농어촌 뉴타운조성사업을 토대로 본 농촌 활성화를 위한 주거환경 정책 방향 (Review of Rural Housing Policies for Rural Revitalization Based on the Analysis of Rural Newtown Projects)

  • This study aims to identify limitations and pending problems after reviewing the overall policies and status of rural Newtown projects, and to seek solutions to its problems. This study targeted the villages of 5 districts, which were developed as rural new-towns after 2009 and included the basic status and progress of the pilot districts. This study conducted a literature review to examine the basic status and progress of the pilot districts, and based on this, analyzed the demand prediction, site selection, project implementation, and housing and amenity facilities of the pilot districts. The study methods included literature reviews, on-site surveys, interviews with village representatives, and consultations with experts. According to the analysis results, a low occupancy rate of the Newtown project districts is because the prediction of occupancy demand was incorrectly completed before implementing the projects. Also, the eligibility for occupancy, such as age restriction and mandatory farming was too strict. Other problems included an absence of income generation support policies for rural returnees, a housing supply policy in disregard of agricultural characteristics, and a lack of understanding of maintenance of communal space, etc.

주택구매예정가구의 모기지론에 대한 의식과 관련변인 (A Study on the Consciousness of Mortgage Loan and Related Factors of Prospective Home-Buying Households)

  • The study analyzed the consciousness of mortgage loan of the prospective home-buying households using self-administered questionnaire surveys. The sample of the survey was chosen by convenience sampling method to be 366 prospective home-buying households in Ulsan, with the households head's age being younger than 50. These are the results. First, approximately 80% of the respondents had plans to buy a house through self-support and loan. Second, the consciousness of mortgage loan was relatively low, but the willingness to use it was very high. Third, the need for mortgage loan was relatively high, especially the need for specialists to facilitate the information circulation. Lastly, the awareness and need for mortgage loan were significantly influenced by the family and housing characteristics of households including family life cycle stages, the structure of dwelling, tenure type and monthly household income. It is necessary to provide potential house buyers with appropriate education and information on housing financing, the change of interest rate, and the effects of various financing packages.

사회적 배제 집단으로서의 저소득 모자가족과 통합적 복지대책 수립을 위한 연구 (A Study of Developing Comprehensive Policies for Low-Income Single-parent Households - Using a Concept of Social Exclusion)

  • 본 연구는 저소득 모자가구주의 대부분이 일을 하고 있음에도 불구하고 경제적으로 여전히 어려운 노동빈민(working poor)으로서의 위치에서 벗어나지 못하고 있다는 문제의식 속에서 비롯되었으며, 저소득모자가구의 생활실태를 최근 사회과학 내에서 논의되고 있는 사회적 배제 개념을 이용하여 분석하고 이의 극복방안으로서 사회적 통합과 연대모색을 제안하였다. 구체적으로 본 연구는 남성가장을 중심으로 한 일반가구, 일반 모자가구, 사회적 빈곤선 이하에 놓인 저소득모자가구를 대상으로 각 가구유형별 특성과 생활실태를 비교분석하고 이를 통해 전반적인 모자가구의 사회적 배제과정을 살펴보았다. 본 연구는 2000년 지역사회복지협의회의 "사회복지욕구조사" 원자료를 이차분석(secondary analysis) 하였으며 총 3,182가구가 최종적으로 분석에 포함되었다. 연구결과에 의하면 전반적으로 모자가구는 일반모자가구, 저소득모자가구에 상관없이 고용형태, 주거형태, 소득, 소비생활 측면에서 일반(남성가장)가구에 비해 어려움을 겪고 있었다. 일반가구에 비해 모자가구는 가족으로부터 자원을 제공받기보다는 오히려 장애, 만성질환 등의 가족원을 보호해야 하는 상당한 부담을 안고 있었으며, 사회적 안전망에서도 모자가구는 전반적으로 제외되어 있는 것으로 나타났다. 이것은 모자가구가 일반가구에 비하여 전반적으로 사회적으로 취약해지거나 고립될 가능성이 매우 높은 현실을 반영하며, 현재 공식적으로 빈곤층, 혹은 저소득층으로 분류되지는 않았지만 일반모자가구도 포괄적인 사회적 안전 망이 확립되지 않는다면 향후 저소득층으로 배제될 가능성이 매우 높다는 사실을 확인시켰다. 마지막으로 연구결과에 기초하여, 전체 모자가족의 사회적 배제를 극복할 수 있는 사회적 통합방안이 모색되었다.

가구주 교육수준에 따른 자녀 교육비 지출액과 지출구조 (Householder's Education Level and Education Expenditure for Children)

  • The purpose of this study was to investigate the relationship between householder's education level and the education expenditure for children. The Family Income and Expenditure Survey data of the 2005 National Statistical Survey were used to examine the hypothesis. For data analysis, ANOVA and regression method were applied. The results are as follows: House-holds in Seoul spent 533,000 won for child education per month on the average, and 64% of the expenditure was for private education. Households whose householder's education level was high spent more expenditures on public and private education for children than the households whose householder's education level was low. When the household income level was controlled, householder's education level affected only private education expenditure.

  • A disposal scheme involves not only the process of resettlement process, before and on the way of the residential environment improving program, but also the change of psychological opinion concerning to the private interest for the relocation during the projects. Major findings of the study can be summed up as follows : first, as to the resettlement burden of prior residents was imposed to low-income households, while the lowest burden was imposed to middle-income households : second, the residents were rather satisfied with the project in the early stage of the process, but later they do not want to relocate to the place where they left in the process of resettlement program.

서울대도시권 청년 1인 및 신혼 가구의 소득수준별 주거입지 선택요인 (Residential Location Choice Factors by Income Level of Young One-person Households and Newlyweds in the Seoul Metropolitan Region)

  • 본 연구의 목적은 서울대도시권 거주 청년 1인 가구와 신혼 가구를 소득수준별로 구분하여, 주거입지 선택에 영향을 미치는 입지요인의 집단 간 차이를 확인하는 것이다. 이를 위해, 본 연구에서는 가구의 주거이동 및 입지선택 과정을 분석할 수 있는 방법론으로 조건부 로지스틱 회귀분석 모형을 적용하였고, 실증분석에 활용한 기초 자료는 '2016년 가구통행실태조사'의 표본조사 자료를 활용하였다. 분석결과를 요약하면, 첫째, 청년 1인 가구와 청년 신혼 가구 모두에서 소득수준별 주거입지 선택 영향요인에 차이가 있었다. 둘째, 청년 가구 중 저소득 집단은 가구의 경제적 여건을 고려하는 제한적 합리성에 기초한 주거입지 선택 행태를 나타냈다. 셋째, 소득수준이 유사할지라도 청년 1인 가구와 신혼 가구 간의 주거입지 선택 요인에 차이를 보였으며, 이는 생애주기 변화에 따른 결과라 할 수 있다. 이와 같은 결과는 서울대도시권 거주 청년 가구의 경제적 여건을 보완해 줄 수 있는 적절한 주거정책 마련, 그리고 연령 또는 소득뿐만 아니라 생애주기 단계의 변화를 반영하는 맞춤형 주거정책에 대한 검토가 필요함을 시사한다.

Effects of Easing LTV·DTI Regulations on the Debt Structure and Credit Risk of Borrowers

  • With CB data in South Korea, this study examines whether the credit risk of borrowers changes when the regulation on bank mortgage supply is relaxed. We analyze the effect of deregulation on LTV and DTI limits in the Seoul-metropolitan area in August 2014 with a difference-in-difference approach. We find that the probability of delinquency is lower in the Seoul metropolitan area after the deregulation than in other urban areas. The effect is noticeable among low-income and low-credit borrowers. We also find that borrowers change their debt structure to reduce the interest costs utilizing their improved access to bank mortgages. The findings suggest the necessity to consider the burden of the high interest costs of unsecured loans for debtors with low incomes and low credit ratings in designing housing finance regulations.

  • 104 village has kept the landscape of low-income settlements at hillside village as called 'Daldongnae' since 1960s. It has high urban and social values in modern housing history of Korea. This study is to analyze the basic type, transformed type of street facade and also the meaning in the modern housing history. It analyzes basic elements(building elevation, gate, fence) and subsidiary elements(roof form, door, window), and the type of street facade by the composition of the element.

농촌 주민의 생활환경 및 사회서비스 만족도 (Rural Residents' Satisfaction of Living Environment and Social Service)

  • The purposes of this study were to exploring the rural residents' satisfaction of living environment and social service. For these purpose we collected the data from the residents in rural area(1,000). The major findings of this study were as follows : First, the total satisfaction score is 58.9. The highest score group is housing and environment(69.9). And the lowest score group is cultural life and leisure environment. Various welfare services have been carried out for low income people, disabled people, old people, children and rural women within the social service system. But many respondents did not have chances to use social service because it was not efficiently provided many social services. So most of the residents in village wanted more welfare services. Second, the qualitative enhancement is more important than physical infrastructure expansion in order to improve rural settlement condition(housing quality, water supply and drainage, road and traffic system, medical care etc.)

라오스 루앙프라방 전통 가옥의 변화 요인에 관한 연구 (The Impact Factors Causing Transformation of Lao Traditional House - Case Study of Luangprabang, Lao PDR -)

  • The era of globalization has ushered in dramatic changes in the past decade covering a wide range of distinct political, economic and cultural trends whereby people adapt their houses to suit their needs and desires. This paper discusses the process of change analytically, emphasizing the importance of understanding the transformation of Lao traditional houses and its impact factors to the transformation and adaptation to suit with globalization trend, and conservation of the characteristics of traditional houses. This study takes place in Luangprabang, an ancient city of Lao PDR, which was designated as a world heritage city in 1995 as it is rich with diverse, tangible and intangible values. Five cases of traditional house in Luangprabang are examined to understand their transformation through time, by analyzing the basic spatial formation, components and elements, especially to find out the impact factors to such transformation. The study revealed that the transformation of the traditional house is subject to not just one single factor, but to a number of factors, where globalization, regulation, economy, and social aspect factors play a prime role and are the root for all these changes. The case study also indicates that these changes are connected to the benefits of income generation as a survival strategy for the low and middle-income people in Luangprabang as well as the housing demands. In the transition period a new residential type appeared accordingly, in which living spaces were categorized according to their general functions. There was a harmony between people's needs and the physical characteristics of the house.
