The objective of this paper is to develop an evaluation model for pilot informatization projects. There are relatively many researches on evaluation models for information systems. These previous researches, however, lack of comprehensive view of informatization Projects and pilot systems. We apply and test a hybrid evaluation model for to measure the success of pilot informatization projects. A user satisfaction model has been used and hypotheses are developed to find relationships of evaluation factors. The hypotheses have been tested with 51 user surveys. The result of this research can give an insight for the evaluation of pilot informatization projects.

Government-driven informatization support projects for small and medium companies turn into collaborative information technology alliances between mother companies and their suppliers. These collaboration efforts are driven by a mother company that can influence and support its suppliers. A mother company establishes a proprietary evaluation system for suppliers' informatization level and enforces the suppliers to use their ERP (Enterprise Resource Planning) systems above a certain level. This paper presents a Samsung Electronics case to find determinant factors for ERP system usage level. This case study aims at providing long-term strategies for the collaboration project and helping the suppliers effectively pursue their informatization projects. Furthermore, the case study will reveal issues and tasks for the mother companies to accomplish sustainable success for their suppliers' informatization.

Over the past ten years, a new knowledge-based information society is coming up with a new paradigm shifted from the Industrial Society. According to this paradigm, Korea's policies of informatization on public administration affairs are shaped and promoted by several responsible bodies, including the Ministry of Government administration and Home affairs, the National Computerization Agency, as well as central and local Governments. But most informatization actions, especially standard information system projects, have done separately by the Ministries of central government. Besides, because of the absence of informatization strategy in local governments such as cities, counties, etc., they pursue separately various informatization projects on administration affairs by divisions. It is a critical problem not to manage systematic and unified promotion of information systems policies on administration affairs in local government. As an initial attempt to tackle the problem listed above, by introducing systems thinking this paper puts an effort to find some tentative answers to solve the problem possibly raised about the impact by Standard Information System Policy on which little research has been conducted so far. The findings presented in the paper would perhaps provide some ideas and directions for further study.

국토해양부는 21세기 지식 정보화 사회에 적극적으로 대응하고 건설사업을 효율적으로 추진하여 건설산업의 생산성을 향상시키고 건설사업관리를 효율적으로 하기위해 건설CALS(Construction Continuous Acquisition & Life-cycle Support)사업을 추진하고 있다. 국토해양부 발주사업에 비교적 성공적으로 적용하고 있지만 건설CALS의 성과는 체계적으로 파악된 바가 없으며 게다가 타 SOC정보화사업과 비교하여 그 수준이 어느 정도인지 알 수가 없는 실정이다. 이에 본 연구에서는 선행연구에서 제시한 평가지표를 사용하여 건설 CALS의 정보화수준을 측정하고 이를 타 건설부문과 비교하여 건설CALS의 현 수준을 객관적이고 체계적으로 파악하였다. 평가는 정보화기반(네트워크, 하드웨어, 표준화, 데이터, 정보화, 정보보호), 정보화이용(정보 활용도, 정보기술도입효과), 정보화지원(정보화목표, 정보화조직, 정보화예산, 정보화 교육)의 세 개 분야에서 수행하였으며, 이를 '기업정보화 수준평가', '중소기업 정보화 수준평가', 'IICI(informatization Index for the Construction Industry)'와 비교하였다. 비교결과를 가지고 각각의 영역별로 우수한 인자와 열등한 인자를 추출하였다. 이 연구결과는 건설CALS의 정보화수준을 체계적으로 파악하여 향후 예산수립시 배분의 우선순위를 결정하는데 유용하게 활용될 수 있을 것이라 생각된다.

정보화 분야는 상대적으로 투자 성과를 가시화하기 제한되는 특성을 가진 바, 정보화 추진 성과에 대한 보다 정량적이고 체계적인 검증 노력이 요구된다. 이에 정부에서는 정보화평가 제도를 지속적으로 확대하고 강화시켜왔으며, 국방부에서도 이러한 정부 기조에 맞추어 정보화평가 제도를 발전시켜왔다. 이러한 배경 하에 2011년 제정된 국방정보화법에서는 정책평가 제도를 통하여 국방정보화정책에 대한 시행 여부를 점검하고 그 성과를 관리하도록 명시하고 있다. 하지만 국방정보화 정책평가는 법제화 직후 한 차례 시범평가 실시 이후 시행되지 못하고 있어 제도의 정상적 운영과 더불어, 평가제도 개선 노력이 필요한 상태이다. 이에 본 연구에서는 국방정보화 정책평가 제도의 안착과 지속적인 발전을 위하여 '14~'28 국방정보화기본계획서상의 31개 정책에 대한 평가를 실시하였다. 이를 위해 국방정보화평가 수행을 위한 평가 제도를 개선하여 제반여건을 정비하였고, 현재 부재한 정책별 성과목표와 지표를 수립할 수 있도록 지원도구를 개발하였다. 그리고 평가단을 구성하여 정책별 평가를 수행하고, 정책평가 수행과정에서의 문제점과 시사점을 분석함으로써 국방정보화 정책평가제도의 실효성 제고를 위한 정책제언을 제시하였다. 본 연구의 정책평가 수행과정과 제시한 정책제언은 국방정보화 분야 뿐 아니라 공공분야 정보화 추진 정책에 대한 성과 관리 측면에서 유의미한 사례연구가 될 것으로 판단된다.

본 연구에서는 우리나라 차세대 전자정부 추진 목표로 완전 통합 단계의 달성을 상정하고, 그 방안으로 국가정보기술원의 역할모형을 제시하였다. 국가정보기술원은 정부가 추진하는 모든 정보화사업이 일관성 있고, 효율적으로 진행될 수 있도록, 국가정보화에 필요한 전반적인 기능들을 섭렵하여 지원하는 전담기관으로, 정보화기획, 정보화사업관리, 정보자원 운영, 국가표준관리, 감리 및 평가 등의 기능을 수행한다. 본 연구에서 제시된 국가정보기술원의 역할 모형은 정부의 정보자원 관리운용체계를 혁신하고, 유지하는데 필요한 기능을 충분히 수행할 수 있을 것으로 기대된다.

4차 산업혁명의 본격화로 지능정보기술의 혁신적 발전·활용 확대와 함께 행정서비스에 대한 질적 개선과 수요가 급증하면서 정부는 조직의 운영, 업무처리, 의사결정, 행정서비스 등 기존 전자정부 운영의 디지털 혁신을 통한 '디지털플랫폼 정부 구축'을 본격화하고 있다. 지방자치단체 역시 디지털 기반의 애자일(Agile) 정부 구축을 핵심 전략으로 추진함에 따라 본연구에서는 지능정보화를 통한 디지털 전환 정책 및 사업을 뒷받침할 광역·기초자치단체의 정보화 전문인력 운영 실태를 조사·분석함으로써 성공적인 디지털 전환을 위한 인적자원 규모 확대의 필요성과 시사점을 도출하였으며 신규 인력을 확보하는 과정에서 역량과 전문성을 제고하기 위한 두 가지 방안을 제시하였다.

기업과 같은 영리조직뿐만 아니라 비영리조직인 국가기관들도 조직의 경쟁력 강화를 위한 경영혁신의 일환으로 성과평가를 실시하고 있으며 도출된 성과평가 결과를 조직의 예산과 인사에 반영하고 있다. 이에 본 연구는 향후 국립중앙도서관 정보화사업의 효율적 수행과 성과 제고를 위하여 성과지표 모형을 도출하고 도출된 성과지표를 기반으로 정보화사업을 평가하였다. 연구결과 도서관 정보시스템 운영, 디지털 정보자원 확충, 장애인 대체자료 공동활용 체계구축 사업별 2개의 관점에 따라 총 12개의 지표를 선정하였으며, 성과평가 및 중요도-만족도 분석(IPA: Importance-Performance Analysis) 결과를 기초로 개선방안을 제시하였다.

본 연구는 최근에 개정된 국토공간계획체계에서 요구되는 각종 제도 시행에 필요한 기초정보의 통합 및 연계화 방안에 대해 논의하고 있다. 국토의 효율적인 이용과 관리를 위해서는 다양한 국토공간관련 기초정보가 필요하다. 이를 위해 현재 많은 국토 정보화사업이 공공부문에서 추진되고 있다. 그러나 그동안의 국토정보화사업은 주로 단위사업별로 추진되어 각 사업간에 데이터테이스 공유나 정보시스템간의 연계가 이루어지지 않아, 유사한 정보가 중복해서 조사되거나 막대한 예산과 인력을 투입한 정보가 제대로 활용되지 못하고 사장되는 경우가 많았다. 따라서 본 연구는 국토공간계획체계내에 기초정보를 통합하고 연계하는 방안을 제시하여 이를 바탕으로 계획적 국토이용과 친환경적 국토관리로 나아가는 초석이 되고자 한다.

The Republic of Korea has made major strides in Information and Communication Technology (ICT) over the last five decades. After going through continuous efforts in e-Government and national informatization, Korea has become one of the global E-government leaders. Korea's E-government Development Index ranking assessed by the United Nations improved from 15th in 2001 to the top in 2010 and 2012 out of 192 countries worldwide, and its E-participation Index ranking was also ranked 1st in 2010& 2012. In addition, many of Korea's E-government practices until now have been introduced to the world as the best cases and received worldwide acknowledgement. The importance of official development aid/assistance (ODA) through informatization is especially gaining attention as Korea has joined the OECD Development Assistance Committee (DAC) and its status has significantly improved within international organizations. The Korean government has selected countries that have high potential in trade, economic, and E-government cooperation or those that are selected as ODA priority countries by the international community and has carried out various activities including ICT consultation, ICT Cooperation Center operation, and ICT learning programs. With joining the OECD DAC, Korea's overseas aid projects are expected to increase and be carried out in a more systematic manner. Also in the area of informatization, the importance of not only the overseas aid 'in ICT' itself but also the overseas aid 'through ICT' is increasing along with the expanding scale for more efficient and influential support. The Korean government's comprehensive reach of international projects in the ICT arena, aims to foster the global partnership for development by sharing and expanding the benefits of ICTs. The Korean government recognizes its advances and has endeavored to share them with others through participation in international forums and hosting of workshops.
