An Application Status and Consideration of System Improvement on the Sea Area Utilization Conference and Impact Assessment (해역이용협의제도 운용 현황 분석 및 실효성 제고방안)

  • This paper evaluated types and characteristics of development projects occurred in coastal area (Public Water) by analyzing an application status of Sea Area Utilization Conference System that effective protect and manage marine environment and ecosystem from various artificial utilization and development enforced in 2008. Also, system improvement for stable settlement and security of efficiency considering exposed problems during system enforcement were diagnosed. The number of Sea Area Utilization Conference (SAUC) performanced during the period of 2009-2010 was 3,705, which consisted of simple SAUC (87.0%), general SAUC (12.8%), and Sea Area Utilization Impact Assessment (SAUIC; 0.2%). The general SAUC was accomplished for Public Water reclamation (43.4%), seawater supply and drainage (17.5%), dredging sediment (5.5%), installation of port facilities (4.6%) and fishing harbor facilities (2.3%), and others (23.4%). Statements of Environmental Impact Assessment (EIA) were reviewed mainly for construction of port facilities (32.9%), followed by construction of industrial complex, development of tourism and leisure complex, road construction, and development of energy facilities. It would be necessary to strengthen effectiveness of the system, advertisement, and capability of conference and review agency, and to enhance confidence of marine EIA continuously, according to the increase of development projects, and diversity and enlargement of development types.

Performance Prediction on the Seakeeping Characteristics of a Catamaran Power Yacht (카타마란형 파워요트의 내항성능 추정에 관한 연구)

  • The ship's seakeeping performance in the pitching and roll motion was felt tired. These gives structural loads to loaded with cargo and hull facilities. Be to improve, small catamaran power yacht designed a data for ship research and ship's hull form to be decided. In this study, based on domestic release for coastal marine environment in the interpretation criteria were chosen based on the exercise performance. The seakeeping performance of marine leisure catamaran was based on voyage speed. The seakeeping performance estimates based on the encounter angle, the wave of the encounter frequency response amplitude ratio for exercise was assessed in the high performance area.

Research on Arrangement Design for Sailing Yacht Winch using 3D Human Simulation (3D 휴먼 시뮬레이션을 통한 세일링 요트 윈치 배치 설계 연구)

  • Unlike other leisure boats, a sailing yacht is propelled by wind power using sails that are controlled by the crew. Therefore, the ergonomic design of the equipment that the crew has to operate for sailing might be very important. However, it is difficult to find design rules and regulations for the equipment arrangement of a sailing yacht based on ergonomics. In this study, the arrangement design for the height and side plate angle of a winch for a sailing yacht was examined from an ergonomic design point of view. In a simulation, a Korean male in his 20s was selected as a human model for a grinder. The physical load was analyzed when he was operating a winch using a 3D human simulation. The lower back load showed the highest value when using the grinder at $90^{\circ}$ and $180^{\circ}$. Based on the results for the lower back load when using the grinder with various winch heights, it is suggested that the winch height from the cockpit floor to the top of the winch should be more than 40% of the height of the human operator. In addition, according to the results for the lower back load with various horizontal distances from the body, it is suggested that the side plate angle should be less than $16^{\circ}$.

  • This study analyzed the recreational scuba diving regulations in Korea and other foreign countries and it proposes five changes to improve the Act On The Safety, Promotion, Etc. Of Underwater Leisure Activities in Korea. First, "recreational underwater activity participant" should be modified to refer to 'an individual or group of individuals entering into a contract with a recreational underwater activity businessperson for their own use'. Second, the person setting up the recreational underwater activity zone should be expanded to 'recreational underwater activity businessperson and/or recreational underwater activity participant'. Third, since recreational technical diving uses nitrox or mixed gas, a clause should be added that a sticker or band clearly indicating the type of gas should be attached. Fourth, a Surface Marker Buoy (SMB) should be added to the diving equipment, and the daily management and maintenance of cylinders should be specified in detail. Fifth, it is necessary to specify in the Act that recreational underwater activity participants are encouraged to purchase diving insurance for their own use. In addition, for the safety of underwater activity participants, the Act must specifically state the emergency procedures and diving guidelines of a recreational underwater activity businessperson.

Battery charge prediction of sailing yacht regeneration system using neural networks (신경망을 이용한 세일링 요트 리제너레이션 시스템의 배터리 충전 예측)

  • In this paper, we propose a neural network model to converge the marine electric propulsion system and deep learning algorithm to predict the DC/DC converter output current in the electric propulsion regeneration system and to predict the battery charge during regeneration. In order to experiment with the proposed neural network, the input voltage and current of the PCM were measured and the data set was secured on the prototype PCM board. In addition, in order to improve the learning results in the insufficient data set, the scale of the data set was increased through data fitting and its learning was executed further. After learning, the difference between the data prediction result of the neural network model and the actual measurement data was compared. The proposed neural network model effectively showed the prediction of battery charge according to changes in input voltage and current. In addition, by predicting the characteristic change of the analog circuit constituting the DC/DC converter through a neural network, it is determined that the characteristics of the analog circuit should be considered when designing the regeneration system.

  • Previously sailing yachts or leisure yachts were mainly made from FRP(Fiber glass reinforced plastic) in the small shipbuilding, but recently there is a trend to replace it for steel or aluminum to substitute FRP for environmental friendly materials. Although It have to need a many checked item in case of hull girder strength and transverse strength normally evaluate base on calculation of class guideline so called direct calculation method. Otherwise. this method of initial structural design considered enough for safety margin on the structure. But, case of small craft must consider for evaluating local strength through rational method. In this paper, check the bow structure members for satisfying results base on allowable stress criterion of damaged bow structure by dynamic load due to slamming and bottom impact load due to pitching motion through finite element analysis. and investigate engine bed structure considering engine weight load and transverse wave load.

  • Life rafts, which has been used for domestic vessel currently, are fabricated mostly for the ocean-going vessels in accordance with the SOLAS Resolution. Therefore, there is not any small-sized life raft which can be installed on small fishery boat, leisure boat and cargo vessel with those length shorter than 20 meters in our country. However, in many foreign countries, new standards or the small-sized life rafts applicable to those small vessel have been developed according to the standard of ISO 9650. Furthermore, they make their effort to contribute the safety for the life at sea by supply the superior product of life rafts, which have been adopted by light material (i.e. thermoplastic polyurethane, TPU) and economic production process (i.e. heat sealing, radio-frequency welding, RFW), etc. In this paper, the development results of the small-sized life raft, which has been used the lightening material TPU and fabricated by RF-welding method, will be introduced.

  • Ocean resources have a very important role to meet the requirements of the people's leisure activities in a limited country, so fishing villages and fishing ports are getting more and more important as a source of supply to satisfy the demands as time goes on. There are various and far-reaching approaches to the fishing villages and fishing ports. However, studies to present the over-all direction of development policy for fishing villages and fishing ports have been short; especially the studies which have been dealing with Busan were verified to be very short relatively. As a result of survey, both officials in charge and residents in fishing villages have an enough understanding of what problems the development of fishing villages have and it's direction of development and spreading effects. In the part of the policy of developing fishing ports, officials answered that insufficient synthetic estimation was main problem in developing the fishing ports, while residents had a high recognition that local fishing ports and small scale fishing ports have had poor progress relatively. In the analysis of difference between two group about the spreading effects of developing fishing villages and fishing ports, they had affirmative opinions rather than negative ones without exemption. As mentioned above, it is a right direction to develop the existing fishing ports as well as new fishing ones to the multi-functional synthetic fishing ports. The specialized development should be made so that the special quality of coastal resources, which fishing villages have, will be made the best use of.

Study of the Optimal Mesh Size for a Safety Net for Preventing Falls from Wave-dissipating Blocks (소파블록 낙상사고 방지를 위한 안전망 그물코 크기 산정에 관한 연구)

  • Recently, due to increased tourism and leisure activities, falls by fishers from coastal wave-dissipating blocks (breakwaters) in Korea have been rising. We investigated the optimal mesh size for use in safety nets designed to cover Tetrapod (TTP) breakwaters to prevent casualties from falls. This is a prerequisite for considering the scale and economics of safety net facilities. The optimal mesh size was determined based on the fisher gender and age, and the bodily features of Koreans. The optimal mesh size was found to be 18.6-27.0 cm, derived based on the femoral length and chest circumference.

  • There are marry ships and marine structures and also has marry differences on according to the shape and the interval of hulls to the purpose. the multi-submerged body needs appropriate distance between the hulls because of the optimum hull form. thus, through this paper, the flow characteristics behind the multi-submerged body according os the distance ration between the hulls and various angles of attack was conducted.
