지역문화산업의 활성화를 위한 정책 대안의 모색 (Searching for the Policy Alternatives for the Activation of the Local Culture Industry in Korea)

  • 이 연구의 목적은 지역문화진흥을 위한 정책부문들에 지역문화산업이 연계되어 활성화될 수 있는 정책대안을 모색하고자 한다. 연구방법은 지방문화진흥의 정책들과 지방문화산업에 관한 정책을 연계하여 그 활성화를 위한 대안을 모색한다. 연구의 결과를 요약하면 다음과 같다. 첫째, 지역문화진흥과 연계하여 지역문화산업을 활성화해야 한다. 1) 지역문화산업은 생활문화센터 등 시설이나 주민들의 생활문화 동호회 활동과 연계해야 한다. 2) 문화도시 및 문화지구의 지정 과정에서 지역의 산업적 여건을 고려해야 한다. 3) 지역문화진흥기금을 조성하고자 할 때, 지역문화산업 정책을 연계시켜야 한다. 4) 지역문화진흥을 위한 전문인력의 양성에 있어서 지역문화산업과 관련시켜야 한다. 둘째, 지역문화산업 활성화에 대한 장애요인들을 제거하고 촉진요인들을 활용해야 한다. 1) 문화산업의 범위를 명확하게 규정함으로써 문화산업정책의 목표를 구체화하고 명확히 해야 한다. 2) 문화산업정책에 있어서 여러 기관들에 분산되어 있는 역할을 명확히 규정하고, 상호 협력체계를 구축해야 한다. 3) 문화도시와 문화지구의 지정에서 문화산업의 개념요소들을 반영하고 지역문화산업을 브랜드화 해야 한다. 4) 관광산업과 같은 지역문화산업의 배경산업을 활용하도록 한다. 5) 지역문화산업 발전을 위한 거버넌스 체제를 구축하고 활용해야 한다. 지역문화산업의 활성화의 궁극적인 목적은 지역문화진흥에 기여하고자 하는 것이다. 이 연구의 결과가 지역문화산업을 활성화는 정책대안으로 활용되어서 지역문화 진흥에 기여하기를 기대한다.

Plan to Revitalize Local Economy through 6th Industry of Agriculture

  • Although the $6^{th}$ industry of agriculture, the subject of this research, is a policy that is implemented nationwide, the result or its performance can vary depending on judgment and basic plan of the local government concerned. To overcome this, support of the central government and provincial governments is important, but each rural family, rural area or management unit also has to grasp the reality fast and overcome it through voluntary participation. In addition, local governments of the nation should operate this project efficiently by implementing required support and policies in each field. Local governments should also promote revitalization of local economy by providing help to rural families and management units that implement the $6^{th}$ industry of agriculture through expert consulting, matching of funding paths, and deregulation.

지방고유산업과 관광사업의 연계방안 모색에 관한 고찰 - 일본 텐도우(天童)시를 중심으로 - (A Study on Connecting the Tourism Industry with Local Indigenous Industries - Focused on Tendou City in Japan -)

  • In order to vitalize the local area of Tendou City in Japan, this study chose a local indigenous industry and sought ways to connect the tourism industry with it. An inventory of local indigenous industry was assembled using relevant literature, field surveys, and interviews with local people. The Japanese chess industry was selected for a case study in connecting tourism with industry. Local indigenous industry was defined as an industry related to the local culture that uses local resources (and thus introduces possible industrialization). This industry can be easily marketed is to the rest of Japan or abroad. People in charge of local indigenous industry should understand the meaning and effects of connecting to the tourism industry, while people in tourism should acknowledge that local industry is good marketing material. Three steps are suggested: 1) to display the industrialy process of Japanese chess production: to tourism in safe and comfortable surroundings; 2) to offer amenities and producetion facility tuors; and 3) to offer tourists an opportunity to experience Japanese chess productions first hands.

  • 최근 지방자치주의가 강화되고, 문화관광 산업이 4차 산업혁명의 동력원으로까지 인식되자 지역 문화관광 산업의 활성화에 대한 연구의 중요성은 더 강조되고 있다. 이에 본 논문에서는 지역 문화관광상품의 개념과 유형을 정리하고 이를 통해 연구 방향을 제시하였다. 연구방법으로는 문헌중심의 연구로 한국 지역 문화관광 산업의 내부적 요인과 외부적 요인을 SWOT분석방법으로 이용하였다. 본문에서는 지역 문화관광상품 개발에 현황을 대표적 3곳을 선정하여 분석하였는데, 서울, 제주도, 경주 모두 지역 문화관광상품이 부족하다는 공통점을 발견하였다. 또한 문화관광상품 개발의 경제적 측면뿐 아니라 문화발전이라는 역할을 통해 또 다른 가치를 찾았다. 이처럼 중요성이 더욱 커진 지역 문화관광 산업의 활성화를 위해 차별화된 독창성 상품개발과 효율적 마케팅, 이를 뒷받침하는 법률적 보안까지 다방면으로 활성화 방안을 제시하였다. 본 연구가 문화관광 산업 연구자와 관련 업계에 더 좋은 자료가 되기 위해서는 향후 여러 제약으로 실시하지 못한 자세한 설문조사가 곁들여진 연구가 진행되어야 할 것이다.

한복 문화 산업의 발전을 위한 탐색적 연구 (An Exploratory Study on the Development of Hanbok Culture Industry)

  • In this study, in-depth interviews with Hanbok experts on the development direction of the Hanbok culture industry were performed to listen to professional and future-oriented opinions for the development of Hanbok culture and the Hanbok industry. Interviews were conducted with 12 experts to identify the perception of the Hanbok culture industry and to confirm the possibility of sustainable development of Hanbok as a global culture. First, the results of this study should be preceded by the establishment of concepts such as traditional Hanbok, daily Hanbok, fusion Hanbok, and new Hanbok, and design, education, and government support suitable for each field are required. Second, the responsible craftsmanship of the Hanbok industry, the development of Hanbok design with the aesthetics and convenience of Hanbok designers, multi-dimensional research with high academic use, and systematic support for various Hanbok-related programs and events by the government are needed. Third, the government should promote and actively wear Hanbok through various media to revitalize the Hanbok culture, such as establishing a Hanbok wearing day, reviving etiquette education in school, and providing local-based Hanbok wearing experience education. Fourth, in order to cultivate professional manpower, detailed Hanbok education by field is necessary, and specialized education tools, such as distribution, VMD, and stylist are proposed.

백제 지역문화기반의 패션문화상품 디자인 개발 (Design Development of Cultural Fashion Products Based on the Baekje Local Culture)

  • This paper develops fashion products that express the beauty of Baekje through an investigation of the unique characteristics of Baekje artifacts. This work can promote the Baekje region and provide cultural goods for local festivals to improve the economic competitiveness of the area. Artifacts from the Muryongwangreung in Gongju (the capital city of Baekje during the Woongjin period)were reinterpreted into a more modern form. Among the Muryongwangreung artifacts, the king and queen's gold coffin as well as chignon ornaments were used as design motifs. These artifacts were stylized into motifs and developed into patterns using Adobe Illustrator CS3 and Adobe Photoshop CS3. The patterns were subsequently applied to the designs of scarves and ties. The color was selected using the CMYK colorway from the Gongju city logo subsequently, a total of 12 designs (including 6 ties and 6 scarves) were developed. The design developed from this research can be applied to diverse products to promote the area. Using the research as a foundation, fashion product development based on the local culture can have a significant impact on the establishment of the Baekje cultural identity and the competitiveness of the region.

Factors Influencing Human Resource Planning (HRP) for Local Workforce Supply in Malaysian Construction Industry

  • The lacks of local workforce supply become a problematic in Malaysian construction industry. Meanwhile, HRP is important during workforce supply to help organizations in order to appoint the right people in the right job. This paper reports on the use of factors influencing HRP towards local workforce supply in the construction industry in general, and Malaysian construction in particular. Semi structured interviews were conducted to 10 interviewees from the government and non-government organizations to investigate current issues of local workforce and the practices of HRP in the construction organization. The analysis methods were based on descriptions of previous tested research. The findings reveal that the lack of local workforce is due to low wages system, safety issues, educational changes, low status and unsecured work, environment in construction industry, developments and technologies changes in Malaysia. The internal factors of HRP were practiced among construction organization are organization strategy, organizational culture, organization changes, leadership and experience, nature of work and empowerment of labor. Meanwhile, the external factors are technology changes, economic changes, legislation and demographic changes. The paper provides valuable information on the practices of factors influencing HRP for local workforce supply in Malaysian construction industry.

A Study on the Development of Beijing Fashion Industry in the Wave of Creative Industries

  • The purpose of the research is to explore the development of Beijing fashion industry in the wave of the world-wide creative industries. Two methods are used in this study: discourse analysis and case study. As a form of modern economy, creative industries are the core of originality and intellectual property. It works to develop and use knowledge resource to produce endless new products and new markets, thereby promoting economic and social development. Beijing local garment enterprises should base on the Government's policies and support, creative talent and high technology to cultivate the local fashion brands with the international competition to achieve the clothing industrial upgrading and the building of Beijing as the world-wide fashion capital.

창조융합시장을 위한 유럽 연합 (EU)의 시장과문화적 지역특화방안 (Creative Cultural Localization Ways and IT Market of the EU to Converge the Creative Industries)

  • Purpose - The ICT market in the EU is lagging behind that of the US; however, algorithm and software development within the EU have grown steadily, and they involve focusing on the creative cultural convergence conceptualized as part of Horizon 2020 and connecting neighboring markets in the EE and the Mediterranean region. It is essential to study the requirements to market the EU's creative ICT development in emerging industrial countries after examining its applicability in these countries. Research design, data, and methodology - This study deals with data pertaining to the EU's creative industry and competitive edge. The global cultural expansion of the EU facilitates a new concept involving not only low-cost IT products to enhance local cultural artifacts through R&D and the construction of efficient infrastructure services, but also information exchange with a realistic commercialization of the technology that can be applied for creative cultural localization. In the European industry, research on algorithms has been applied for the benefit of consumers. We investigated how the process is conducted in the EU. Results - Europe needs to adjust its economic structure to the local culture as part of IT distribution convergence. The convergence has been converted into a production algorithm with IT in the form of low-cost production. This is because there is an attempt to improve the quality of transport infrastructure, workforce availability, and the distribution of the distance to the local industries and consumers, using IT algorithms. Integrated into the manufacturing industry, based on the ICT infrastructure and solutions, smart localized regional clusters are formed with the help of grafting. Europe has own strategy to increase the number of hub-and-spoke cities. Europe is now becoming integrated, with an EPC system for regional cooperation rather than national competition in ICT technology. Europe has also been recognized in this study as changing the step-by-step paradigm for global competitiveness through new creative culture industries. Conclusions - As a result, there are several ways of converging with others through EU R&D intensity; therefore, the EU can be seen as successfully increasing marginal value, which is useful in developing a special industrial cluster or local cultural cities that create converged development by connecting people and objects with IT. In fact, when compared to the US, Europe has a strong culture and the car industries have a tendency to overshadow the IT industries with integration of services in IT distribution. Considering the rapid environmental changes, the convergence of IT services is likely to take place in Europe, similar to the pharmaceutical industry and the automotive industry. This requires a focus on human resources and automated systems management. The trend is to move away from low-wage industries, switched to key personnel centers of the local university-industry. EU emphasizes the creation of IT market demand in Europe involving local cultural convergence for marketing as the second step to strengthen the economic hub-and-spoke areas.

Costume Design and Arts Management Making Use of Local Resources: Practical Research Towards Stimulating Growth of Tokuji in Yamaguchi-city

  • This paper is focused on practical research regarding costume design and arts management that make use of local resources and which are influenced by local culture of Tokuji in Yamaguchi-city, located in a mountainous area in Yamaguchi Prefecture in the western part of Honshu in Japan. We will examine possibilities in fashion design through this study. This was a practical research project, done with cooperation between the university and local industry, with priorities being assigned by the requests of residents of the Tokuji area. In 2011 the Aurinko, Tokuji, Talo (it means the Solar Tokuji Building in Finnish) was decided as the base of activities. Other functions were gradually added on, including a salon for people of the area to exchange ideas and workshops for group discussions. This paper will specifically be focused on the handmade paper peculiar to Tokuji and traditionally used as a material in fashion. The fashion designs developed by this researcher's laboratory were strongly influenced by these styles of paper. These costumes were made with a handmade paper called "Kamiko" in Japan, that is aesthetic sense has been historically cherished. This paper suggests that the affluence and depth of costume design may be expressed not only by directly borrowing from these influences, but also by borrowing the traditional aesthetic sense original to Japan. Thus this paper will examine industry and culture simultaneously, examining in particular the impact of arts management and costume design using handmade paper manufactured locally.
