  • The purpose of this study is to analyze the perception of Korean universities' education specialists and seek direction for the development of MOOCs. To investigate this, 64 Korean university education specialists were surveyed about the educational goals of MOOCs and their perception of micro and macro issues. As a result, Korean university education specialists recognized MOOCs' educational goals as an innovation of education methods. Also, negative acknowledgment that issuance of certificates would cause confusion in the degree system, which is interpreted as a tendency to recognize MOOCs as a complementary material. On a macroscopic level, overall outlook was negative for K-MOOC. However, since K-MOOC is highly perceived to be subversive, it is necessary to discuss the possibility of using MOOCs. Accordingly, it suggested the institutional improvement for the utilization of K-MOOC and the possibility of joint development between universities.

  • We developed the playback control software for a high-speed playback system which is a component of the Korea-Japan Joint VLBI Correlator (KJJVC). The Mark5B system, which is a recorder and playback system used in the Korean VLBI Network (KVN), has two kinds of operation mode. That is to say, the station unit (SU) mode, which is for the present Mark4 system, and the VSI mode, which is for the new VLBI standard interface (VSI) system. The software for SU is already developed and widely used in the Mark4 type VLBI system, but the software for VSI has only been developed for recording. The new VLBI system is designed with a VSI interface for compatibility between different systems. Therefore, the playback control software development of the VSI mode is needed for KVN. In this work, we developed the playback control software of the Mark5B VSI mode. The developed playback control software consists of an application part for data playing back, a data input/output part for the VSI board, a module for the StreamStor RAID board, and a user interface part, including an observation time control part. To verify the performance of developed playback control software, the playback and correlation experiments were performed using the real observation data in Mark5B system and KJJVC. To check the observation time control, the data playback experiment was performed between the Mark5B and Raw VLBI Data Buffer (RVDB) systems. Through the experimental results, we confirmed the performance of developed playback control software in the Mark5B VSI mode.

  • Znf45l, containing classical $C_2H_2$ domains, is a novel member of Zinc finger proteins in zebrafish. In vertebrates, TGF-${\beta}$ signaling plays a critical role in hematopoiesis. Here, we showed that Znf45l is expressed both maternally and zygotically throughout early development. Znf45l-depleted Zebrafish embryos display shorter tails and necrosis with reduced expression of hematopoietic maker genes. Furthermore, we revealed that znf45l locates downstream of TGF-${\beta}$ ligands and maintains normal level of TGF-${\beta}$ receptor type II phosphorylation. In brief, our results indicate that znf45l affects initial hematopoietic development through regulation of TGF-${\beta}$ signaling.

  • With extension of national jurisdiction over coastal living resources, new dimensions and objectives should be added to international cooperation in distant-water fisheries concepts. For distant-water fishing nations, Korea, joint exploitation of these resources is today considered not only as a way of producing additional income opportunities, but first of all as at least a partial solution to neutralization of harvesting limitations imposed on them in traditionally exploited fishing grounds. This paper explores the development of Korean distant-water fisheries agreements and reviews the various types of agreements currently in place and discusses the future of Korean distant-water fisheries agreements with third countries. The relationship between coastal States and fishing fleets from non-adjacent countries has been transformed since the 1980s. This was primarily a result of the declaration of Exclusive Economic Zones(EEZs) by many coastal states in the years leading up to the close of the negotiations of the UNCLOS in 1982. Significantly, by recognizing the right of coastal states to determine how their waters were to be exploited, UNCLOS provided a legal basis and economic motivation for the negotiation of access agreements between coastal states and distant-water fishing nations, KoreaThere is a real danger that Korean distant-water fisheries agreements could and do result in the adverse environmental impacts experienced in Korean coastal waters being transferred to third country water and consequently creating socio-economic problems for these third countries. Korean distant-water fisheries agreements with third countries have the potential to be a force for good if they are well managed and if the principals that will be applied within Korean coastal waters, through the reform of the distant-water fisheries policy, are applied equally upon third country waters.

  • Can job training be considered a social right? Who must bear the costs of individual job training? This paper studies these two issues by examining the Korean Individual Learning Accounts (ILA) revised in 2020 and proposes future policy directions. Although there is no explicit legal provision stipulating job training as a lawful right in Korea, such absence does not negate the government's role of providing vulnerable people, etc with necessary training. Korean ILA heavily depends on the Skills Development Scheme under the Employment Insurance System which succeeded the past mandatory training levy system and it becomes harder to maintain principle of insurance because of sizable volume of atypical workers who are not insured. For future policy directions, it is desirable to increase the burden of general budget and self-financing as they are below 30% combined and the coverage of the ILA needs to be steadily expanded to all economically active people. Also, labor-management should step up joint efforts to stimulate the use of already existing policies such as paid training leave and request for reduction of working hours.

  • This study attempts to characterize Taebaek mountainous region as a natural unit, relating to morphoclimatic milieu and landform development patterns of the mountains of each lithologic type. In the case of granitic mountains of Nothern parts of this region, the slopes presents more or less steep or irregular profile because of abundant microforms of exposed bedrocks and blocks. The development of such landscape is essentially due to differential weathering, associated with difference of joint density. In the case of gneissic mountains, the slopes are well regularized straight steep ones, due not only to generalized superficial weathering but also to massmovement of weathered materials. In the Middle parts of this region, especially in Taegwallyong area, with frequent alternations both of freezing-thawing and of snow accumulation-melting, the roles played by cryo-nival processes proved to be important in weathering of granite as well as in morpho-pedogenesis. In this area, weathered mantle, developed by cryogenic activity under humid condition of nival environment, covered almost all over the slopes. Although Southern parts of this region consist of limestone, on the mountainous volume, distribution of Karst forms are limited while predominate none karst forms such as cockpit type peaks, V-shaped type valleys dissecting steep slopes covered with thin deposits in thickness containing rock debris.

  • This study was conducted under the premise of providing the model for the construction of the library and the digital library in PUST, the joint construction from South and North Korea. First, we determined the problems in the construction of digital libraries as well as possible issues that may rise from the construction of the digital library in PUST. The results of the research showed that there were imminent problems from the operation of a digital library with the inadequate progress in the Held of copyright. In addition, the difference in the language system and the knowledge foundations of the two countries will produce problems in the homepage access, database construction, and information retrieval. In order to overcome these predictable problems, this research proposes the following: (1) parallel operation of both digital and high-drive libraries; (2) duplexing the homepage through the application of unicode concerning the digital library; (3) development and application of converted letter codes through the establishment of NCHAR data type; and (4) construction of an authority database.
