A Study on the Improvement of Public Cloud Technology and Policy (공공 클라우드 기술과 정책의 개선방안에 대한 연구)

  • Due to the Covid-19 Pandemic, the world is facing the most serious crisis since the Great Depression, and is facing a new paradigm of the Untact era. Korea has also announced various policies and legal systems, including the 'Korean version of the New Deal', but it is conflicting between the use of information and the protection of information. In this paper, we derive thresholds by analyzing policies, statutes and technologies in the public cloud. Based on this, we propose to introduce the "Building a Nationwide Public Virtual Machine" as a key task to secure the next-generation national growth engine so that all citizens can use digital services in a secure and reliable environment with equal access to information. Through this, all citizens can use various digital new technology services only with low-priced and low-specification terminals, and by establishing a dedicated center for information protection, we want to respond to rapidly increasing security threats. It also points out that the domestic cloud-related legal system only emphasizes the use of information while overlooking the importance of security, and suggests the right direction for the legal system to move forward.

Special Issue for the 30th Anniversary of the Korean Academy of Health Policy and Management (한국보건행정학회 30주년 기념 특별호)

  • The Korean Academy of Health Policy and Management (KAHPM) has shown remarkable achievements in the field of health policy and management in Korea for the last 30 years. The KAHPM consists of experts in various fields of health policy and management, and has been the leading academic discussion forum for health policy agendas of interest to the public. Health Policy and Management (HPM), the official journal of the KAHPM, published the first issue of volume 1 in October, 1991 and is publishing the second issue of volume 28 as of 2018. Currently, it is one of Korea' main journals in the field of health policy and management. HPM has published a special issue in commemoration of the 30th anniversary of the KAHPM. The HPM invited authors, including former presidents of the KAHPM and current board members, to write about main issues in health policy and management. Although the HPM tried to set up an invited author on all subjects in the health policy and management field, 19 papers are published, that completed the peer review process by August, 2018. The authors of the special issue of the 30th anniversary of the KAHPM include six former presidents, a senior professor, and 12 board members. The subjects of this issue are reform of the healthcare delivery system, health insurance and medical policy, reform of health system governance, the role of National Health Insurance Service (NHIS), the Korea Institute for Health and Social Affairs (KIHASA) and the National Evidence-based healthcare Collaborating Agency (NECA), ethical aspects of health policy change, regional disparities of healthcare, healthcare accreditation, new healthcare technology evaluation system, globalization of the healthcare industry, the epidemiological investigator system, the quarantine system, safety and disaster, and official development assistance. There are some remaining topics to deal with for the KAHPM: aged society, anti-smoking, non-infectious disease, suicide, healthcare resources, emergency medical care, out-of-pocket money, medical fee payment system, medical aid system, long-term care insurance, industrial accident compensation insurance, community-centered health welfare system, and central government and local government of health. The HPM will continue to publish review articles on the main topics in health policy and management. This is because the KAHPM, which has been the leading academic society of Korea's health policy and management for the last 30 years, feels responsible for continuing its mission for the next 30 years.

A Study on Local Acceptance of Offshore Wind Farm: Focus on Maldo, Gunsan (해상풍력 주민수용성 연구: 군산 말도를 중심으로)

  • According to "The Renewable Energy 3020 Implementation Plan", offshore wind power accounts for 12 GW of the total new capacity of 48.7 GW. Like the south-west 2.5 GW offshore wind farm case, government-led development has had difficulty in securing the residents' acceptability. This study contributes to the study of local acceptance by analyzing the perceptions of Maldo residents. To this end, in-depth interviews were conducted with the head of a village and fishing village chief, and the entire contents of the interview were revised and analyzed. The cognitive structure of the stakeholders could be confirmed using semantic network analysis, which analyzes the network structure among words. Based on the analysis results, focusing on the identity frames related to the compensation process from previous national projects, gain vs. loss frames act as the dominant frame in terms of profits from offshore wind turbines. To invigorate offshore wind farms, the policy implications as follows. First, a negotiation organization should be organized to deal with strategic opposition by fishes. Second, installing offshore wind farms on a public water body will result in demands for compensation from various actors, and a licensed fishing territory as an offshore wind farm installation site should be considered.

ESG-oriented Governance Work System for Smart Highway Implementation

  • This study was promoted to prepare an ESG-oriented work system for Korea Expressway Corporation through sustainable highway construction, IOT-based smart highway preparation, and establishment of a broad convergence business governance system between multiple ministries and implementing entities. Based on the 2nd Basic Plan for Landscape Policy (2020~2024) and the Public Design Promotion Act (2018~2022), the study was conducted through the improvement of the highway design method to be applied for four years from 2021 to 2024, the changes in construction and social conditions related to expressways, the analysis of policies and plans to secure consistency with the 'Korean New Deal', and the analysis of the project performance and work promotion system that the Korea Expressway Corporation's business execution organization has promoted together with each government department. The results of this research are expected to help the Korea Expressway Corporation establish the 21st Innovation Plan for the phased construction of a "100-years landscape with people" and the preparation of a sustainable future highway environment creation project for the lives and safety of the people.

  • The policy for Green New Deal will promote the shift of the application to coal as feedstock from coal as fuel. Coal can be used as fuel for production of hydrogen and as feedstock materials such as synthetic graphite or activated carbon. Hydrogen is obtained from syngas produced through Steam carbon(SC), Water-Gas Shift(WGS), and Carbonation reactions, and these processes should be used in conjunction with CO2 sequestration technology. Anthracite has a potential in terms of cost advantage as a feedstock compared to a petroleum pitch, because Synthetic graphite is prepared by heat treating an anthracite with high rank to a graphitization temperature which is in the range of 2400~2800℃, in the presence of inorganic catalyst such as silicon or iron. From several studies, it has been confirmed that coal-based activated carbon(AC) is manufactured with quality similar to the large specific surface area and much micropore volume of lignin-based AC, can be prepared. Therefore it is expected that lignin-based AC is replaced to coal-based AC.

Diagnosis of the Policy Tasks for the Execution of an Urban Regeneration Project Plan in Gangwon-do (강원도 도시재생사업계획 수립을 위한 정책 과제 진단)

  • This study aims to establish the measures required for strengthening the internal stability of and executing the systematic plan for Gangwon-do in relation to the "urban regeneration preliminary project" launched by the Ministry of Land, Infrastructure, and Transport. The results of this study are as follows. The unit project carried out via the Gangwon-do urban regeneration preliminary project presented the tendency for the standardization of the H/W and S/W projects such as the establishment of the community anchor space and the resident competency reinforcement project. Further, rather than focusing on the contents that could objectively measure the effects of the project, it concentrated more on the performance indicators that are required for verifying the execution of unit projects like the establishment of buildings and operating programs. It was found to be insufficient with regard to the practicality of the project, the correlation with the New Deal Project, and the validity of the project contents. To improve these aspects, Gangwon-do would be required to highlight its distinguishability from the other regions and increase its practicality by operating the field-centered urban regeneration educational program, inducing the participation of experts in each of the areas in case there is a need to execute a project plan and discover a project with placeness. It also needs to focus on strengthening its connection with the urban regeneration new deal project by discovering the resident leaders and professional manpower, and establishing the performance indicators needed for systematically monitoring the regional changes in accordance to the urban regeneration preliminary project.

Necessity of Reliability Theory and Establishment of Effective Education System (신뢰성이론의 필요성과 효과적인 교육시스템 구축)

  • Recently, the subject of reliability attracts a great deal of domestic and international attentions and the extensive research activities are being conducted as well. Such trend exists mainly due to the fact that the research on the subject of reliability not only contributes to the theoretical developments, but also may find a wide range of applications in practice over several fields. In particular, the research regarding the maintenance policy incorporating certain types of warranty for repairable system and its application is being performed extensively by many researchers, and their efforts seem more concentrated on developing new maintenance policies which minimize the expected operating cost incurred for replacement and repair of the system, while keeping the system at high reliability. Effective maintenance policy may reduce the operating cost and decrease the downtime of the system during its mission period and consequently, increase the productivity of the system. In this article, the major areas of interest in the field of reliability and its historic perspectives are given briefly and the theoretical aspects in several fields of reliability including the maintenance and warranty policies is also discussed. Furthermore, the current domestic situation regarding the education and research on reliability is presented, along with the importance of reliability theory and the difficulty of training reliability personnel. Finally, the author's opinion for effective education system is proposed.

The Current Issues on Warranty & Maintenance Policy of the Second-Hand Products (중고제품의 보증과 보전정책에 대한 최근 연구 동향)

  • Purpose: The purpose of this research is to study research trend in the field of warranty and maintenance policy of second-hand products. Methods: To this end, we consider research articles, which deal with warranty and maintenance of the second-hand products, published on journals during the past 20 years and classify them by taxonomy scheme proposed by Shafiee and Chukova (2013). The taxonomy scheme consists of three maintenance models in warranty for second-hand product. In each models, we analyze proposed maintenance and warranty policies with respect to types of upgrade models, types of preventive maintenances, decision variables and decision criteria model. Results: We obtain the scheme of maintenance and warranty of the second-hand products and define cost related to warranty and maintenance of the second-hand item. Also, we summarize the characteristics of maintenance and warranty policies in each classified model. Conclusion: There have been several research reviews on maintenance and warranty polity of new products. This research surveys researches of authors during the past 20 years and classifies, summarizes and compares proposed maintenance and warranty policies of the second-hand products. This research provides useful information to researchers who are interested in maintenance and warranty of the second-hand products.

Exploring Working Group's Psychological Subjectivity on Public Smart Work Services in a Cloud-based Social Networking

  • Recently, the COVID 19 pandemic has affected on our daily lives and society in many ways. Specifically, it has brought rapid changes in the working environment from office working to smart telecommuting. In addition, cloud computing technology and services not only provided ubiquitous access, but also led to a sharing of information, internal-external communication channels, telework, and innovative smart work for the business process. As a result, smart work services based on social cloud networking have spread to the public sector. However, existing academic research examining smart work merely remains to focus on the theoretical conceptualization or to deal with merely several examples of private views. Best practices of smart work services based on cloud computing technology in the public field rarely exists. Moreover, many studies have been differently measured the values of smart work for private and public sectors depending on organizational singularities. Therefore, the study aims to define new theoretical implications and to explore future business strategies and policy directions based on a technical working group's personal psychological subjectivity. The research applied Q methodology, and selected five public organizations in Korea, that they have adopted or currently plan to adopt some part of smart work services.

A Semi-Markov Decision Process (SMDP) for Active State Control of A Heterogeneous Network

  • Due to growing demand on wireless data traffic, a large number of different types of base stations (BSs) have been installed. However, space-time dependent wireless data traffic densities can result in a significant number of idle BSs, which implies the waste of power resources. To deal with this problem, we propose an active state control algorithm based on semi-Markov decision process (SMDP) for a heterogeneous network. A MDP in discrete time domain is formulated from continuous domain with some approximation. Suboptimal on-line learning algorithm with a random policy is proposed to solve the problem. We explicitly include coverage constraint so that active cells can provide the same signal to noise ratio (SNR) coverage with a targeted outage rate. Simulation results verify that the proposed algorithm properly controls the active state depending on traffic densities without increasing the number of handovers excessively while providing average user perceived rate (UPR) in a more power efficient way than a conventional algorithm.
