A Design and Implementation of Information Security Management and Audit System for Government Agencies (공공기관의 정보보호관리체계 감사시스템의 설계 및 구현)

  • Recently, information technology is considered as a basement of management for industries as well as administrations. Especially, government agencies deal with more high sensitive and Important data than other businesses, so, their security managements should be fair and efficient. At present, most government agencies possess and operate their own information security systems, but apply them for the sake of formality only, even do not adapt an audit system for management polices. This paper presents a design and implementation of an automated audit system which is suitable for the operation environment in government agencies, using the audit system based on the BS7799. The. proposed system aims to objectively, numerically and daily control the ISMS (Information Security Management System) for different level of government agencies. In addition, it permits to design and implement an adaptive audit tool, in order to meet a given condition of audit organization and guard the personal relationship between the auditor and its counterpart.

  • Purpose: This study attempted to see the trend of researches in nursing old people. Method: We analyzed a total of 105 articles that were published in The Journal of Korean Community Nursing, J. Korean Community Health Nursing Academic Society. The J. of Korea Acad. Soc. of Home Care Nursing from 1987 to June 2003. Result: 1. It was found that researches on old people nursing had increased every year since 1995 and most largely in 1995$\sim$1999. 2. It was known that the majority of researches were designed to be non-experimental and their subjects were old people over 65 living at home. 3. Nursing interventions used in experimental studies were music therapy and various health promotion programs. 4. Major research concepts are physical activities, mental health, physical health, medical management, social health, quality of life and family health. Conclusion: The number of studies has increased in community nursing journals, but there have been not many studies about polices and management for old people living in community society and suggestions of practical alternatives. Thus it is necessary to carry out more community nursing studies about management and education for old people.

A Study on the Supply and Demand of Fishmeal and Stable Securing Strategies (양어용 어분의 수급 실태 및 안정적 확보 방안)

  • This study is aimed to present measures for stable supply of fishmeal and to develop fish farming into a food industry and an export industry. The study analyzed current domestic and international supply and demand for fishmeal and suggested future prospects. The results of the study suggested the basic directions for the stable supply of fishmeal in Korea as follows: first, stable securing of fishmeal importers and establishment of the supply and demand monitoring system; second, policies to boost using of compound feeds and expansion of relevant fishmeal use; third, higher competitiveness of fishmeal and compound feeds through selective and intensive R&D investments. Based on the basic directions, the paper suggested implementation measures such as strengthening of cooperations with fishmeal suppliers abroad, expansion of overseas local market entrance, diversification of fishmeal trading countries, revision of relevant laws and polices on the fishmeal and feeds, organization of domestic fishmeal, promotion of group purchase, improvement of domestic fish meal quality, development of fish meal alternatives, etc.

A Study of Obstacles to Implementing Family-friendly Policies & Offering Flexible Work Arrangements (기업의 가족친화제도 시행의 장애요인과 탄력적 근무제도 활성화 방안에 관한 연구)

  • This study investigates the obstacles to implementing family-friendly policies and offering flexible work arrangements and provides policy directions. A survey was conducted of employers at 147 firms, resulting in 42-43 questionnaires being statistically analyzed. Frequencies, means and factor analysis were conducted by SPSSWIN 12.0. The findings are as follows: First, the main obstacle to implementing family-friendly policies was the burden of cost. Second, eight obstacle factors were extracted through factor analysis. They are; lack of replacement workers and concerns about equity issues, nonfamily-friendly culture, no guarantee of the effectiveness of programs, lack of information about the programs or polices, lack of communication and public relations, potential loss of productivity, administrative hassles, and structural obstacles. Third, there was a difference in implementing flexible work arrangements according to the factors of lack of replacement workers and concerns about equity issues and no guarantee of the effectiveness of programs. That is, the firms which didn't have these two obstacles tried to implement flexible work arrangements more than the others.

A Comparative Study on Laws and Policies of Advanced Countries to Prevent Fall Accident (건설현장 추락재해 방지를 위한 해외 선진국간의 법령비교연구)

  • Although accidents in the domestic construction industry have been decreased gradually, deaths in the construction sites have been occupied 49.9 percent of the total industry and deaths from fall accident have been accounted for 59.7 percent of the construction industry. In order to prevent fall accident, Occupation Safety and Health Act(OSHA) was enacted for setting management standards and detailed regulations was designed by the Ministry of Employment and Labor. Although government has been pushed for companies and workers to comply the regulations, currently, many domestic construction sites have been violated. On the other hand, in safety-advanced countries such as the United States, Japan, and the EU, industrial accidents have been decreased due to continual application of adapted safety policies according to characteristic in each country. Therefore, it is necessary to analyze laws and polices of advanced countries and apply them to domestic construction sites in order to reduce fall accidents. Therefore, the objective of this study is to compare domestic laws related fall accident with advanced countries laws. In the future, the results of this study will be utilized as a reference to reinforce Occupation Safety and Health Act(OSHA).

A Mixed-Method Approach to Explore the Motivations and Constraints of Kiosks Consumers

  • Providing services using kiosks is actively carried out between suppliers and consumers. These service processes have recently begun to play a dominant role in transactions. However, previous self-service technology (SST) studies or kiosks have not fully reflected the changing environment surrounding these different technologies. To cover the updated business environments, we combined qualitative and quantitative research methods. Through qualitative research and a review of previous studies, the variables emphasized as motivations and constraints for kiosks use and those that can be newly illuminated were selected for this study. We then applied the variables to the research model to assess their influence. In terms of the motivations for using kiosks, the results suggest that perceived usefulness and compatibility as service quality, forced use, and perceived service providers' efficiency as provider polices, absorptive capacity, and habit as an individual characteristic and social influence as a subjective norm have a significant effect on the attitude toward kiosks. In terms of constraints, difficult to use and need for interaction predicts the attitude toward kiosks. Attitude toward kiosks, perceived behavioral control, and social influence are directly related to the intention to use kiosks. Lastly, intention to use kiosks plays a significant role as an antecedent of revisit intention. Using these empirical results, we propose both academic and practical implications for future kiosks use.

A Study on the Improvement of the Quality Management in Apartment Construction Projects (공동주택 현장의 품질관리 개선에 관한 연구)

  • In order to analyze the problems and improvement methods in the quality management of domestic apartment construction projects, this study derived the four barrier factors through relevant literature survey and interviews with construction practitioners. Among these four factors, which are 1) policies and regulations, 2) technologies, 3) human and organization, and 4) other miscellaneous aspects, the human and organization factor is the main focus of this survey and it was decomposed into perception, management system, education, and system on quality management according to the Taguchi's S/N theory to survey existing problems and suggest improvement methods for them. The survey on the quality perception showed that all the members need to cooperate actively, and CEO and chief construction managers should recognize the quality as the highest priority and act by themselves accordingly. The survey on the quality management showed that they need to reform their business process to reduce redundant tasks and miscommunications among participants. Quality education should be provided in a way that people at different management level can be educated differently with close relation to their practices. Quality systems should help corrective actions against quality problems at construction fields. Also with clear quality management implantation polices and objectives, the quality system should be established in order to support better communication among project stakeholders.

  • In a long-term perspective of development of spatial information industry, security regulation, such as limiting public picture resolution of aerial photographs, needs a rational improvement. However, unplanned deregulation of spatial information could lead problematic results such as national security issues because its present security management system is not established in reasonable manner. The main purpose of this research is to suggest the improvement plan of spatial information security management system to meet the reducing security regulation in accordance with changes of political and economic condition including current national spatial information security polices and spatial information industry. From an analytical standpoint, we examined the overall aspects of legal, operation management, and technical system while we maintained especially integrated perspective of spatial information security management. Followed by investigation of spatial information security issues, as well as its regulation and policies in overseas, rational improvement plan of security management is proposed in the aspects of legal, operation management, and technical system. It is also suggested the three-step improvement plan of reducing regulation of security management system.

A Qualitative Study on Men's Experiences of Work-Life Balance: Focusing on Men in Dual-Income Families with Children under the Age of Six (육아기 맞벌이 남성의 일·가정 양립 경험)

  • This study aimed to examine Korean men's experiences of work-family balance in dual income families with children under six years of age. We focused on identifying the difficulty of balancing work and family considering their individual, social, and cultural conditions. The method was a qualitative study involving two in-depth interviews with each of 12 men, and analyzing the data through the grounded theory approach. From the results, a model of men's work-family experience was constructed. It demonstrates the central phenomena (difficulties of balancing), the causal conditions (lacking time for family, seeking support from the employer, and learning husband's roles insufficiently), the contextual conditions (remaining paternalism and changing husband's roles), the intervening conditions (workplace, childcare support, and wife characteristics), and strategies (help from relatives, utilizing daycare centers, controlling birth, managing work conditions, and using family polices). We clarify the overall picture of working and family life experiences, and also show how men deal with their problems in their circumstances by balancing working and family life. In conclusion, males have difficulty participating in family life autonomously because of having less decision-making power than the wife. Moreover, the great responsibilities of the breadwinner disturb the work-family balance. Men devote themselves to working to hold a job instead of spending time with their family. However, they ultimately value work-family balance with respect to 'keeping a peaceful family life'.

Health Promotion Policy about Antismoking on Some Elementary.Middle.High Schools in Gangwon-do (강원도내 일부 초.중.고등학교의 금연에 대한 건강증진정책의 조사연구)

  • The purpose of this study was to investigate the current status of health promotion policies about antismoking, and the relationship between policy status, enforcement of smoking restrictions and perceptions of smoking behaviour among teachers. A representative sample of 173 teachers$.$school inspectors from 150 elementary$.$middle$.$high schools in Gangwon-do was surveyed during Gangwon-do Office of Education's antismoking and temperance training course in 2002 (response rate 60.7%). One staff member from each school was also analyzed regarding school antismoking polices for students and teachers in several locations within and outside the school building. The results showed that 118 elementary$.$middle$.$high schools (78.7%) had an antismoking policy and more schools had a written policy on student antismoking than on teacher antismoking. Most schools (92.4%) in the sample banned smoking by students, but 52 schools (44.1%) allowed smoking by teachers in restricted areas. However, teachers reported seeing smoking sometimes in the toilets (42.7%) or the playground (40.0%) among students and sometimes in the staff room (31.3%) or about every day on school premises (52.7%) among teachers. Irrespective of the type of policy or restrictions on smoking, the association between having a ban on student/teacher smoking and teachers' perceptions of student/teacher smoking in school was not significant. In conclusion, we suggest that most schools must have explicitly an antismoking policy on both students & teachers and enforce consistently a ban in promoting a healthy school environment(smoke-free schools).
