Production of Digital Climate Maps with 1km resolution over Korean Peninsula using Statistical Downscaling Model (통계적 상세화 모형을 활용한 한반도 1km 농업용 전자기후도 제작)

  • In this study, digital climate maps with high-resolution (1km, daily) for the period of 1981 to 2020 were produced for the use as reference data within the procedures for statistical downscaling of climate change scenarios. Grid data for the six climate variables including maximum temperature, minimum temperature, precipitation, wind speed, relative humidity, solar radiation was created over Korean Peninsula using statistical downscaling model, so-called IGISRM (Improved GIS-based Regression Model), using global reanalysis data and in-situ observation. The digital climate data reflects topographical effects well in terms of representing general behaviors of observation. In terms of Correlation Coefficient, Slope of scatter plot, and Normalized Root Mean Square Error, temperature-related variables showed satisfactory performance while the other variables showed relatively lower reproducibility performance. These digital climate maps based on observation will be used to downscale future climate change scenario data as well as to get the information of gridded agricultural weather data over the whole Korean Peninsula including North Korea.

A Study on Data Management Systems for Spatial Assessments of Road Visibilities at Night (야간도로 시인성에 대한 공간적 평가를 위한 자료관리체계 연구)

  • Visibility of the road influence the safe driving because it recognizes the obstacle on the road. In this paper, we propose a mobile data acquisition and processing system for evaluating road visibility at night. And it was converted efficiently with mobile images and archived for spatial analysis of road-visibilities at night. This was applied to the following techniques to the system. Low-power computing units, open an image processing library, GPU-based acceleration techniques and document database techniques, etc. And converting the RGB image to the YUV color system, which was integrated the brightness component and the spatial information. High performance Android devices were used to collect brightness data on roads and it was confirmed whether this prototype was to determine the spatial distribution of such acquisition and management systems for spatial-assessments of road visibility at night.

Exploring the Spatial Relationships between Environmental Equity and Urban Quality of Life (환경적 형평성과 도시 삶의 질의 공간적 관계에 대한 탐색)

  • Although ordinary least squares (OLS) regression analysis can be used to examine the spatial relationships between environmental equity and urban quality of life, this global method may mask the local variations in the relationships between them. These geographical variations can not be captured without using local methods. In this context, this paper explores the spatially varying relationships between environmental equity and urban quality of life across the Atlanta metropolitan area by geographically weighted regression (GWR), a local method. Environmental equity and urban quality of life were quantified with an integrated approach of GIS and remote sensing. Results show that generally, there is a negatively significant relationship between them over the Atlanta metropolitan area. The results also suggest that the relationships between environmental equity and urban quality of life vary significantly over space and the GWR (local) model is a significant improvement on the OLS (global) model for the Atlanta metropolitan area.

  • The mixed rural city is adjusting to change by urbanization. The recent landcover change in mixed rural city is an important factor that changes structure and function of regional ecosystem. Landscape ecology is an integrated ecology widely available for environmental science such as nature conservation and sustainable land-use planning. As the concern about environmental quality rises, many studies are trying to create and conservate for biotop. The creation of biotop is related to the plan and management of the effective landuse because the important factor to change the structure and function of ecological area in the country. This study was carried out to establish the foundation of the landuse plan to analyze the change of landuse and to plan the scheme in creating biotop and landuse. We used the approach of ecological landscape and using landscape indices with RS(Remote Sensing) and GIS(Geographic Information System) technology, spatio-temporal variations of areas and distribution of forest patches were examined in the Sunghwan in Chonan from 1985 to 1996. A result of this study showed that the area of forest and paddy decreased by urban sprawl. The size of patch in the forest and agriculture had been smaller and irregular form, heterogeneity of size of forest and agriculture patches within sub-basin was increased, pattern of forest and agriculture patches decreased the corridor and network from 1985 to 1996.

  • The National Disaster Management Research Institute(NDMI) has been developed technologies for disaster management applicability as well as disaster monitoring and damage analysis based on various earth observation platforms such as satellites, drones, and disaster field investigation vehicles. In this special issue, recent research results related to the disaster site investigation, satellite-based disaster management technology, and disaster information analysis using GIS conducted by NDMI are described in detail. Based on such achievements in the research of earth observation, we will continue to make efforts to improve the integrated national disaster investigation, analysis, and monitoring technology by connecting with the existing geo-spatial information service technology and various information collected at the disaster site.

  • Based on the 'Government 3.0', the government opens the public data and encourages the active use in the private sector. Recently, the spatial and statistical information that is one of the public data is being widely used in the various web business as a high value-added information. In this study, we propose an architecture of high-availability, high-reliability and high-performance open platform which can provide a variety of services such as searching, analysis, data mining, and thematic mapping. In particular, we present two different system architectures for the government and the public services, by reflecting the importance of the information security and the respective utilization in the private and public sectors. We also compared a variety of server architecture configurations such as a clustered server configuration, a cloud-based virtual server configuration, and a CDN server configuration, in order to design a cost- and performance-effective spatial-statistical information open platform.

  • According to a long-term master plan for the implementing of MOMAF's marine environmental informatization, we have developed marine environment portal web site which consists of 7 main-menu and 39 sub-menu including various types of contents (text, image and multimedia) based on RDBMS. This portal site was opened in Oct., 2002 (http://www.meps.info). Also, for the national institutions' distributed DB which is archived and managed respectively the marine chemical data and biological data, the integrated retrieval system was developed. This system is meaningful for the making collaborative use of real data and could be applied for data mining, marine research, marine environmental GIS and making-decisions.

  • The altitude criteria of 'Management of Mountains District Act' and 'National Land Planning and Utilization Act' are different because the adaptive reuse permissions on mountains district by two acts have been operated individually and each criteria has some problems for application. This study aims to suggest proposals for improvements of altitude criteria by two acts. The altitude criteria of the duel legal systems were researched by literature review and inherent issues were derived by interview with public officers and GIS tools applied to cases. The results are as follows : First, duel criteria systems need to be integrated based on the format by 'Management of Mountains District Act'. Second, the criteria index(50/100) by 'Management of Mountains District Act' need to be adjusted due to the preserved area ratio in mountains district and the each definition of 'the peak point of the mountain' and 'the tail of the mountain' can be changed as 'the highest point within the same slope(including ridge)' and as 'the average of the highest and the lowest point on boundary between the mountain district and the other land use district'. Third, the method of slope division may be determined by the conditions of local areas and the discrepancy between the two slopes in common boundaries must be adjusted. Finally, the maps containing preservation areas and development areas need to be notified.

Development of an Emissions Processing System for Climate Scenario Inventories to Support Global and Asian Air Quality Modeling Studies

  • Climate change is an important issue, with many researches examining not only future climatic conditions, but also the interaction of climate and air quality. In this study, a new version of the emissions processing software tool - Python-based PRocessing Operator for Climate and Emission Scenarios (PROCES) - was developed to support climate and atmospheric chemistry modeling studies. PROCES was designed to cover global and regional scale modeling domains, which correspond to GEOS-Chem and CMAQ/CAMx models, respectively. This tool comprises of one main system and two units of external software. One of the external software units for this processing system was developed using the GIS commercial program, which was used to create spatial allocation profiles as an auxiliary database. The SMOKE-Asia emissions modeling system was linked to the main system as an external software, to create model-ready emissions for regional scale air quality modeling. The main system was coded in Python version 2.7, which includes several functions allowing general emissions processing steps, such as emissions interpolation, spatial allocation and chemical speciation, to create model-ready emissions and auxiliary inputs of SMOKE-Asia, as well as user-friendly functions related to emissions analysis, such as verification and visualization. Due to its flexible software architecture, PROCES can be applied to any pregridded emission data, as well as regional inventories. The application results of our new tool for global and regional (East Asia) scale modeling domain under RCP scenario for the years 1995-2006, 2015-2025, and 2040-2055 was quantitatively in good agreement with the reference data of RCPs.

A Study on the Performance Analysis of Environment Geographic Information System using the IT BSC Methodology (IT BSC 분석방법론을 이용한 환경지리정보체계(EGIS) 성과분석 연구)

  • The primary purpose of this study is firstly, to ascertain the suitability of the IT BSC (balanced scorecard) methodology for the performance analysis of EGIS(environment geographic information system), secondly, to analyze the outcome of EGIS using the methodology, and finally to present guidelines for effectively managing the performance of EGIS. This study has rebuilt the IT BSC methodology based on the previous study on the performance analysis of GIS and EGIS whose performance over the past five years has been evaluated. According to the analysis, the integrated performance is estimated at 105.3 points. This figure indicates that the cumulative performance of EGIS is more than the baseline of goal, 100.0 points. The feature of this study is to develop a new methodology suitable for the EGIS performance analysis and to evaluate and quantify the total performance of EGIS objectively through the application of the new methodology.
