코레일 지식경영 활성화 사례 (The Case of the Knowledge Management Activity of KORAIL)

  • It is well known in KM (Knowledge Management) literature that a certain amount of knowledge is necessary for KM to contribute to corporate performance to some extent. However, for a company to amass knowledge is very difficult due to limited time and poor understandings from employees. Especially, it becomes harder in public organization where simulating financial motif among members is constrained. In this respect, KORAIL, one of typical and leading public organizations in Korea, shows very unique example in which KORAIL succeeds in catalyzing the knowledge circulation process among members, string the resulted working knowledge, and then sharing it to improve working performance at an individual level as well as team level. This KORAIL case will help understand how important the knowledge circulation speed is to improving the corporate performance.

열차경합 검지 및 해소시스템의 한국철도 적용에 관한 선행연구 (A Pilot Study to Deploy the Railway Conflict Detection and Resolution System in Korean Railway)

  • In this paper, we propose a pilot study to deploy the Railway Conflict Detection and Resolution System(RCDRS) in the context of Korean Railway(KORAIL). KORAIL plans to deploy in near future RCDRS, which is a decision support module placed on the top level of the Railway Traffic Management System(RTMS). This study entails the review of the state-of-art researches and projects in the field of the railway traffic management, as well as the analysis of the traffic characteristics of the major railroad lines in KORAIL. The analysis provides a basis to choose a solution approach for the railway conflict detection and resolution problem that each individual line faces. This study plays a role as a pilot study for a full systematic approach, in which interactions between lines require further advanced analysis to take the entire KORAIL lines into consideration rather than a myopic approach.

선진 위험도 평가 기반의 건널목사고 안전관리 전략 연구 (A study on the safety management method based on the risk assessment of KORAIL's level-crossing accidents)

  • Operation of KORAIL's level crossing is in charge of KORAIL. As taking over existing level crossing to KORAIL, they do not conduct risk assessments, so we do not know about any possibilities of inner risk. And present operation of safety of the level crossing is just regular checking of reaction and functions of safety equipments physically, we need to react to the changes of what's going on around of level crossing and incestigation of traffic flow and surrounding conditions more spontaneously. So, we have to prepare the strategies against accidents of level crossing cost-effectively based on regular risk assessments for sustainable safety improvements and overcome operational problems of present level crossing's safety. Here, we're going to investigate the level of safety level and present risk factors of the level crossing using risk assessments for accidents/error of the equipments to show operational strategies of level crossing based on risk assessments.

  • 본 논문에서는 고속철도 전차선로 드롭퍼 와이어의 파단현상에 대해 분석을 통하여 철도운행의 안정성 향상을 위한 기초연구를 수행하였다. 300km/h로 주행하는 KTX의 판토그래프와 전차선이 직접 접촉하면서 발생되는 기계적 피로도의 누적으로 인한 증가로 경부고속선 전차선로 시스템의 장애사고 예방을 목적으로 하고 있다. 추후, 고속철도 전차선로 드롭퍼 수명한계 측정으로 유지보수관리 체계 효율화와 분석된 파단원인을 바탕으로 드롭퍼 구조개선 방안을 마련하여 합리적 개량방안 수립을 하고자 한다.

  • Presently, the policy base of our government focusing on the privatization of public corporation with the transfer of political power, KORAIL, one of public corporation, also can not be free from there. the policy line of our government to privatize KORAIL following the developed countries' precedent has been advocated repeatedly already since the 1990's. whenever it happened, it was true that government as well as KORAIL researched on the success or failure case of privatization in developed countries, but considering lessened pressure to the public corporation during Nor's administration, I researched on the privatization of overseas' railways to remind you of what is advantage or disadvantage. In this research, treated Japan's case which is considered one of most successful privatization story in several cases. with the result of this research, which is expected to be utilized setting the policy of privatization direction, if KORAIL tried to be privatized once again.

코레일의 노사관계와 직무태도 (A Study of the Labor Relations and Job Attitudes on KORAIL)

  • 본 연구는 코레일 노사관계의 발전과정을 검토하여 코레일 노사관계의 본질을 탐색하고 코레일 경북본부 단위부서 구성원들을 대상으로 설문조사를 실시하여 직무태도에 있어 노조원과 비노조원 간에 어떠한 차이가 있는지를 실증분석한 것이다. 본 연구에서 밝혀진 연구결과를 요약해보면 다음과 같다. 현 단계의 코레일 노사관계는 노사대결형 양상을 지니고 있으며 노동조합, 경영진, 정부 간의 3자 관계가 그 핵심이라는 점이다. 또한 코레일 경북본부 조직구성원들의 직무태도를 실증분석한 결과를 통하여 다음과 같은 사실이 밝혀졌다. 첫째, 조직몰입정도는 비노조원은 노조원에 비해 상대적으로 높은 편이며 특히 비노조원들은 타인에게 코레일 자랑을 한 적이 있을 정도로 코레일에 애착이 강하며 이 문항에서 노조원과 비노조원 간에는 통계적으로 의미 있는 차이가 발견되었다. 둘째, 코레일 경북본부 조직구성원들의 전반적인 직무만족도는 높은 편이며 특히 임금수준에 대한 만족에 있어서는 노조원과 비노조원 간에 통계적으로 의미 있는 차이가 있는 것으로 밝혀졌다. 셋째, 코레일 경북본부 구성원들의 의사소통에 대한 인식수준은 노조원은 보통을 약간 상회하는 수준이며 비노조원은 비교적 높은 수준을 보이고 있다. 넷째, 코레일 경북본부소속 노조원과 비노조원의 노사관계 당사자 의식 및 태도분석 결과를 보면 경영진이 윤리경영을 강조하고 있지만 노조원들일수록 경영진을 신뢰하지 않고 있다는 점이 드러났다. 결론적으로 코레일 경북본부 구성원들은 노조원 여부와는 무관하게 모두 자신의 직장에 대한 애착이 강하지만 노조원들일수록 코레일 경영진을 신뢰하고 있지 않다는 점은 코레일 노사관계의 안정을 위해서는 노사신뢰 회복이 급선무라는 점을 시사해 주고 있다.

철도이용수요에 따른 선로용량 변화 분석 연구 (A Study on Railroad Track Capacity According to Transit Railway Demand)

  • It is very important that the calculation of railroad track capacity in infrastructure investment analysis and train operation planning. The dwelling time is one of the factors that influence in railroad track capacity. Current research in dwelling time has been focusing on theoretical investigation, the state of the research in effective variable (dwelling time etc) is insufficient. In this paper, we clearly draw the concept of railroad track capacity and the estimate on modeling of relationship railway demand and dwelling time. Also, we compare and analyze the variation of railroad track capacity according to transit railway demand in Gyeongin Line (Guro~Inchon). This paper is expected to contribute for improving on the in-using equations and methods in train operation planning as well as for improving level of service on railway user.

고속전차선로 유리애자 현장 적합성 기초연구 (Basic analysis of suitability for Toughened Glass Stem Insulator applied in the high speed catenary system)

  • The Operation of high speed train in year 2004 bring about a great change in railroad industry. Especially in railroad construction field we have acquired great Know-how. And up to now we are building up operation skills. But the high speed train system are totally imported, so it is necessary to investigate some of the equipment based on our own environment. In case of Toughened Glass Stem Insulator, we don't have any application case in domestic and limited in abroad. So there must be some characteristic estimation. The estimation was made in three different ways. First electrical field cause, Second physical field cause and finally in circumstance cause. In Electrical field cause, amplitude and number of time for abnormal peak voltage data are collected. And in physical field cause, amplitude and trend of vibration in to the insulator are examined. And I circumstance cause, possibility of flying gravel and ice clod are investigated. Through this basic data suitability for Toughened Glass Stem Insulator using in domestic will be accumulated.

  • Advanced Safety Management System(SMS) of Korea Railroad Corporation for risk management should be established applying contents-centered domestic standard according to Railway Safety Act and process-centered international standards suggested by Lloyd's Register Company. Besides, laws, regulations, guidelines and manuals which are optimized for each sector should be systematically integrated to strengthen the consistency of SMS of KORAIL. New safety regulations and guidelines for safety management/train operations/maintenance should be established according to the safety policy of KORAIL to boost effective field work by regulations, guidelines, manuals, etc. The advanced Safety Management System will lead KORAIL as a competent global enterprise with its boosted reputation in the international railway market.

  • 본 논문은 KTX36호(300km/h) 운행시 수집된 검측데이터를 효과적으로 분석하여 유지보수에 활용하기 위한 단락전류의 반파장주기(${\lambda}$/2)에 관한 연구수행 결과를 나타낸다. KTX36호는 현재 하나의 객실을 검측차로 개조하여 운행속도에서 각종 검측을 수행하고 있다. 우리나라의 고속선 궤도회로는 프랑스의 궤도회로와 달리 토공, 교량, 터널 구간으로 나뉘어 있으며, 상용전원 주파수도 프랑스는 50Hz, 우리나라는 60Hz를 사용하고 있어 정보전송을 위해 사용하는 반송주파수도 다르다. 또한 특성임피던스 와 감쇠정수/위상정수를 결정짓는 중요한 변수인 선로정수(R,L,G,C)가 다르기 때문에 KTX36호의 단락전류에 대한 반파장주기(${\lambda}$/2)는 검측데이터를 활용한 유지보수에 있어 매우 중요한 역할을 한다. 본 논문에서는 프랑스에서 사용하는 단락전류의 반파장주기 (${\lambda}$/2)에 대해 언급하고 연구결과 산출된 국내 단락전류의 반파장주기(${\lambda}$/2)를 비교하였다.
