This study aims to analyze in relation to the influence and variable that their job instability and job stress attribute turnover intention to 134 employees of Midium and Small Firm less than 50 employees of a company being legal management at metropolitan area(Seoul, Kyeonggi-do, Incheon). To analyze a data, I took advantage of SPSS V.21, to analyze correlativity as each variable & causability, utilized bivariate correlation analysis & simple, multiple regression analysis, used sobel test as parameter effectiveness verification and post verification. This research result drew an conclusion to influence to turnover intention and stress perception from employment instability and job role stress of employees of Midium and Small Firm less than 50 employees being legal management, make of effect to the relation to stress perception and turnover intention indirectly. This result suggested the importance of stress management and human resource administration of employee of a Midium and Small Firm being legal management, drew an conclusion to attempt the research at first on employment instability and job stress of employees of Midium and Small Firm being legal management.

Legal deposit system is an essential tool for a national library to ensure the preservation and access to a nation's intellectual heritage over time. Substantial amounts of digital materials of national cultural value are already being published. There is a global trend towards extending legal deposit to cover digital materials in order to maintain comprehensive national archives. This paper gives a progress report of some countries around the world whose legal deposit laws have already updated or are under revision. Some strategies are suggested for the digital collection building of the Korean National Digital Library which will open in 2008.

The court has the responsibility to determine the final interpretation of the law. The court hands down final decisions on personal disputes and conflicts between individuals and the state. Legal commentaries will stay true to their intention of providing diverse legal theories and enabling a unified legal interpretation only when law practitioners are allowed to discuss in depth laws, cases, and legal theories within the boundaries set by commentary authors. If law practitioners include the latest laws, cases, and legal theories as well as their opinions to existing commentaries in their judicial roles and legal studies, they will be able to obtain a unified legal interpretation without referring to other legal literature.

Recently, national leisure activities have increased in proportional to having time and money to spare for living on. Especially, camping activities are positioned as a new leisure type for middle class families, so that it is expected that camping facilities are also rapidly increased. However, there is no institutional measures for safe camping activity. It is urgently requested that camping activities including designing and operating campsite are regulated within the legal system. In this study, the status of camping activities and its legal system are investigated. The strategic policy directions for safe camping activity are suggested in the view of legal system, operational guidelines, and institutional supports; (1) the legal basis for camping activities should be prepared. (2) the supervision of campsite management should be improved based on informational services. (3) the self-operation guidelines for campsite owners should be developed and provided. (4) the criteria of safety assessment for design and operating campsite should be prepared. (5) the safety information of campsite should be published and shared among camping communities.

This study focused on the review of the korean fire investigation system and will provide the means for having the legal investigation right. The most important thing is to give fire department a perfect legal investigation right on fire including police areas(seeking and examining the case at first stage). And it should be stated in criminal law. With the joint effort between Fire department and Police department, we can develop the reformation, enlightening programs for the arsons or fire related criminals. Through this, it systematically have to be good for fire prevention and can be helpful to enhancing professionalism of fire examination.

Objectives: The Ministry of Employment and Labor has revised the articles regarding management of the thermal environment in the workplace. Currently, two types of regulations exist together with indoor workplaces as the scope of application. It appears that the time has come to discuss regulations. In this study, we aim to identify the feasibility of and problems with the current system through a comparative legal review of workplace thermal environment management laws from around the world. We suggest directions for improving South Korea's workplace thermal environment management laws. Methods: For the several selected countries, we analyzed the classification and content of obligations stipulated for the thermal environment, the presence or absence of specific measures for thermal environment management, legal status and content, and the scope of application of thermal environment provisions and measures. The investigated content was classified according to Zweigelt-Kotz's legal theory. Results: In some countries, employers' obligations for regulating the thermal environment are broadly divided into two types: results and actions. The scope of application of provisions and measures on the thermal environment was extensive, with most of the selected countries targeting general workplaces. Conclusions: In the case of South Korea, restricting and classifying target workplaces and imposing separate obligations to manage a workplace thermal environment goes against global practices, and stipulating legal orders and separate action obligations in guidelines does not conform to the characteristics of South Korea's legal system, meaning that improvement is needed.

It is noted that the disaster such as fire, explosion, collapse has been rapidly increased caused by strength deterioration of steel structures at petrochemical plant during fire. In this regard, it is stressed out that the legal requirement for fire proofing for steel structures at petrochemical plant should be carefully reviewed since the current legal requirement such as Industrial Safety & Health Law, Architectural Law has a conflict and different way of approach. In addition, it is our point of view that the present law should be revised to consolidate into single law including engineering design criteria to reflect unreasonable legal requirement. It is further our point of view that the performance certificate for fire proofing like UL-1709, basis of maintenance should be appropriately and reasonably provided in line with global practice.

This paper reviewed the legal bases and characteristics of agricultural extension services and organizational changes during the last fifty years in Korea. It was found that the legal bases extension services were rather weak are very important factors affecting agricultural extension services and organizational structures of agricultural extension institutions. It would be necessary to take legal steps to strengthen agricultural extension services by institute legal proceedings the characteristics of extension organization including the relationships among central, provincial and county level extension services, missions and objectives, personnel and facility management.

Recently, coastal erosion has become an important issue in relation to keeping territorial integrity of a nation as well as protecting the coastal marine ecosystem. This study examines some apprehensions about the effectiveness of the existing legal system concerning prevention of coastal erosion. After examining several case studies in Scotland, the USA, and the Netherlands, this study proposes appropriate revisional legal measures that can be applied in Korea: first, the coastal management act should be revised for stronger, enforceable and practical legal grounds emphasizing minimal coastal erosion; second, the proposed "Comprehensive Coastal Erosion Prevention Plan" should be established and implemented in four steps such as characterization of issues through surveys of stakeholders and demand assessment, plan establishment, execution, and maintenance and management; third, there is a demand to establish and implement a legal framework to support monitoring activities which provide important data and information to prevent coastal erosion; fourth, the chronic region of damage is designated as the "Vulnerable Area" to be protected and managed accordingly; fifth, the "Coastal Coordination council" is established and operated for developing an integrated coastal management policy and visions for sustainable coastal zone, as well as coordinating and intervention of any activities which may cause coastal erosion.

Terrorism is a serious problem in that it can infringe on a broad range of legal interests, from individual legal interests to national legal interests. And if these legal values are damaged, it is very unlikely that they will be restored to their original state. Therefore, it is necessary to recognize the importance of preventive activities as well as institutional improvement and alternative policies. The role of the criminal justice authority is of paramount importance in ensuring proactive action and procedural legitimacy. It would be meaningful to look at their perception about terrorism before specific procedures and legal approaches are taken. A Study is related terrorism awareness of police officers - focused on 'Comprehensive Emergency Management Model'. Four phases of Comprehensive Emergency Management Model: mitigation, preparedness, response, and recovery.
