  • This study aims to analyze the effect of local government capacities on the improvement of air pollution. For this purpose, we construct a dynamic panel model using a data set for air pollutants such as $SO_2$, $CO_2$, and particulate matters and the local governments' capacities for Chinese Provinces in the period of 2007 - 2014. The results show that of the three types of capacities, the organizational capacity measured by environmental personnel, environmental expenditures, and average size of environmental institutions is very important, while the institutional capacity and social capacity have a insignificant impact on the air quality improvement. Among the local government capacities, other than the organizational capacity, only the activity of environmental organizations, which is a social capacity, partially affects the improvement of air pollution. Regarding local conditions, vertical dependence of financial resources, GRDP per capita, and population density have a negative impact on improving air pollution. These findings provide implications for local governments in China as to what capacities they should improve to improve air pollution.

  • The purpose of this study, we examined the influencing factors of acceptance of new information systems and attitude formation in 279 local government officials who were exposed to the use of new information technology, and examined the moderating role of technostress and absorptive capacity. As a result, technostress negatively affected attitudes by moderating perceived ease of use, and absorptive capacity generated a positive effect that further increased perceived usefulness. Technostress and absorptive capacity have both direct and moderating effects on attitudes. It suggests that management of technostress and absorptive capacity, which affects the formation of attitudes toward information technology acceptance, becomes more important for local government officials who need to accept new information technology through Top-Down decision making. In particular, we discussed ways to reduce technostress in order to prevent cognitive dissonance about determinants of technology acceptance.

In addition, the overall disaster management system was compared to the effectiveness of the disaster prevention system and reliability, and problems and improvement points were derived. The disaster management system in Korea has a structure that promptly investigates and restores damage by a simple procedure. Korea disaster management system manages information on top-down structural disasters through the flow of prevention, preparation, response, and recovery. The process from disaster response to recovery under the leadership of the central disaster safety headquarters is simplified. Disaster management tasks are dispersed among departments, making it difficult to respond promptly. Under the control of the central government, disaster management, such as disaster prevention, investigation, and recovery, are carried out. The disaster management improvement direction of the local government should establish the disaster response system focusing on the local government. Therefore, it is necessary to have budget to operate the organization - centered disaster management budget and the disaster management organization. The disaster response manual should be prepared considering the disaster environment and disaster prevention plan. In order to utilize disaster information, it is necessary to reorganize information system such as integrate and streamline of the private resource database and NDMS.

  • The rapid urbanization and increase in population due to industrialization have led to the extension of cities and the reduction in naturality as a necessity. Now, it is the biggest threat to virtuous circle of ecosystem. With the expansion of common recognition that this ecological crisis would be accompanied by the crisis of mankind, many countries all around the world are conducting researches to indicate the optimum consumption level of individual as an index in addition to cross-national environmental indicators such as ESI, EPI and SDI, by measuring environmental consumption of state, local government or individual, and comparing each region. Based on this background, this research was carried out to estimate the environmental capacity of 23 local government in Gyeongsangbuk-do. The result of EF estimation showed that EF value necessary for life per head in Gyeongsangbuk-do was 0.9534, and it showed an ecological deficit of 25.3 percent when analyzing it in consideration of the ecological capacity. Also, among the local governments in Gyeongsangbuk-do, Youngduk-gun displayed the highest EF, and Ulleung-gun displayed the lowest EF. But when analyzing the ecological deficit in consideration of the ecological capacity of each region, Gumi-city showed the greatest ecological deficit, and Youngyang-gun showed the biggest ecological capacity. The environmental capacity estimated in this study is to digitize the ecological capacity and ecological deficit of each local government in Gyeongsangbuk-do. The estimated optimum environmental capacity of each local government suggests the scale of environmental preservation and proper development and furthermore, could be used as fundamental data for persuading members of each local government when selecting a location of development facility or preservation area.

  • This study aimed to find the way to help participants build capacity in rural development projects, through some case studies and Q-methodology. Decentralization and diffusion of bottom-up approach in rural development projects are the main contextual factors in this study. With the ethos of bottom-up approach in rural development, the human and financial inputs for capacity building increased drastically in the area of rural development policy. Four types of capacity building methods were identified in this study; training, consulting, learning organization, and forum. Theses methods were used more at planning step than implementation step in rural development projects. The government's effort to strengthen leadership in rural areas should be continued. The existing government's training program for capacity building had better include more diverse clients. Actions for capacity building should be centered on the needs of the participants in fields. Especially, organizing learning units is very important. Governments' rural development policy should establish the proper process which can help local actors plan their projects with enough time span.
