Kyoto, which was Japan's political and cultural capital for more than a millennium before the dawn of the modern era, shows distinctive characteristics formed in the process of urban modernization. A citizen plaza perfectly fit to a modern city is lying on the east side, but a delayed urban reconstruction in the city center due to a strong conservative self-government awareness, as well as a delayed modernization of tax system, caused disorderly urban sprawl to appear in the suburbs. Thanks to the enactment of urban planning law enacted in 1919 by the government (Ministry of Internal Affairs) and an increasing awareness about the necessity and rationality of urban planning projects, urban renovation took place at a rapid pace. In the meantime, new ways of urban design were sought for and experimented to conserve it as a historical city against the city' quickly changing landscape.

The importance of green spaces in the city is growing each day. Local governments are taking charge of park development works that are having difficulty in developing and managing urban parks due to high land value as well as a shortage in finances. This is even though an urban park is defined as an urban planning facility and the law provides park area per person. Civil residents, meanwhile, are using not only urban parks provided by law but also other green areas such as rivers, reservoirs, and school playgrounds because they recognize urban green areas by the concept of use. In this study, accordingly, urban green areas were sorted into two types, urban parks, parks provided by law, and other green areas, and the difference in use pattern and use satisfaction by type was analyzed. As a result of analysis, there was no remarkable difference between the two types. According to such results, it was found that it is necessary to include other green areas, such as rivers, reservoirs, school green areas, and apartment green areas in addition to the current park green areas provided by law when park area per person is calculated, and such calculation of urban green areas reflecting local characteristics can reduce local governments' financial burden and improve the effectiveness of future urban park policies. It is judged that such results can become a plan against the cancellation of unexecuted urban facilities. The fact that accessibility factors, such as road satisfaction, access convenience, and convenient movement, are affecting satisfaction with the use of urban parks suggests that it is important to improve urban park accessibilities rather than to quantitatively expand park area in order to improve satisfaction with urban parks. Considering that people travel to urban green areas mostly by walking, it is necessary for access convenience to conduct follow-up studies such as barrier-free and securing walking stability through analysis of routes to urban green areas.
This paper discusses the change of land ownership in the urban historical core of Kyungju city in the Period of Japanese occupancy(1910-45) based on the analysis of land register records. Kyungju city was not designated for the cities controlled by urban planning law which was set up in 1912 and 1934. The major purpose of this paper is to clarify the urbanization process of a Korean local city where the formal urban planning projects were not carried out. The focus of the study is the increase of the Japanese landowners and Japanization of the landscape. In the very beginning of occupation, Japanese already owned about 8% of the total land of the city centre where the old Kyungju castle had been located. The ratio of the land owned by Japanese went up to more or less 70% at the end of World war II. The process which the urban core had been replaced for the Japanese is very clearly traced from the analysis of a land register records.

This research intends to suggest the ways to improve protected area management in Korea. To this end, the current protected areas appointed in the nation and their management has been examined, and the problems of management have been identified by means of a field research of protected areas and a survey. In addition, a scheme for an integrated management system has been suggested for management improvement, and a management plan guide, as well as after-evaluation guide, has been suggested. The outcome of the research is as follows. First, the protected area management plan is needed since the protected area in our nation is not managed in a proper way after being appointed as such. Second, when making a management plan, a management organization should make a management plan that can attract voluntary participation from stake-holders by means of efficient communications with them. Third, to maintain the management plan in a consistent and systematic way, related policy, law, and institutions should be (re)formulated. Fourth, an organization responsible only for management of protected areas should be established in consideration of management inefficiency due to the overlapped appointment of managing the protected area. Fifth, the management plan guide and after-evaluation guide can be used for effective protected area management. The results of this study are expected to be helpful for creating a management improvement scheme to address the problems related to the protected areas in our nation. But, it is required to review the guides for the management plan and after-evaluation, and consistent and systemic support from the government in such areas as legislation and policy are also in great need.

The district units planning suggests not only detailed standards of building as parts of the whole plan in the district but also a guideline of the arrangement, shape and pavement of the public open space, in order to move away from the rigid image of an institution which causes the formal creation of it. This triggered various problems. While the basic plan for adjustment of urban environments(established in 2005) was being reorganized in order to reflect changed conditions of the city center, the sector of public open space was subdivided according to the guidelines of development by district. We conducted a comparative analysis of conditions before and after the adjustment, so as to examine whether or not the reorganized institution is effective for the plan of public open spaces. The analysis showed that there was no remarkable change between the basic plan and the reorganized institution in that items which were not any different from the existing building codes were established due to lack of guidelines related to public open space under the law of urban and residential environmental improvement. Low regulations should set up criteria for establishment from a concrete, effective microscopic aspect appropriate to the significance of public open space by the linking of public open space and the surrounding environment, whereas high regulations such as building codes should specify essential components.

This study was conducted to establish practical goals for the viewing environment and interpretation and delivery system of cultural heritage and to create an viewing environment according to the classification of cultural heritage types, and the conclusions reached are as follows. First, five goals were set based on the international basic principles of the cultural heritage viewing environment and interpretation and delivery system. Second, based on the set goals, cultural heritage was classified into the first type 'disappeared and hidden heritage', the second type 'stuffed memory heritage', and the third type 'living memory heritage'. Third, the directions for creating the viewing environment for each type of cultural heritage were suggested. The first type has to be able to properly convey cultural heritage to visitors through excavation and digital technology. The second type needs a plan to deliver tangible and intangible values by combining various digital technologies with actual cultural heritage. The third type should emphasize the role of local residents in effectively enjoying the tangible and intangible values ??that already exist. Fourth, it proposed comprehensive considerations in the establishment of the cultural heritage viewing environment and interpretation and delivery system. Based on dynamic and sustainable heritage management, cultural heritage viewing should be valuable, satisfying and enjoyable. In addition, local communities should be actively involved, and tourism and conservation activities should be able to benefit the community. Establishment of a viewing environment should protect and strengthen the authenticity of cultural heritage.

The purpose of this article is to examine land use change in the fringe area of a metropolitan city through multi-temporal data analysis. Change detection has been regarded as one of the most important applications for utilization of remotely sensed imageries. Conventionally, two images were used for change detection, and Arithmetic calculators were generally used on the process. Meanwhile, multi-temporal change detection for a large number of images has been carried out. In this paper, a digital land-use map and three Landsat TM data were utilized for the multi-temporal change detection Each urban area map was extracted as a base map on the process of multi-temporal change detection. Each urban area map was converted to bit image by using boolean logic. Various urban change types could be obtained by stacking the urban area maps derived from the multi-temporal data using Geographic Information System(GIS). Urban change type map was created by using the process of piling up the bit images. Then the urban change type map was compared with each land cover map for the change detection. Dalseo-gu of Daegu city and Hwawon-eup of Dalsung-gun, the fringe area of Daegu Metropolitan city, were selected for the test area of this multi-temporal change detection method. The districts are adjacent to each other. Dalseo-gu has been developed for 30 yeais and so a large area of paddy land has been changed into a built-up area. Hwawon-eup, near by Dalseo-gu, has been influenced by the urbanization of Dalseo-gu. From 1972 to 1999, 3,507.9ha of agricultural area has been changed into other land uses, while 72.7ha of forest area has been altered. This agricultural area was designated as a 'Semi-agricultural area'by the National landuse Management Law. And it was easy for the preserved area to be changed into a built-up area once it would be included as urban area. Finally, the method of treatment and management of the preserved area needs to be changed to prevent the destruction of paddy land by urban sprawl on the urban fringe.

According to the new general movement of ESSD in Korea, the role, background, and subjects, etc. of Ecological Restoration Area were studied to find out the way for this area to be settled as one kind of industry. Questionnaire and literature study were carried out to understand and to find out the way of the area settlement with the conceptual and practical definition of it. The related sub-areas studied were 1. regulations and standards including design and construction 2. researches and developments around the area 3. related curriculums applying in the educational organizations 4. present situation of the industry. Followings are the results of this study and several proposals for the area to be settled in Korea with the other related areas. 1. The boundary of Ecological Restoration could be defined as the concept of preservation(or conservation) and restoration of the ecosystem with ecological planting - including the restoration strategies for the areas of slope, artificial foundations, watersides and wetlands, with in bio-diversity and eco-forests for these areas. 2. It seems that the more investments needed for the elaborate and professional techniques to be developed for the design and construction works to the contrary that the base of this area be matured already in the several sub-areas. 3. For the successful work of Environmental Restoration, defining the new industrial branch -independent from existing construction industry- is recommended through the law system under the control of the Ministry of Environment. It will be better if professional officer system in governmental organization could follow up this. 4. Educational organization and Technical expert qualifying system to train the Ecological Restoration Professionals should be induced for the effective practice of the area.

The ultimate goal of this research is to establish the movement rights of people with physical disabilities. To achieve this goal, the authors have investigated the regulation and restrictions of physical facilities to guarantee the movement rights and investigated how well these facilities were constructed. The authors then have analyzed and compared the results. The purposes of this research are as follows. First, the authors investigated and analyzed the present conditions of selected public facilities to propose improvement measures for the disabled, pregnant and seniors so that they could actively participate in cultural activities as normal people do. Second, the designs resulting from this research are provided so as to be helpful to disabled people in everyday life, which is different from previously conducted research. Third, the authors have selected facilities with outdoor areas to differentiate the results from those reported recently through research conducted on indoor buildings. The final step of this research is to provide basic design data on outdoor areas to establish true movement rights for the disabled. According to these research findings, the shortest moving distance cannot be guaranteed only by establishing facilities that follow the Article 3 law about guarantee of convenience improvement for the disabled. If the movement path is not regulated, the facility standards may not exist in one part and the part itself may become obscured and the distance could become longer than necessary. Accordingly, for real movement rights the movement path should be guaranteed not to be violated by other obstacles. The results of this study offer convenience when moving within the outdoor space of cultural facilities by providing direct information for the disabled. The value of this study is that it is the first study on movement rights and movement paths for people with physical disabilities.
As Damyang has preserved both beautiful natural environment and tradition very well, it needs colors which can coexist with Damyang while preserving it as it is rather than colorful and refined colors. However, the present Damyang deteriorates the quality of beautiful natural scenes by chaotic uses of colors. Therefore, colors which can represent symbolism based on the present colors of Damyang should be used so that everyone can be pleased with them. Finally, the basic colors decided were classified into main, supplement and highlight colors in consideration of characteristics of each scene and they were effectively arranged based on the colors decided. If such colors and color schemes are properly applied according to characteristics of scenes, ecological, historical, cultural and traditional scenes of Damyang can be preserved consistently.
