Indonesian Diplomacy in the Digital World

  • In the 21st century, the growing use of information and communication technologies (ICTs) and social media platforms has influenced our way of life, including international diplomacy. With the use of new interactive communication technologies such as WhatsApp, Twitter, Facebook, Instagram, video sharing website, blogs, and other social media networks, digital diplomacy has become an active diplomatic mode in modern society and plays an increasing important role in international relations. Although Indonesia has gradually realized the pivotal role of internet diplomacy and recently put it into practice, it is still lagging far behind. This paper will examine how Indonesia conducts its diplomacy in the new era of digital world. How far and in what ways does the Indonesian government make use of digital technology to conduct its diplomacy? What opportunities and challenges are confronted to develop digital diplomacy? How does it navigate diplomacy in the digital age? Unless Indonesia embraces new channels and methods of diplomacy, its foreign policy implementation may not run optimally to support its aim of attaining its objectives in the international stage.

  • The media environment is rapidly evolving to be tailored to viewers using personal mobile devices in accordance with technological evolution and changes in social structures. Broadcast media technology is also advancing to enable new services, including data casting, in various reception environments beyond the existing fixed environment and one-way audio/video content services. In addition, technologies to increase the transmission capacity to accommodate next-generation large-capacity media content as well as communication network utilization and convergence technologies are being developed to facilitate interactive services and expand the broadcasting coverage. We discuss the current status and future prospects in broadcasting technology for terrestrial and mobile communication systems and analyze broadcasting technology elements for upcoming media environments relying on generative artificial intelligence.

  • The technology convergence of television, communication, and computing devices enables the rich social and entertaining experience through Smart TV in personal living space. The powerful smart TV computing platform allows to provide various user interaction interfaces like IR remote control, web based control, body gesture based control, etc. The presently used smart TV interaction user control methods are not efficient and user-friendly to access different type of media content and services and strongly required advanced way to control and access to the smart TV with easy user interface. This paper propose the optical wireless communication (OWC) based remote controller design for Smart TV using smart device Flashlights. In this approach, the user smart device act as a remote controller with touch based interactive smart device application and transfer the user control interface data to smart TV trough Flashlight using visible light communication method. The smart TV built-in camera follows the optical camera communication (OCC) principle to decode data and control smart TV user access functions according. This proposed method is not harmful as radio frequency (RF) radiation does it on human health and very simple to use as well user does need to any gesture moves to control the smart TV.

  • As the utilization of chatbots grows and the AI market grows, many companies are interested. And everybody is spurring growth by offering chatbot build services so that they can create chatbots. This makes chatbots easier to service on the messenger platform, which is changing the existing application market. In this paper, we present a methodology for designing and implementing existing DB-based applications as instant messenger platform-based applications, and summarize what to consider in actual implementation to provide an optimal system structure. According to this methodology, we design and implement a chatbot that serves as an teaching advisor who provides information to the students in the curriculum. The implemented application objectively visualizes the user's desired information from the user's point of view and delivers it through the interactive interface quickly and intuitively. By implementing these services and real service, it is predicted that DB-based information providing applications will be implemented as chatbots and will be changed to bi-directional communication through an interactive interface. it is predicted that DB-based information providing applications will be implemented as chatbots and will be changed to bi-directional communication through an interactive interface. A Study on Risk Communication and Risk Perception in Environmental Problems (환경문제의 위해도 인식과 위해도 홍보 프로그램의 효과분석 -라돈과 다이옥신을 중심으로-)

  • Risk communication can be defined as the exchange of information about the nature, magnitude, significance, acceptability, and management of risk. The effect of risk communication on the perception and knowledge towards risk of environmental pollutants and it's related factors were investigated in this study. To investigate perception and knowledge of students and teachers towards risk of environmental pollutants, we conducted the survey using self-administrated questionnaire. The subjects were 574 for the first survey and 465 for the seconds survey from May to June, 2000. The main methods of transmission used in this study- through video tape, visual materials, question and answer, and participation in measuring pollutants - were not a one - way street. But an interactive process where information and opinions were exchanged among individuals, groups, and institutions. Environmental pollutants measured with participation of study subjects was Radon in the class room. The concentration of Radon was measured using E -PERM Device by installing it at each site for about 5 days. Subjects showed much interest in environmental pollution. Also, more than 98% of total subjects were perceived as Korea is seriously contaminated at present. By risk communication activity, risk perception of all subjects about Radon was increased, on the other hand, risk perception of Dioxin was decreased except for elementary student. Moreover, knowledge of all subjects about environmental risk was significantly increased (p =0.0001) and effort of reducing environmental pollution was more increased (p<0.05). There is need to further develop, refine, and integrate these approaches environmental risk communication study, there is an even more pressing need to accelerate the diffusion of environmental risk communication practice into government and organizations.

It will not be monologue communication but be interactive communication, that will make intelligence Infra, which could be able to communicate from the location of information is present to which is not present; and the multi-media which will be able to solve the technical problems of these communication; will be developed continually. In the genre of plastic art, there are no exception in these changedness. More developed and proceed to develope intermedia could be able of intercommunication. The more development of technology could be able to the more development of new plastic art. Furthermore the development of science make the genre of art to be changed. There are no exception of this changedness in any part of society, The art always has been guided by the person who has proceeding idea for new value. The 21st century plastic art will be in the procedure of the intercommunication. Human-being's concern is to communicate with Universe, and that will be multi-dimension$(4{\cdot}5{\cdot}6{\cdot}7{\cdots}dimension)$ communication beyond our usual recognition. To conjoin this, the possibility of cyber space expressing is going to be considered, and the way is being done by the development of the Media Art, which is able to go and back to the cyber-space. And the message will be so complicate beyond our recognition. Because we will need to communicate with various newly-built vocabulary, so we need to magnify the repertories of new vocabulary.

  • As the distribution rate of the Smart mobile increased, the software technology and ideas for the ubiquitous systems advanced day after day to establish an environment where the public can easily access and experience such technologies. The communication between an individual and the many became more convenient through the social network services (SNS) and the individuals started to attempt to communicate in various methods. The communication methods and techniques became more diverse and the media art pieces focusing on the communications among many also became more interesting. This study attempted to create a prototype of the visual communication media art through the indirect participation of one of the widespread SNS, Twitter, for the communication and also to suggest the direct and indirect communication routes among the humans. In addition, the use of the typography in the pieces also attempted to examine a new type of work that combines the SNS and media art while delivering the text messages.

  • Computer-based on-line communications help to exchange easily information for us. For this reason, on-line communication expands personal computer users'information availability and furnishes users with interactive communication capability. This research focused on the pattern the use of on-line communication and such individual-level factors that are believed to affect on the use of this technology as personal psychological traits and perceived usefulness of the technology. Data were collected from randomly selected samples out of registered college or office worker members of Korean on-line communication services such HiTel, Chollian, Nownuri, and Unitel. The result of the study showed that perceived usefulness of the on-line services affects the level of use most strongly. Individual psychological style was also related to some aspects of the use of on-line communication. Specifically, the more introvert the users, the higher was the level of use of on-line communication.

  • 본 논문은 사용할 수 있는 헤어스타일의 수가 제한되는 문제를 해결하기 위한 것으로, 상호대화식 매팅을 이용한 2D 가상 컬러 헤어스타일러에 관한 것이다. 사전에 준비된 그래픽 헤어스타일 외에도 원하는 헤어스타일을 보유한 2D 실사 영상으로부터 상호대화식 매팅 기술을 사용하여 헤어스타일을 분리 추출한 후, 영상 간 픽 앤 드롭(pick-and-drop) 방식으로 옮겨와 두상에 부착한 다음, 필요시 헤어스타일의 컬러도 자유롭게 변경할 수 있는 기능을 제공함으로써 저비용으로 활용 가능한 헤어스타일의 수를 증대시킬 수 있다. 이때 헤어스타일의 분리 추출은 사용자가 전경 객체의 개략적 윤곽을 그려줌에 따라 점증적으로 알파 매트를 계산하는 상호대화식 매팅 기술을 사용한다. 그리고 헤어스타일의 컬러 변경은 명도 차분 맵(intensity difference map)에 기반한 모발 컬러 매핑 기술을 사용한다. 제안된 방법은 직관적이고 편리한 상호대화식 사용자 인터페이스를 제공하기 때문에 작업자의 피로도를 경감시킴과 동시에 작업 시간을 단축할 수 있고 비숙련자도 간단한 사용자 입력을 통해 자연스러운 가상 헤어스타일을 생성할 수 있는 장점이다.

A Study on Characteristics of Storytelling by Fashion Film Categorization (패션 필름 유형에 따른 스토리텔링 특징 연구)

  • Fashion film has become a significant communication medium in the $21^{st}$ century. Fashion film, that tells unique quality stories, is a means of communicating brand value emotionally. To examine characteristics of storytelling according to types of fashion film, this study categorizes fashion film and investigates storytelling elements in terms of content, form, and communication. For methodology, a literature review was conducted to examine the concept of storytelling and types of fashion film storytelling. Empirical research was conducted on 32 fashion films from 2007 to recent years of 2017. Results are as follow. First, theatrical fashion film, based on linear narrative structure and closed-ending, is characterized content-based storytelling. Second, avant-garde fashion film, based on unconventional and experimental cinematic techniques, is characterized form-based storytelling. Finally, documentary fashion film that minimizes distortion and reproduces reality of designers' originality, refers to interactive communication-based storytelling which using digital technologies.
