Wind tunnel test of an airplane model with forward swept wing was done in KARI LSWT to evaluate and measure the aerodynamic characteristics of initially designed configuration. Since the given wing planform did not fully satisfy the design requirements, local flow control devices such as vortilon, vortex generator and flow fence were used to delay separation and to enhance aerodynamic characteristics. Also decision making processes of design parameters such as vertical tail boom length, the location, size and the incidence angle of horizontal tail were discussed. The general aerodynamic characteristics of forward swept wing for various control surface deflection conditions of flap, aileron and elevator were also given.

Although energy demand management policy attracts attention internationally and domestically, the importance of local government in this policy is not so much as central government. But local government can do a role with regard to this policy because it is close to energy consumers not like central government. So local energy plan should be based on the understanding local energy consumption characteristics to activate local energy demand management policy. This paper tries to analyze energy characteristics of 16 local governments by decomposing energy consumption into population, production and intensity factors. The result of index decomposition analysis shows that energy intensity improvement has offset the increase of energy consumption caused by economic growth in the metropolitan cities, while it couldn't offset in the other provinces because of industrialization based on the manufacturing. In conclusion, this paper suggests that it will be necessary to switch to low energy society by carrying out concrete energy efficiency improvement projects in the metropolitan cities while it will be helpful to make a local development plan for low energy intensive industrialization in the other provinces.

Korean local governments have been planning for u-City construction with great efforts. Such efforts are needed in order to reflect the urban characteristics of each city, to promote local economic growth, and to have a sustainable operation model. Thus it is critical at an earlier stage to set a strategic direction based on urban environment analysis, which will lead to a feasible implementation of u-City. This paper derives issues and suggests improvement methods based on a case study on the USPs (u-City Strategy Planning's) of ten local governments. It is expected that the improvement methods will greatly reduce risks involved in u-City construction and contribute to better provided local-specific u-services.

Numerical simulations of photochemical air pollution (CBM: Carbon-Bond Mechanisms under a theoretical three-dimensional local wind system are carried to clarify the fundamental characteristics of the effects of local wind on photochemical air pollution. According to the AWS data of Pusan coastal area and KMA, the surface wind of Pusan during summertime showed a very remarkable land and sea breeze circulation. The ozone concentration distribution using local wind model showed that high ozone concentration zone near coastal area moved toward inland In the afternoon. This change implies a sea breeze Increases the ozone concentration, but a land breeze decreases it in Pusan coastal area.

In this work, local oxidation behavior in phosphorous ion-implanted 4H-SiC has been investigated by using atomic force microscopy (AFM). The AFM-local oxidation (AFM-LO) has been performed on the implanted samples, with and without activation anneal, using an applied bias (~25 V). It has been clearly shown that the post-implantation annealing process at $1,650^{\circ}C$ has a great impact on the local oxidation rate by electrically activating the dopants and by modulating the surface roughness. In addition, the composition of resulting oxides changes depending on the doping level of SiC surfaces.

Field experiment was conducted to find out the chemical characteristics of 12 Korean local varities, Local varities were compared with oriental, flue-cured and burley tobacco. Among tested varities, Hyangcho and Matskawa were desirable in respect of flavor, leaf color and texture. Hyangcho and Matskawa were higher in the content of nicotine and petroleum ether extract. Gajacho, Byeolcho and Kukjuo were higher in the content of reducing sugar, but lower nicotine, total nitrogen and petroleum ether extract. The nicotine and total nitrogen content of Kwangcho, Daruma and Catterton were lower than that of Br. 21. In the content of volatile organic acid which were major characteristic component of oriental tobacco, the Korean local varities were lower in the content of 3-methyl butanoic and 3-methyl pentanoic acid, but hirities, Hyangcho, Matskawa and Daruma were higher in the content of volatile organic acid. Korean local varities, especially small leaf group, were higher in the content of benzyl alcohol and furfural than any other type tobacco.

We design the local oscillator system of the 100 GHz band radio receiving system for a cosmic radio observation. We use the YIG oscillator with digital driver which is the main oscillator. This oscillator has a good frequency and phase stability at some temperature variation, and the easy computer aided control characteristics. This total system designed to two subsystem, first is the oscillator system include YIG oscillator, tripler, harmonic mixer and triplexer etc., second is the PLL system to supply the precise and stable local oscillator frequency to mixer. The proposed local oscillator system in this paper can be use a single or multi pixel receiver because this system can be lock the local oscillator frequency automatically using PC.

Localization process of agricultural extension personnel in Korea were in progress with insufficient debates for effective personnel management. Although the members of the Korean Agricultural Extension Society were strongly opposed to the plan to decentralize agricultural extension personnel from central to local government status, the administrative action took place to localize as of January 1997. The Korean Agricultural Extension Society filed the petition against to the plan pinpointing lowered morale of extension personnel, the financial burden of local governments, jeopardizing stability, undermining efficiency, and people`s attitude towards central and local government. The dangers of decentralization of agricultural extension services may cause serious problems in varied areas. More extensive debates would be needed in deciding the future directions of agricultural extension services analyzing the basic characteristics of agricultural extension, linkages of research and extension, financial burden of local government, specialization of extension personnel, and unnecessary duplication of investment among local governments.

This paper analyzed the phase noise characteristics of frequency-shifting module by figuring out the relationship between the phase noise components of 1st and 2nd local oscillator composing the frequency-shifting module and those of RF output signals shifted in frequency. Also, frequency-shifting module with the improvement of the phase noise performance was designed and implemented by means that the phase noise components of 1st local oscillator were cancelled in the output signal. Output signal has been affected by only phase noise of 2nd local oscillator, which had excellent phase noise performance than that of the 1st local oscillator.

In this paper, we present a novel method to extract face representation based on multi-resolution spatial pyramid. In our method, a face is subdivided into increasingly finer sub-regions (local regions) and represented at multiple levels of histogram representations. To cope with misaligned problem, patch-based local descriptor extraction has been also developed in a novel way. To preserve multiple levels of detail in local characteristics and also encode holistic spatial configuration, histograms from all levels of spatial pyramid are integrated by using dimensionality reduction and feature combination, leading to our spatial-pyramid face feature representation. We incorporate our proposed face features into general face recognition pipeline and achieve state-of-the-art results on challenging face recognition problems.
