Conditions for Integrated Public Welfare Delivery System: Case Studies in Britain (통합적 공공 복지전달체계를 위한 조건: 영국 사례 연구)

  • There has been constant attempts for integration of public welfare delivery system which lead to integrated case management, then this become more significant issue regarding 'community care' recently in Korea. However, most of them was limited to fractional organization rearrangement or more use of private resources rather than realising user-centred approach. Therefore, in this research, we would like to do a couple of case studies in Britain which has rich experience of reforms for integrated approaches between health and social services and Troubled Family programme resembles the integrated case management in Korea by visiting a London Borough and a local council respectively. In conclusion, we found three conditions are required to establish successful integrated delivery system: elimination of institutional barriers relating to workforce, organization, and finance; shared objectives and partnership among the professional groups and agencies; and information sharing system with technical support regarding individual cases.

Assessment of Korean Hospitals Management Using Dupont Analysis (듀퐁 분석을 통한 한국 병원계의 경영 현황 분석)

  • Purposes: The hospitals needs to generate a minimum profit, in order to perform its own role such as providing high-quality medical services. The demand for hospital management is increasing, as the social demands are diversified and the financial transparency is emphasized. The purpose of this study is to compare hospitals management based on Dupont Identity, by various hospital classification. Methodology: This study is based on '2016 Statistics for Hospital Management' provided by the Korea Health Industry Development Institute. The hospitals were classified according to the scope of care, the type of establishment, the location, and the number of beds. We analyzed the general and financial characteristics of over 337 hospitals using the method of Dupont Identity. Findings: Net profit margin (PM) has the biggest impact on return of equity (ROE). By the number of beds, general hospital with 160-299 beds have the highest return on equity (ROE). By location, hospitals in local municipalities have higher return on equity than hospitals in urban municipalities. According to the type of establishment, public hospitals have lower business performance, and although they invest more than private hospitals. Practical Implications: This study can inspire interest and provide understanding in hospital management and financial structure, by analyzing through an intuitive indicator named Dupont identity. It is possible to provide basic data for hospital management methods for each financial elements, in order to increase the profitability of hospitals.

  • Recently, in the field of next-generation e-commerce and finance, interest in blockchain-based technologies such as Bitcoin and Ethereum is great. Although the security of blockchain technology is known to be secure, hacking incidents / accidents related to cryptocurrencies are being issued. The main causes were vulnerabilities in the external environment, such as taking over login sessions on cryptocurrency wallets, exposing private keys due to malware infection, and using simple passwords. However, private key management recommends general methods such as utilizing a dedicated application or local backup and physical archiving through document printing. In this paper, we propose a white box password-based private key protection scheme. As a result of safety and performance analysis, we strengthened the security against vulnerability of private key exposure and proved the processing efficiency of existing protocol.

  • In spite of various safety measures, coastal safety accidents continue to occur, so this study focused on using drones as countermeasures. Municipalities that already have coasts have begun operating unmanned multicopters for coastal safety management. In particular, by connecting an unmanned multi-copter to the currently applied smart city safety net system, it is possible to transmit real-time images of the scene in case of emergency in the coastal area to the local government safety information center. It is also expected to contribute significantly to strengthening safety management in coastal waters through a more rapid response to safety accidents. Therefore, in this paper, we propose the use of drones as an alternative to the limitations of the domestic coastal safety system by investigating the state of coastal safety accidents and analyzing the state of domestic coastal safety systems. In addition, it is expected to be a key breakthrough in the coastal area safety system by proposing a model linking the Korean K-Drone system.

Association of Financial Distress and Predicted Bankruptcy: The Case of Pakistani Banking Sector

  • The banking sector is one of the most important sectors in Pakistan's struggling economy. Recent studies have recommended that suitable methods can be applied to predict bankruptcy. In this context, this work analyzes Pakistan's banking sector's financial status through the five-factor Altman Z-score model, which determines the probability of bankruptcy for an organization. Banking data has been collected through the Pakistan Stock Exchange (PSX) in the period 2013-2017. The Z-score assessment criteria is defined as: Z> 2.99 - "safe" zone; Z> 1.8 Z>2.98- "grey" zone; and Z <1.8 - "distress" zone. Results show good predictions for the local banking industry, while most foreign Pakistani banks were found bankrupt with the Z-score below 1.1. One of the financial risks investors face when investing in any company is the risk of bankruptcy. One of the most used models for predicting financial distress for any company is Altman's Z-score model. On the other hand, the Z-score analysis suggests that all banking establishments are not bankrupt because they have sufficient ability to control bankruptcy. At the same time, foreign banks failed financially and would not be able to be sustained in the future because they do not have the ability to pay the short-term and long-term debt.

A Study on Asset Preference Characteristics of Millennials and Gen Z

  • Purpose: This study examines the factors that the Millennials and Gen Z prefers to invest in assets. We look at the asset structure they want now and in the future and the idea of designing the future. This can be expected that the center of Korea's asset market will change to the structure they want in the future. Research design, data and methodology: The spatial extent of the study is all over Korea including Seoul, the metropolitan area, and local cities. The survey was conducted for about 16 days from May 7 to May 22, 2023. The survey was conducted by the surveyor visiting the subject in person, distributing the questionnaire, explaining it, and filling it out in person. For the analysis, descriptive statistics and logistic regression analysis were conducted using the SPSS 25.0 statistical package. Results: It was confirmed that the preferred assets of the Millennials and Gen Z were different by period. There was also a difference in the influencing factors between Millennial Generation and Generation Z in asset preference. Conclusions: The Millennials and Gen Z's preferred assets were different by period. The reason is interpreted as the current process of collecting assets during the asset formation period. In the future, they intend to purchase real estate assets by using financial assets as a lump sum of money. We learned the characteristics of the entire Millennials and Gen Z, in addition, the difference between income and assets is believed to have affected the difference in preference factors of Millennial Generation and Generation Z, respectively.

Study on the Social Value of Public Transport Comfort in Financial Investment Projects (재정투자사업의 쾌적성에 대한 사회적 가치 연구 : 광역버스의 차내 혼잡을 중심으로)

  • This paper concentrated on estimating the travel time value of individual regional bus passengers in various in-vehicle crowding conditions. In the analysis model, the traffic-selection data of individual transportation passengers based on smart-card data were used. Variables which reflect the level of in-vehicle crowding and the variables of in-vehicle travel time that reflect the level of in-vehicle crowding were included in the model using Box-Cox transformation. The result of this paper indicates that the travel time value experienced by individual users would increase as the in-vehicle crowding level increases. The smart card data used in this paper is considered to have significant implications in terms of conducting more sophisticated and realistic qualitative research to reflect the values of variables for in-vehicle traffic hours and in-vehicle crowding levels, which previously had limitations in observation and quantification. It is expected that the effects of improvement measures for reducing congestion on regional buses can be considered quantitatively by applying the estimation results of crowding multiplier.

Current Status and Policy Issues of Senior Clubs: With Focus on Senior Employment Programs (시니어클럽의 현황 및 정책과제: 노인일자리사업을 중심으로)

  • The study aimed to investigate the current status and policy issues of senior clubs, focusing on the senior employment programs in South Korea. The current status of senior clubs was reviewed based on their legal basis, organization, project type, finance, project performance, and operational difficulties(low revenue yields, high labor intensity and low wages, lack of funding, weakness in provision of a legal basis, etc.). The policy directions of such clubs were also defined as follows: (1) establishment of the role of senior clubs(a local senior center of job creation projects, an execution entity of business senior employment programs matching the regional characteristics, and a center for community change through the promotion of awareness of the problems of and related to the elderly and through empowerment of the elderly); (2) improvement of the quality of jobs(need-based and sustainable job creation, quality improvement in education, improvement of the elderly practitioners' working conditions, and collaboration and partnerships among the public-private sectors); and (3) legislation and amendment of senior employment programs.

A Study on the Profitability Enhancement of SI Business in Public and Finance Sector (공공(公共)/금융분야(金融分野) SI사업(事業)의 수익성(收益性) 향상(向上) 방안(方案)에 관한 연구(硏究))

  • Recently public and finance SI (system integration) industry is called as 4D (difficult, dangerous, dirty, dreamless) industry because of low profit, overtime works and poor motivation of employees. Even some people think at SI industry to be a labor intensive industry instead of a high technology industry. The current study considers outside environmental change of SI industry as well as inside capability enhancement of SI companies. The study adopted action research method with the author's expertise and experiences as a head of a major SI company in Korea. The current research framework suggests 5 areas of profitability enhancement that offers propositions and implications. 5 areas of profitability enhancement are (1) policy improvement, (2) business portfolio innovation (3) sales capability reinforcement, (4) delivery capability reinforcement, and (5) cost management innovation. The five areas include 11 propositional factors and 21 implementation plans which were chosen from the profitability perspectives of SI companies.In order to successfully execute propositions and implementation plans of the framework, 3 years is needed and after 3 years profitability are expected to increase 10% higher than the current level. The framework, propositions and suggestions in this study are expected to offer a real contribution for SI companies that want to enhance competitiveness and profitability. Future extension of the current study to benchmarking the competitiveness and profitability between local companies and global companieswill bring a solid attention from industry and academics.
