  • The efficient management for the research and development (R&D) manpower will absolutely be necessary for the successful accomplishment of R&D projects. In this respect, a methodology through analyzing and evaluating the degree of technology accumulation was presented, using the INGRES Data Base Management System (DBMS) in UNIX operating system.

보건요원 교육효과 평가 (Evaluation on Effectiveness of Public Health Personnel Training)

  • To improve the effectiveness and efficiency of public health personnel training, we evaluated not only how appropriate the students felt the objectives, contents, methods and multimedia used in the train ing courses, but also how much the students accomplished the objectives and applied skill and knowledge to their own works. We selected 5 courses for the study : Tuberculosis control, Radiological technique, Public health information, Immunization, Mental health management courses used by Kirkpatrick's evaluation model. Reaction evaluation was carried out in final day by questionnaire. The results showed that all of them were very satisfied with educational input and curricula, learn Ing environment. Secondly, we measured the degree of learning achievement on pre and post training by questionaire of specific behavioral objectives. The degree of learning achievement was statistically higher just after training than pre training (paired t-test, p<0.01). Thirdly, evaluation of behavioral change to job was conducted to find out how much students applied skill and knowledge to their own job in 3 months after training by questionnaire. The results of behavioral change evaluation showed that 43.5% of the students who were performing job related with the training courses in 3 months after training applied the learned skill and knowledge to their own job quite well and 37.8% of them applied relatively well, therefore total 81.4% of them applied to their own job. And effectiveness of training for the above mentioned students showed that 41.9 % of them had improved or enforced their jobs after training, 35.5% of them had had no remarkable changes, and 15.7% had newly applied the learned skill and knowledge to their jobs. For evaluating the degree of usefulness of material predistribution in two weeks before training, we compared experimental groups with control groups. The results showed that general reactions are helpful but the degree of learning achievement is no discrepancy.

정보통신공사업 인력수급차 분석 및 전망 (Labor market forecasts for Information and communication construction business)

  • 모든 산업이 ICT 인프라를 기반으로 융합되고 나아가 산업과 문화가 융합되는 스마트융합 환경이 도래함에 따라, ICT 인프라를 시공 및 구축하는 정보통신공사업이 중요하게 평가되고 있다. 이러한 정보통신공사업의 지속적인 성장을 위해서는 기술인력의 공급이 안정적으로 이루어지는 것이 매우 중요하나, 현재까지 이론적으로 체계적인 정보통신공사업 분야의 인력수급차 분석이 수행된 바가 없다. 특히 정부에서도 2014년 12월에 공사업 육성방안 로드맵을 추진하며 중장기 인력수급차 분석에 기반한 인적역량 강화방안을 모색하겠다고 발표하여, 정량적인 인력수급차 분석의 필요성은 더욱 중요해지는 상황이다. 이에 본 연구에서는 정보통신공사업의 인력수급 예측모형을 개발하고, 인력수급차 분석결과를 제시하였다. 분석결과, 2007년도부터 전문대학의 입학자 감소, 구조조정, 학과개편 등의 요인으로 전문대 교육과정에서 배출되는 졸업생이 줄어들어 초과수요상태가 나타나는 것으로 조사되었다. 이에 따라 정보통신공사업 시장의 기술인력 부족현상을 줄이기 위해, 기존인력의 재교육, 정보통신기술인력 양성정책을 지속적으로 유지하고 다양한 정책적 유인을 제공할 필요성이 있는 것으로 분석되었다.

종합병원 간호인력에 따른 직무만족${\cdot}$환자만족 비교 (Job Satisfaction and Patient Satisfaction Related to Nurse Staffing)

  • Purpose: The objective of this research was to explore the levels of patient satisfaction and job satisfaction according to the level of nurse manpower, in order to provide effective management for nurses. Methods: The research was conducted from November 1 to December 30, 2006, with a survey of 310 nurses and 240 patients at eight tertiary hospitals in Seoul. Data were collected according to the level of nurse manpower from the first (a nurse vs. patient ratio of below 2.0) to the sixth (a ratio of over 4.0) rank. The survey tools were used Park-Yoon's job satisfaction (1992) and Wandelt and Ager (1974)'s patient satisfaction. The acquired data were analyzed with SPSS $PC^+$ 12.0 program using descriptive methods, ${\chi}^2$ test, ANCOVA, and Scheffe. Results: Overall job satisfaction of nurses showed 3.10 and patient satisfaction of patients showed 4.15. Analysis based on the level of nurse manpower showed that hospitals of first and second rank had higher scores than those of lower rank for nurse's job satisfaction and patient satisfaction. Conclusion: Hospitals with a higher level of nurse manpower showed higher score of nurse's job satisfaction and patient satisfaction.

선박수리업의 전문인력 확보를 위한 도제식 교육 적용에 대한 제의 -중소조선연구원의 교육 프로그램을 중심으로- (Proposal Related to The Application of Apprenticeship Education for Securing the Professional Manpower in the Ship-repair Industry - Focused on the Educational Program of RIMS -)

  • The purpose of this study is to propose a company-centered apprenticeship educational program to secure professional manpower in the ship repair industry. There are various efforts to secure professional manpower across industries. However, it is very rare in the ship repair industry. In this study, we analyzed the educational program implemented by Research Institute of Medium & Small Shipbuilding(RIMS) with considering their problems. We also studied the apprenticeship education for improving a few problems of RIMS's program. As a result, we presented the new educational program by integrating the concept of apprenticeship education into the current educational program with two main points as belows. 1) the necessity of the convergence with a company-centered apprenticeship education. 2) the necessity of a training program with a focus on the global market environment.

  • 본고는 국내 나노기술 분야의 연구개발 인력과 기자재에 관해 설문항목을 설정하여 전국의 나노기술 관련 중요 기관의 책임자들을 면담하여 조사하여 그 결과를 분석한 것이다. 현재 관련 인력의 보유 현황, 향후 수요 및 수급방법 등과 인력양성 정책에 대하여 소속기관별, 연구분야별로 조사 분석하였다. 또한 나노기술 연구기자재의 현황과 향후 수요 및 관련 정보활용에 관해 조사 분석하였다. 이를 통해 나노기술 인력과 기자재 분야의 정책 수립과 정보활용에 관한 유용한 제안을 제공하고자 한다.

The Activation of Transferable Skill of Advanced S & T (Science & Technology) Manpower with the Global HRD Convergence Research

  • Purposes - This study propose the following 4 methods to establish Global HRD system focusing on transferable skill which is attracting attention as future science and technology Manpower. The activation of convergence research creates new industries in the era of 4th industrial revolution. Research design and methodology -This study was conducted by using research methods and expert interviews focused on document analysis. This study also reflects trends through books and materials that cover the latest issues such as the Fourth Industrial Revolution. Results - 4 Things are reflecting the policies of S&T Manpower and securing execution capability, developing competence-based transferable skill model, enhancing science and technology convergence R&D and performance capability, and developing customized HRD program. Conclusions - Transferable skills will contribute to strengthen the national competitiveness of science and technology in the long term by establishing the foundation of technological innovation that can create new industries and secure future growth power in the 4th industrial revolution era. Practically, it was suggested that science and technology professionals should be able to refer to the HRD program design and HRD program design by suggesting the view of transferable skill and the activation plan reflecting the insight.

간호사의 탄력적 근무형태 적용에 관한 연구 (An Action Research Study on Flexible Shift of Nurses)

  • Purpose: The Purpose of this study was to identify reasons behind the high turnover rate of nurses, and to delineate measures for inactive nurses to participate in professional nursing activities so as to upgrade the quality of the health care delivery system in Korea. Thus, tried this study to drive market entry of these idleness manpower. Methods: This study used the action research, to collect idea from hospital/nurse administrators, nurses on the job, part-time nurses. Results: This study basic data about flexible shift form through scientific paper, Internet, individual contact source collection do, and compare each situation by direct conversation with a nurse, director of a hospital, nursing administrators about flexible shift form, and analyze example of hospital which utilize flexible shift form actually or utilized and deduced advantage, shortcoming, cause of failure, cause of success, other application plan. Conclusions: 1. Emphasize that database about idleness manpower should be put priority certainly. 2. In case of idleness manpower wants a re-employment hospital and institution which can connect to administer demonstration premise . 3. Emphasize that need organ to enforce education program and this that idleness manpower can apply in nursing spot. 4. Premise nurse's great people image and research about method that convert productivity of nursing to money.

건축공사의 현장관리 인력에 대한 생산성 분석 (A Productivity Analysis for Management Manpower of Building Construction Projects)

  • While Korean construction companies are adapting themselves to rapidly changing business landscape at home and abroad, intensifying competition among competitors in local as well as global market deteriorates the profitability of construction industry, which leads to another problem. In response to such challenges, many construction companies continue to innovate their business portfolio and organization structure, with strong commitment to business process innovation. Furthermore, they need to analyze the productivity of project site management manpower overhauling business processes systematically and develop effective alternative strategies. This research aims to analyze the productivity of project site management manpower. Current operational practices of construction site organizations have been analyzed with focus on large construction companies in Korea and data gathered from project sites have been analyzed from a wide range of perspectives, In so doing, this research is expected to provide basic inputs for any subsequent attempt to estimate proper resource requirement for site management tasks in construction projects and analyze the management productivity of such resources by enabling construction companies to better understand the current operational status of site organization.

건설기술인력의 수급효율화 방안 연구 (A Study on the Supply and Demand of Technical Manpower in Construction)

  • 국내외 건설규모가 축소됨에 따라 건설기술인력의 신규 인력채용기피 및 수급상의 불균형 등으로 인해 대학졸업자의 취업이 극히 어려운 현상을 보이고 있다. 이러한 상황에서, 최근 대학졸업자의 취업률이 $35\%$미만으로 나타나는 등 건설기술인력의 실업대책이 중요한 사안으로 부상하였으나, 건설기술인력의 과잉문제를 해결하기 위한 범정부 차원의 종합적인 대책이 미흡하였다. 또한 대학졸업자의 교육성과에 있어서도 다양화, 첨단화되고 있는 건설산업 현장에서의 수요에도 부합되지 못하고 있다. 이에 본고에서는 $2003{\~}2008$년간의 건설기술인력의 수급예측을 하였고, 과잉공급된 건설기술인력의 수급효율화 방안을 마련하기 위해 SOC 투자확대, 미취업 건설기술인력의 IT분야 유도, 해외진출 확대 등 건설기술인력의 고용창출방안과 더불어, 건설관련 학과의 탄력적 운영, 기업수요에 대응한 대학교육 등 양적 질적인 측면을 동시에 고려한 건설기술 과잉인력의 수급대책을 마련하였다.
