  • This study compared the characteristics of cultural heritage in China and Vietnam, which have developed in the relationship of mutual geopolitical and cultural influence in history, and the following conclusions were made. First, the definition of cultural heritage in China and Vietnam has similar meanings in both countries. In the case of cultural heritage classification, both countries introduced the legal concept of intangible cultural heritage through UNESCO, and have similarities in terms of intangible cultural heritage. Second, while China has separate laws for managing tangible and intangible cultural heritages, Vietnam integrally manages the two types of cultural heritages under a single law. Vietnam has a slower introduction of the concept of cultural heritage than China, but it shows high integration in terms of system. Third, cultural heritages in both China and Vietnam are graded, which is applied differently depending on the type of heritage. The designation method has a similarity in which the two countries have a vertical structure and pass through steps. By restoring the value of heritage and complementing integrity through such a step-by-step review, balanced development across the country is being sought through tourism to enjoy heritage and create economic effects. Fourth, it was confirmed that the cultural heritage management organization has a central government management agency in both countries, but in China, the authority of local governments is higher than that of Vietnam. In addition, unlike Vietnam, where tangible and intangible cultural heritage are managed by an integrated institution, China had a separate institution in charge of intangible cultural heritage. Fifth, China is establishing a conservation management policy focusing on sustainability that harmonizes the protection and utilization of heritage. Vietnam is making efforts to integrate the contents and spirit of the agreement into laws, programs, and projects related to cultural heritage, especially intangible heritage and economic and social as a whole. However, it is still dependent on the influence of international organizations. Sixth, China and Vietnam are now paying attention to intangible heritage recently introduced, breaking away from the cultural heritage protection policy centered on tangible heritage. In addition, they aim to unite the people through cultural heritage and achieve the nation's unified policy goals. The two countries need to use intangible heritage as an efficient means of preserving local communities or regions. A cultural heritage preservation network should be established for each subject that can integrate the components of intangible heritage into one unit to lay the foundation for the enjoyment of the people. This study has limitations as a research stage comparing the cultural heritage system and preservation management status in China and Vietnam, and the characteristic comparison of cultural heritage policies by type remains a future research task.

This paper also illustrates the problems of the place through a investigation into its current state in order to promote the district and conduct a fundamental research framework to suggest future development methods and directions based on the problem statements. Daegu Yangyeongsi was chosen through frequency analysis and a survey asking for a suitable location and local characteristics to be developed for the local promotion through the field investigation of 158 cultural assets registered in the local government. This survey was conducted through the development process of the Regional Design Innovation Center to revitalize the traditional streets and places of interest. Through this investigation, 19 sites and traditional streets, which can be cultural resources for sightseeing and contribute to the local promotion, were extracted. Yangyeongsi, was selected from the finalists. The research methodology will be 1) to identify things for improvement potentiality through an in-depth analysis of Yangyeongsi, 2)to examine the mutual relationship between the revitalization strategy of Yangyeongsi and the city promotion strategy, and 3) to integrate the problems and improvements based on the results of the analysis. The notion of SWOT analysis synthetically considering the elements of opportunity and intimidation, strength and weakness to come up with the development direction was introduced to discover the local characteristics of Yangyeongsi and deduce the problem statement through the state analysis. • This study is conducted to propose urban park utilization and master plan in rural areas. Urban parks designed for the rural areas can be divided into three types: a themed type for rural tourism, a community type for hub regenerations and a waterfront type for using agricultural reservoirs. To use the themes and characteristics of ruralness, these types are required a multi-layered spatial structure. And ecological, cultural and economic networks of local tourism resources have to be integrated by utilizing agricultural reservoirs. Therefore, urban parks in rural areas can be defined as a part of the public benefit project aiming to revitalize the local economy. Also, urban parks are necessary to use attractions and amenities in rural areas. Based on theoretical backgrounds, this study proposed two sustainable master plans as the tourism resource development project for Baelyeonje, Gulye-gun. For ecological and cultural sustainability, this study proposed the environment restoration plan which reinforces the scenic resource of Nogodan in Mt. Jiri by developing the underdevelopment plan with consideration of the local landscape characteristics and resources. For economic sustainability, building the Mt. Jiri tourism complex and economic communities are needed to promote investments for securing mutual economic benefits. To achieve the sustainability, further studies related to the social equity and investment of private capital in rural areas are needed.

  • This study determined the communicative characteristics of public libraries through locality, communality, interactivity, and organism and sought to measure the validity of their components to define the role of libraries based on the analysis. According to the analysis results, there are four communicative characteristics of public libraries: locality, communality, interactivity, and organism. This study defined the role of public libraries according to communicative characteristics. • The dramatic rise of experience space using cultural heritage in modern architecture has been generally acknowledged in recent literature. The present study aims to investigate effective ways to enhance competitiveness in local experience space, with an emphasis on the use of cultural heritage in modern architecture. Using the case of the Sam-Rae Arts Village in Wanju-gun, Jeollabuk, this study analyzes the characteristics of the 4Es in experience economy theory. In order to arrive at findings that represent the variety of perspectives found in this context, qualitative interviews were conducted with three groups: public officials, maintenance staff in the experience center, and field experts. The results of this study revealed that the Visual Media Art Museum and Book Wooks were used for entertainment, the Corpentry Shop for education, the Book Museum for escapism, and the Design Museum Culture $Caf{\acute{e}}$ The O's for aestheticism. Additionally, depending on the commercial potential of the respective experience space, the Corpentry Shop, Book Wooks, and the Culture $Caf{\acute{e}}$ The O's were used for profit purposes while the Design Museum and the Visual Media Art Museum for non-profit. Based on the findings of the present study, effective ways to enhance competitiveness in the local experience space are suggested. First, the public nature of cultural enjoyment may be realized in a field that bears non-profit characteristics. In exhibiting works, the experience space could suggest the extra demonstration. Second, in the for-profit experience hall, the securing of tourists may help to maximize profit. In so doing, a variety of experience programs and activity spaces could be provided internally, while advertisement marketing through mobile and SNS could be reinforced externally.
