The three key parts of citation index are the Citation Index, the Source Index and the Permuterm Subject Index. To identify the core elements for citation index database system, it analyzed the items that have been cited in references and source items of Journal of the Korean Society for Information Management from vol. 1 no. l(1984) to vol. 15 no. 3(1998). Ten core elements were identified and the description format was specified respectively. The core elements are author, organization that the author is affiliated, title of article, title or journal, volume/numberlpage numbers, year of publication, keyword, language, subject category, statistics of references in article. Also, characteristics of errors in reference citations were analyzed and categorized in the viewpoint of the citation index development of academic journals in Korea.

The purpose of this study was to analyzes the present conditions of reference databases which is constructed from Korea. The object which is used in analysis concludes on KSCI( Korean Science Citation Index) of KISTI, KCI(Korean Citation Index) of KRF, KoMCI(Korean Medical Citation Index) of Korean Academy of Medical Sciences, and reference database of KOSEF. And then, this paper proposes the activation plan for reference database construction based on this analysis result. The proposed plan will be able to apply with fundamental data of the system, policy and technical direction for reference database construction.

This study started from the awareness of the issue if the citation index newly introduced to evaluate the quality of papers satisfies the proper timing matter, which is a component of performance indicators for the evaluation of government-funded R&D institutes. Accordingly, the study will propose improvement ways to shift the previous evaluation system to quality evaluation for mission-oriented R&D institutes by analysing and using the periodical characteristics such as citation half-life and immediacy index of papers. As a result, it turned out that the speed of academic change is getting faster in proportion to the dependency on the technological development but that the citation speed in the field of public technology is relatively slower and the speed of knowledge transfer in the fields related to industry is faster. In addition, the citation index among the R&D fields showed no differences, and the minimum period for citation index measurement with validity should be over 6 years. The problems of evaluation for mission-oriented R&D institutes were deducted based on the technical and statistical analysis results of the temporal characteristic of citation necessary for quality evaluation of performance among R&D fields. To solve the problems, policy alternatives for object and valid quality evaluation were proposed from the points of evaluation period and evaluation criteria.

The academic research performance is often quantitatively measured by means of using citation frequency. The citation frequency-based indicators, such as h-index and impact factor, are commonly used reflecting the citation quality to some extent. However, these frequency-based indicators are usually carried out based on the assumption that all citations are equal. This may lead to biased evaluations in that, the attributes of the citing objects and cited objects are significant. A high-accuracy evaluation method is needed. In this paper, we review various citation quality-based evaluation indicators, and categorize them considering the algorithms being applied. We discuss the pros and cons of these indicators, and compare them from four dimensions. The outcomes will be useful for our further research on distinguishing citation quality.

The purpose of this study is to investigate citation behavior in internet news to research papers of 10 domestic economic institutes and to suggest institutes' impact quantitatively with h-index and various modified indices. Content analysis of 878 news articles that collected from NAVER news site was performed. First, as citing behavior, cited numbers of research papers, preferred news media, speed, source entry accuracy, centrality, subject section, and length by the institutes were examined. Next, impact indices for institutes were calculated by cited numbers using h-index, g-index, $h_s$-index, and $g_s$-index, and the ranking of 10 research institutes were determined by each impact indices. As a result, institutes belonged to upper ranks showed little variation among the different indices. On the other hand, institutes belonged to middle and lower ranks showed variations in impact indices and experts' survey.

Many problems making the use and management of patents arduous is caused by the difficulty in knowing the proper value. This study has suggests the methods to evaluate the value of patents by using a quantitative assessment scale as an alternative or complementary measure instead of the existing subjective evaluation tools. This study is to find a method to determine the capability and level of research and establish the scheme of use and management of patents by using the citation index as a quantitative assessment measure. The data used in this paper has been obtained from a public-sector R&D institute, the K-Institute in Korea.

It is important for scientific and technological papers to build citation DB and to offer service. The best example of citation DB is SCI that has been utilized in the world. The majority of Korean journals is not SCI journal, so it is impossible for the domestic journals to conduct quantitative analysis and performance evaluation. Korea Science Citation Index Service is the alternative service to get rid of the above problem. In the study, we carried out the user satisfaction survey for new vision of service from existing KSCI, correcting the result data. We evaluated the data and then derived the level of current system and the future improvement direction.

Methodology Science Citation Index, developed by TS, has been used as an indicator to evaluate academic and research performance in worldwide research environment, as the world goes. With this trend, Korean Science Citation Index(KSCI) databases for domestic journals in the field of science and engineering have been constructed by some institutes such as KISTI, KRF, KOSEF, and so on. Many institutes in Korea are accepting the Impact Factor(IF) and SCI databases, proposed by TS as toolkits for evaluating research capability of their members without any criticism. However, the IF, mostly used as an analyzing tool, has been criticized by many different sectors. The validity of IF has been examined and/or complimented by a case study. In this study various indices as substitutes for IF are scrutinized and examined to maximize the usability of KSCI database.

Citation frequency is an important factor in evaluating journal quality and is used as a measure of journal impact. The citation index of a paper plays an important role in linking papers with groups of other academic papers, forming a huge and complex network. This study examines the intellectual structure of apparel research through the bibliometric citation analysis of The Research Journal of the Costume Culture (RJCC). In order to analyze the changes in the intellectual structure of the RJCC, we used the Korea Citation Index's (KCI) data (highly citing journals and highly cited journals). The NodeXL, a social network analysis tool, was used to examine the connection structure between journals. In order to identify the academic influence of the RJCC, we used the KCI journal citation index. Our findings indicate that the RJCC has a high centrality index among the clothing-oriented journals in the same life sciences field. A look at the journals citing the RJCC and the journals cited within the RJCC also showed that more journals of diverse fields have been recently linked through their citations. This suggests that a convergence of interdisciplinary research is underway in the field of clothing. As a result of examining international journals cited in the RJCC, it was confirmed that they were cited in prominent international journals in various fields.
