  • The aim of this study was to identify the effective factors for improving the professionalism of the social welfare public organization and to suggest the implications for the relationship between public social welfare and educational alternatives. For the analysis, 637 government officials who worked in the social welfare department of local governments in Kangwon province were surveyed. Based on previous studies on the organizational effectiveness, this study examined differences in the perceptions of job stress, organizational satisfaction, organizational commitment, and social support by characteristics (gender, major, and serial), followed by relationship educational alternatives (job training, healing camp, psychological counseling). The differences according to gender were significant only in the creativity of the work and the self-esteem of the institution. Through the confirmation of recognition difference according to whether they majored or not, it was confirmed that expertise of the major in social welfare was necessary for job performance ability and suggested the urgency of the appointment of a major. The differences among the serials showed that administrative work is more difficult than social welfare work in terms of professionalism and expertise. Finally, based on the results of the causal relationships with educational alternatives, this paper introduces and operates systematic educational programs, such as personal psychological counseling and organizational healing camp management, as well as the need for active and proactive responses to changes in social welfare administration organizations.

  • Background: It is projected that low and middle-income countries will bear a major burden of tobacco related morbidity and mortality, yet, only limited information is available on the determinants of smoking initiation among youth in Africa. This study aimed to assess the determinants of smoking initiation and susceptibility to future smoking among a population of high school school students in Lagos, Nigeria. Materials and Methods: Baseline data from an intervention study designed to assess the effect of an anti-smoking awareness program on the knowledge, attitudes and practices of adolescents was analyzed. The survey was carried out in six randomly selected public and private secondary schools in local government areas in Lagos state, Nigeria. A total of 973 students completed self-administered questionnaires on smoking initiation, health related knowledge and attitudes towards smoking, susceptibility to future smoking and other factors associated with smoking. Results: Of the respondents, 9.7% had initiated smoking tobacco products with the predominant form being cigarettes (7.3%). Males (OR: 2.77, 95%CI: 1.65-4.66) and those with more pro-smoking attitudes (OR: 1.44, 95%CI: 1.34-1.54) were more likely to have initiated smoking. Those with parents and friends who are smokers were 3.47 (95%CI: 1.50-8.05) and 2.26 (95%CI: 1.27-4.01) times more likely to have initiated smoking. Non-smoking students, in privately owned schools (OR: 5.08), with friends who smoke (5.09), with lower knowledge (OR: 0.87) and more pro-smoking attitudes (OR 1.13) were more susceptible to future smoking. In addition, respondents who had been sent to purchase cigarettes by an older adult (OR: 3.68) were also more susceptible to future smoking. Conclusions: Being male and having parents who smoke are predictors of smoking initiation among these students. Consistent with findings in other countries, peers not only influence smoking initiation but also influence smoking susceptibility among youth in this African setting. Prevention programs designed to reduce tobacco use among in-school youth should take these factors into consideration. In line with the recommendations of article 16 of the WHO FCTC, efforts to enforce the ban on the sales of cigarettes to minors should be also emphasised.

The study was the conducted by extensively interviewing one member from each of a total of 16 women's multicultural families at a daycare center area in Seoul between June 16, 2010 and July 28, 2010. The results can be summarized as follows: All interviewees were marriage migration females, in the range 20 to 50 years of age, and with middle educational backgrounds. They all had middle-level incomes. Through the content analysis of the informants' responses, three major factors were found to influence the understanding and adjustment of to the culture of family living: personal factors, familial support, and sociocultural support systems. Among the personal factors, the intimacy of the married couples was trouble major factor. An issue that tended to arise was that Korean husbands' traditional culture in terms of their way of thinking was often different from that of the wife's culture. However, husbands supported their wives' outside activities and friendships in order to help them adjust to the culture of family living. The husbands made an effort to understand their wives' original culture and national food, often visiting restaurants that served their wives' national cuisine. In terms of familial support, the most important factors affecting marriage migration females were orienting the education of children to the mother's native language, cooking their national foods, and visiting the mother's nation with the children. Marriage migration females had the following requires: The teacher in the daycare center needed to be interested in children from multicultural families and encourage self-pride in the marriage migration females' children. In terms of sociocultural support systems, marriage migration females are conscious of the indisposition and lack of consideration in Korean life. However, the Korean government and local provinces are concentrating attention on education for marriage migration females in terms of language, because learning the language can help these women to become accustomed to the rituals of Korean life. Marriage migration females make an effort to understand and adjust to Korean family living culture that involves the food culture for ceremonial occasions, folk plays, and places of historic interest. A matter of importance is Korean people's effort to understand and adjust to multicultural family with their distinctive cultures. Welfare policy related to multicultural families involves adopting supportive laws and actions.

It could be caused by small size of Parks, which is couples of ten $km^2$ only, and more than a third of total parks' areas are belonging to privates. Wild boar (Sus scrofa) is one of the most harmful pests in nationwide. Treading down crop field using as bedding or resting site are major damaged types and foraging behavior is following. Besides of boars, Korean water deer (Hydropotes inermis), racoon dog (Nyctereutes procyonoides), and badger (Meles meles) are another serious pests. Mainly, farm products planted in upland, such as corns, sweet potatoes, cabbages, etc. are harmed easily, a rate reaches up to 76.9% of whole losses. 92.4% (n=187) of interviewees, who are mostly seniors, cultivate small crop fields smaller than 1 ha. Crop damage would be started from June to late November, time differences are happened due to latitude, climate condition, and crop differences of National Parks. Dusting animal repellents are easier and widespread methods to prevent animal foraging to crop fields and installing noisy makers using gun powder and setting up scarecrows are traditional methods for repelling animals. Nevertheless, effects of these self-defence are turned out to be useful soon after labors done only. Since legal compensation for crop damages by wildlife are not prepared systematically so far, crop loss are rarely reported to local government by most farmers. Systematic and objective methods for quantifying of crop loss by wildlife and population managements system should be offered urgently to well-managed animals habitat and residents' living inside National Parks.

  • The purpose of this study is to investigate the problems brought about by applying the case management of prostitution in practice, considering its special characteristics. The study is based on the actual experience and understanding of the hands-on workers toward its case management, who are working at the organization for preventing prostitution. To do this, data collected for the research is analyzed by an inductive approache. Participants are selected in the Counseling Centers for Prostitution, General Supporting Facilities, Supporting Centers for Self-help, and Youth Facilities. Three organizations in each type of the centers or facilities are respectively chosen. Twelve participants are composed of six hands-on workers in charge of the case management and six managers supervising it(called the director of the Center in some Centers). According to the analysis, the main issues of their case management experiences are divided into 5 topics and then sub-divided into 12 ones in 3 areas. Each theme of the topics is 'Steady & ordinary, not special tasks', 'Co-existence of a burden & thrilling', 'Sad, but pretending to be serene', 'Know-hows through practical experiences', 'Nevertheless, fill my future with hopes'. On the basis of the result, some policies and instructions necessary to actively revitalize the case management are suggested: expanding professional training centers based on the field, preparing government level customized-services in medical treatments and laws, creating jobs & intensifying job training, setting up various cooperative systems with local organizations via active networking, establishing super-vision systems, and so on.

  • As the intelligent revolution triggered by digital technology, unmanned vehicles such as self-driving cars, robots, and drones appeared, which brought about innovative changes in the industry. Gyeonggi Local government has established both an ordinance and a basic plan regarding unmanned vehicles. It is time to prepare a data-based policy by understanding the current state of the unmanned vehicle industry in the province. As a result of the survey, the unmanned vehicle industry in Gyeonggi Province is 25% of the nationwide, and more than 88% is concentrated in the southern part of Gyeonggi Province. The land sector such as the robot and autonomous vehicles are focused on 71.4% and the aviation sector such as drones are 26.7%. However, unmanned vehicle companies in Gyeonggi-do are mostly small-sized businesses with less than 10 years of experience and are in the stage of introduction and growth level. They have a plan to improve technology through continuous R&D by hiring human resources. Therefore, Gyeonggi-do needs to consider policy support for sustainable growth of start-up and small enterprises and for fostering professional manpower and technical skills as well as for establishing an unmanned vehicle industry network to create, share, and spread knowledge.

  • 'Inha University' (Inha Institute of Technology) was founded on April 1954. The establishment of Inha University has several special meanings. First, I tried to examine the establishing process of Inha University in the context of emigrations and nationalist movements. Inha University was established to commemorate the 50th anniversary of emigration to Hawaii, with the seed money of $150,000 which came from the sale of 'Korean Christian Institute' in Hawaii. Korean Christian Institute had taken charge of teaching the children of Korean residents in Hawaii. Rhee Syhngman, the fist president of Republic Korea was the leader in founding Korean Christian Institute and Inha University, but behind him there were donations of both Korean residents in Hawaii and common Korean people of the 1950's. The establishment of Inha University has a nation-wide and national meaning in that the spirit of nationalist movements in Hawaii and donations of Korean people at home and abroad were linked together. Second, I tried to examine the economic and educational policies after the liberation in 1945. In the 1950's Korea planned to set up self-supporting economy with the aid of America. Accordingly, the educational policy had to be considered in view of economic independence, too. 'Inha Institute of Technology' was the result of these national economic and educational demands. Consequently Inha Institute of Technology took a special position of carrying out national policies with the intervention and protection of the Government, including the president Rhee Syungman in person, even though it was neither national not public but private college. Third, I tried to examine the local history of Incheon. How did Inha Institute of Technology come to be built in Incheon? That's because the emigrant ships departed from Incheon. For those Korean emigrants, it is quite natural that the city of Incheon has a symbolic and commemorative meaning. In addition, Incheon is a port city neighboring the capital Seoul and has 'Seoul-Incheon Industrial Complex' in it. Graduates from Inha Institute of Technology were expected to act as competent scientists and technical leaders of that complex. Really Inha Institute of Technology trained many a good technicians with short-term courses and re-educated them after. The history of university has been usually underestimated as that of mere institution. In dealing with the history of Inha University as an example, I tried to re-examine the history of university in the context of Korean history and to emphasize the importance of keeping any all records relating universities.
