A Study on the Activation of Crowdfunding for e-Commerce Trade Start-ups Investment (전자상거래 무역창업 투자를 위한 크라우드펀딩 활성화방안에 관한 연구)

  • Crowdfunding is growing up SNS spread, raising funds from numerous people which are offering necessary funding of private and enterprise using the internet-based platforms. The function of crowdfunding uses innovative financing in being business and start-ups having difficulty in financing. Crowdfunding in our domestic is concentrated on culture and arts in the early adoption phase, and is numerous projects with public features. However, the investment case of crowdfundig in e-commerce trade start-ups is rarely in spite of a increased attention for crowdfunding.. The purpose of this study examined the factors to be considered when using successfully crowdfunding on e-commerce trade start-ups. This study is understanding the legal and policy of crowdfunding market status and other countries, and suggests the activation of the direction of government policy, legal system, and participation of financing suppliers and investors as activating the law and policy system related the crowdfunding on a domestic in terms of e-commerce trade start-ups investment.

Factors of priority setting in the government R&D investment (정부 R&D 투자의 우선순위 설정의 요인들)

  • This article has reviewed some possible factors of priority setting in the government R&D investment, and also reviewed the roles of scientific community. Recently many development countries have planned more and more large-scale researches which require huge resources. Many large-scale researches have presented strikingly poor performance records in terms of efficiency. Nevertheless, more and more large-scale researches have been selected and executed. According to this article, some factors such as attracting attention of the media and the public, enhancing national prestige, raising the technological independence for economic growth were raised. As implications for policy, this article presented a necessity of strengthening the public control for priority setting of government R&D investment. And new procedures such as public discourse and National Assembly's in-depth deliberation were presented.

The Locational Conditions and Declining Function of Iksan Free Trade Zone (익산자유무역지대의 기능약화와 입지여건의 문제점)

  • Iksan Export Free Zone which was established for the export promotion, the employment augmentation, the technological improvement and the regional development promotion through the attraction of foreign direct investment is declining function with diminution of foreign direct investment, exportation and employment since the middle of the 1980s. The decline factor of the function was inherent in disregard of the necessary locational factors for Export Free zone's function promotion and without respect to conditions in a choice of location. And the present labor intensive industrial structure of region has some difficulties with a modification of Export Free Zone's industrial structure to a technology intensive industry. According to the lack of coherent policy, a limited plottage and a lack of the extensible space decrease the effect of agglomeration and economic of scale. And the lack of governmental policy to create a dynamic advantage comparative with an amelioration of the locational conditions of region diminish the regional attractive force to foreign direct investment.

Foreign Direct Investment and Economic Growth: A Cross-Country Analysis (외국인 직접투자와 경제성장에 대한 다국가 분석)

  • Although many policy makers and scholars argue that foreign direct investment is crucial to the economic growth of developing countries, there is no universal agreement on the positive relationship between foreign direct investment inflows and economic growth. Using a cross-country analysis based on data from 88 countries for the years 1990-2015, this paper empirically explores the impact of FDI on economic growth. To this end, several versions of the neoclassical growth models, explicitly including FDI, are estimated. Subject to the appropriate caveats, the results provide further support for several key conclusions of former studies, including the inference that investment in physical capital, population growth, and human capital are important in accounting for economic growth across countries. The results show that FDI significantly contributes to economic growth in developing countries.

A Study on the Regional Distribution Characteristics and Innovation Activity Performance of Bio-Industry in Korea: Focusing on Metropolitan and Non-metropolitan Areas (국내 바이오산업의 지역별 분포특성과 혁신 활동 성과에 관한 연구: 수도권과 비수도권 지역을 중심으로)

  • The study empirically analyzed the differences in industry distribution and innovation activity performance in the metropolitan and non-metropolitan areas of Korea's bio companies, which are highlighted as future growth engines. The main innovation activities of the bio industry, which are focused on science and technology and expressed with high uncertainty, were analyzed, centering on human resources, technology cooperation, and investment promotion. As a result of the analysis, the biomedical industry in the metropolitan area was found to have a high proportion, and bio foods, bio-based chemicals, and energy industries in the non-metropolitan area, respectively. Moreover, the innovation activity performances differed between the two regions. In particular, the notable characteristics included human resources, investment promotion, and technical cooperation with medical institutions in the metropolitan area with a high proportion of biomedical industries, and technology personnel exchange and cooperation with private research institutions in the non-metropolitan area, which has a high proportion of bio foods, bio-based chemicals, and energy industries. This study is significant in that it is the first study to compare and analyze the performance of innovative activities based on the distribution of industries in the bio-industry, focusing on human resources, technology cooperation, and investment promotion. In addition, after investigating the distribution status and competitiveness of the domestic bio-industry by region, it will analyze the status and characteristics of the domestic bio-industry and present policy implications to implement relevant promotion policy more efficiently.

  • Research on virtual assets has been mainly interested in policy preparation or legislation for the introduction of virtual assets, or virtual asset operation technology, but this study presents investment factors that most asset investors consider important when making investment decisions. By doing so, we came up with research results that are practically helpful to virtual asset investors. According to the research results, (1) virtual asset investors consider business models such as marketability and competitive advantage of virtual assets as the most important factors, and (2) are highly interested in factors that can be objectively judged when investing in virtual assets. The results of this study suggest that a virtual asset trading market environment that can provide objective investment information and discover various judgment factors that enable virtual asset investors to objectively judge virtual assets should be prepared, and that virtual asset businesses using core technologies will continue to grow. This suggests that a variety of policy support is needed to enable this.

A Study on Productivity and Efficiency Comparative Analysis of Container Terminal (국내 항만배후단지 효율성 및 생산성 비교 분석)

  • Port distripark can activate more functions. It is adjacent to a port. However, domestic port distripark is still limited to support port because of the shortage of infrastructure facilities, government policy, and investment. Therefore, this study tried to investigate the operation status of domestic port distripark and derive policy implications by conducting DEA analysis and productivity analysis based on internal data of each port distripark. As a result of Data Envelopment analysis, it was found that the west port distripark of Gwangwang and the northern port distripark of Incheon were efficient in the warehouse industry while the northern port distripark of Incheon and the Ulsan 1 port distripark were efficient in the manufacturing industry. In addition, in the case of foreign investment productivity, the west side port distripark of Gwangyang and the stage 1 port distripark of Pyeongtaek Dangjin were found to be higher than the others. In the case of facility investment productivity, the port distripark on the west side of Gwangyang and the north side of Incheon had the highest productivity. Lastly, in the case of labor productivity, the north side of Incheon and Busan ungdong port distripark showed the highest productivity. These results imply that it is important to review handling item when picking up enterprises in the port distripark for enhancing efficiency, foreign investment, and facility investment. The number of employees is not directly affecting the productivity improvement.

A Study on the Critical Factors Affecting Investment Decision on TIPS (민간주도형 기술창업지원 팁스(TIPS) 투자의사 결정요인에 관한 연구)

  • The TIPS, a representative public-private cooperative project to revitalize the start-up ecosystem, is a government supported policy that promotes successful commercialization through various start-up support for technology-based startups. The purpose of this study is to analyze the investment decision factors of the TIPS program and to derive priorities. In order to achieve the research purpose, first, the investment decision factors were derived through literature analysis, a Delphi surveys were conducted on investors and experts participating in the evaluation of the TIPS program, and an AHP analysis was conducted on 20 VCs to empirically analyze the priority of factors on investment decisions. As a result of the analysis, the importance of critical factors was confirmed in the order of entrepreneurs(team) > market > product/service > finance > network. The importance of detailed factors was found in the order of entrepreneur's reliability and authenticity > market growth and scalability > team members' expertise and capabilities > adequacy of current market size > new market creation. This study presented the capabilities of technology-based startups preparing to participate in the TIPS program by deriving factors that influence investment decisions from an investor's perspective and comparing and analyzing the importance. It is also meaningful that basic data on determinants of private-led investment decision-making were presented to stake-holders such as venture capital, accelerator, and start-up support institutions.

Analysis on the Ripple and Investment Effect of Digital Bio-Healthcare Industry : Using Input-Output Tables 2019 (디지털바이오헬스케어(Digital Bio-Healthcare)산업의 파급효과 및 투자효과 분석 : 2019년 산업연관표를 중심으로)

  • The digital bio-healthcare industry is one of the three major fostering industries of the Korean Moon Jae-In government. The purpose of this study is to compare and analyze the ripple effect and investment effect in digital bio-healthcare industry. Analyzing the ripple effects of the digital bio-healthcare industry is very important to induce policies on industry and technology development. First, the research methods were reclassified into 33 industries in the standard industry classification and rewritten into 35 industry classification tables. Second, various trigger coefficients and ripple effects coefficients were rewritten by the analysis framework of the industrial association table. Third, we compared the ripple effects of related industries in the production, investment, value-added and jobs sectors of the digital bio-healthcare industry. Finally, in terms of investment effects, the effects of in-house and related industries were compared. The result of this study would be helpful in the establishment of industrial policy and technology development policy.

Efficiency Plan of Transportation Investment Appraisal System (국내 교통SOC 투자평가체계 효율화 방안)

  • Recently interest and concern about the effectiveness of the transportation investment policy have been increasing because lots of transportation projects reflected to the National Transportation Plan are suspended or delayed during pre-feasibility study. For instance, the criticism such as overlap and deficiency in consistency in appraisal system were aroused because of the waste of budget, time and man-power etc. This is because the Korea government adopted pre-feasibility study for the purpose of efficient use of national budget, but the methodology and the appraisal contents are similar to the existing feasibility study. Also, the feasibility appraisal study was adopted in 1999 for the purpose of establishing efficient transport networks but the feasibility study has been substituting the function which should be conducted by feasibility-appraisal study. In this study, by reviewing the current situation and the purport of introducing these policies, the understanding of these policies could be increased. Then, the plans for improving the efficiency of transportation appraisal system are suggested in the context of strengthening the connectivity between these policies. This study is expected to play an important role in increasing the rationality, consistency and efficiency of transportation investment policies.
