Development and Validation of Virtual Training Content Satisfaction Measurement Tool (가상훈련 콘텐츠 만족도 측정도구 개발 및 타당화)

  • The purpose of this study is to develop and validate a tool that measures the satisfaction of virtual training learners' use of virtual training content. To this end, 491 copies of the basic questions derived from the satisfaction questions used by the K University Online Lifelong Education Center were used for the final analysis by conducting an online survey of learners who accessed STEP, the K University Online Lifelong Education Center portal. The 491 copies of data finally used were analyzed by methods such as basic question analysis, exploratory factor analysis, reliability analysis, and confirmatory factor analysis. First, in the basic question analysis, there were no questions that exceeded the acceptance criteria of an average of 4 points or more, skewness ±2, and kurtosis ±4. Second, the correlation coefficient for each sub-factor of virtual training content satisfaction derived after exploratory factor analysis was good as r=.682 to .822 (p<.01). The reliability coefficient for each sub-factor is content .849, content utilization .922, System and Operations Support .841, Intention to Continue Utilization .920, the overall reliability is. It was very high at .956 Fifth, as a result of confirmatory factor analysis, the compositional conceptual diagram is. It was .842 to .926, higher than the recommended standard of .7, and the average variance extraction degree. It appears to be .640 to .796, higher than the recommended standard of .5, which can be seen as representative of each constituent concept. As a result of verifying the validity of virtual training learners' content satisfaction recruitment, four factor models were derived: content substance, content utilization, system and operation support, and intention to continue use. This study is meaningful in that it empirically developed a tool to measure content satisfaction of virtual training learners and provided a reference frame and criteria.

Improving the Standards of Midwifery Education and Practice and Extending the Role of a Midwife in Korean Women and Children′s Health Care

  • Background. A midwife is a medical professional who has a nursing license, and is also licensed as a midwife with one additional year of education. In this globalization era, a midwife's role is increasing in importance for women and children's health care worldwide. Purpose. The primary purpose was to analyze midwifery education programs in Korea and other nations. The secondary purpose was to define strategies to improve midwifery education and practice, and to extend the role of a midwife women and children's health care in Korea. Methods & Results. 1) The definition of a midwife and midwifery practice recognized internationally by World Health Organization (WHO) and International Council of Nurse Midwives (ICNM) was identified. 2) Midwifery education programs of Korea, U.S.A., Sweden, Australia, and Japan, were investigated and discussed. 3) Core competencies for the basic midwifery practice suggested by ACNM of the U.S.A. were reviewed as standard of midwifery practice. 4) As for the midwifery education system, a Masters degree program in a college of nursing is suggested. 5) The role of a midwife includes not only health care of childbirth women and newborn babies, but also a lifelong health care of women as well as her family and children. Conclusion. An effort to extend the midwife's role and to improve service is imperative. The Laws/Acts related to midwives should be revised in regard to education, and practices, and the national examination for midwifery licensure needs revision to qualify for international approval. Also, midwifery curriculum and standards of practice need to be evaluated periodically, and an effective system needs to be established to renew midwife licenses.

Improving the Support System for the Paradigm Shift in Vocational Training (직업훈련 패러다임의 전환을 위한 지원체제 개선 방안 연구)

  • This study examines the paradigm shift in vocational training with the introduction of remote training, which has been conducted fragmentarily by project, to respond to the COVID-19 pandemic. It analyzes the operation's problems and limitations by dividing the remote training process from assessment to budget execution by subject, stage, and procedure. Additionally, it collects various stakeholders' opinions to propose improvement plans for the vocational training support system to effectively respond to the paradigm shift in vocational training in the digital and non-face-to-face era. The study assumes that the assessment of training institutions and the training process should be innovated in a way that can accommodate the direction of vocational training in the digital and non-face-to-face era instead of focusing on traditional collective training. Based on this premise, it suggests ways to enhance the pre-approval screening system and the training institution assessment system.

What Else Is Needed in the Korean Government's Master Plan for People With Developmental Disabilities?

  • On September 12, 2018, President Jae-In Moon announced the Comprehensive Plan for Lifelong Care for People with Developmental Disabilities, with representatives from the associated government branches (Ministry of Health and Welfare, Ministry of Education, and Ministry of Employment and Labor) in attendance. The goals of this plan are to provide health, medical, rehabilitative, special education, and social welfare services according to the life-stages of the affected individuals; to reduce parental pressure; to promote social interventions; and to enhance community-level participation in order to create a 'welfare society in harmony.' However, in order for the plan to succeed, additional efforts must be made in the following areas. First, an epidemiological survey is needed to understand the scale, prevalence, and incidence of developmental disabilities and to establish an evidence base to support policy development. Second, accurate definitions of developmental disabilities must be established in order to avoid policy discrimination based on impairment type and age. Third, personal evaluations to assess disabled individuals' unmet needs and customized service designs to deliver those needs are required. Fourth, the plan must fulfill the goals of accessibility and fairness that the government intends to provide. Fifth, the government should consider an integrated financial support system and to propose a detailed plan for monetary distributions. Finally, an integrated system that links health, medical, employment, educational, and welfare services must be constructed.

A Comparative Study for University of Teacher Education Curriculum and Reform between China and Korea (한·중 사범대학의 교육과정과 개혁에 관한 비교연구)

  • The aim of this study was to review the characteristics of teacher education curriculum and reform tendency between China and Korea. This study used literature analysis of various studies, catalogs, documents of education universities in China and Korea. The results were as follows. Some common features in the teacher education curriculum were observed, such as the purposes of education, constituent area of the curriculum, and subjects, such as pedagogy and practice teaching. Other differences included that China requires more credits for graduation than Korea, but the elective subjects are assigned fewer credits. In both countries, it is necessary to increase the relevant subjects (pedagogy, practice teaching) for the specialty of a preliminary teacher and establish a permanent system for the curriculum needs of students. In terms of reform tendency, both countries should change the training concept and teacher education philosophy, mainly on enhancing quality-oriented education, emphasizing the students' sustainable self development ability, as well as attaching importance to concept of lifelong education. These results are expected to be helpful in improving the teacher education curriculum in China and Korea.

A Study on the Actual Situation and Development Plan of Cyber Education in Chungcheongnam-do Local Civil Servants (충청남도 공무원 사이버교육의 운영 실태와 발전방안 연구)

  • Various education programs using cyber education in the age of knowledge informatization were introduced to schools, corporate education, military service, lifelong education facilities as well as public employee education and training system. In the case of the national government officials, the education and local civil servants are organized by 15 cities and provincial public officials training institutes, which are organized by the national civil service personnel development center cyber education center. The purpose of this study is to find out the development plan through questionnaires of the students who are in charge of cyber education in the chungcheongnam-do local civil servants.

Analysis of Media and Information Literacy Education System, and Policies: Focusing on Public Libraries (미디어정보 리터러시 교육 제도 및 정책 분석 - 공공도서관을 중심으로 -)

  • The goal of this study is to explore and draw implicaitons from international and domestic media and information literacy (MIL) policies and educational systems. To this end, international policy documents issued by UNESCO, IFLA, OECD, and the EU as well as domestic South Korean laws and policies related to MIL and the fuctions of public libraries and related institutions were analyzed. The findings show that international organizations recognize public libraries as institutions that are responsible for providing information access and supporting knowledge sharing for citizens within and outside of formal education systems. Additionally, public libraries are seen as institutions responsible for supporting lifelong learning and civic education, as well as improving media, information, and digital literacy skills of their communities. In South Korea, the Library Act gives public libraries and librarians responsibility for improving citizens' MIL to support the public's right to know and to narrow the information gap. However, the functions of public libraries and librarians in South Korea have been limited or excluded in the domestic MIL policies. This study concludes that public libraries and librarians are responsible for reducing the information gap among citizens and should actively participate in policy development to improve citizens' MIL skills.

A Study on Educational Data Mining for Public Data Portal through Topic Modeling Method with Latent Dirichlet Allocation (LDA기반 토픽모델링을 활용한 공공데이터 기반의 교육용 데이터마이닝 연구)

  • This study aims to search for education-related datasets provided by public data portals and examine what data types are constructed through classification using topic modeling methods. Regarding the data of the public data portal, 3,072 cases of file data in the education field were collected based on the classification system. Text mining analysis was performed using the LDA-based topic modeling method with stopword processing and data pre-processing for each dataset. Program information and student-supporting notifications were usually provided in the pre-classified dataset for education from the data portal. On the other hand, the characteristics of educational programs and supporting information for the disabled, parents, the elderly, and children through the perspective of lifelong education were generally indicated in the dataset collected by searching for education. The results of data analysis through this study show that providing sufficient educational information through the public data portal would be better to help the students' data science-based decision-making and problem-solving skills.

A Study on Distance Training System for Transitioning to a Non-Contact Education and Training Methods: Focusing on Learner's Non-Contact Learning Experiences (집체훈련 대체 원격훈련시스템 구축 방안: 비대면 학습경험 분석을 중심으로)

  • Due to COVID-19, the education and training environment in vocational competency development has changed significantly. In vocational education and training, where the proportion of face-to-face training is more extensive than in other areas of education, some training courses had no choice but to be converted to online. This study presents a distance training system plan for non-contact vocational training by analyzing the learner's non-contact learning experiences. Non-face-to-face education experiences were investigated for learners of private vocational training institutions, universities, and public higher vocational training institutions. The main contents of the survey were to analyze the non-face-to-face learning experiences of these learners for the educational environment and educational purposes. Based on the results of the learners' non-face-to-face learning experiences, a draft of a remote training system construction plan for non-face-to-face education was composed, and a Delphi study was conducted on the draft non-face-to-face remote training system. A method for establishing a distance training system including non-face-to-face teaching and learning strategies, learning and operation support was proposed with these results.

Self-Directed Learning in the Workplace and Labor Education in South Korea: Implications for Legislation on Trade Union Education (일터 내 자기주도학습과 한국의 노동교육: 노동조합교육 법제화에 대한 함의)

  • The purpose of this study is to explore self-directed learning (SDL) in the workplace and to examine labor education in South Korea in order to draw the critical implications for legislation on trade union education (TUE). First, labor education in South Korea and its legal system were reviewed in a detailed way. Second, SDL in the workplace was closely analyzed from the perspectives of not only human resource development (HRD) but also adult education and lifelong learning. Third, based on the results of the comprehensive review, the implications of SDL in the workplace for worker-initiated labor education were discussed in terms of legislation on TUE in South Korea. Since legislation at the national level can promote workers' participation in TUE in the context of SDL for industrial democracy, TUE in South Korea should be provided with appropriate legislative, financial, and administrative support.
