Land Category Non-coincidence Measurements Using High Resolution Satellite Images and Digital Topographic Maps (고해상도 위성영상과 수치지형도를 이용한 지목 불부합의 정도 측정)

  • Basically a land parcel consists of a land parcel number, land category, land boundary and area, and land value is mostly determined by the land category. Generally people want to change their land use to increase their land value so that they can expect more benefits from the land. However, changing land use causes several problems with land properties, haphazard urban expansions and land category non-coincidences. Unfortunately, no effective solutions exist for land category non-coincidence problems. In this study, we proposed a methodology that can classify the land category based land covers using high resolution satellite images and digital topographic maps. For this, we obtained a parcel based land use/cover classification map. Using both this classification map and a digital cadastral map, we inspected land category non-coincidences. As a result, land category non-coincidence rates could be statistically measured and interpreted and demonstrate a possibility that we could quantitatively interpretate and measure cadastral non-coincidence automatically.

  • Recently, land pollution makes various environment problems according to existing land use. So, there is an urgent need for management about these problems. This study categorize land pollution area using the land category information according to main land usage for reasonable analysis of land pollution area by point and non-point pollution sources. And also there was able to collect land pollution sources information efficiently by analysing the land category information. The land use information that categorized important factor for management and land pollution survey will be utilized Soil environment management and preservation. And land use information will be used land use regulation, resonable preservation and management.

  • Korea's current Land Category Classification System(LCCS) can not accurately register of complex and diverse Status of land use in Cadastral Record. Therefore, in order to draw implications for the improvement of LCCS in Korea, Shin SW and four others published a paper titled 'A Study on Land Category System of Domestic and Foreign Country' in 2013. This paper compared the 'land category', 'land use' and 'land cover' of six countries on the same line, and Some non-factual content was described. So, presented a new perspective on this. Looking forward, I hope that reasonable alternative will be presented based on the understanding of LCCS of Germany, Japan and Taiwan. In the future research project, to study the history of LCCS in Germany and Taiwan and suggest to refer to improvement of LCCS of Korea.

  • This study proposes a legal limit from the administrative and management standpoint of the city hall/county office/gu office, which is the cadastral authority, in relation to the discrepancy between the actual land use status and the cadastral study that has been continuously raised. And also, from the point of view of civil complaints such as landowners, this study tried to evaluate the practical problems of the current land category system from the point of view of civil complaints such as landowners and to derive a solution to these problems. Therefore, this study indicates how the category of land use is classified, and how land use is restricted by the laws of Registration & Management of public cadastre. Also, it shows the reasons why discrepancy between the land use fixed by the law and the current state of actual use of land occurs. Addtionally, This study suggests a plan to reorganize the Land Category system and it includes consolidation and subdivision of land. The study also describes a way to minimize the targets for conversion of land under control of Land Category System as well as to improve the law that protects the people's property rights.

Land-use Mapping and Change Detection in Northern Cheongju Region (청주 북부지역의 토지이용 매핑과 변화탐지)

  • Land-use in northern Cheongju region is changing rapidly because of the increased interactions of human activities with the environment as population increases. Land-use change detection is considered essential for monitoring the growth of an urban complex. The analysis was undertaken mainly on the basis of the multi-temporal Landsat images (1991, 1992 and 2000) and DEM data in a post-classification analysis with GIS to map land-use distribution and to analyse factors influencing the land-use changes for Cheongju city. The area of each land-use category was also calculated for monitoring land-use changes. Land-use statistics revealed that substantial land-use changes have taken place and that the built-up areas have expanded by about $17.57km^2$ (11.47%) over the study period (1991 - 2000). This study illustrated an increasing trend of urban and barren lands areas with a decreasing trend of agricultural and forest areas. Land-use changes from one category to others have been clearly represented by the NDVI composite images, which were found suitable for delineating the development of urban areas and land use changes in northern Cheongju region. Rapid economic developments together with the increasing population were noted to be the major factors influencing rapid land use changes. Urban expansion has replaced urban and barren lands.

Application of the Latest Land Use Data for Numerical Simulation of Urban Thermal Environment in the Daegu (최신토지피복자료를 이용한 대구시의 열환경 수치모의)

  • The land surface precesses is very important to predict urban meteorological conditions. Thus, the latest land use data set to reflect the rapid progress in urbanization was applied to simulate urban thermal environment in Daegu. Because use of the U.S geological Survey (USGS) 25-category data, currently in the fifth-generation Pennsylvania State University-National Center for Atmospheric Research Mesoscale Model (MM5), does not accurately described the heterogeneity of urban surface, we replaced the land use data in USGS with the latest land-use data of the Korea Ministry of Environment over Daegu. The single urban category in existing 24-category U.S. Geological survey land cover classification used in MM5 was divided into 5 classes to account for heterogeneity of urban land cover. The new land cover classification (MC-LULC) improved the capability of MM5 to simulate the daytime part of the diurnal temperature cycle in the urban area. The 'MC-LULC' simulation produced the observed temperature field reasonably well, including spatial characteristics. The warm cores in western Daegu is characterized by an industrial area.

Effects of Land Cover Change on Summer Urban Heat Island Intensity and Heat Index in Seoul Metropolitan Area, Korea (서울 수도권 지역의 토지 피복 변화가 여름철 도시열섬 강도와 체감온도에 미치는 영향)

  • This study investigates the impacts of land cover change due to urbanization on the Urban Heat Island Intensity (UHII) and the Heat Index (HI) over the Seoul metropolitan area using the Unified Model (UM) with the Met Office Reading Urban Surface Exchange Scheme (MORUSES) during the heat wave from 16, July to 5, August 2018. Two simulations are performed with the late 1980s land-use (EXP1980) and the late 2000s land-use (EXP2000). EXP2000 is verified using Automatic Weather Station (AWS) data from 85 points in the study area, and observation sites are classified into two categories according to the urban fraction change over 20 years; Category A is 0.2 or less increase, and Category B is 0.2 or more increase. The 1.5-m temperature and relative humidity in Category B increase by up to 1.1℃ and decreased by 7% at 1900 LST and 2000 LST, respectively. This means that the effect of the urban fraction changes is higher at night. UHII increases by up to 0.3℃ in Category A and 1.3℃ in Category B at 1900 LST. Analysis of the surface energy balance shows that the heat store for a short time during the daytime and release at nighttime with upward sensible heat flux. As a result of the HI, there is no significant difference between the two experiments during the daytime, but it increases 1.6℃ in category B during the nighttime (2200 LST). The results indicate that the urbanization increase both UHII, and HI, but the times of maximum difference between EXP1980 and EXP2000 are different.

Land-use Change Assessment by Permanent Sample Plots in National Forest Inventory (국가산림자원조사 고정표본점 자료를 이용한 토지이용변화 평가)

  • Forests are to be recognized as an important carbon sink under the UNFCCC that consist of above- and below-biomass, dead organic matter (DOM) such as dead wood and litter, and soil organic matter (SOM). In order to asses for DOM and SOM, however, it is relevant to land-use change matrices over last 20 years for each land-use category. In this study, a land-use change matrix was produced and its uncertainty was assessed using a point sampling technique with permanent sample plots in national forest inventory at Chungbuk province. With point sampling estimated areas at 2012 year for each land-use category were significantly similar to the true areas by given six land-use categories. Relative standard error in terms of uncertainty of land-use change among land-use categories ranged in 4.3~44.4%, excluding the other land. Forest and cropland covered relatively large areas showed lower uncertainty compared to the other land-use categories. This result showed that selected permanent samples in the NFI are able to support for producing land-use change matrix at a national or province level. If the $6^{th}$ NFI data are fully collected, the uncertainty of estimated area should be improved.

Automatic Classification by Land Use Category of National Level LULUCF Sector using Deep Learning Model (딥러닝모델을 이용한 국가수준 LULUCF 분야 토지이용 범주별 자동화 분류)

  • Land use statistics calculation is very informative data as the activity data for calculating exact carbon absorption and emission in post-2020. To effective interpretation by land use category, This study classify automatically image interpretation by land use category applying forest aerial photography (FAP) to deep learning model and calculate national unit statistics. Dataset (DS) applied deep learning is divided into training dataset (training DS) and test dataset (test DS) by extracting image of FAP based national forest resource inventory permanent sample plot location. Training DS give label to image by definition of land use category and learn and verify deep learning model. When verified deep learning model, training accuracy of model is highest at epoch 1,500 with about 89%. As a result of applying the trained deep learning model to test DS, interpretation classification accuracy of image label was about 90%. When the estimating area of classification by category using sampling method and compare to national statistics, consistency also very high, so it judged that it is enough to be used for activity data of national GHG (Greenhouse Gas) inventory report of LULUCF sector in the future.

Measuring and Describing Seoul's Mixed-Use Phenomenon (서울시 용도복합 현상의 측정 및 기술에 관한 연구)

  • The mixed-use concept definition, this study reveals, is that the mixing three or more major types of urban uses implements for economical, social and environmental values in our urban space. With this definition the study explores Seoul's mixed-use phenomenon. The quantification method, the study uses, is the relative entropy which calculate the balance of each urban use in a certain area. The relative entropy method, also known as the LUM(land-use mix score), uses three urban-use categories which is derived from the mixed-use concept definition. Hundreds of building-use types in the building regulations are categorized and calculate the LUM of Seoul's legal-status neighborhoods. The result interpreted as the criteria of Seoul's mixed-use phenomenon and categorize mixed land-use status in a certain value: 'non mixed-use' category has a value 0.631 and below, 'unbalanced mixed-use' category has a value between 0.631 and 0.884, 'balanced mixed-use' category has a value between 0.884 and 0.991 and 'complete mixed-use' category has a value 0.991 and over.
