NFPA 101 피난 안정성 평가에 기초한 피난 규정 개선 방향 연구 (A Study on the Improvement of Means of Egress Based on NFPA 101)

  • The object of this study is to evaluate whether the means of egress of Jechon Sports Center and Miryang Sejong Hospital, where massive fire human casualties occurred in 2017 and 2018 respectively, comply with NFPA 101(Life Safety Code), and to suggest the need for supplementation of domestic means of egress regulations. The study evaluated the number and arrangement of the means of egress, travel distance, common path of travel, dead end and discharge from exit for each building by applying the means of egress regulations of NFPA 101. As a result of the evaluation through NFPA 101, the travel distance was appropriate, but some of the other items except for the travel distance did not meet NFPA 101. The regulations that need to be supplemented are 1)occupant load calculation 2)egress capacity calculation 3)continuous concept of means of egress 4)concept of common path of travel. It is especially necessary to revise the requirement for fire door of the evacuation floor(normal 1st floor) of the stairwell in case of below the five story building.

Validation of a New Design of Tellurium Dioxide-Irradiated Target

  • Production of iodine-131 by neutron activation of tellurium in tellurium dioxide ($TeO_2$) material requires a target that meets the safety requirements. In a radiopharmaceutical production unit, a new lid for a can was designed, which permits tight sealing of the target by using tungsten inert gaswelding. The leakage rate of all prepared targets was assessed using a helium mass spectrometer. The accepted leakage rate is ${\leq}10^{-4}mbr.L/s$, according to the approved safety report related to iodine-131 production in the TRIGA Mark II research reactor (TRIGA: Training, Research, Isotopes, General Atomics). To confirm the resistance of the new design to the irradiation conditions in the TRIGA Mark II research reactor's central thimble, a study of heat effect on the sealed targets for 7 hours in an oven was conducted and the leakage rates were evaluated. The results show that the tightness of the targets is ensured up to $600^{\circ}C$ with the appearance of deformations on lids beyond $450^{\circ}C$. The study of heat transfer through the target was conducted by adopting a one-dimensional approximation, under consideration of the three transfer modes-convection, conduction, and radiation. The quantities of heat generated by gamma and neutron heating were calculated by a validated computational model for the neutronic simulation of the TRIGA Mark II research reactor using the Monte Carlo N-Particle transport code. Using the heat transfer equations according to the three modes of heat transfer, the thermal study of I-131 production by irradiation of the target in the central thimble showed that the temperatures of materials do not exceed the corresponding melting points. To validate this new design, several targets have been irradiated in the central thimble according to a preplanned irradiation program, going from4 hours of irradiation at a power level of 0.5MWup to 35 hours (7 h/d for 5 days a week) at 1.5MW. The results showthat the irradiated targets are tight because no iodine-131 was released in the atmosphere of the reactor building and in the reactor cooling water of the primary circuit.

  • Service life assessments which do not include the synergy between mechanical and environmental loading are neglecting a factor that can have a significant impact on structural safety and durability assessment. The degradation of concrete structure is a result of the combined effect of environmental and mechanical factors. In order to make service life design realistic it is necessary to consider both of these factors acting simultaneously. This paper deals with the advanced modelling of concrete carbonation and chloride ingress into concrete using stochastic 1D and 2D models. Widely accepted models incorporated into the new fib Model Code 2010 are extended to include factors that reflect the coupled effects of mechanical and environmental loads on the durability and reliability of reinforced concrete structures. An example of cooling tower degradation by carbonation and an example of a bended reinforced concrete beam kept for several years in salt fog are numerically studied to show the capability of the stochastic approach. The modelled degradation measures are compared with experimental results, leading to good agreement.

Role of accidental torsion in seismic reliability assessment for steel buildings

  • This study investigates the role of accidental torsion in seismic reliability assessment. The analyzed structures are regular 6-story and 20-story steel office buildings. The eccentricity in a floor plan was simulated by shifting the mass from the centroid by 5% of the dimension normal to earthquake shaking. The eccentricity along building heights was replicated by Latin hypercube sampling. The fragilities for immediate occupancy and life safety were evaluated using 0.7% and 2.5% inter-story drift limits. Two limit-state probabilities and the corresponding earthquake intensities were compared. The effect of ignoring accidental torsion and the use of code accidental eccentricity were also assessed. The results show that accidental torsion may influence differently the structural reliability and limit-state PGAs. In terms of structural reliability, significant differences in the probability of failure are obtained depending on whether accidental torsion is considered or not. In terms of limit-state PGAs, accidental torsion does not have a significant effect. In detail, ignoring accidental torsion leads to underestimates in low-rise buildings and at small drift limits. On the other hand, the use of code accidental eccentricity gives conservative estimates, especially in high-rise buildings at small drift limits.

  • 해양사고 조사의 결과는 원인규명은 물론 가해자 및 피해자의 과실여부와 과실정도를 판단하는 중요한 결정기준이 되고 있다. 그러나 해양사고는 해양이라는 특수한 환경에서 발생하기 때문에 사고현장의 보존, 사고 재연 및 목격자 확보 곤란 등 원인규명의 어려움이 있다. 이러한 해양사고의 특징으로 국제해사기구에서는 최근 발달된 전파통신 및 항해기술을 해상인명안전 협약에 도입하여 일정 규모 이상의 선박에 항해자료기록장치와 선박자동식별장치의 설치를 의무화하였고, 국제적으로 통일된 사고조사와 공조를 위해 발효한 새로운 해양사고 조사코드에서는 각 체약국에게 항해자료기록장치의 분석역량을 갖추도록 권고하고 있다. 이에 따라 본 논문에서는 선박용 블랙박스인 항해자료기록장치의 데이터 유형을 분석하고 디지털 포렌식 절차와 기법을 활용하여 사고원인을 효율적으로 조사할 수 있는 방법을 제시한다.

Application of the French Codes to the Pressurized Thermal Shocks Assessment

  • The integrity of a reactor pressure vessel (RPV) related to pressurized thermal shocks (PTSs) has been extensively studied. This paper introduces an integrity assessment of an RPV subjected to a PTS transient based on the French codes. In the USA, the "screening criterion" for maximum allowable embrittlement of RPV material is developed based on the probabilistic fracture mechanics. However, in the French RCC-M and RSE-M codes, which are developed based on the deterministic fracture mechanics, there is no "screening criterion". In this paper, the methodology in the RCC-M and RSE-M codes, which are used for PTS analysis, are firstly discussed. The bases of the French codes are compared with ASME and FAVOR codes. A case study is also presented. The results show that the method in the RCC-M code that accounts for the influence of cladding on the stress intensity factor (SIF) may be nonconservative. The SIF almost doubles if the weld residual stress is considered. The approaches included in the codes differ in many aspects, which may result in significant differences in the assessment results. Therefore, homogenization of the codes in the long time operation of nuclear power plants is needed.

Seismic performance of concrete moment resisting frame buildings in Canada

  • The seismic provisions of the current edition (2005) of the National Building Code of Canada (NBCC) differ significantly from the earlier edition. The current seismic provisions are based on the uniform hazard spectra corresponding to 2% probability of exceedance in 50 years, as opposed to the seismic hazard level with 10% probablity of exeedance in 50 years used in the earlier edition. Moreover, the current code is presented in an objective-based format where the design is performed based on an acceptable solution. In the light of these changes, an assessment of the expected performance of the buildings designed according to the requirements of the current edition of NBCC would be very useful. In this paper, the seismic performance of a set of six, twelve, and eighteen story buildings of regular geometry and with concrete moment resisting frames, designed for Vancouver western Canada, has been evaluated. Although the effects of non-structural elements are not considered in the design, the non-structural elements connected to the lateral load resisting systems affect the seismic performance of a building. To simulate the non-structural elements, infill panels are included in some frame models. Spectrum compatible artificial ground motion records and scaled actual accelerograms have been used for evaluating the dynamic response. The performance has been evaluated for each building under various levels of seismic hazard with different probabilities of exceedance. From the study it has been observed that, although all the buildings achieved the life-safety performance as assumed in the design provisions of the building code, their performance characteristics are found to be non-uniform.

Use of americium as a burnable absorber for VVER-1200 reactor

  • The objective of this research is to the use of americium (AmO2) as a burnable absorber effectively instead of conventional gadolinium (Gd2O3) for VVER-1200 reactor by analyzing its impacts on reactivity, power peaking factor (PPF), safety factor, and quality of the spent fuel. The assembly is burned to 60 GWd/t by using SRAC-2006 code and JENDL-4.0 data library for finding the optimum amount and effective way of using AmO2 as a burnable absorber. From these studies, it is found that AmO2 can decrease the excess reactivity like Gd2O3 without changing the criticality life span and enrichment of 235U. A homogeneous mixture of the 0.20% AmO2+ 4.95% enriched UO2 fuel rod (model MF-4) decreases the PPF than the reference assembly. The use of AmO2+UO2 in the integral burnable absorber (IBA) rod or the outer layer could also decrease the PPF up to 10 GWd/t but increases rapidly after 30 GWd/t, which could be a safety threat. The fuel temperature coefficient and void coefficient of the model MF-4 are the same as the reference assembly. In addition, 22% of initially loaded Am are burning effectively and contributing to the power production.

  • In this study the effect and applicability of viscoelastic dampers on the seismic reinforcement of steel framed structures are investigated in the context of the performance based design approach. The effect of the damper on dissipating the input seismic energy was investigated with a single degree of freedom system. For analysis models a five-story steel frame subjected to gravity load and a ten-story structure subjected to gravity and wind load were designed. the code-specified design spectrums were constructed for each soil type and performance objective and artificial ground excitation records to be used in the nonlinear time history analysis were generated based on the design spectrums. Interstory drift was adopted as the primary performance criterion. According to the analysis results both model structures turned out to satisfy the life safety performance level for most of the soil conditions except for the soft soil. It was also found that the seismic performance could be greatly enhanced by installing viscoelastic dampers on appropriate locations.

A Comparative Review between the English Language Programs of Maritime Institutes in Korea and Europe

  • This paper compares the English language programs of two maritime institutes in very different parts of the world, South Korea and Belgium. It will show that although both institutes comply with the minimum standard set by the STCW Code issued by the IMO, course contents and requirements can vary greatly. Method of class delivery, choice of learning tools and testing will be examined to illustrate some of these differences. This paper will show that in order to train new seafarers in the best possible way that will fulfill the IMO mandate of Safer Shipping and Cleaner Oceans, continual review and development of course curriculum should be an ongoing process that focusing on encouraging cadets to communicate in a targeted, efficient and professional way within a nautical context. This paper will show by comparison the huge potential that the Korean Maritime English program has for positive change and growth.
