Analysis of Economical Efficiency of Digital Map in Production Cost by Aerial LiDAR Surveying (항공 LiDAR 측량에 의한 수치지도 제작의 경제성 분석)

  • Recently, three-dimensional (3D) GI (Geospatial Information) using LiDAR system has been used various fields such as the production of digital map, the modeling of 3D building and urban area, and analysis of communication network and environmental effect. In this study, the production cost of digital map by aerial LiDAR surveying were compared with the cost by aerial photograph surveying for analysis of economical efficiency. It is expected that the results of this study will be used base data for production, update, revision of digital map and curtail effect of national budget.

  • Recently, the digital map of national basemap has been made through NGIS(National Geographic Information System) project in Korea. The digital map should have to be corrected or updated to cope with the changes in topography in future. For that, the efficient method correspond with digital map should be presented. Digital photogrammetric system has been considered as an efficient method for digital mapping because it provides the results in digital form, but the system if not fully tested because the commercial system is in early stage. This study aims to present the way to correct or update digital map using the digital photogrammetric system. Digital mapping in the environment of digitalphotogrammetric system was executed and the results were analyzed and compared with those from analytical plotter.

  • This program was developed to operate and manage the massive digital forest cover type map using SDE(spatial database engine) in order to solve the problems of the analogue mapping system, mapping process and managing vast amounts of data. It was established the standardization process by performing the several functions of application related to the spatial DB search, mapping history and progress control, modification and inspection of the topology error, approval and reject of those maps. It can be possible to generate the effective mapping and distribute maps to the public service. It is expected that the results will be able to reduce time-cost.

A Review on the Public Appeals of the Ecosystem and Nature Map (생태·자연도의 관·민원 현황에 대한 고찰)

  • The Ecosystem and Nature Map (ENM) is basic map for current status of natural resources. The map has been offered information to ecological conservation and restoration, as well as to land use planning and policy making. The map composed of 794 sheets in 1:25,000 scale classifies total areas into three grade zones (1st, 2nd and 3rd grade zones) and separately managed zone. In 2005, the first draft Ecosystem and Nature Map was prepared by the second National Ecosystem Survey. It was opened for the people to search and appeal. So 1,419 cases of public appeals on the first draft Ecosystem and Nature Map were submitted in 2005. After partial revision, the first Ecosystem and Nature Map was announced in 2007. The second draft Ecosystem and Nature Map was prepared by the third National Ecosystem Survey and opened to public in 2012. As a result, 1,263 cases of public appeals were submitted in 2012. Since the first announcement of the Ecosystem and Nature Map in April 2007, 182 cases of public appeals on the Map were submitted until December 2013. Among them, 159 cases were announced with revision. According to the first Ecosystem and Nature Map announced in 2007, graded areas covered 7.5% in the 1st grade zone, 39.2% in the 2nd grade zone and 44.7% in the 3rd grade zone of the national land area, respectively. In the second draft Ecosystem and Nature Map in 2012, areas of the 1st grade zone and the 2nd grade zone were 9.2% increased 1.7 percentage points and 45.5% increased 6.3 percentage points, and areas of the 3rd grade zone were 36.6% decreased 8.1 percentage points. Among areas of the 1st grade zone, Gangwondo occupies 54.3% in 2007 and 47.6% in 2012. Gangwondo consists of the highest percentage of the 1st grade zone and the smallest of the 3rd grade zone. Seoul has the highest percentage of the 3rd grade zone. There were the highest increase of the 1st grade zone in Gyeongsangbukdo and the highest decrease in Jeollabukdo and Seoul. Vegetation is the most important evaluation factor to determine the grade of the Ecosystem and Nature Map.

Taxonomic revision of the Liparis makinoana complex (Orchidaceae; Epidendroideae; Malaxidae) in Korea

  • On the Korean Peninsula, eleven species of the genus Liparis (Orchidaceae) have been recorded, and three species are presumed to belong to the L. makinoana complex. These are L. koreana, L. japonica, and L. makinoana. Liparis japonica and L. makinoana are distributed in South Korea, but the distribution of L. koreana has not been confirmed. Liparis japonica and L. makinoana are morphologically very similar, making it difficult to classify them. Recently, L. japonica and L. makinoana in Japan were reclassified into three species. One of them is an amended species of L. makinoana, and the other two species were described as new species, specifically L. longiracemosa and L. suzumushi. It was confirmed that the three species are distributed in South Korea. Here, we provide a distribution map, photographs of the three new species, and a comparison of their morphological characteristics.

A Study on the Application of Copyright for Digital Maps in Korea (우리나라 수치지도의 저작권 적용방안에 관한 연구)

  • The purpose of this study is to suggest concrete approaches of copyright application among various map price policies to establish the system of a digital map market, to revitalize its market, and to give the public better map services. To do this, we analyzed copyright law in Korea and the copyright protection of digital map in foreign countries firstly, investigated the applicability of copyright to the map market in Korea, analyzed the effect on this market, and suggested an direction of the revision for the Surveying law and the National Geographic Information (NGlS) law lastly. We drew several conclusions. Firstly, the protection of the rights of database makers is the best approach to protect digital maps in korea. Secondly, we need to adopt copyright to the Surveying law and the National Geographic Information Systems (NGlS) law. Lastly, establishing a copyright trust organization to improve the quality of digital maps and to manage various affairs is needed.

A study on the Realtime Update of the Digital-Map by the General Survey Map (일반측량성과도에 의한 수치지도의 수시갱신방법 연구)

  • The renewal update of the digital map constructed through NGIS has been conducted for the enhancement of usage, maintenance so that the latest data is guaranteed. The total update has been done every five years for five regions of the country using aerial photographs and satellite images. By launching the third phase of NGIS, the updating plan was changed from total to total or partial update including the real time update scheme. Furthermore, the update period was improved from five to two years and four years for a large and a small city, respectively. Therefore, it is necessary to develope a matching technique which combines various geographic information (such as drawing map, surveying drawing and map) with exact position on the digital map. In this study, we developed a matching algorithm based on central point and suggested a method which uses general surveying drawing for revision/update of the digital map. The general survey is conducted when a civilian development on lands are approved. Thus, the outcome from the survey, which is the general survey drawing, contains the latest various contents such as road, building, water pipe and manhole. A consistent and efficient method using the general survey drawing for near real time update of the digital map by applying the developed matching algorithm is presented.

  • The integrated underground space map is a three-dimensional map that integrates 16 types, including 7 types of underground facilities, 6 types of underground structures, and 3 types of ground. In order to systematically construct, manage, and utilize the integrated underground space map, it was institutionalized as the "Special Act on Underground Safety Management," and the "Underground Space Integrated Map Production Work Regulations" was prepared as detailed work regulations. However, there is a lack of institutional mechanisms to develop new technologies such as the completed book submission system for submitting change information and automation technology for updating the integrated underground spatial map and to expand the usability of the integrated underground spatial map. Accordingly, this study examined the current status of the integrated underground space map and attempted to suggest a direction for improving the current system through a revision plan and detailed operation management regulations (draft) of the Special Act on Underground Safety Management.

Linear Feature Extraction from Satellite Imagery using Discontinuity-Based Segmentation Algorithm

  • This paper addresses the approach to extract linear features from satellite imagery using an efficient segmentation method. The extraction of linear features from satellite images has been the main concern of many scientists. There is a need to develop a more capable and cost effective method for the Iranian map revision tasks. The conventional approaches for producing, maintaining, and updating GIS map are time consuming and costly process. Hence, this research is intended to investigate how to obtain linear features from SPOT satellite imagery. This was accomplished using a discontinuity-based segmentation technique that encompasses four stages: low level bottom-up, middle level bottom-up, edge thinning and accuracy assessment. The first step is geometric correction and noise removal using suitable operator. The second step includes choosing the appropriate edge detection method, finding its proper threshold and designing the built-up image. The next step is implementing edge thinning method using mathematical morphology technique. Lastly, the geometric accuracy assessment task for feature extraction as well as an assessment for the built-up result has been carried out. Overall, this approach has been applied successfully for linear feature extraction from SPOT image.
