The low birth rate in South Korea is a very serious problem. Recently, as personal happiness has emerged as an important life value of life, unmarried people have developed a negative tendency toward marriage. This study was conducted to investigate the attitude toward marriage, gender role and having children among college students, and to identify the factors affecting marriage. The participants were 383 unmarried nursing college students who live in D city. Data were collected from self-report questionnaires and analyzed using the t-test, one-way ANOVA, Pearson's correlation coefficients, and stepwise multiple regression using the SPSS 22.0 program. Gender was a significant variable influencing attitude toward marriage. Moreover, the attitude toward marriage was negatively correlated with gender role, and positively correlated with having children. Attitude toward gender role was negatively correlated with having children. Regression analysis of the factors affecting attitude toward marriage showed that gender (male), attitude toward gender role, and attitude toward having children were significant influencing factors. Moreover, this model explained 51.9% of variance in attitude toward marriage. Overall, it is necessary to change individual values to solve the problem of low birthrate.

This study focused on low fertility and population decline which threaten national competitiveness. Therefore, a comprehensive analysis was attempted on the impact of housing characteristics and residential area characteristics of newlyweds on their birth plan. To this end, the hierarchical linear model(HLM) was implemented using '2016 Korea Newlyweds' Housing Survey' data. The main findings of this study are as follows. First, the birth plan of newlyweds is affected not only by housing characteristics, but also residential area characteristics such as the average housing price, average private education expenses and the number of local child centers. Second, the use of housing loans and the housing tenure have an interaction effect with the average housing price and the number of local child centers among the residential area characteristics. In other words, the use of housing loans has a negative effect on the birth plan if the housing price is high in the area, and being renter household has a positive effect on the birth plan if the number of local child centers is high in the area. These findings suggest that governmental effort to raise the birthrate of newlyweds should take into account their housing characteristics as wells as residential area characteristics.
Recently, developed countries have been suffering from a weakening sense of community due to low birthrate, aging population, rapid population movement, rapid urbanization, and industrialization. As a result, participation in local autonomy of residents in advanced countries such as the U.S. and Japan is forming community organizations at the regional level. The purpose of this study is to study the legal system of American and Japanese village enterprises. We would also like to analyze the legal system of village enterprises in the United States and Japan and examine the examples of the legal system of village enterprises in the United States and Japan. Specifically, the first is to consider the concept, background, and type of village enterprise based on prior research. Second, review the institutional characteristics of American and Japanese village enterprises. Third, I would like to analyze the cases of legal systems for village businesses such as Seattle City in the U.S. and Setaga Baseball in Tokyo, Japan. Fourth, suggest implications according to the results of the study. The results of the study suggested the following. First, the village development project should be set up and subdivided into dedicated administrative organizations. This should establish a segmented administrative organization system to support village development by establishing branch offices to support administrative services tailored to each region. Second, the village-building project should secure independent financial resources. In other words, there is an excuse to seek ways to continuously secure independent funds without relying on the administration financially for the village development project. Third, village-building should be carried out in phases. The government should support the activities of residents and promote continuous projects through phased project implementation. Fourth, a foundation must be laid for the universities and specialized high schools in the community to operate programs for regional innovation, such as social innovation.

The location and distribution of daycare centers do not reflect local daycare demand enough although government has increased facilities and financial supports to solve the low birthrate as a social problem. This study tried to examine spatial inequality of daycare center distribution by comparing the number of daycare facilities between city and rural communities in Jeollanam-Do. Analyzing the differences between city (5 Cities) and rural area (17 Guns) in Jeollanam-Do, it has been found that there were large differences in the number of available facilities per 1,000 children between Cities (10.9 facilities) and Guns as rural area (6.2 facilities). The average number of facilities in each City and Gun also showed a large discrepancy as a City has 147.8 facilities and a Gun has 15.4 facilities, respectively. There were total 78 Dong or Myeon with no facility at all as a dead zone of daycare, and 8 of them were Myeons in cities with 560 children, which accounted for 0.7% of total population of children in cities. On the other hand, 70 Myeons in Guns with 5,269 children have no facilities at all, which accounted for 11% of total population of children in Guns. Public facilities that parents prefer were more in cities (87) than Guns (28). Therefore, it is necessary to consider various childcare policies with minimizing discrepancies between city and rural area and investigating more accurate local demands and characteristics.

This study is about a Customized Nursery School where working women can support work - life balance and a reduction in retirement or turnover. The research method is to identify the current status of Customized Nursery services and to recognize the recognition and need of the operation of Customized Nursery School. The importance of securing skilled nurses and preventing them from changing their jobs for the health and safety of people cannot be emphasized enough. A Customized Nursery School must be opened to reduce the retirement or change of jobs of working women nurses and to provide care for continuous work in three shifts from 365days to support the balance between the working mother and family. It is considered that nurses will put their children in relief when using retired nurses who have the ability to work 24hour rotation in a Customized Nursery School and when a Customized Nursery School be ran suited for the condition and demand of working women nurses, it is expected to reduce retirement and the change of jobs, also to give positive effect on marrige and family planning which would make improvement in low birthrate. To activate the Customized Nursery School, Creating a secure learning environment and qualification of educators great effort should be put. A program curriculum based on 'basic life and habits' should be the center of education. Continuous management and effort will need to be placed in continuous development of educators.
Since 1990, income has been grown rapidly in Korea. Thus, concerns of environmental pollution and health have been increased among Korea's consumers. As a result of this concern, demand for safe food and agricultural products has been growing in Korea. Recently, purchasing patterns of Korea's consumers have been changed as Korea's society has changed to an aging society, growth of unmarried person, and low birthrate. Korea's consumers prefer to buy only volume that they need. Thus, the volume of agricultural products that they purchase became small. Therefore, retailers should reflect such needs of consumers to their business. The purpose of this study is to build up new strategies in order to make a high profit through customer's satisfaction when selling agricultural products. Using literature review, this study has drawn results. The results of this study is that retailers should lay products with brand in their store and establish trust with customers in oder to make loyal customers. In addition, retailers should prepare individual package of agricultural products for sales of a small volume to keep pace with social changes.

After participating in the Second Boer War in 1899, the Australian Army participated in world wars such as World War I, World War II, the Korean War, and the Vietnam War. To overcome the decline in the social recognition of soldiers and the continuous shortage of troops caused by the protracted war, the status and role of female personnel were expanded. The use of female manpower, which started as medical support during the Second Boer War, expanded to combat support missions such as communications, maintenance, driving, secret document management, and radar surveillance during World War II. After the Vietnam War, the Chiefs of Staff of the Australian Army, Navy and Air Force established a committee to expand women's participation in the military, improved service conditions for female personnel and supplemented regulations so that they were treated as soldiers, not women, and reached a turning point in expanding the role of female personnel in the Australian military. As a result, all combat positions, including special forces, were opened to women in 2014, and a plan was established to increase the proportion of women in each service by 2030. Like the Australian military, South Korea is also experiencing a demographic cliff and shortage of troops due to the continuing low birthrate problem. Policy concerns related to raising fertility rates are not only common interests among the OECD countries, but they are also issues of great concern to South Korea whose fertility rate is the lowest in the world. The fertility rate in South Korea continues to decline, even though most of the national budget has been spent on measures to address this and many studies have been conducted on the increase in the fertility rates. In this regard, this study aims to verify the effectiveness of the detailed factors affecting the fertility rate that have been discussed in the previous studies on fertility rates, and to investigate the overall trend toward enhancing the quality of life and increasing the fertility rate through macroscopic and structural studies under the recognition of problems related to the policy approaches through the case studies of the European countries. Toward this end, this study investigated if a high quality of life in advanced countries contributes to the increase in the fertility rate, which country serves as a state model that has a high quality of life and a high fertility rate, and what kind of social and policy environment does the country have with regard to childbirth. The analysis of the OECD Better Life Index (BLI) and CIA fertility rate data showed that the countries whose people enjoy a high quality of life do not necessarily have high fertility rates. In addition, under the recognition that a country with a high quality of life and a high birth rate serves as a state model that South Korea should aim for, the social characteristics of Iceland, Ireland, and New Zealand, which turned out to have both a high quality of life and a high fertility rate, were compared with those of Germany, which showed a high quality of life but a low fertility rate. According to the comparison results, the three countries that were mentioned showed higher awareness of gender equality; therefore, the gender wage gap was small. It was also confirmed that the governments of these countries support various policies that promote both parents sharing the care of their children. In Germany, on the other hand, the gender wage gap was large and the fertility rate was low. In a related move, however, the German government has made active efforts to a paradigm shift toward gender equality. The fertility rate increases when the synergy lies in the relationship between parents and children; therefore, awareness about gender equality should be firmly established both at home and in the labor market. For this reason, the government is required to provide support for the childbirth and rearing environment through appropriate family policies, and exert greater efforts to enhance the effectiveness of the relevant systems rather than simply promoting a system construction. Furthermore, it is necessary to help people in making their own childbearing decisions during the process of creating a better society by changing the national goal from 'raising the fertility rate' to 'creating a healthy society made of happy families'

Objectives: This purpose of this study was to make clear the fitness to data of the causality model related to father's child-rearing participation in a double-income household. Methods: Subjects of this survey consisted of the fathers of 2,006 households that use 21 day-care centers and 4 kindergartens whose cooperation was received via the city government departments that have jurisdiction over day-care centers and kindergartens in cities A and B in prefecture I and in city C in prefecture II (city A: 499 households; city B: 1,113 households; city C: 988 households). The surveyed items consisted of the father's age, the father's educational history, the number of children, the age of the youngest child, the father's parental-role awareness, the father's daily working hours, the father's return-home time, and child-rearing participation by the father. Results: The fit indices were found to be CFI = 0.912, GFI = 0.948, and RMSEA = 0.082. Regarding the path coefficients, the path coefficient of the pathway from the age of the youngest child to the father's parent positivity (0.08) and the path coefficient of the pathway from the father's parent positivity to child-rearing participation (0.19) were both at statistically significant levels. Also, the father's return-home time and the working hours, which were considered as disincentives exhibited a direct effect on child-rearing participation without being influenced by the father's parent positivity or parent negativity. The path coefficient of the pathway from return-home time to child-rearing participation was -0.43, and the path coefficient of the pathway from working hours to child-rearing participation was -0.13. The value of the path coefficient expressing the relationship between the return-home time and working hours was 0.80. Conclusion: Authors infered that it'll be the basic material to build a generation mechanism about vanity and father's child-rearing participation appropriately as a result of this research.
