Technical Standards and Governance: The Case of Master Spec. in Electrical Construction (기술표준과 거버넌스: 전기공사 Master Spec. 사례연구)

  • 전기공사협회가 추진하는 전기설비시공의 '마스터 스펙 프로젝트'는 민간에 의한 '표준 제정'의 사례에 해당한다. 이 글에서는 표준 제정의 환경 및 요소에 따라 마스터 스펙의 특성을 분석한다. 분석 결과, 마스터 스펙의 제정과정은 산업협회(association) 중심의 거버넌스 형태를 띠는 것으로 나타났으며, 이 경우는 특정 산업 부문 내에서 이루어지는 합의 방식이 표준 제정의 특징으로 보인다. 한편, 우리나라에서 산업에 대한 규제나 지원이 정부 주도로 이루어진다는 점, 산업분류에서 전기공사업의 위치가 이중적이라는 점, 또 전기공사 산업 부문이 분산적 산업구조를 띠고 있다는 점 등이 마스터 스펙의 제정에 영향을 미치는 것으로 분석되었다. 그러므로 전기공사협회는 마스터 스펙을 제정하면서 수직적 수평적 전기공사업 관련 조직들을 관리하면서 합의형성을 추진하고 제정 과정을 관리해야 할 것이다.

  • K-water institute is a calibration and test institute accredited by international standard calibration center for water-level meters. Due to the absence of on-site calibration system and procedure for Float Water Level Meter, the calibration was performed only in the standard calibration laboratory. In this study, mobile calibration system and procedure were developed to calibrate Float Water Level Meter on site using scale bar and camera. It is possible to obtain reliable water-level data and achieve consistent data management.

A Schematic Estimation Model for Structure Costs of High-rise Buildings based on Vertical and Horizontal Elements (고층건물 수직·수평 요소기반 골조공사 개산견적 모델)

  • High-rise buildings need thorough cost management because of large size and high risk. Cost management makes a budget by establishing and analyzing detail element at planning phase, needs cost control as each design phase, then reflected to next design. This research develops a schematic estimation model based on vertical and horizontal elements at design phase for structure cost of high-rise buildings to reduce error range and use data as design management. Usability of the model is confirmed by case study. The estimation model is expected to contribute to making the cost model more effective and satisfactory to concerned in construction or budget department and manage keeping track of the cost.

  • The development of building must be accompanied with construction technology and performance of materials. In particular, wet processes have a high level of dependence on manpower and a low level of diversification of materials used. This study aimed to determine the applicability of various materials for wet process, mechanized construction and eco-friendly building materials through a comparison with dry premixed mortar. As a result, it was found that resin plaster and gypsum plaster's strength is lower than that of dry cement mortar, but their mechanization application, construction simplification, smoothness and bond strength are higher than that of dry cement mortar. And estimate that is valid as workability, bonding strength, eco-friendly building material in occasion of gypsum plaster.

Determining Decision-making Factors for the Selection of Contract Methods in Public Construction (공공공사의 발주방식선정을 위한 의사결정요인 연구)

  • The procurement of public construction, which has been selected mainly on the basis of the work experience of a department of public agencies that award construction contracts or those in charge of ordering, has not been executed through an objective selection process considering the construction types or characteristics. Thus, as a preliminary study on developing a model for the selection of contract methods, this study intends to analyze and present the key factors affecting the selection of procurement methods in public construction. Through a literature review on the existing methods, foundational factors were first presented, based on the analysis of these factors, the final influence factors were proposed. As a result, 6 factors contractor's characteristics, the environment of the construction market, relevant organization, the characteristics of a project, costs, and responsibility factors were determined, and 14 sub-factors were selected. The factors presented in this study will be used as base data for developing a decision making support model for the selection of contract methods in public construction.

Development of Estimation Model of Construction Activity Duration Using Neural Network Theory (건설공사 공정별 작업기간 산정을 위한 신경망 기반 모형 구축)

  • A reasonable process for the activity duration estimation is required for the successful construction management because it directly affects the entire construction duration and budget. However, the activity duration is being generally estimated by the experience of the construction manager. This study suggests an estimation model of construction activity duration using neural network theory. This model estimates the activity duration by considering both the quantitative and qualitative elements, and the model is verified by a case study. Because the suggested model estimates the activity duration by a reasonable schedule plan, it is expected to reduce the error between planning duration and actual duration in a construction project.

Construction Works at the Busan New Port on the Activity of Otters (부산신항 공사가 수달의 활동 변화에 미치는 영향)

  • To know the effect of construction works at the Busan New Port on the activity of otters, changes in the distribution of spraints were investigated at 5 areas(I-V) composed of 16 locations in 12 islands from 2003 to 2011. There were significant differences among the density of spraints at each area(P=0.0502), at each year(P=0.0040) and at each area during the study period(P=0.0005). The densities of spraints in the areas II (P=0.000) and IV (P=0.012) were significantly different according to whether the construction work was carried out or not at each area. It was found that the density of spraints in each area was affected by the disturbance with construction works or other factors inside and/or outside the area. The average density of spraints of the 5 areas had changed according to the process of the construction works as follows. In 2003-2005 when the construction work was proceeded mainly at the area IV, the average density of spraints of the 5 areas as well as the density in the area II increased annually, whereas the densities in the other 4 areas were low and relatively constant. This fact suggests that otters might have moved into the area II from outside the study area. In 2006-2009 when the construction works were carried out on a larger scale at the areas I, II and III, there was a little decrease in the average density of spraints during the latter two years, suggesting a little decrease in the activity of otters in the study area. As regards the density of spraints at each area, it decreased considerably in the area II, but increased fairly in the areas III and IV. Accordingly it was indicated that otters in the area II where the construction work was carried out since 2006 might have moved into the area IV with no work, and otters inhabiting the Jeodo, Geoje city, where the construction work was carried out at that time, might have moved into the area III with no work at the sea shore. In 2010-2011 when the construction works were conducted at all the areas on a fairly large scale, the average density of spraints of the 5 areas as well as the densities in the areas II, III and IV, decreased considerably compared to the those in the year 2009. This fact clearly indicates that the number of otters decreased owing to the multiple simultaneous works in this period. In conclusion, otters must be affected by the construction works at the study area, and their numbers might be decreased mainly due to the multiple simultaneous works, as well as by the long-term works resulting in the decrease of seashore, marine pollution, and reducing prey available.

A Studies of Amendment a Standard of Estimated Unit Manpower and Material of Landscape Architectural Construction Work Classification (조경공사 표준품셈 공종 개정에 관한 연구)

  • The standard unit manpower and material in landscape architectural construction was consist of a standard and universal work classification. However, these constructional methods have created a number of problems in utilizing and responding on a variety of recently-developed working methods such as new constructional skills and technologies. This research decided that presenting the amendments of work classification of a standard unit manpower and material in landscape architectural construction was very important, and investigated those work classifications which required these new amendments. First of all, assessment items were selected through the literature reviews and a preliminary survey. Then, these assessment items were surveyed to the total of 60 professional landscape architecture field. The results of this study were as follows; First, the utilization level of the a standard unit manpower and material in landscape architectural construction was highest in the area of work classification of planting unit manpower and material. Second, the work classifications that needed to be added were recognized as leveling the ground construction, landscape structure construction, paving construction, water facilities construction, and outdoor facilities construction. Third, in the field of the a standard unit manpower and material in landscape architectural construction, 66.7% of the respondents replied that some amendments were necessary, and those amendments needed work classifications were identified as work classification of planting unit manpower and material was gigantic plant, topiary tree, temporary planting, exchange dead tree, etc. In the area of digging out was gigantic plant and plastic tree were recognized. The survey respondents also answered that, in keeping and management work classifications some amendments in pruning waste were necessary, and in the fields of rubble masonry work classifications some improvements were required in rubble aperture planting unit manpower and material and sodding and herbaceous sowing was a realistic lawn size unit manpower and material was needed. Based on the results explained above, this study suggests that amendments for a standard unit manpower and material in landscape architectural construction are necessary, especially in the areas of planting size and quality of work classifications unit manpower and material and in the unit manpower and material that affects the quality of lands caping constructions.

  • 765kV substations which will be the core installation of the bulk power transmission system in Korea for the upcoming $21^{st}$ century, were designed of outdoor full GIS type to minimize required area. As principal equipment, main transformers of 2,000 MVA per bank and 50kA 8,000A gas insulated switchgears of up-to-date technology were adopted in designing substations to transmit bulk power of 10GW. Dual digital protective relay systems and distributed indication and control systems with fiber optic LAN were used.
