CASE STUDY OF THE NATIONAL STADIUM: RISKS AND OPPORTUNITIES IN CHINA'S PPP IMPLEMENTATIONS IN MAJOR SPORTS FACILITIES

  • With Beijing's success in bidding for the 2008 Olympic Games, the increasing demand for infrastructure development and reduced public sector funding capacity has created a significant funding gap which calls for alternative project delivery methods such as Public-Private Partnership (PPP). Although the exploration of infrastructure projects using PPP model have been practiced since the late 80s, the $560 million National Stadium which served as the main venue for the Olympic Games is the first stadium project in China to be delivered under PPP operation. The project is generally considered successful despite the concession transfer in 2009 with concern of better serving the public interest. Compared to other infrastructure projects such as transportation, waste management and water management, the development of major sports facilities for mega-sports events with PPP has its own unique features and is subject to different major risks. This research identifies and analyzes critical risks in the implementation of PPP in major sports facility development through case study of the National Stadium project. A questionnaire survey and several interviews are conducted to solicit expert opinions from experienced practitioners. The purpose is to provide additional insights in risk management strategies and opportunities in China's PPP implementations in major sports facilities for policy makers and private sectors involved with investment decisions in future similar infrastructure development.

Estimation of stormwater interception ratio for evaluating LID facilities performance in Korea

  • To minimize the impact of urbanization, accurate performance evaluation of Low Impact Development (LID) facilities is needed. In Korea, the method designed to evaluate large-scale non-point pollution reduction facilities is being applied to LID facilities. However, it has been pointed out that this method is not suitable for evaluating the performance of relatively small-scale installed LID facilities. In this study, a new design formula was proposed based on the ratio of LID facility area and contributing drainage area, for estimating the Stormwater Interception Ratio (SIR) for LID facilities. The SIR was estimated for bio-retentions, infiltration trenches and vegetative swales, which are typical LID facilities, under various conditions through long-term stormwater simulation using the LID module of EPA SWMM. Based on the results of these numerical experiments, the new SIR formula for each LID facility was derived. The sensitivity of the proposed SIR formula to local rainfall properties and design variables is analysed. In addition, the SIR formula was compared with the existing design formula, the Rainfall Interception Ratio (RIR).

  • 최근 국지적인 호우사상의 증가 등으로 인하여 국가주요시설물에 대한 외부침수의 위험성은 2000년 이후 크게 증가하고 있다. 국내 중요한 국가시설물에 있어서는 집중호우 등으로 인한 국가주요시설물 부지내의 홍수발생시 주요시설물에 기능마비가 발생할 수 있고, 궁극적으로는 대규모 사고로 이어질 수 있기 때문에 외부침수에 대비할 수 있는 위험도 분석이 필요하다. 본 연구에서는 주요시설물 및 그 부속시설물의 안전도를 높은 수준에서 관리하기 위해서는 극한홍수가 유입될 때 침수심, 침수유속, 침수시간, 침수강도 등의 재해도를 분석하여야하고, 이들 부속시설물의 취약도 평가를 실시하고 재해도와 취약도를 결합한 연계분석을 통하여 위험도를 재평가하여야 한다. 본 연구 결과 집중호우 조건하에서 국가 주요시설물에서의 침수심, 침수강도 등에 대한 새로운 재해도 곡선을 산정함으로써 중요한 SOC시설물의 내수 설계, 홍수 방지기능 설계, 홍수 방지 대책 및 절차의 고도화 및 홍수 저감 기능 평가에 기준이 될 것으로 판단된다.

과학기술 경쟁력 제고를 위한 대형연구시설 및 장비 평가모형 분석 : 모형의 신뢰성 및 타당성 검토를 중심으로 (An Evaluation Model for the Major Science Research Facilities and Equipments to Enhance the Competitiveness of the Science and Technology: A Focus on the Test of Reliability and Validity of the Model)

  • 본 연구의 목적은 과학기술경쟁력 향상을 위한 대형연구시설 및 장비구축 평가모형을 도출하고 이 평가모형의 신뢰성 및 타당성을 검토하고자 한다. 분석결과, 대형연구시설 및 장비구축 평가모형에 대한 신뢰성 및 타당성이 높게 나타났다. 과학기술과 국가정책차원의 신뢰성 분석결과에서 2개의 구성요인의 신뢰성은 높게 나타나고 있어, 과학기술차원의 5개 측정지표들, 국가정책차원의 6개 측정지표들의 내적일관성이 매우 높음을 보여주고 있다. 또한 타당성 분석결과에서 과학기술, 국가정책차원은 내용타당성, 구성타당성 그리고 기준타당성이 높게 나타나고 있다. 또한 고차요인 분석결과에서 대형연구시설 및 장비구축 평가모형 적합도가 대체로 적합하게 나타나고 있어 평가모형과 자료가 잘 부합되고 있음을 보여주고 있다. 이러한 분석결과를 토대로 본 연구에서는 정책적 함의를 제시하고 있다.

무인항공기 발전에 따른 국가중요시설 보호방안 (Protective plan by the drone development in Major National Facilities)

  • 최근 기술의 발전으로 소형 무인기가 다양한 형태로 활용되고 있다. 군사용 무인항공기부터 아마존 드론까지 무인항공기는 인간이 직접 해오던 일을 빠르면서도 정확하게 대신할 수 있다는 장점으로 활용되는 분야가 증가하고 있는 추세이다. 무인항공기의 등장과 발전은 무조건적으로 환영할 수는 없다. 무인항공기의 편리함과 긍정적인 활용과 더불어서 동시에 부정적인 측면도 존재하고 있다. 즉, 군사적으로 인간을 대신하여 위험한 임무를 수행할 수 있다는 장점이 있으나 역으로, 인간을 대신하여 공격하는데 용이하다는 것이다. 무엇보다 우리나라와 같이 분단되어 휴전상태인 경우, 공격자의 입장에서는 효과적인 공격에 유용한 수단임과 동시에 방어자의 입장에서는 언제 어디서 날아올지 모르는 위협적인 방어상 매우 곤란한 존재가 되는 것이다. 이에 본 연구에서는 무인항공기의 발전에 따른 국내 국가중요시설의 보호방안에 대해서 논의하였다. 무인항공기와 국가중요시설에 대한 이론적인 고찰을 통해서 그 개념을 살펴보고, 무엇보다 우리의 국가적 안전을 위협하는 사례를 검토하였다. 이를 토대로 급증하고 있는 무인기 활용에 대해 국가 안전을 위한 정책적 제언을 시도하였다.

통일 한반도의 노후화 건축 인프라 개선을 위한 자금조달방안 (Financing Plan for Improving the Aging Architectural Facilities in the United Korean Peninsula)

  • The unity of korean peninsula have traditionally been established as major policy in korea government. Present government also set Trust Process on the Korean Peninsula as national high-level strategies for unity, and construction field related directly to living of north korean as major industry which would be implemented in early stage. Deterioration level of architectural facilities in north korea is known as very high, so a huge budget would be required to improve aging architectural facilities for stability of social and living of north korean. Therefore the purpose of this study deduct financing plan for improving aging architectural facilities in north korea and selection of optimal alternative securing effectiveness. The results of this study could be utilized as preliminary data for establishment of master plan and policy for improving deteriorated facilities in situation of united korean peninsula.

수도권 노인 주거.의료 서비스 시설과 그 이용자 생활의 공간적 특성 (The Spatial Characteristics of Residential and Medical Facilities for the Elderly and the Life of Those Using the Facilities of the Capital Region)

  • 한국 사회의 고령화는 세계에서 유례를 찾기힘든 속도로 빠르게 진행되고 있다. 이러한 인구학적 변화는 공간적 변화가 수반되는 사회경제적, 문화적 변화를 가져온다. 이 연구의 목적은 수도권을 대상으로 노인 주거 의료 서비스와 노인 생활의 공간적 특성에 대해 고찰하는 것이다. 연구의 주요 결과는 다음과 같다. 수도권 노인 주거 의료 서비스의 입지와 그 이용자의 생활은 노인의 이동성뿐만 아니라 서울로부터의 거리, 거주환경 등의 영향도 받는 것으로 보인다. 노인의 일상생활에 영향을 미치는 것은 일차적으로 노인 주거 의료 서비스의 위치와 노인의 이동성이고, 이차적으로는 가족 거주지의 위치이다. 따라서 주거 의료 서비스의 위치가 대도시로부터 멀리 떨어지는 것은 바람직하지 않다.

영농형 태양광 발전 시설 하부의 일사량 분포 모의 (Simulation of Solar Irradiance Distribution Under Agrivoltaic Facilities)

  • Agrivoltaic facility is the composite system that the solar panel is installed above the farmland, and it enables crop and electricity production simultaneously. Solar panels of the agrivoltaic facilities can block and reduce the amount of solar irradiance arriving at the farmland, but it can help the crop growth by preventing excessive solar irradiance. Therefore, to clarify how the agrivoltaic facilities affect the crop growth, precise solar irradiance distribution under the solar panel should be modeled. In this study, PAR (photosynthetically active radiation), radiation from 400 to 700 nm, which crops usually use to grow, was extracted from the total irradiance and its distribution model under various conditions was developed. Monthly irradiance distributions varied because the elevation of the sun was changed over time, which made the position changed that the local maximum and minimum irradiance appear. The higher panel height did not cause any significant difference in the amount of irradiance reaching below the solar panel, but its distribution became more uniform. Furthermore, the panel angles with the most irradiance arriving below the solar panel were different by month, but its difference was up to 2%p between the irradiance with 30° angle which is usually recommended in Korea. Finally, the interval between panels was adjusted; when the ratio of the length of the panel to the empty space was 1:2, the irradiance of 0.719 times was reached compared to when there was no panel, 0.579 times for 1:1 and 0.442 times for 2:1.

우리나라의 대규모 곡물 종합조제시설의 문제점 및 전망 (Prospect of large scale Grain Drying, Storage and Milling Facility Complex in Korea)

  • The main objectives of this studies are to present the most desirable rice processing complex model system in a given our situations by comparision and analyzing the major factors and, also recommend the future prospect of the rice processing complex in Korea. There are 3 different rice processing complex models in Korea. Those are concrete bin, flat type steel bin and square bin. These systems have a lot of differences and have their own characteristics such as capital requirement, efficiency, storage capacity and quality controls. The major problems of the existing rice processing centers in Korea are high fixed cost and the unbalnced systems. Following is summary to solve this problems: 1. Development of the large scale harvester and high speed continuous dryer. 2. Quality inspective system of bulk grain and large scale temporary storage facilities. 3. Large size readjustment of arable land. 4. Select the convenient location of rice processing center and formulation of well equipment facilities.

생태저류지 LID 시설의 설계 및 평가를 위한 삭감대상부하비 산정방법 개선 (mprovement of Estimation Method of Load Capture Ratio for Design and Evaluation of Bio-retention LID Facility)

  • To minimize the negative alterations in hydrologic and water quality environment in urban areas due to urbanization, Low Impact Development (LID) techniques are actively applied. In Korea, LID facilities are classified as Non-point Pollution Reduction Facilities (NPRFs), and therefore they are evaluated using the performance evaluation method for NPRFs. However, while LID facilities are generally installed in small, distributed configuration and mainly work with the infiltration process, the existing NPRFs are installed on a large scale and mainly work with the reservoir process. Therefore, some limitations are expected in assessing both facilities using the same method as they differ in properties. To solve these problems, in this study, a new method for performance evaluation was proposed with focus on bio-retention LID facilities. EPA SWMM was used to reproduce the hydrologic and water quality phenomena in study area, and SWMM-LID module used to simulate TP interception performance by installing a bio-retention cell under various conditions through long-term simulations. Finally, an empirical formula for Load Capture Ratio (LCR) was derived based on storm water interception ratio in the same form as the existing method. Using the existing formula in estimating the LCR is likely to overestimate the performance of interception for non-point pollutants in the extremely low design capacity, and also underestimate it in the moderate and high design capacity.
