지방재정의 감사기획평가체계 연구 (A Study on Audit Planning and Evaluation System of Local Finance)

  • 지방자치단체에 의한 감사는 지방자치단체의 내부 통제를 개선하고 자신들의 정책을 진단하여 관리능력을 향상시키며 정책 오류를 예방하는 역할을 한다. 그러나 자기기관 감사와 검사 수준은 매우 낮은 실정이다. 이는 전문가 수준의 직원보다 빈번한 순환 보직으로 실무 경험이 미흡한 감사요원을 배치하기 때문이다. 이러한 문제를 극복하고 지방자치단체의 자체감사기능을 강화하기 위하여 여러 가지 감사환경을 고려한 솔루션으로 새로운 시스템을 제안한다. 본 연구는 지방감사의 문제점을 찾아 자체 감사평가시스템의 새로운 체계를 제시하였다. 자체전자감사평가시스템은 자체기관 감사 및 검사를 강화하여 궁극적으로 지방정부의 역량을 강화시킬 것이다.

민간 소비자단체의 자율분쟁조정 활성화방안 (A Study on the Activity Improvement Plan for Consumer ADR of Non-Government Consumer Organization)

  • The Purpose of this research is to perform survey on employees of Non-Government Consumer Organization and interview with ADR personnel from Korean Consumer Protection Board to have thorough grasp of problems among consumer ADR. Also come up with plan that will activate Non-Government Consumer organization ADR. Result of this research states following remarks as solution First, consumers from Seoul and Gyeonggi area is the only people who use ADR in Non-Government Consumer organization, so other local governments need to concentrate on consumers from rural area to take advantage of the service. Second, low activity of ADR and legal procedure support compare to other services provide from Non-Government Consumer organization. Third, statistic shows that employees from Non-Government Consumer organization recognize importance of consumer's ADR and government's support as well as enforcement of law. Forth, the preparation of Consumer ADR in Non-Government Consumer organization, selecting committee is the most important procedures are reinforce human resource, improvement of organization structure. Fifty, order to establish Consumer ADR in Non-Government Consumer organization, recruit professional manpower is the priority and financial support is also important. All these result would help improve the activity of ADR in Non-Government Consumer organization, which will lead the organization to be more professionalize, globalize and able to segment the market. Further more, Non-Government Consumer organization would develop better ways to take itself to another level to provide better service. Also, create an institution that will help consumer's dispute and legal procedure. It will prevent future victims and protect consumer's right.

전남지역 사회적기업종사자의 만족도인식 연구 (A Study on the Satisfaction Recognition of the Employees of the Social Enterprise in JeollaNamdo)

  • 본 연구는 전남지역의 사회적 기업이 지속적인 발전을 할 수 있도록 활성화방안을 모색하는데 목적이 있다. 연구 조사는 전남 일원에 거주하는 사회적기업종사자를 조사대상자로 선정 하였다. 조사대상자는 총 210부 중 180부 회수하였고 사전교육과정을 통해 직접 방문하여 응답결과를 기록하는 방법을 원칙으로 자기기입방법을 실시하였다. 수집된 자료 분석은 T-검정과 구조분석을 사용하였다. 연구결과는 사회적 기업의 제도효과성이 종사자만족도인식에 영향을 미치는 것으로 나타났다. 즉, 사회적 기업의 인증제도, 지자체의 우선구매제도가 효과적이라고 볼 수 있다. 둘째, 사회적 기업의 지속가능성이 종사자만족도인식에 영향을 미치는 젓으로 나타났다. 즉, 사회적 기업이 성장하기 위해 새로운 사업아이템 발굴의 필요성이 긍정적인 영향을 미치는 것으로 보인다. 셋째, 사회적기업의 운영애로사항이 종사자만족도인식에 영향을 미치지 않는 것으로 나타났다. 즉, 사회적 기업에 대한 지방정부로부터 공식적인 인정을 못 받음으로서 발생하는 애로사항은 종사자만족도인식에 영향을 미치지 않았다.

공무원 총액인건비제에서 공공도서관 사서직 인력에 대한 고찰 (A Study of the Librarian Personnel for Public Libraries on the Lump-sum Personnel Expenditure System)

  • 본 연구의 목적은 공무원 총액인건비제가 시행되는 시기에 새로 공공도서관을 개관한 기초자치단체의 사서직 공무원 정원 변화를 분석하는데 있다. 연구방법으로 2008년에서 2010년 사이에 공공도서관을 2개관 이상 개관한 전국의 15개 기초자치단체를 선정하여, 이들 기초자치단체의 공무원 정원과 사서직 정원을 "자치법규정보시스템"과 해당 기초자치단체 홈페이지에서 데이터를 수집하여 분석하였다. 연구결과 총액인건비제가 실시된 시기에 조사대상의 15개 기초자치단체의 공무원 정원은 증가하였으나, 사서직 정원의 증가는 극히 미약하였다. 또한 복수직렬을 이용하여 행정직원 수를 증가시킨 결과를 보여주고 있었다. 결과적으로 총액인건비제 때문에 사서직 정원을 증가시킬 수 없다는 것은 사실이 아니다는 것이 밝혀졌다.

Industrial Growth and Environmental Resource toward the Tax Potential: A Case Study in South Sulawesi Province

  • This study aimed to analyze the influence of the industrial growth and the effect on government tax potential of the South Sulawesi Province. The growth of the tax object affects government tax potential of South Sulawesi Province. Environmental resources affect government tax potential of the province. The study used multiple linear regressions on primary data. The population consisted of all officers and staff involved in regional work units. Revenue Service area in South Sulawesi Province counts 630 employees. The sampling method is purposive sampling random carried out based on specific objectives. The respondent qualifications are taken from the Technical Implementation Unit Office and the Department of Revenue. The number of respondents is 96 from the Head of UPTD and three of them are related with tax Section Chief Officer. The results showed that industrial growth has a significant and positive effect on the potential increase in tax of South Sulawesi. Growth in tax object significantly affects the potential increasing tax of South Sulawesi. Environmental resources significantly affect the potential Increase in tax. Practical recommendations for local government is to enhance tax potential, reduce bureaucracy in industrial licensing, and facilitate local farmers to get involved in economic contributions.

전북지역 로컬푸드 직매장의 경영효율성 분석 (Management Efficiency Analysis of Local Food Stores in Jeonbuk)

  • This study analyzed the management efficiency of local food stores that are increasing recently. The analysis targeted 25 local food outlets in Jeonbuk area, and the analysis method analyzed the efficiency by CCR model. The input variables used to analyze the input-oriented efficiency of local food stores are business expenses, employees, organizational number of participating farms, and number of items, and sales are used as output variables. The main contents of the analysis are as follows. First, local food outlets increased due to support projects such as the government, local governments, and agricultural cooperatives, but their dependence was high. Second, the management efficiency of 25 local food stores in Jeonbuk is 28.0% when the efficiency is 1.000, and 72.0% of inefficient local food stores. Third, considering the projection point and the reference group, there was room for improvement in input variables. Therefore, it was determined that improvement efforts are needed to secure the continuity of local food outlets in the future. However, this study will require review of variable selection and analysis methods for further analysis.

Association Between Working Hours and Depressive Symptoms Among Korean Employees

  • Objectives Many studies have reported noticeable increases in the proportion of employees working either relatively short or relatively long hours. Such trends have been accompanied by an increasing concern that how much subjective mental well-being of employees would be influenced by their hours of work. The aim of this study was to investigate the association between work hours and clinically relevant depressive symptoms with demographic variables adjusted. Methods Participants were employees of a total of 56 private companies and local government organizations in Korea, aged 19 to 65 years. A self-report questionnaire that included items on working hour, job stress, levels of depression, and socio-demographic factors was administered to 15360 Korean employees, with 14477 valid responses. Hierarchical linear regression analyses, adjusted for sociodemographic factors, job related demographic factors, job stress, were used additionally to estimate the association between working hours and depressive scores. Results We found that working more than 40 hours per week correlated positively with the level of depressive symptoms after adjusting for demographic variables and the level of job stress. Furthermore, working 40 or fewer hours per week correlated negatively with the level of depressive symptoms. Being younger (β = -0.078, β = -0.099), being a female (β = 2.770, β = 1.268), and possessing a lower level of education (β = -0.315, β = -1.125) were significantly associated with higher level of depressive symptoms in all respondents. Conclusions Both of working excessively long or short hours is significantly associated with the prevalence of depressive symptoms. Establishing proper office hours for employees is critical to improving the quality of working conditions and maintaining good mental health in the workplace.

국내의 마을만들기 지원제도 활성화방안에 관한 연구 - 한국과 일본의 제도 비교분석을 중심으로 - (Promotion Plans for the Maeul-mandeulgi Supporting System in Korea - Focusing on the Comparative Analysis of the systems in Korea and Japan -)

  • This study compares and analyzes the supporting system used in Korea and Japan to facilitate the development of maeul-mandeulgi supporting systems. And the results of comparison and analysis are as follows: First, it needs to establish the separate legal system in the city planning system and to enact the local more local autonomous ordinances to complementarily connect with the administrative system. Second, an exclusive department should be organized under direct control of the local government head. Third, the maeul-mandeulgi support center should hire the full-time employees including the experts and civil officials who are not relevant with administrative works, and the local administrative organization should lead the operation of this center while strengthening the functionality of the center to be suitable with the local situations. Fourth, it is necessary to diversify the way to proceed with the maeul-mandeulgi project, and to look for a source of financial resource instead of depending on the budget of the administrative organizations.

지방공무원의 직무스트레스가 직무만족 및 생활만족에 미치는 영향 (The Impact of Job Stress on Job Satisfaction and Life Satisfaction among Local Government Officials: A Survey of Reading Academy Participants)

  • 본 연구는 2023년 1월부터 2023년 3월까지 독서아카데미에 참여한 서울특별시 k구에 근무하는 공무원을 대상으로 하여 진행되었다. 이 연구의 목적은 직무스트레스가 지방공무원의 직무만족과 생활만족에 미치는 영향을 파악하는 것이다. 총 300부의 설문지를 회수하고 다중회귀분석을 수행하여 얻은 결과는 다음과 같다. 첫째, 독서아카데미에 참여한 지방공무원들의 직무스트레스 분석 결과, 직무스트레스의 하위 요인 중 보상이 부적절할수록 이직 의도가 높아졌다. 또한 참여자들은 여러 가지 업무를 동시에 처리하고 시간에 쫓기며 일하는 상황 등에서 직무스트레스를 느끼며, 근무조건이나 상황에 바람직하지 못한 변화, 조직개편에 대한 불안감 등이 직무스트레스에 영향을 미치는 것으로 나타났다. 특히 보상이 적절하다고 인식하지 않을 때 이직 의도가 높은 것으로 드러났다. 둘째, 독서아카데미에 참여한 지방공무원들의 직무스트레스로 인해 근무조건이나 상황에 바람직하지 못한 변화, 조직개편에 대한 불안감, 일관성 없는 업무지시, 성별 차별, 권위적인 조직 분위기 등이 생활만족에 부정적인 영향을 미치는 것으로 확인되었다. 셋째, 독서아카데미에 참여한 지방공무원들의 직무만족이 생활만족에 미치는 영향을 분석한 결과, 직무만족의 이직 의도와 보수수준이 정서적 만족에 긍정적인 영향을 미치는 반면, 직무 자체와 대인관계는 정서적 만족에 부정적인 영향을 미쳤다. 또한, 직무 자체와 보수수준이 신체적 만족에 긍정적인 영향을 미치며, 사회적 만족에도 긍정적인 영향을 미치지만, 이직 의도는 부정적인 영향을 미치는 것으로 나타났다.

달성군청사 조경설계 (Landscape Design for the New Government Buildings of Dalseong-gun)

  • This landscape design proposal was presented to a design competition for the New Government Buildings of Dalseong-gun which was held by the municipal authority of Dalseong-gun in June, 2002. The site is located at 1313 Gumpo-ri, Nongong-eup, Dalseong-gun, Daegu Metropolitan City and has an area of 50,000$m^2$. The judging criteria for the landscape design set by the Dalseong-gun could be articulated as follows : an environmentally friendly design which respects the surrounding n a locale which functions as a community center of Dalseong-gun, a resting place for the welfare of its employees and visitors, and finally a place with diverse landscape elements reflecting the individual identity of each facility. The main design concepts of this project could be summarized as follows : an environmentally friendly design which respects and utilizes the existing natural landscape resources, a design which features a harmony of nature with architecture and exterior space with interior space, and a design which balances esthetic form and practical function. This design consists of four major outdoor spaces ; the lawn, the entry plaza, a pine grove, and a deck area on the third floor. The multi-purpose lawn area near the main entrance area can be used for flea markets, outdoor weddings, and picnics for its neighbors. The adjacent plaza and parking lots can be unified as one space in case of large events. The entry plaza has three axes. Each of them represents the Assembly, the Administration, and the Culture. A big circle in the paving pattern unifies the three individual axes. A group of Zelkova trees was introduced to reflect local flavor. The existing pine grove was preserved as a symbolic 'park' for the Gumpo district. The outdoor amphitheatre within the grove was introduced by utilizing the existing topography, The flow of 'nature'on the deck area was designed to connect Mt. Gumkae with the 'city'. It is a comfortable resting place for its employees and visitors.
