Major Issues in Internet Interconnection and Policy Directions in Korea (인터넷망 상호접속의 국내 주요이슈 도출과 이슈별 개선방안)

  • This paper discusses current internet interconnection issues according to radical changes of internet traffic pattern. In this context, the recovery of network investment cost for network provider becomes hot issue. For recovery issues of investment cost, there are many disputes among stake holders. Therefore, it is necessary to investigate this issues in the context of internet interconnection. Also, it is important to develop the current regulation about internet interconnection under traffic changing environments. This paper selects four issues to deal with and analyzes the present situations and problems about these issues, and provides alternatives for internet interconnection corresponding to these four issues.

Characteristic Analysis of Major Issues in Negotiating Concession Agreement for BTO Projects Using AHP (AHP 기법을 이용한 BTO 민간투자사업 협상의 주요쟁점 특성분석)

  • Both competent authorities and private entrepreneurs face plenty of risks when negotiating BTO(Build Transfer Operation) methods of PPI(Private Participations in Infrastructures) projects. Also, success and failure of projects largely depend on the concession agreement contract. In this study, for more efficient negotiation, major issues are examined, and quantitatively analyzed to find out not only the relationship but also the characteristics of which these issues share. Questionnaire research was conducted through both research and by experts who were divided into an ordering agency, design company and constructor. Characteristics of major issues were quantitatively analyzed using the Likert index method, ANOVA(ANalysis of VAriance) and AHP(Analytic Hierarchy Process) analysis. Case studies were examined in order to estimate construction cost, rates of return, government finance support, level of operation-revenues guarantees, estimating operational costs and usage fees. With these 6 items, relative priority, relative impression which is sensible to risk and extent of difficulty in presenting data which is objective were quantitatively analyzed by the ordering agency, design company and constructor groups. From the analysis, there were some similarities between the design company and constructor groups while there was less of similarities between the ordering agency and design company or constructor. The government is diversifying the methods of project promotion, and PPI project from infrastructure-centered to public culture facilities are being expand. The current study will provide not only supporting efficient negotiation but also revitalizing PPI projects.

A Study on Major Issues of Artificial Intelligence Using Keyword Analysis of Papers: Focusing on KCI Journals in the Field of Social Science (논문 키워드 분석을 통한 인공지능의 주요 이슈에 관한 고찰 : 사회과학 분야의 KCI 등재학술지를 중심으로)

  • Today, artificial intelligence (AI) has emerged as a key driver of national competitiveness, but it is also causing unexpected side effects in society. This study intends to examine major social issues by collecting papers on AI targeting KCI journals in the field of social science. Therefore, we conducted keyword analysis of papers from 2016 to 2020. As a result of the analysis, the keywords for 'robot' and 'education' appeared the most, and the top six clusters (issues) were derived through the keyword network. The main issues are as follows: the background and/or basic concept of AI, AI education, side effects of AI, legal issues of AI-based creations, intention to use AI products/services, and AI ethics. The results of this study can be used to expand the discussion on the social aspects of AI and to find policy directions at the national level.

The Family FIRO Model for Stepfamily Development (재혼가족 발달을 위한 가족 FIRO 모델)

  • This study presents the Family FIRO model for stepfamily development. The Family FIRO model conceptualizes interactional patterns in stepfamily for dealing with developmental tasks and suggests a method for organizing assessment and for prioritizing treatment strategies. Boundary ambiguity role confusion intergenerational coalition and loyalty conflict lack of relationship commitment and resource management issues of stepfamily constitute the inclusion interaction dimension in The Family FIRO model. While power role negotiation conflict decision making and discipline issues represent the control interaction dimension lack of emotional exchange and open self-disclosure issues are intimacy interaction dimension in the stepfamily. The family FIRO model suggests that stepfamily should attend to the developmental tasks related to inclusion before placing a major emphasis on control issues which in turn should come before emphasis on stepfamily intimacy.

  • Levelized generation cost(LGC) has been widely used in assessing feed-in tariffs(FiT) for electricity generating from new and renewable energies. Current FiTs for renewable electricity in Korea have been fixed and applied with realistic economic data by the efforts of KERI(Korea Electrotechnology Research Institute) since October 2006. Some critical issues on the estimation of LGC are, however, found in KERI's report. Major issues are the estimation of capital cost, the consideration of corporate tax, and the application of economic life cycle in the formulae for LGC. These critical issues are examined and interpreted in a correct way in this paper.

Research Issues in Robust QFD

  • Quality function deployment (QFD) provides a specific approach for ensuring quality throughout each stage of the product development and production process. Since the focus of QFD is placed on the early stage of product development, the uncertainty in the input information of QFD is inevitable. If the uncertainty is neglected, the QFD analysis results are likely to be misleading. It is necessary to equip practitioners with a new QFD methodology that can model, analyze, and dampen the effects of the uncertainty and variability in a systematic manner. Robust QFD is an extended version of QFD methodology, which is robust to the uncertainty of the input information and the resulting variability of the QFD output. This paper discusses recent research issues in Robust QFD. The major issues are related with the determination of overall priority, robustness evaluation, robust prioritization, and web-based Robust QFD optimizer. Our recent research results on the issues are presented, and some of future research topics are suggested.

  • Science, technology and innovation policy (STI policy) is a result of the interactions between the social issues and academic research. Understanding the interactions of the STI policy between the social issues and academic research can throw some light on designing better policies and enhancing the social value of academic research. Thus, this paper explores the interactions of the STI policy between the social issues and academic research using the qualitative content analysis of major newspapers and journal articles in Korea. We have three major findings. First, on the one hand, academic research rose after uprising changes in the STI policy issues in the society. Second, on the other hand, social issues on STI policy were influenced by academic research reflecting the fundamental changes in the Korean innovation system and the nature of technology. Third, there are strong policy demands regarding the role of the STI policy for society and for traditional economic domains, but relevant research is scarce up to now. These findings contribute to uncovering the potential policy domains and agendas for policy makers and researchers.

  • This study is to consider the major policy issues related to 3DTV in terms of the platform projects, not the terminal and equipment manufacture. It reviews what problems the 3D policy in terms of the platform projects has posed so far, and discusses the issues that may appear when the 3D TV is commercialized in the broadcasting market. The major issues dealt in the study include the frequency policy of the terrestrial platform, the additional services activation of the pay platform players, the retransmission policy of terrestrial broadcasting, and the advertising market policy.

A study on the Economic Status of Rural Women (농촌여성의 경제적 지위에 관한연구 -경북지역 농촌지도자층 농가를 중심으로-)

  • The purpose of this study is to analyze the compensation of rurul women receive instead of their physical participation and contribution to their households. I am specifically concerned with the rural women's economic status in relation to their decision making power on household and agricultural economic issues as well as property held in their names. The data of 166 rural men and women in Jyungpook Province are collected by using questionnaires in June 1998. The findings of this study are as follows; 1) Rural women contribute average 53% of their husbands' contribution to agricultural labor which is on average 43.0% of total annual household income. 2) The decision making power on major economic issues remains still very low among rural women. Rural women are still excluded from the possibility of actually owning assets such as property,. Only 189% had assets under their names for assets. 3) The significant factors concerning the rural women's decision making power on econo ic issues are gender-role attitudes of rural women and the husband's judgement of how much their wives contribute to the annual household income. 4) the major factors which influence rural women owning household assets are the decision making power on economical matters contribution to the annual household income and each woman's education level.

  • In the Asia Pacific Summit on Information Society in Tokyo, Ministers for information and communications of member countries of the APT(Asia Pacific Telecommunity) shared the view that it is necessary to take initiatives to unite efforts of all concerned and to tackle In(Information and Communication Technology)-related issues, so that a sound information-based society is established which respects the diversity of the Asia Pacific Region. At that meeting, Ministers adopted the Declaration and Action Plan for the Asia Pacific Renaissance through ICT. Thus, this paper focuses on analysis of the major issues regarding Declaration and Action Plan for the Asia Pacific Renaissance. In addition, this paper introduces the APT's following actions to implement the Declaration and Action Plan for Asia Pacific region.
