What can local governments do to help people returning to rural areas? (귀농.귀촌 활성화를 위한 농촌 지방자치단체의 과제)

  • Recently, the number of people who return to rural areas for farming is increasing rapidly. This attracted public attention so that the Ministry of Food, Agriculture, Forestry and Fisheries announced officially comprehensive countermeasures to help those returning to rural areas. But there is not sufficient consideration of the role of local governments in the above countermeasures. Policy package to help returning people establish themselves in rural area include many soft programs that requires governance, delicate implementation process and expertise to advise. Therefore, the local governments should have appropriate governance and perspectives.

Developing Direction and Subject Matter of Curriculum in the Fisheries Marine Science High School (수산·해운계고 교육과정의 중점과 발전적 방향)

  • Fisheries and shipping industry as national basic industry need continuous growth and basic human resource development for international competition. This study was carried out through investigating of the related literature and reports. The purpose of study for developing direction and subject matter of curriculum in the fisheries marine science high school was as follows. Recently, reforms of vocational high school will expand professionalization and specialization. Therefore systematic curriculum of basic knowledge, basic skill and technical is required more and more in field work of fishery and merchant marine. The other important factors of curriculum improvement were cooperative role between school and local industry, adaptation of basic ability, job analysis, various curriculum opening. Above all, teachers of fisheries and merchant marine high school require advanced consciousness and must participate in revising curriculum. And the textbook of fisheries and merchant marine high school is useful to improve the level of learning ability degree and must be written by the related teacher, and the textbook contents must be studied by the expert group under professors leading to advanced discipline and skill of field work.

  • Two pinnotherid crabs, Pinnixa penultipedalis and Sakaina japonica, collected from Yeosu, Jeollanam-do, South Korea, are newly recorded in Korea. These two species are unique representatives of their respective genera in local waters. The family Pinnotheridae currently comprises nine species in Korea. In this article, brief descriptions and illustrations of selected parts of these crabs are provided as evidence for their correct identifications.

An Institutional Review of Farming Transfer to Revitalize Management Transfer (경영이양활성화를 위한 농업경영이양의 제도적 고찰)

  • The purpose of this study is to understand the phenomenon of agricultural management transfer and to present a plan to activate Korean management transfer through institutional consideration. To this end, the domestic and overseas agricultural management transfer system was identified, and an appropriate institutional plan for the country was sought. There are six ways to activate the management transfer system proposed in this study. First, establishment of an agricultural management transfer agency, second, training and utilization of management transfer experts, third, establishment of an agricultural succession certification support institution, fourth, operation of specialized training courses for management transfer, fifth, (local government) linked operation of a farming support center, sixth, agricultural management transfer legislation and securing of budgets. The above agricultural management transfer system is expected to contribute to the advancement of management transfer activation.

Identification of differentially expressed genes in the developmental stages from olive flounder Paralichthys olivaceus using an annealing control primer system

  • We employed a new and improved differential display reverse transcription-polymerase chain reaction (DDRT-PCR) method, which involves annealing control primers (ACPs), to identify the genes that are specifically or prominently expressed in olive flounder (Paralichthys olivaceus) juveniles (35 days post-hatch; dph) compared to larval-stage (dph 21) flounder. Using 60 ACPs, we identified eight differentially expressed genes (DEGs) and basic local alignment search tool (BLAST) searches revealed eight known genes. Gene expression levels were confirmed by RT-PCR. Phosphoglucose isomerase (PGI) was highly expressed at 21 dph, while nephrosin, myosin light chain (MLC), myosin heavy chain (MHC), carboxypeptidase A, chymotrypsin B, fish-egg protein, and matrix protein were expressed at 35 dph. PGI, MLC, and MHC expression was further analyzed by RT-PCR. The differentially expressed genes identified in this study may provide insights into the molecular basis of development in olive flounder.

The three kinds of network models such as Marine Information Network Model, Fisheries Industry Information Network Model, Fisheries Products Marketing Information Model were suggested with a method maximizing the utilization value of information. Marine Information Network Model dealt with information on marine environment and marine biology, Fisheries Industry Information Network with information on fisheries and fisheries culture industry, and Fisheries Products Marketing Information with information on fish and fisheries culture products marketing. Service on the Web base was made possible so that a final user got the most recent information, treating on real-time base data collected from each information network.

An Attempt to the Legal Problems on the Approved Books in Fisheries and Marine Sciences Education (수·해양 전문계고 인정도서 제도의 법적 문제와 과제)

  • This study is to suggest the legal issues and some question to solve on the approved books in fisheries and marine sciences education. The results of the study are following. First, It discuss the legal meaning on the approved books. The meaning of the approved books means the curriculum books are subject to an approval by the Minister of Education, Science and Technology in order to use term in case where there exist no government-designated books and authorized, or where it is difficult to use term or it is necessary to supplement them. Second It deals with the legal issues on the approved books in fisheries and marine science education. The main issue is in harmony with the regimentation and self-regulation of education. This matter is the legal problems on the power for the standards of the textbooks approval and the rights for the organization of the textbooks. Third, It treats the problems of the approved books in fisheries and marine sciences education. The problems is system of statute and concept of approved books, the rights of nation and local government, standards of approved books, and writing and practical use of approved books. I generalize legal issues on the approved books in fisheries and marine sciences education. Hence, it is necessary to deeply study each subject in the legal aspect of the approved books in fisheries and marine sciences education.

Analysis of Marginal Productivity and Return to Scale Using Estimation of Production Function in Offshore Fisheries (근해어업 생산함수 추정을 이용한 규모수익 및 한계생산성 분석)

  • The production of Korean offshore fisheries has been gradually decreasing due to the severe depletion of offshore fisheries resources caused by excessive fishing efforts. The production of the offshore fisheries in 2016 was the lowest since 1975. So the federal and local governments in Korea adopted and implemented various fisheries management plans and policies in order to restore fisheries resources. However, these plans and polices have not been successful in re-establishing fisheries resources. Thus, in order to accurately diagnose the situation with regard to offshore fisheries, this study sought to estimate not only the return to scale by fishing gear of offshore fisheries, but marginal productivity of individual fishing gear based on production factors derived from offshore fisheries production functions. The study was organized in the following manner. First of all, this study estimates production functions of offshore fisheries. The Cobb-Douglas and the translog production functions are adopted as offshore fisheries production functions. Specifically, the functions are estimated by crew, vessels, and offshore resource as production factors. The offshore resource is estimated by the Clarke Yoshimoto Pooley model based on the surplus production model. Secondly, the fisheries production functions are extended to the fixed-effect model and the random-effect model with panel data. Thirdly, this study analyzes the return to scale of offshore fisheries and the marginal productivity of the production factors from the estimated offshore fisheries production function. In conclusion, this study suggests plans and countermeasures for productivity improvement by group (labor intensive or technology intensive) based on the characteristics of individual offshore fishing gear.

Research Trends Regarding Fisheries' Biological Resources in Korean Coastal Areas (우리나라 수산생명자원 연구동향)

  • Fisheries' biological resources were considered public resources before the 1990s. Every country could access and use these resources without regulation. However, the United Nations adopted the Convention on Biological Diversity and the privileges and rights to these resources were attributed to countries. This research starts with the research background and social and academic value of "The Jasan Eobo (or Report on Marine Organisms in the Coastal Waters near Heuksan Island)" by Jeong Yak-Jeon, who pioneered the new field of Fisheries Science and Marine Biology in Korea in the early 1800s. We also searched for recent results from the Marine Bio-Diversity Research Activities of the Korean National Council for Conservation of Nature (KNCCN) and the Ministry of Maritime Affairs and Fisheries (MOMAF). KNCCN reported that marine bio-diversity comprised approximately 6,500 species in 1996, and the Ministry of Maritime Affairs and Fisheries reported there were about 10,000 species in 2007. Among these marine species, plankton account for about 25%, seaweeds 11%, invertebrates 52%, and vertebrates 12% in Korean Coastal Areas. The Ministry for Food, Agriculture, Forestry, and Fisheries (MIFAFF) enacted a law for Agriculture and Fisheries Resources Management in 2012; this law includes the preservation of marine ecosystems, the conservation of wetlands and the preservation of fisheries resources, and describes the boundary of taxonomy for new species and unknown species that could be identified in the near future. To follow the new regulation for Access to General Resources and Benefit-Sharing, this research suggests (1) the importance of taxonomy for new species and unknown species as a goal of "No Name = No Information", (2) integrated research on bio-diversity, species distributions and the abundance of fisheries resources, both in local areas and in Korean Coastal Areas, and (3) the observance of international regulations or agreements for benefit-sharing without additional damage in the future.
