This study aims to examine the characteristics of news content and users' reactions in local broadcasting Youtube news' channel, and explore how the local media should response in the new online video environment. YouTube Open API sampled 3,950 news-related videos uploaded over a month on 31 YouTube news channels nationwide. The content analysis was performed on the basis of the analysis of individual videos, such as characteristics of each content and users' reactions. As a result, a few news channels have produced digital-only content, but the ratio has been very low, most were broadcast replay videos with titles and formats uploaded as they were. In some cases, it still operates as a comprehensive channel, which failed to show its expertise as an independent digital news platform. This shows that theses YouTube channels lacks differentiation from TV or its own web page, and is still skewed to the auxiliary role or online archive function of TV platform. Nevertheless, digital-only content, which can be a national issue based on regional expertise, has led to a higher number of views and users reactions, suggesting that is a realistic and effective strategy with expandability in online space in the future.

With UHD broadcasting commercialization accelerating, It is urgent that government has to support a necessary policy and a flexible development of culture content to effectively spread UHD TV. On May 5, 2010, Korea Communications Commission already promised to introduce UHD broadcasting system to invigorate a local broadcasting and communication market while KCC announced top-ten future services of broadcasting and communication. To its disappointment, the market has not got a great result yet. Above all, government, companies and consumers have to exchange and meditate opinions constantly to find desirable solutions. This study aims at searching for more effective and versatile application to expand UHD TV and evaluate consumer's feedback. Based on the objective data on the current situation of the world wide UHD TV distribution and specific methods for solving challengeable issues, the research will find out more active approach to inducing government support and motivating content makers. Hopefully, the study result will make a helpful suggestion for government, company and UHD content makers.

Offloading is a method of communicating, processing, and receiving results from some of the applications performed on local computers to overcome the limitations of computing resources and computational speed.Recently, it has been applied in mobile games, multimedia data, 360-degree video processing, and image processing for Internet broadcasting to speed up processing and reduce battery consumption in the mobile computing sector. This paper implements a viewer that enables users to convert various flat-panel images and view contents in a wireless Internet environment and presents actual results of an experiment so that users can easily understand the images. The 360 degree spherical image is successfully converted to a plane image with Double Panorama, Quad, Single Rectangle, 360 Overview + 3 Rectangle depending on the image acquisition position of the 360 degree camera through the interface. During the experiment, more than 100 360 degree spherical images were successfully converted into plane images through the interface below.

In the study, we show the six metropolitan cities, Incheon Metropolitan City had the highest annual average rate(3.2%) of the death toll, from 2011 to 2018, and the overall annual average rise rate was 2.6%. Also, the annual average rise rate of the number of cremators using E-Haneul funeral information system, Gwangju Metropolitan City had the highest rate(7.6%) and the overall annual average rise rate was 5.6%. The annual average rise rate of the cremation rate, Gwangju Metropolitan City had the highest rate(2.8%) and the overall annual average rise rate was 1.9%. Focusing on the actual state shown in the results of this study above, the policy measures for improving the efficiency of supply & demand policy of funeral facilities in six metropolitan cities in the whole nation could be suggested as follows. First, expanding the supply of cremation facilitiesin consideration of the installation period of cremation facilities. Second, given the increase in the number of cremators using E-Haneul Funeral Information System, it is necessary to expand the infrastructure for meeting the demand of using funeral facilities, such as enshrinement facilities of ash and natural burial sites. Third, in such metropolitan cities, it is difficult to resolve a conflict of location with local residents who recognize cremation facilities as unpleasant facilities. Therefore, it is necessary to devise and implement a plan for improving local residents awareness of cremation facilities and resolving the conflict of location in diversified ways. Fourth, it is predicated that Busan and Daegu Metropolitan City will face a lack of supply of cremation facilities in a short time due to the increased demand for them. Therefore, in order to meet the demand for cremation, it is necessary to construct more cremation furnaces in current cremation facilities or to jointly use and expand cremation facilities with their neighboring local government.

According to International Data Corporation(IDC) showed that PC sales for the first time ahead of the global smart phone sales in the fourth quarter of 2010. This opportunity as a smart phone application and mobile web-sites has been launched to accelerate the development of mobile services in a variety of fields. In addition to the support plan for the activation of the local traditional market from the second half of 2012 to make it easier to find information on the traditional markets of the country expanded and reorganized the traditional market-related web-site, trying to catch the foot of the youth in the online. This study is to increase the number of tourists visiting the traditional market or local residents and young people and to provide a basis for the development of mobile UI design for mobile application to investigate the local traditional market apps that are currently available.

The people around industrial complexes and polluted areas suffer from the many occurrences of odors, and frequently issue a request for solving the odors to their local government in charge of those areas. Recently local governments whose regions have a number of such areas have a great interest in monitoring odor occurrences and gathering air on demand. This paper proposes a system in which a user can perform real-time monitoring the values of odor and atmospheric sensors, and the management of odor sensing devices using the Internet browser. Compared to previous systems, the system has an advantage of providing the functions for controlling and managing a number of devices irregardless of the location of the user. Also, the system is built around a blackboard-based multi-process architecture, enabling the easy incorporation of a new software model to be found useful. To our experiment, users showed great satisfactions in terms of the easiness of use. Our system has been installed and operated in an area of a local government in which odors are likely to occur.

As the cremation usage in ehaneul funeral information system through online reservation service is showed to increase 50.7% that with use the case of from the 37,784corpse in 2011 to 56,945 corpse in 2017. With these increasing, Seoul Metropolitan City should implement the following policies in order to improve the operation of public cremation facilities. First, additional cremators should be built through smooth negotiations with local residents who live around the planned locations. Second, Seoul Metropolitan City should implement cooperative projects of building joint public cremation facilities with local governments of Gyeonggi-do that are adjacent to Seoul Metropolitan City. Third, decentralize demand of cremation through the establishment of cremation facilities exclusively for open tomb in Seoul Municipal Cemetery. Lastly, should take measures to control cremation demand by expanding differentiated operation of public cremation facilities' use hours for people who live in other regions except residents of Seoul Metropolitan City and by increasing cremation charges.

With the fast increment of fusion ICT(Information and Communication Technology), new creative tourism model is required for the revival of local economy. We come up with new frame that is able to increase tourists and revive local economy through ICT fusion such as spatial informaion, contents, game, smart phone, wearable device and wireless internet. In this paper, we propose 'Gamified Tourtainment Service Platform' that can be provided tourists with user custom tour guidance and gamified tour services for motivation, fun, contest, reward in the environment of outdoor. This platform is a kind of framework for creating and providing gamified creative tour services and a gateway for increasing tourist and reviving commercial local economy. We also propose the real tourtainment service application that is implemented with this platform and smart phone.

Now, there are many mobile nodes are efficient and stable when they move to operate with variety techniques have emerged.Recently, there is a growing interest about PMIPv6(Proxy Mobile IPv6) and, in this proposal of essay is the based on the way to mobility support system will stand on the basis from PMIPv6 network to NEMO(Network Mobility). PMIPv6 is mobility support system from single domain, it actual network is composed with nested in a multiple domain structural system. The proposed technique in the domain of two or more, the LMA(Local Mobility Anchor) communication between LMA(Local Mobility Anchor) and MAG(Mobile Access Gateway) of movable domain can increase performance by handover delay and signaling.

Mobile IPv6 (MIPv6) is a host-based protocol supporting global mobility while Proxy Mobile IPv6 (PMIPv6) is a network-based protocol supporting localized mobility. This paper makes its focus on how to reduce the longer delay and extra cost arising from the combination of authentication, authorization and accounting (AAA) and PMIPv6 further. Firstly, a novel authentication scheme (Proxy-AAA) is proposed, which supports fast handover mode and forwarding mode between different local mobility anchors (LMAs). Secondly, a cost analysis model is established based on Proxy-AAA. From the theoretical analysis, it could be noted that the cost is affected by average arrival rate and residence time.
