Proposes on Essential Ubiquitous City Service to Guarantee Minimum Quality of Ubiquitous City (유비쿼터스도시의 최소 품질 보장을 위한 필수적인 유비쿼터스도시서비스 제안에 관한 연구)

  • Since 2000, ubiquitous cities are spread over Korea by government's supporting project for ubiquitous city construction. But recently problems such as low perception of ubiquitous city are issued. There is just a few studies about a creation of citizen centric ubiquitous city service even though there have been several studies and policies to overcome such problems. There is not enough research on applying ubiquitous city service effectively at the stage of ubiquitous city plan. To solve this problems, this study ultimately aims to suggest essential ubiquitous city service applied at that stage to guarantee minimum quality of ubiquitous city. The expert survey method was employed to select essential ubiquitous city service. To achieve this goal, First, a survey performed by 163 local government officers to know current status of the ubiquitous city construction project. Second, another survey was performed for about 30 days by 38 experts worked at local public official and ubiquitous city organization to select essential ubiquitous city service. Finally we suggested 14 essential ubiquitous city service from the several viewpoints, which were universality, industry growth, social welfare, effective city management. And we analyzed the differences between ubiquitous city services written 14 ubiquitous city plan and essential ubiquitous city services.

The Analysis on the Statistical Information Service for Regional Employment-Population Rate of Young Man in Korea (국내 청년층의 지역별 고용률에 대한 통계정보 서비스 분석)

  • It is important for regional comparative analysis about employment-population rate of young man and total employment-population rate to a policy data of central and local government. Through the result of comparative analysis, Central and local government can use policies distinctively according to the region and keep the efficiency of detail policy application. This study shows that we classify Seoul Metropolitan region and Gangwon, Choongcheong, Honam, Youngnam region from 16 cities and provinces, and calculate total employment-population rate and employment-population rate of young man for these regions, and then compute the relative ratio between these employment-population rates, and finally compare the relative ratio by these regions. According to main results of this article, total employment-population rates in all the regions have not changed, whereas employment-population rates of young man have been decreased in all the regions but the rates in Seoul Metropolitan region and Choongcheong region have been increased for recent years. Moreover the changes by period of the relative ratio have been almost same as that of young man's employment-population rate.

A Research of Recognition for Deinstitutionalization and Independent Living of the Disabled Living in Residential Facilities for the People of Family In accordance with the Enactment Deinstitutionalization of Disabled (장애인 탈시설 지원법 제정에 따른 장애인거주시설 이용인 가족대상 탈시설과 자립생활 인식에 대한 연구)

  • This study is about the research of recognition for deinstitutionalization and independent living of the disabled living in residential facilities for the people of family. The survey was conducted in October to September 2018 and 810 cases were used in the final analysis. In this study, we confirmed that about half of the families of groups and those who perceived In accordance with the enactment deinstitutionalization were divided into half. and consent to cegislation, local government efforts, independence, consent to deinstitutionalization family perceptions of disagreement of independence were identified as having no low information provided. These results indicate that there was a lack of provision of services or information related to independent living of the disabled living in residential facilities, and it was confirmed that proper information transfer education on policies and services is needed to have accurate understanding and awareness. In addition, the agreement on legislation, local government efforts, Independence, consent to deinstitutionalization were found to have a significant effect on preparation for independent living. Therefore, it was confirmed that systematic information education support are needed to ensure proper recognition of user's family in residential facilities and to ensure healthy independence of users.

Case Study on the Distribution of Disaster Risk Information in China (중국의 재난위험 정보유통에 관한 사례 연구)

  • Purpose - This article aims to explore the characteristics of disaster risk distribution information in China. Also, this research attempts to analyze the findings of risk communication using case study in chronological order in terms of social amplification of risk. To achieve the purpose, the paper reviews the trends and issues of risk communication in China, with an emphasis on examining earthquakes by a chronological approach. In these regards, we hope that some relevant findings from this empirical study with cases will be able to enhance national risk communication and provide implications in Korea as well. Research design, data, and methodology - The conceptual framework of this study is theoretically based on the risk amplification model, which describes signals about risk transmitted and processed by individuals and social groups. The social amplification of risk also reflects the interactions of social groups about disaster-related risk issues, which are potential amplifiers or attenuators of communication signals. The key concept of social amplification implies that the risks pertaining to natural disasters interact with social, psychological, institutional, and cultural processes in ways that can affect public perceptions of risk. SMCRE Model is methodologically employed to examine risk communication history of China with the focus on natural disaster. Four earthquakes are selected to figure out the chronological characteristics of risk communication since 1970s. He bei Tang Shan earthquake is selected as an example disaster before 1990's, while the earthquake in Yun Nan Jiang is explored for the case study of 1990's. The earthquake in Si Chuan Wen Chuan is also examined as a example disaster of 2000's. The recent earthquake in Si Chuan Ya An Lu Shan is selected as a case of 2010s. Results - SMCRE model in this case study is operationally defined as a methodology and applied to the four earthquakes occurred in China. SMCRE model describes the exchange of risk information and is also applied to all forms of communication between stake holders. Each factor of risk communication includes source, message, channel, receiver and effect. It is notable that a big progress has been made on disaster risk communication in China for the past 40 years. We also found that highly developed information technology has enabled Chinese society to better cope with natural disaster, leading to enhanced disaster risk communication. It is mainly found from case study that the disaster risk communication of China has been involved with political situation, which derived from the change of government for the past 40 years. Conclusion - From this historical research, it can be inferred that the policies and politics of Chinese leaders have had a more critical role to play in the process of source of risk communication than those of any other countries. The results of this paper also support that the effective risk communication involves not only the improved reliability of local government as a key factor of disaster risk communication, but also is accompanied by international cooperation for substantial collaboration with stake holders.

An Analysis of the Policy Making Process of Contracting-out of Public Library Appeared in Municipal Ordinance on the Establishment and Operation of Cultural Foundation: Based on the Advocacy Coalition Framework (A시 B구 문화재단 설립 및 운영 조례에 대한 정책결정과정 분석 - 정책옹호연합모형(ACF)을 중심으로 -)

  • The purpose of this study is to figure out the movements of policy actors in the policy process of the establishment of a local cultural foundation in B-gu(district), A-si (city), then to explore the way to contract out of the management of public libraries to the cultural foundation in the policy process. Data for the study were collected from various sources from newspapers and assembly minutes to blogs and SNS messages of the policy actors, then analysed based on Advocacy Coalition Framework (ACF). The results showed that 'agreement of contract-out' coalition only accepted public interest of the public libraries between the public interest and specialty of librarianship which were insisted by 'disagreement of contract-out' coalition's policy beliefs. The comparison between this case and a similar policy case showed that the specialty of librarianship as a core belief is effective in changing the beliefs of other coalition. Eventually, it is required to differentiate and to specialize library services among public services in a local area in order to keep the direct management of public libraries by the local government, and this means that everyday library services influence the decision making of library policies in the local area.

  • Since policies of each local government toward regional development have been focusing on only development of the individual applied items such as a character merchandise, co-regional brand, and developing a speciality for the region, the adverse effects of design have been came out. So we carried out this research to minimize the adverse effect of design and also we would like to give the opportunity of thinking of a new way to activate local economy, to create regional identity and to develop local resources by applying the Cl program which have bean used as the way of business improvement coping with the conceptional change of competitiveness with a comprehensive view. Therefore, for design to play an important role in regional development, as standing on the basis of regional development it is necessary to attain the various goals such as activating administrative organization, improving the administrative image, and making the local in go unique. And also it is necessary to develop the communicational strategy as an innovative and expressive program which can consider human network development as an regional resource. To carry out this communicational strategy effectively, in particular, it is not only inevitable to operate the strategic and comprehensive programs promoting the regional development according to the of 6 stages design develop cent program which consists of region's self-verification and self-recognition, self-determination, development of self-innovation, visibility to unify the regional images, creating the design system, and carrying out and verifying the program, but also it is necessary to apply regional development system which can change the regional basic plan, aiming at regional development, into unique regional trait that has an future image by improving the program with constant management and feedback through verifying the design program.

A Preliminary Study on Domestic Embracement and Development Plan Regarding UNESCO World Heritage Programme (유네스코 세계유산 제도의 우리나라 문화재 정책에의 수용과 발전방안에 대한 시론적 연구)

  • UNESCO World Heritage Programme was introduced following the adoption of Convention Concerning the Protection of the World Cultural and Natural Heritage by the General Conference of UNESCO in 1972 in order to protect cultural and natural heritage with superb value for all mankind. Despite its short history of less than 40 years, it has been evaluated as one of the most successful of the cultural area projects of UNESCO with 890 world heritage registered worldwide. For systematic protection management of World Heritage, UNESCO, through systemization of registration, emphasis on the importance of preservation management plan, institutionalization of monitoring, and operation of World Heritage Fund, has utilized World Heritage Programme not just as a means of listing excellent cultural properties, but as a preservation planning tool, and accordingly, such policies have had a significant influence on the cultural heritage protection legislations of numerous nations. Korea has ratified World Heritage Convention in 1988, and with the registration of the Royal Tombs of the Joseon Dynasty in 2009, it has 9 World Heritage Sites. Twenty years have passed since Korea joined the World Heritage Programme. While World Heritage registration contributed to publicity of the uniqueness and excellence of Korean cultural properties and improvement of Korea's national culture status, it is now time to devise various legislative/systematic improvement means to reconsider the World Heritage registration strategy and establish a systematic preservation management system. While up until now, the Cultural Properties Protection Law has been amended to arrange for basic rules regarding registration and protection of World Heritage Sites, and some local governments have founded bodies exclusive for World Heritage Site management, a more fundamental and macroscopic plan for World Heritage policy improvement must be sought. Projects and programs in each area for reinforcement of World Heritage policy capacity such as: 1) Enactment of a special law for World Heritage Site preservation management; 2) enactment of ordinances for protection of World Heritage Sites per each local government; 3) reinforcement of policies and management functionality of Cultural Heritage Administration and local governments; 4) dramatic increase in the finances of World Heritage Site protection; 5) requirement to establish plan for World Heritage Site preservation protection; 6) increased support for utilization of World Heritage Sites; 7) substantiation and diversification of World Heritage registration; 8) sharing of information and experiences of World Heritage Sites management among local governments; 9) installation of World Heritage Sites integral archive; 10) revitalization of citizen cooperation and resident participation; 11) training specialized resources for World Heritage Sites protection; 12) revitalization of sustainable World Heritage Sites tourism, must be selected and promoted systematically. Regarding how World Heritage Programme should be domestically accepted and developed, the methods for systemization, scientific approach, and specialization of World Heritage policies were suggested per type. In the future, in-depth and specialized researches and studies should follow.

Developing Measurement Model and Indicators for Entrepreneurial Ecosystem: Focusing on Regional E-Ecosystem Indicator via Delphi Analysis (창업생태계 측정모형과 지표개발: 델파이분석을 통한 지역창업생태계 측정지표 개발)

  • As the entrepreneurial ecosystem turns out to be a leading factor in improving nation's entrepreneurship, many studies are underway in the country to develop the start-up ecosystem. Although the entrepreneurial ecosystem is receiving attention as an essential factor for the nation's economic growth as well as entrepreneurship due to its inter-relationship with start-ups, government agencies and investors, criticism of measurement indicators has been increasing due to the different institutional and political contexts of each country, including the various definition of start-up ecosystem. In this study, we develop indicators that are suitable for domestic conditions in Korea and that can measure the level of start-up ecosystems in each regional level. FGI and Delphi surveys by scholarly experts in each field of start-ups & entrepreneurship were conducted to verify how well existing indicators fit the domestic situation and to develop indicators that can measure the local entrepreneurial ecosystem in Korea through close examination. As a result, the local entrepreneurial ecosystem consisted of three to four sub-components and 38 sub-components, each consisting of seven indicators, including Policy, Investment, Culture, Market, Human Capital, Support and Knowledge. It is expected that this research will be used to diagnose local start-up ecosystems and to propose discriminatory policies that can complement regional strengths and weaknesses.

Efficiency Analysis of Public Institutions Relocating to Local Areas - Focusing on the Case of Korea Housing Finance Corporation (지방 이전 공공기관의 효율성 분석 - 한국주택금융공사의 사례 중심으로)

  • The purpose of this study is to analyze the efficiency of the policy direction to see if the government's purpose of relocating public institutions was achieved by analyzing the case of the Korea Housing Finance Corporation, which moved to Busan Metropolitan City in 2014. Based on the Korea Housing Finance Corporation's settlement management disclosure and public institution performance evaluation report from 2009 to 2019, efficiency was compared and analyzed using DEA analysis, work efficiency in management performance evaluation report, and financial ratio. The analysis results are as follows. First, in the case of DEA analysis, the difference in efficiency before and after fat transfer was not noticeable. Second, the efficiency analysis using the performance evaluation report and the financial ratio showed that the efficiency decreased after local relocation. Taken together, in the case of the Korea Housing Finance Corporation, efficiency decreased after local relocation, which can be attributed to sluggish business performance and inefficiency related to financial ratios. However, this study has limitations because it conducted an analysis on the Korea Housing Finance Corporation. To compensate for this, it is necessary to diversify the scope of research targeting all fund-managed quasi-governmental institutions in Korea. Nevertheless, this study is the first study to analyze before and after the relocation of fund-managed quasi-governmental institutions, and is expected to provide significant implications for future policies to be discussed.

  • Since 1997 the United Kingdom has pursued creative industry and creative city development in accordance with the New Labor Party policy, strengthening its cluster policy by assigning creative city policies to traditional manufacturing-oriented regions. Tech City in London, one of the most successful examples of digital clusters, is an area in which diverse ecosystems for venture business integration have been established, as the once barren space began to spontaneously develop. For this region, systematic linkages including universities, private companies, start-ups, and accelerators have been added, along with the UK government's active support system. As a result of this opportunity, the scale of the UK start-up ecosystem has significantly grown, the number of local companies has surged, and brand effect has greatly improved. Tech City is an example of a well-balanced combination of public effort and private governance, based on the region's historical background and its potential for growth. It is an effective coordination of public policy and private active investment, services, research, and education. The market platform for institutional technology and commercialization, and aggressive investment shares in the risk, have lead to its growth as a start-up and an innovative city. Britain's efforts to expand the nationwide cluster for the future-oriented digital economy is most noteworthy.
