highest level of risk were overtaking and crossing situations. Finally, we found that the highest risk of collision area in the Strait of Malacca was crossing area between the Strait of Malacca and the Port Klang fairway.
