The public facilities are essential of resident life, the public facilities affect quality of life. The purpose of this study is to analyze the present condition of social welfare service and local cultural welfare program of public facilities complex in Seoul. In this study, www.oklifr.go.kr is used for data. The results of his study are showed as followings: First, most of the public facilities' program are composed of educational program and program for middle-age. Second, mos of the program for infant and elderly age are composed of welfare program and most of the program for teenager, young people and middle age are composed of educational program.

This research investigated the public rental houses In Yangchon-gu, whose locational attribute are suitable for the public rental house and has superior position in both inhabitants' participation and public welfare program. The public rental house has several types, such as permanent lease house, public lease. And several programs, the aged support police and medical services delivery system, have been the leading models for other local governments. Also, there are residents who are in their forties and fifties in the public rental houses in Yangchon-gu. un occupied is less than 1% and it seems that there is few turnover rate. 1 household rate and 2 households rate look like similar in the number of family member, total social public welfare program is focus on family welfare, juvenile welfare, teenager welfare, handicapped person welfare local, welfare and old people welfare. Accordingly, this research is used for base data of questionnaire and the first data for grope various improvement while planning group public rental house for low income group. And this research will be improved directional grope for improve livable public rental house around residents.

This study mainly focused on the intergenerational exchange as a plan to revitalize the social participation of the elderly. The purpose of the study is to propose a plan for revitalizing future intergenerational exchange through the present condition analysis in the aspects of activity, space and consciousness for the elderly-centered intergenerational exchange. The study scope is the local welfare level, broad sense of exchange for the aged, children, youths and local residents, and the study objects are the personnel in charge of welfare policy and the staff in charge of operating general social welfare centers and the users of the facilities users. A survey questionnaire type research was sent through post mail to 278 social welfare centers, and 384 government offices within the jurisdictions. Among them, the responses were collected from 22 general social welfare centers and 26 offices within the jurisdictions. A proposal of a plan to revitalize intergenerational exchange that needs to be implemented in future based on the consideration of the present condition and characteristics of the intergenerational exchange of general social welfare center.

본 연구는 급변하는 사회적 환경 속에서 지역사회 주민들의 종합적인 복지서비스 제공을 목적으로 설립운영되고 있는 지역사회복지관의 정체성 확립과 활성화를 위한 대응방안을 모색하고자 하였다. 사회복지 환경의 변화를 크게 제도적 측면과 실천적 측면으로 구분하여 지역사회복지관의 대응방안에 대하여 살펴보았다. 지역사회복지의 핵심기관으로서 지역 주민들의 삶의 질 향상을 위한 서비스 제공과 더불어 체계적인 관리를 위한 사례관리기관으로서 역할과 지역주민의 조직화를 통한 지역사회 문제의 공동대처를 위한 방향을 제시할 수 있는 역할이 요구된다. 또한 대상별 다양화되고 있는 단종복지 기관의 출현과 유관기관의 설립으로 과거의 종합적 복지서비스 제공에서 다양한 기관과의 차별화된 서비스 제공이 필요할 것이다. 마지막으로 시장화, 민영화로 이루어진 최근의 사회복지 환경변화에 따른 단순한 서비스 제공기관이 아닌 타기관과의 경쟁적 관계에서 생존할 수 있는 기관의 정책적 대응 전략이 필요할 것이다.

본 연구의 목적은 도시 내 군 복지시설의 민간 활용방안을 모색하여 군의 복지 증진과 지역사회와의 상생 방안을 모색하는 데 있다. 군 복지시설 민간 활용의 개념은 민간이 군 복지시설을 활용해 추가적인 효용이나 부가가치를 창출하는 활동을 의미하며, 민간이 해당 시설을 이용하는 것과 민간의 개발행위로 시설의 고도화나 유휴부지의 개발을 모두 포함하는 개념이다. 군 복지시설은 군 장병들과 가족들의 복지 증진 차원에서 매우 중요한 시설이지만, 대부분의 서설이 노후화되어 건물의 리모델링을 통한 시설의 현대화가 필요한 실정이다. 도시 측면에서 군 복지시설은 주민 친화적인 시설로 인식되어 있어 지역사회와 함께 활용할 수 있는 좋은 도시 자원이기도 하다. 본 연구에서 시행한 주민 설문조사 결과 군 복지시설은 주민들에게 더 이상 기피 시설이 아니며, 민간 활용의 필요성에 대해 긍정적으로 응답하였다. 따라서 군 복지시설의 민간 활용은 활용은 군의 복지 증진과 지역사회에 필요한 시설을 제공할 수 있는 기최의 공간으로 그 활용방안을 모색할 필요가 있다. 본 연구에서는 군 복지시설 중 민간 활용이 가능한 시설을 도출하기 위해 전국 108개 복지시설 중 영외에 있는 시설 80개를 분석하였다. 그 결과 도시 내 9개 시설에 대해 민간 활용이 가능할 것으로 분석되었으며 민간 활용방식의 유형으로 3가지를 방안을 제시하였다. 정책제언으로는 군 복지 확대를 위한 민간 참여 활성화와 군과 지역이 상생할 수 있는 제도적 기반 마련 방안을 제시하였다, 또한 군 복지시설의 효율적인 개발방식과 다양한 주체 간의 거버넌스 구축방안 등 군의 복지 증진과 도시의 환경을 동시에 개선하기 위한 정책 방향을 제시하였다.

이 연구는 장애학생이 받는 재택순회교육과 지역사회복지서비스가 사회적응행동과 자아효능감에 미치는 영향을 살펴보기 위하여 효과성 연구를 하였다. 이를 위하여 2018년 3월 6일부터 9월 5일까지 6개월 동안 7명의 장애학생으로 구성하여 사전조사와 개입까지 참여하였으나 건강상의 이유로 2명의 장애학생이 끝까지 참여하지 못하여 사후검사에서는 5명의 장애학생이 참여하여 연구를 실시하였다. 연구의 결과는 다음과 같다. 첫째, 재택순회교육을 받으며 지역사회서비스를 받은 장애학생들은 사회적응행동 영역에서 사회인지, 대인관계, 사회적응, 직업기능과 밀접한 관련이 있는 것으로 분석되었다. 둘째, 지역사회복지서비스에 참여함으로서 자아효능감이 높아진 것으로 분석되었다. 즉 자신의 과제능력에 대한 자신감 및 신뢰감이 긍정적으로 평가되었다. 또한 본 연구에 참여한 재택순회교육 교사, 지역사회복지서비스를 진행했던 연구자, 장애인복지관 종사자, 자원봉사자, 장애학생의 가족 등이 긍정적으로 인식하였다. 이러한 결과를 토대로 재택순회교육과 지역사회복지서비스를 연계하므로 장애학생의 사회통합을 위하여 사회적응행동 프로그램이 다양화 되어야 함을 기초자료로 제시하였다.

본 연구는 기존의 연구들과 달리 지자체장의 이념적 성향이 사회복지예산에 미치는 영향을 종적 연구로 살펴보았다. 이러한 연구는 지방자치제가 실시된 이후로 보수의 아성인 구미시에서 진보성향의 단체장이 당선됨으로써 가능하게 된 것이다. 따라서 본 연구에서는 경북 구미시의 12년 이상의 실제 사례를 가지고 구미시 지자체장의 정치적 이념성향의 변화과정과 연도별 사회복지예산을 나열하고 시계열분석을 실시하였다. 분석결과 첫째, 횡단면 분석과 마찬가지로 종단면 연구에서도 지자체장의 정치적 이념성향에 따른 사회복지예산의 증가율변화는 의미 있는 차이를 보였다. 둘째, 기존의 횡단면 분석결과와 같이 선거가 있기 전 해에 사회복지예산의 증가율이 높게 나타났다. 셋째, 두 번째와 같은 증가율의 변화는 한 사람의 3선이 종료되는 해에는 나타나지 않았다. 지금까지의 지자체장(지방의회 포함)의 정치적 이념성향과 사회복지예산의 관계에 관한 모든 연구들은 횡단면적으로 이루어져 왔다. 그러나 본 연구는 최초의 종단면 분석결과라는 측면에서 시사점이 매우 크다고 할 수 있다.

For the purpose of easy approach, social welfare facilities that have close relation to local society establish welfare facilities, as schools, religious faciliteis, town-block offices, libraries, etc. Especially the church neighboring the region can use regional resources in human power, facilities, financial power. So the purpose of this research is to investigate the concept and sort of religious facilities and regional connection and present the direction of social welfare facilites plan through the case study of social welfare faciliteis performing public welfare work, attached to church.
