The value of Big-Data which is a main factor of the fourth Industrial Revolution enhances industrial productivity in private sector and provides administrative services for nations and corporates in public sector. ICT-developed countries are coming up with Big-Data application in public sector rapidly. Especially, when it comes to social crisis management, they are equipped with pre-forcasting system. Korean Government also emphasizes Big-Data application in public sector for the social crisis management. But the reality where the overall infrastructure vulnerability reveals requires preparation and operation of measurement for social problems. Accordingly, we need to analyze Big-Data application problem and benchmark the precedented cases, thereby, direct policy diversity. Hence, this paper proposes the roles and rules of E-government analyzing problems from Big-Data application. The following policy proposes open Information and legal&institutional improvement, Big-Data service considerations threatening privacy issues in Big-Data ecosystem, necessity of operational and analytical technology for Big-Data and related technology in technical implication of Big-Data.

Global governments and initiatives have attempted and integrated various organizational efforts to implement the 17 Sustainable Development Goals (SDGs), presenting a new paradigm of sustainable development to address global issues (climate change, poverty eradication, and human rights). Recently, investment in sustainable finance has expanded to finance the attainment of goals set out in the Paris Agreement and SDGs. Non-financial factors such as environment, social responsibility, and governance (ESG) have become intangible assets that determine the future competitiveness and profitability of companies. Domestic and foreign institutional investors and asset management companies have been expanding their investments based on the ESG performance of companies. In this study, we aim to derive international standards and initiatives that require disclosure of information on corporate social responsibility activities and ESG performance and analyze construction companies' ESG activities and performance levels. The results of this study can be used as the basis to develop platforms for the construction industry ESG ecosystem and the measurement and management of intangible assets. These could ultimately contribute to overcoming the crisis in the future due to the outbreak of the COVID-19 pandemic, fostering net-zero emissions, and preventing fatal workplace accidents in the construction industry.

As global economic conditions are getting uneasy and polarization of our economy is intensified, the economic sentiment of small businesses is still low and unstable. The collapse of worldwide banking systems due to sub prime crisis in 2007 became the catalyst that shakes financial industries in each country in the world; the most sentiment people, small businesspersons, also have hard time facing survival way out, facing a great crisis. All organizing powers including manufactures, wholesales and retails are being gradually greater in mutual relations and dependence, and unstable factors about risks are also increasing. For exterior environmental and physical risk factors which cannot make small businesses survive themselves by developing ways out are eventually increasing, those who cannot cope with these factors face a great crisis. Although the government tries hard to overcome this situation conducting many ways, the effect does not continue. It is the real state that independent business markets including overall employment and establishing business have vicious cycle that they cannot be improved, due to increase of employment centered on short-term labors which lack durability in creation of employment and decline of household income. Recently, growth shows indication of slowdown because of multinational risk factors including financial crisis in each country in Europe, the death of Kim Jung-il, relationship with North Korea, and unstability of war situation in the Middle East Asia. Experts expect that growth rate will be about 4%, and independent business that ordinary people feel is still gloomy. It's reality that there is no adequate alternative for lack of jobs, unstable employment and a means of living after retirement. Also, the fact that large companies enter the market which is narrow and in the excessive competition should be an environmental factor that makes the situation worse. The business concept, a franchise, is the part we should think about whether it is the institutional solution that can guarantee independent businessmen stable life. Major companies are frightfully entering the market today, breaking the barrier to entry and shouting of a win-win with independent businesses. It's the small businesspersons who go through painful domestic recession, cannot predict the future and manage confusing and unstable independent business. It's very important to restore the domestic economy through wisely boosting consumption as soon as possible. It's also important to lead the situation by gathering powers of the government and related organizations, agonizing, suggesting solutions, and establishing accurate directions. The purpose of this study, therefore, is to suggest ways to strengthen competitiveness of small businesspersons by examining small business support policies which are currently implemented.

This study examines the assessment systems of LEED v4.1, an eco-friendly building evaluation system in the United States, and SITE v2, an assessment system for sustainable outdoor spaces, and then compares and examines them from the perspective ofrelevant laws and institutional guidelines and standards in Korea. The conclusion is as follows. First, the US eco-friendly certification system basically not only establishes an independent evaluation system according to the field of expertise, but also provides a sustainable city and community through response to the climate crisis and the comfort of the external space environment. It can be evaluated that securing the quality of life of healthy and happy city dwellers is the top priority. Second, Korea's Green Building Certification System (G-LEED) was basically based on the American LEED system, but it was judged that there was a fundamental difference. It was judged that there is a limitation in not being able to achieve an integrated approach through the participation of various expert groups and stakeholders, but also in the accumulation of more scientific and reliable data and information through the application of cutting-edge information and communication equipment. Third, in the case of external space in Korea, a sustainable assessment system has not been established, and not only is it dispersed in various legal and institutional guidelines, but also its effectiveness is judged to be very low. Therefore, it is judged that it is urgent to introduce and secure the applicability of SITES v2, a sustainable outdoor space assessment system in the United States. It was judged that the effectiveness should be secured through the upward adjustment of the minimum Ecological Area Ratio.

Studying abroad in and of itself should be a unique and transformational learning experience for university students. Too often, "study abroad" is a code word for "faculty vacation" or "easy credit hours". For an international learning experience to be truly transformational it must offer an intense and directed program that maximizes the time the student spends in the accumulation of information that is new or different from what the student has "learned" previously. "Study abroad" may be a misnomer because it is not only about studying in another country or culture, that is, taking courses that usually have an attendance time of a few hours a week, but it is also about living in another country which becomes a 24/7 learning experience. Providing these programs during the Covid-19 pandemic has been a keen opportunity for institutional learning. When this immersion in foreign culture is combined with academic rigor applied to a student's chosen field of study the growth can be exponential. So, what is the relationship between academic and personal growth? The National Association for Study Abroad has found that "students who have studied abroad are better able to work with people from other countries, understand the complexity of global issues, and have greater intercultural learning. One study found that students returned from their study abroad experiences more tolerant and less fearful of other countries, but with a greater sense of nationalism-a phenomenon they called 'enlightened nationalism'." It is often said that "you only really learn to appreciate things that are important to you when they are gone, when you miss them." The international learning environment can provide this opportunity. The restrictions on various societies in the past two years due to the international Covid pandemic have provided existing study abroad programs with a true testing ground for the validity of their programs. At the end of the day, American colleges and universities are not helpless in the face of these developments. A lot depends on how a university positions itself for a future based on the uncertainties of the past. As Winston Churchill was working to form the United Nations after WWII, he famously said, "Never let a good crisis go to waste". In another context, Churchill's insight on human nature can also be applied to the coming semesters and years as studying abroad rebounds. What new strategies will be developed and maintained? Institutional commitment without fear will be necessary to assure that "studying abroad" will continue to develop as a truly unique and transformational learning experience.

The recent global economic crisis and intensifying competition among Northeast Asian neighbors, China and Japan are changing in the foreign policy coarse of growth uncertainty, the domestic enterprise's growth power is faced serious limitations, Therefore, it's increasing that making new growth engines for the creative economy in order to achieve sustainable growth and continue to lead the Global Trade and human resources development and training needs for social entrepreneurship through the creation usually related to human resources. However, the creation of institutional entrepreneurship support system based on the fusion construct and cultured creativity through entrepreneurship education, such as mental challenges proactively apply the various ordinary area and several temporal spatial constraints can be utilized. There follows are in this study and time to entrepreneurship education without restrictions in place were the impact of the most important elements are enterpreneurship in the online entrepreneurship education and entrepreneurship. As the result of analysis, online learning environment have a positive impact on entrepreneurship. I hope that a global powerhouse through youth entrepreneurship would like to contribute IT power nation.

This study analyzes how capital market comovement can affect investors' decision making. We first analyze time-varying correlation coefficient between stock indices of U.S.A. and Korea. and then, using our empirical results, attempt to draw implications on investors' behavior. We find that the tendency of comovement between Korea and U.S.A. equity returns has considerably increased after the financial crisis of late 1997. Through the analysis of investors' behavior, we find that foreign investors, contrary to ITC's (Investment Trust Company) and individual investors, buy more shares in Korean markets as American stock prices go up. Foreign investors employ dynamic hedging strategy and give more weight on global economic factors than domestic ones. Our empirical results as a whole imply that investment behavior of foreign investors is most closely related to comovement of U.S.A. and Korea capital markets.

This study is to actively respond to changes in terms of age, it was to find a possible way to realize the effective application of research to expand the civilian use of resources in the defense sector. Utilization of civil resources were first introduced by the previous government institutions to be applied to the military, our country, the use of private resources began with the 1948 case of a consignment of rubbish. In particular, in the process of overcoming the economic crisis IMF 1990s the government increased its advantage in the public service sector while introducing elements of civil to the public sector. Meanwhile, the Pentagon was promoting policies that foster and promote the civil sector in defense of "defense reform law" in terms of the advancement of military operations. The results of the work carried establish schemes for the civil use of resources, which can be protected by legal and institutional supplement, it is determined that you need a dedicated organization for the construction of projects.

In korea, the infantile abandonment is increasing recently. In this situation, present study aims to analyze german "confidential birth service"(vertrauliche Geburt) and to find out implications for korean practice. the results of the study are as follows. "confidential birthservice" is centered on pregnancy counseling center. Through this service, pregnant women in crisis are assured of their anonymity and can safely bring baby into the world. After the child is 16 years old, they can learn about personal information of their biological mother. These "confidential birth service" has received positive evaluation in terms of accessibility, sustainability and reliability of services, linkage and cooperation among agencies, quality of counseling and publicity. Implication for Korean pratice include the provision of legal and institutional devices for "confidential birth services", the establishment of implementing agencies, cooperation with related organizations, and the strengthening of the capacity of practitioners, as well as suggestions in the field of counseling and public relations.

Terrorism is a serious problem in that it can infringe on a broad range of legal interests, from individual legal interests to national legal interests. And if these legal values are damaged, it is very unlikely that they will be restored to their original state. Therefore, it is necessary to recognize the importance of preventive activities as well as institutional improvement and alternative policies. The role of the criminal justice authority is of paramount importance in ensuring proactive action and procedural legitimacy. It would be meaningful to look at their perception about terrorism before specific procedures and legal approaches are taken. A Study is related terrorism awareness of police officers - focused on 'Comprehensive Emergency Management Model'. Four phases of Comprehensive Emergency Management Model: mitigation, preparedness, response, and recovery.
