It is expected that interests and supports for 'the creative economy' will increase considerably since the establishment of the Park Geun Hye Administration. According to a report with respect to its cultural policy handed in by the Minister of Culture to the president on March 28, 2013, the administration will set up a basic plan of establishing regional fusion-typed laboratories including such genres as story telling, animations, games, cartoons, performances, etc. in May this year, and opening contents Korea laboratories across the country by the first quarter in 2014 as part of its core task. Furthermore, it will focus on implementing such policies for training professional manpower as creative mentoring programs, expansion of education for field employees and expansion of a creative education for young students, including a plan to train 1,000 creative contents talents by 2017 as described in the report. Since the Comics Promotional Law took effect in August 2012, the Korea Culture and Content Agency and the Comics Industry have been establishing the third plan for medium and long term development of the comics industry together. One of the most important policy is about training professional manpower. "Joint Business with Creative Talents," in which the amount of 4.5 billion won was invested, has already been implemented, and "Support Business for Field Employees of Comics Creating Enterprises," in which the amount of 0.6 billion won was invested, has been performed so far through the Korea Comics Contents Agency upon the request of the Comics Industry. The government's plan to train professional manpower is interlocked with its foundation and employment policies, and thus, this will be a good opportunity for colleges and universities that have comics related majors, especially for those that need proper measures for bring their graduates a chance to get a job. Accordingly, it seems that if the government develops more aggressive policies, reflects this on the third medium and long term development plan of the comics industry, and then organizes policy and study meetings led by the learned societies to implement this, it will be able to generate a significant synergy effect. This Article will concentrate on first examining the flow and patterns of the policy to train special manpower by the comics industry, the Ministry of Culture and related institutions since the establishment of the Comics Promotional Law, analyzing some problems in the first and second medium and long term development plan of the comics industry to be implemented from 2003 through 2013 and the third medium and long term development plan to be announced in June 2013 to train professional manpower, and then suggesting an effective direction and some alternatives to train professional manpower in universities in a medium and long term way.
Purposes: The purpose of this study was to investigate the satisfaction of each activity in the high school students (568 students) after school career education (Career and vocation, Curriculum-related career education, Special lecture related to career, Entrance exam session, Career psychology test, Internet lecture), and then to analyze the career decision-making self-efficacy of the items Goal selection, Job information, Problem solving and Future plan by high, middle, and low group. Methods: Questionnaires administered to subjects after career education counseling education. Results: Career decision - making self - efficacy was significantly higher in the high group than in the middle and low groups in the goal selection, job information, problem-solving and future planning by the educational satisfaction on career and vocation, curriculum-related lectures, entrance examination session (p<.001). The level of satisfaction of special career lectures was in the order of low group> high group> middle group in career decision self - efficacy, and the values of high and low groups were significantly higher than those of the middle group. The effect of satisfaction on career decision self - efficiency in Career psychological examination education was in the order of top> middle> low groups in goal choice and job information, and the high group values were significantly higher than the middle and low groups. In the problem solving and future planning, there was a difference between high, middle, and low group values, but there was no significant difference. The effect of the satisfaction of the internet course on the career decision self - efficacy was not significant, but there was a difference between the high, middle, and low groups. Satisfaction with the internet course was low and did not affect the decision - making self - efficacy significantly. Conclusion: The higher the satisfaction of career education, the higher self - determination efficacy of goal selection, job information, problem solving and future plan. This study suggests the direction of career education.
The purpose of this study was to develop the certification system, analyze the job profile of occupational health nurses, plan the education program and suggest the political recommendations. Many materials of KAOHN (Korean Association of Occupational Health Nurses) were collected and analyzed and many times of meetings and workshops were held to coordinate the various opinions from related organizations. The results were as follows; 1. The certification of occupational health nurse will be available to the nurses who have the careers more than three years, graduate the education program for certified occupational health nurse, and pass the certified occupational health nurse examination. 2. Two types of education program will be needed, one will be the one-year program for diploma nurses and the other will be master program for baccalaureate nurses. 3. The plan was made for 2000 occupational health nurses to be certified by 2010. By 2007, annually 200 occupational health nurses will graduate from one-year program and 40 occupational health nurses will graduate from master program. After than, 260 occupational health nurses will graduate from master program and 40 or 80 occupational health nurses will graduate from one-year program. 4. To facilitate the usage and motivation of certified occupational health nurse, political recommendations were suggested; revision of the related laws and regulations, the incentives for employers, and financial supports for the certified occupational health nurse educations by the government.
This study analyzed the issue and limit of artists's Welfare Law. The issue is about artists' labor, their status, and the process for buying social insurance. In this study, we used the literature method the existing data collection clean up, analysis, and evaluating. The solution plan for the vitalization of the guarantee of social insurance for stage actors is as follows. First, based on social insurance law, is to grant an exceptional status to stage artists. Second, the process for buying social insurance has to be changed to posterior judgement by Ministry of Culture, Sports, and Tourism after buying social insurance through Ministry of Employment and Labor. And when a theater company as a leaseholder rent a theater, it should be mandatory for it to get existing industrial accident compensation law. As a new numerical formula, there are an unemployment insurance numerical formula considering distinct characteristics of artists' labor and a formula of calculating insurance fee for industrial accident compensation. Last, there needs to be an introduction of exceptional method allowing a preparatory period for the production of a play and stage actors' side job.
Purpose: The purpose of this study was to describe the current status of managing educational programs for tobacco use prevention at middle and high schools located in Busan. Methods: Using a survey method with a 29-item self-administration questionnaire, the data were collected from January 10 through February 18, 2005, from school nurses as well as teachers major in healthcare of 227 participant schools. Results: A strategic plan for school-based educational programs of tobacco use prevention was mainly developed by a school nurse at middle school and a teacher in charge of school discipline at high school. The educational programs for tobacco use prevention were implemented for approximately 40% of schools in Busan with the budget ranged from 110,000 won to 200,000 won a year. Eighty five percepts of the schools had anti-tobacco regulations and guidelines in place. Twenty two percents of the middle and high schools collected the data regarding adolescents' smoking status periodically. Over 70% of schools provided tobacco use prevention education programs as a part of regular semester curriculum. Conclusions: For making the management of educational programs for tobacco use prevention effective and consistent with government's anti-smoking policy, schools need (a) development of tobacco management guideline and regulations with participation of teachers, students, and parents, (b) clear job and role descriptions for personnel to plan and implement anti-tobacco programs, (c) compilation of the budget enough to implement the programs, (d) periodically assessment of adolescents' smoking status, and evaluation of the programs to monitor whether those are effective for adolescents' health promotion; and (e) to make an effort to less range of quality in educational programs for tobacco use.

The pre-elderly approaching old age in our society confront having a harsh economic status. The main purpose of this study was to explore the factors influencing the preparation of the pre-elderly for overcoming this status. In particular, it focused on financially stable pre-elderly persons. The data from the 2008 Chungcheongnam-do Welfare Plan for Five Years collected by the Chungnam Women's Policy Development Institute was used to analyze the research questions. The participants in this study included 735 persons (ages 55-64) living in Chungcheongnam-do. Five hundred and eighty-one self-reported questionnaires were used for the final analysis using SAS, version 9.1. This study attempted to identify the important variables needed to find the factors related to socio-demographic and economic characteristics, the adult-child relationship, the preparation plan for old age, etc. The results showed that job and health status were key to preparation for financial stability among the elderly. Another finding was the importance of concrete financial planning for the elderly; that is to say, the pre-elderly who made more concrete plans than indefinite ones were likely to belong to stable households. Another significant finding was that it is important to consider both objective and subjective factors for the financial preparation of the elderly. These results should serve as reference data for the future welfare policy for the elderly, because the financial independence of the elderly will be vital for a healthy relationship between new and old generations.
The master plan for the land management information system development was established in 1997 and demonstration projects were carried out in Nam-gu, Daegu Metropolis in 1998. As of the end of 2001, 12 project areas have completed installing the land management information system and are now utilizing it in operations or in trial operation and 88 areas are still under construction. Sixteen metropolises and provinces and 232 cities, counties and districts plan to complete the development of land management information system by 2004 and additionally Install a land information center to manage and maintain the land management information system. The land management information system was introduced as one of information technologies to solve the problems arising in the operations of land management and administration. It inevitably accompanies a radical change of working environment, from analogue to digital. It is obviously not a simple job and largely depends on how to entice the officials working in analogue settings into a digitalized world. Therefore, it is not too much to say that the success of the land management information system development project depends on how to rationally adapt the analogue land administrations to a digital environment.
The purpose of this study is to find out subjective perception types and needs of interested group on the Field Placement on Demand of Gwangyang Bay Area Industry by Q methodology, then to search for political measures to improve Field Placement in the implication of the sorted subjective perception types. The result of the study showed that there are three major sorts of subjectivities on the Field Placement Activation Plan on Demand of Gwangyang Bay Area Industry: emphasizes indusrty-college cooperation(Type1), emphasizes industry demand analysis(Type2), emphasizes field-centered education(Type3). And a new study showed that results can improve Field Placement on Demand of Gwangyang Bay Area Industry: positive industry-college partnership building, manpower training total support system building by manpower demand analysis and the situation of local industry, building the infrastructure for the training on demand of local industry on-the-job, trasition into field-centered education system by national competency standards(NCS).
The purpose of this study is to analyze the recognition of and the preference for a fashion specialist among students from 4-year and 2-year colleges in Taegu, in order to provide basic data for the effective management methods for the students. The objects of the survey were students in Taegu and Kyungbuk province; 287 students from 4-year colleges and 430 students from 2-year colleges, making the total of 717 students. The survey tool was a questionnaire, which consists of 7 general questions, 7 major curriculum related questions, and 6 questions regarding the information about a fashion specialist, and students career plan. It also contains 3-level Licurt type questionnaire on the recognition of and the preference for a fashion specialist from 20 professional fields. SPSS is used for frequency, percentage, average, standard deviation, $x^2$-test and ANOVA. The results of this study are as follows: 1. The students' motivation in choosing their major as clothing and fashion design was out of independent career plan (86.7%). They were quite content with their major but were unsatisfactory with the current curriculum. 2. The subjects students thought necessary in preparing to be a fashion specialist were pattern, clothing construction (40.1%), clothing design (33.7%), and fashion marketing (18.9%). The answer to the question about the most important subject in the future was fashion marketing (57.2%). 3. What students consider most in choosing a job was aptitude and ability (70.8%). The most preferable clothing types that students want to work with after graduation were womens clothing (52.1%) and wedding dress (18.1%). 4. The means of getting information on a fashion specialist were magazines or broadcasting (72%) and school lectures (20.6%), and there was a significant deference among colleges. 5. Fashion coordinator was the highest recognized specialist (2.64) and the lowest was fashion converter (1.23) among other fashion specialists. 4-year college students had higher recognition in all areas (20 areas) than 2-year college students, and there was a significant deference among colleges in 20 areas.

The purpose of this study is to prepare a plan for the improvement of the tasks of record managers in offices of education by understanding the details of their work; analyzing the importance, difficulty, and performance frequency of their tasks; and investigating their working environment and the problems of record management in offices of education. For this purpose, through a literature review and an analysis of related conditions, this study drew out 5 task domains and 24 detailed record management tasks in offices of education. To investigate the level of importance, difficulty, and performance frequency of the drawn-out task domains and task factors, this study conducted a questionnaire survey on record managers working in offices of education and analyzed the survey results using the IPA technique by crossing the level of importance, difficulty, and performance frequency. Based on the survey results, to improve the tasks of record managers in offices of education, and strengthen their task competency, a plan for improvement was suggested.
