A Study on Settlement of Commercial Disputes between the South and the North of Korea (남북한 상사분쟁의 해결에 관한 연구)

  • The purpose of this paper is to make research on the settlement mechanism of the commercial disputes between the South and the North of Korea. Also, this paper is to make research on the south-north Korea's cooperative tasks to promote the disputes settlement, including the operation and management of the South-North Arbitration Commission as well as the enactment of the South-North Arbitration Rules. To realize the spirit of the South-North Joint Declaration of June 15, 2000, the Authorities concerned of the South and the North of Korea have reached an agreement titled 'Agreement on Settlement Procedure of Commercial Disputes' on December of the same year. As the follow-up measures of the said Agreement, the South-North Authorities have signed an another agreement called 'Agreement on Organization and Administration of the South-North Arbitration Commission' on October, 2003, which is becoming vital importance for settlement of the commercial disputes between south and north Korea including the Gaeseong Industrial Complex. Gaeseong, a city surrounded by the North Korean military and a symbol of inter-Korean tensions, is now turning into a peace zone where thousands of North and South Koreans are working side by side. The Gaeseong Industrial Complex project, driven by the logic and economic necessity of cooperation, has been steadily moving forward since the North designated it as a special economic zone and has enacted related laws and regulations for its development. Under the situation, the matter of primary concern is how to organize and conduct the Arbitration Commission for the prompt and effective settlement of the south-north commercial disputes. First of all, the South-North Authorities should recognize that the availability of prompt, effective and economical means of dispute resolution such as arbitration and mediation to be made by the Arbitration Commission would promote the orderly growth and encouragement of the south-north trade and investment. In this connection, the Korean Commercial Arbitration Board(KCAB) should be designated as the arbitral institution of the south Korean side under the Agreement on Organization and Administration of the South-North Arbitration Commission. The KCAB is the only authorized arbitral organization in South Korea to settle all kinds of commercial disputes at home and abroad.

Perceived Importance and Performance Frequency of Nursing Interventions and Nursing Activities in the Physiological Domains of Nursing Intervention Classification(NIC) in Home Health Care Nursing (간호중재분류(Nursing Intervention Classification)에 기반한 가정간호에서의 주요간호중재와 연계된 간호활동 분석)

  • Purpose: To identify perceived importance and performance frequency of nursing interventions with nursing activities of 5 nursing interventions from the physiological domains of NIC used in the home health care nursing. Method: Five nursing interventions in the physiological domain of NIC were selected based on the previous finding. Data were collected from 85 nurses working in 54 home health care centers between August and October, 2004 using mailing survey(return rates : 41.5%). The questionnaire consisted of 96 nursing activities in 5 interventions with definitions, asking perceived importance and performance frequency of them. Result: Skin surveillance was perceived as the most important($3.52{\pm}0.36$) intervention and also performed most frequently($4.43{\pm}0.45$). All the nursing activities in skin surveillance appeared to be used frequently, which was rated over 4 out of 5 point Likert, while only 4 nursing activities in exercise therapy: joint mobility did. Correlations between perceived importance and performance frequency of 5 interventions were all significant (r=0.591-0.718, p=0.000). Conclusion: Identifying the use of particular interventions and nursing activities will help nurses simplify documentations and to deliver better care to the patients in home health care nursing.

Sling exercises therapy neuromuscular system disease continuous abatement as general concept of active exercise and treatment that use sling exercises equipment by purpose know can. This review article wishes to introduce about neuromuscular activation, "Neurac" technique that can speak as step developed more concept based on application principle etc, of basic sling exercises effort's change by suspension point's change that is concept, stability exercises principle, open kinetic chain exercises and closed kinetic chain exercises. Arranged about Plateau potential's characteristic and working mechanism and Neurac technique's application method that can say as Neurac technique's neuro-physiologic base, and presented treatment method of lumbar part disease and cervical part, shoulder joint part disease to application example. Because plateau potential forward player that induce using Neurac technique in part muscles that act role that keep spine surrounding stability in this article keeps muscle's contraction continuously, between global and local muscles, presented several study findings that can cause affirmative change in insufficient muscle adjustment state such as imbalance of muscles' action order. Expect that case studies that use this Neurac technique here after consist continuously.

  • Can job training be considered a social right? Who must bear the costs of individual job training? This paper studies these two issues by examining the Korean Individual Learning Accounts (ILA) revised in 2020 and proposes future policy directions. Although there is no explicit legal provision stipulating job training as a lawful right in Korea, such absence does not negate the government's role of providing vulnerable people, etc with necessary training. Korean ILA heavily depends on the Skills Development Scheme under the Employment Insurance System which succeeded the past mandatory training levy system and it becomes harder to maintain principle of insurance because of sizable volume of atypical workers who are not insured. For future policy directions, it is desirable to increase the burden of general budget and self-financing as they are below 30% combined and the coverage of the ILA needs to be steadily expanded to all economically active people. Also, labor-management should step up joint efforts to stimulate the use of already existing policies such as paid training leave and request for reduction of working hours.

  • The originator of the proprioceptive neuromuscular facilitation method was Dr. Herman Kabat, a man who received the bachelor of science degree from New York University in 1932. In 1936 he moved to the University of Minnesota where he served as instructor in physiology and also studies medicine. He received his medical doctorate in 1942. When Dr. Karbat meet Sister Kenny suggested that certain change. She does not receptive his ideas. So that he decided to pursure the treatment of patients. Upon the establishment of the Karbat- kaiser Institute to be opened in 1946. Margaret Knott, the first physical therapist to be employed by him and to become his head physical therapist. In 1948 Vallejo center was opened. Dr. Kabat developed the PNF method combined motions to ascertain the effectiveness of maximal resistance and stretch in facilitating the response of a weak distal muscle. He identified mass movement patterns that were spiral and diagonal in character in 1965. Margaret Knott presented lecture at tile APTA Annual Conference in Las Vegas. The title was In the groove. On December 18, 1978 she passed away at her home in Vallejo. Marie-Louise Mangold is director of the Kaiser Foundation Rehabilitation Center now. She is the Vice President of International Proprioceptive Neuromuscular facilitation Association. About 20 physical therapist working teaching and study at KFRC in Vallejo. PNF neuromuscular mechanism becomes integrated and efficient without awareness of individual muscle action, reflex and a multitude of other neurophysiological reactions. The principles of PNF are visual consideration, verbal consideration, and proprioceptive input consideration with tactile stimulation, joint receptors, appropriate facilitation, stretch reflex normal timing, irradiation, pattern of movement.

Hybrid (CNC+Laser) process for polymer welding (하이브리드 방식 (CNC+Laser)을 이용한 폴리머용접공정)

  • Polycarbonate (PC) and Acrylonitrile Butadiene Styrene (ABS) was welded through a combination of a diode laser and CNC. Laser beam passed the transparent PC and was absorbed in an opaque ABS. Polymers were melted and welded by absorbed and conducted heat. Experiments were carried out by varying working distance from 44mm to 50mm for the focus spot diameter control, laser input power from 10W to 25W, and scanning speed from 100 to 400mm/min. The weld bead size and the specimen cross-section were analyzed, and tensile results were presented through the joint force measurement. With focus distance at 48mm, laser power with 20W, and welding speed at 300mm/min, experimental results showed the best welding quality which bead size was 3.75mm and the shear strength was $22.8N/mm^2$. Considering tensile strength of ABS is $43N/mm^2$, shear strength was sufficient to hold two materials. A single process was possible in CNC machining processes, surface processing, hole machining and welding. As a result, the process cycle time was reduced to 25%. Compared to a typical process, specimens were fabricated in a single process, with high precision. By combining two operations processes developed process gained 50% more efficiency.

The effects of the angles of the knee and heel-off on the muscle activity during a bridge exercise

  • PURPOSE: The purpose of this study is to investigate the effects of the angles of the knee and heel-off on the muscle activity during a bridge exercise. METHODS: 15 healthy adult men and women with the balance ability and joint working range required for performing a bridge exercise participated in this study, in which $120^{\circ}$, $90^{\circ}$ and $60^{\circ}$ angles of the knee-flexion and heel-off were applied during the bridge exercise. RESULTS: Our data showed that there were significant differences in muscle activities of elector spinae and rectus abdominis when $120^{\circ}$ and $60^{\circ}$ angles of the knee were applied, of internal oblique when $120^{\circ}$ and $60^{\circ}$ were applied, and external oblique when $90^{\circ}$ and $60^{\circ}$ were applied. When heel-off was applied, there were significant differences in muscle activities of elector spinae and rectus abdominis when $120^{\circ}$ and $60^{\circ}$ were applied, of internal oblique when $120^{\circ}$ and $60^{\circ}$ were applied, and external oblique when $90^{\circ}$ and $60^{\circ}$ were applied. CONCLUSION: In this study on an application of heel-off to the bridge exercise, we showed that the effect of the angles of the knee on the muscle activities of elector spinae, rectus abdominis, internal oblique and external oblique were all similar to the regular bridge exercise, but overall muscle activities were increased with heel-off when compared with the regular bridge exercise.

Three-dimensional Analysis of the Spine using Formetric 4D according to Upper Limb Movement and Resistance Application (상지의 움직임과 저항 적용에 따른 Formetric 4D를 이용한 척추의 3차원적 분석)

  • PURPOSE: The aim of this study was to measure changes in spine inclination and thoracolumbar structure and morphology according to upper-extremity movements with and without resistance in order to evaluate the spine stability in workers. METHODS: Forty-eight middle-aged male workers (mean age, 40.48 ± 6.27 years) participated in this study. Using the spine analysis system, changes in the inclination of the spine and structure as well as shape of the thoracolumbar spine were measured. For posture measurement, the postures of standing, lifting the right and left arms (shoulder joint 90° flexion), and lifting with both arms were measured in random order. In addition, variables were measured using a resistance of 3 kg for each posture. The statistical significance level was set at α = .05 for all variables. RESULTS: There were statistically significant differences between the front and back inclinations of the spine, kyphotic curve of the thoracic spine, lordotic curve of the lumbar spine, rotation changes in the thoracolumbar spine, and rotation changes in the T4 vertebra (p < .05). However, there was no significant difference in the left and right tilts of the spine. In the post-hoc analysis, rotation changes in the T4 vertebra showed a significant difference in posture when resistance was applied to the left and right sides CONCLUSION: Causes of musculoskeletal diseases include excessive thoracic spine rotation, torsion, and hyperlordosis of the lumbar spine. Therefore, it is necessary to improve the working environment in order to ensure a healthy posture and prevent musculoskeletal diseases that can reduce the ability to carry various and/or excessive loads.

Job Satisfaction of the Elementary School Foodservice Dietitians by Their Foodservice Type (초등학교 급식유형에 따른 영양사의 직무 만족도)

  • This study was to investigate the factors which influence foodservice dietitians' job satisfaction and dissatisfaction by the elementary school foodservice type using questionnaires. The results of the study are as followings : 1) Foodservice types of the subjects were urban 49(23.2%), country 141(66.8%) and island 21(10.0%). 79.6% of the urban type were operated by the conventional, independent management system, where 38.3% of the country and 52.4% of the island type were operated by conventional, joint management system. 2) Urban type dietitians showed significantly lower satisfaction on their salary & promotion(1.5) compare to country & island types(p<0.05). Island type dietitians showed significantly lower satisfaction on the student's health improving(2.4) compare to country &urban types(p<0.05). 3) Dietitians of urban type were dissatisfied more 'personnel management(3.2)' than dietitians of other two types. Dietitians of country type and island type were dissatisfied more 'extra work load(2.6)' than dietitians of urban type. 4) Work load was lots orderly island, country and urban types. Working attitudes were the most positive at dietitians of urban type and the most negative at dietitians of island type. 5) Job satisfaction and dissatisfaction of dietitians were correlated with number of meals, number of school transfer, cook license, additional job and school foodservice location type.

  • PACS Import external image of the thread of the tasks and duties of hospital revenue and business efficiency falls over time. 500 beds or more medical imaging import work outside of the hospital, most hospitals use a PC, KIOSK, and was used in 15 hospitals where, CD Autoloader where use was the only one. Working hours compared to CD and DVD media to test the results of the Import target PC, KIOSK, CD Autoloader Import spent less time in the order, and also the greater capacity of CD Autoloader four times the PC, KIOSK 2 times Import could be implemented quickly. In addition, the waiting time of the patients was measured using the PC's time to Import, 2011 14.5 minutes and the average patient waiting time, KIOSK and later use CD Autoloader 2012 average patient wait time of 8.25 minutes, 43% of the existing average waiting time was 5.25 minutes to reduce. However, KIOSK case of a patient in a way that directly Import latency time was soon. Import of three ways: in terms of efficiency and excellent CD Autoloader way, the patient waiting time in terms of ease of use and KIOSK was excellent. In addition, with the introduction of CD Autoloader with KIOSK Joint of the items waiting time of patients and patient satisfaction rating is considered to be a major contribution.
