A Study on Designing and Developing Guidelines for Evaluation of Web Oral History Archives Information System (웹 구술사료(口述史料) 아카이브 정보시스템의설계 및 평가용 가이드라인 개발에 관한 연구)

  • This study discussed on production, procedures of collection, accessibility, copyright of archival records for designing oral history archive information system, and aimed to suggest practical standards by developing guidelines for evaluation and building of web oral history archives. For this, based on evaluation framework, guidelines for evaluation designed by researchers were applied to five domestic and foreign web oral history archives as case study analysis. Base on the results of the analysis, some possible suggestions were made for building successful web oral history archive information system in Korea.

  • The 129 public institutions in Korea are subject to Information Security Management Condition Evaluation (ISMCE) as a part of the government management evaluation system by the Ministry of Economy and Finance. ISMCE is started in 2006 with the central government institutions, and applied to the all public institutions in 2009. This evaluation is annually conducted by the National Intelligence Service through the site visits, and the number of the evaluated institutions is increasing year by year. However, the process of ISMCE - identifying existing vulnerabilities in the information system - is conducted manually. To improve this inconvenience, this paper introduces the various evaluation system in the major countries, especially in the United States, and analyzes the Security Content Automation Protocol (SCAP) by NIST. SCAP is automation protocol for the system vulnerability management (in technical fields) and security policy compliance evaluation. Based on SCAP, this paper suggests an improvement plan for the ISMCE of Korea.

  • Recently, there are great variations on concepts and rolls of information system as the radical growth in information technology. A systematic MIS evaluation is requested for effective management and operation of information system. Although many researches on MIS evaluation have been progressed, the evaluation of the user satisfaction is limited by evaluating from the each system's result because of the diversity of view points and inclusion of MIS introduction. Therefore, in this paper, a conceptual framework is suggested to evaluate MIS synthetically that is changed by the result of existing MIS evaluation. So to speak, a new evaluation framework is suggested by synthesizing various view points and evaluation method that suggested from the existing MIS evaluation such as user satisfaction of results as the introduction of MIS and the satisfaction of variation of entire organization.

  • Recently, an evaluation for information system performance analysis an investment effect quantitatively and qualitatively. So various performance evaluation methods are applied to overcome a limitation which is based on traditional investment returns. However a performance evaluation in public service only derives that a result which is qualitatively evaluated about evaluation domain is yes or no, the performance evaluation does not improve in quality of information system. So in this paper we improve existing performance evaluation methods in public service and add a quality evaluation and quantitative evaluation in the methods. Therefore we propose an integrated evaluation model which guarantees objectivity and reliability of evaluation result and which improves an information system. We consider a project object of an Administration Information DB Construction Project which is promoted in information-oriented project and derive an evaluation result which is applied reflection ratio and weight in each evaluation domain to show a validity of the proposed model.

Study on the pronunciation correction in English Learning (영어 학습 시의 발성 교정 기술에 관한 연구)

  • In this paper, we implement an elementary system to correct accent, pronunciation, and intonation in English spoken by non-native English speakers. In case of the accent evaluation, energy and pitch information are used to find stressed syllables, and then we extract the segment information of input patterns using a dynamic time warping method to discriminate and evaluate accent position. For the pronunciation evaluation. we utilize the segment information using the same algorithm as in accent evaluation and calculate the spectral distance measure for each phoneme between input and reference. For the intonation evaluation. we propose nine pattern of slope to estimate pitch contour, then we grade test sentences by accumulated error obtained by the distance measure and estimated slope. Our result shows that 98 percent of accent and 71 percent of pronunciation evaluation agree with perceptual measure. As the result of the intonation evaluation. system represent the similar order of grade for the four sentences having different intonation patterns compared with perceptual evaluation.

  • One of the most important concepts in the 7th curriculum of Korea is the student-centered education. Since educational evaluation has significant influence on the whole curriculum, if we realize the importance of the student-center education on the curriculum we should establish the student-centered educational evaluation system. Educational evaluation is defined by the theory of information to permit information users to identify, to measure, to manipulate and to communicate useful educational information concerning an educational curriculum for making decisions. If we accept the above definitions, the demands of information users are significant in the light of conceptual framework of educational evaluation. The purpose of this study is to analyze the conceptual framework of educational evaluation from information users' perspectives and to investigate the qualitative characteristics which satisfy information users' need for making decisions. We also show that students aren't provided sufficient evaluation results information to decide for their study plans by analyzing an evaluation study of the 7th primary curriculum. Finally, this study suggests how to improve an evaluation system for students in mathematics.

  • Recently, as smartphones are quickly spread to the general public, there are making a difference for use of information and communication methods. In this paper, mobile-based Performance Evaluation Management System(PEMS) that can make middle and high school teachers efficiently manage tasks of performance evaluation was implemented. That were applied to the performance evaluation of teachers. As a result, the tasks of teachers in the performance evaluation was reduced and teachers are able to concentrate on the guidance for students.

  • In this paper an architecture for 3D audio core algorithm evaluation database system. Due to increase of 3D audio system through multimedia device, an evaluation system is required for evaluating the 3D core algorithms for developing 3D audio system. Conventional evaluation systems have some problems. Researchers have to learn usage of evaluation system, in addition it is inefficient to use and search audio sources because audio sources are not indexed in general. To solve these problems, we design the architecture of 3D audio core algorithm evaluation database system enabling to automatically evaluate core algorithms using database management system. Also we define XML metadata scheme for information of saved audio source in database. This approach allows improving efficiency of search audio source and use of audio database.

  • Purpose: The purpose of this study is to build a model for the meta - evaluation of the national infrastructure system and to improve the evaluation system of the national infrastructure system using the model. Method: For the study, the disaster-related laws and regulations, the evaluation report of the national infrastructure system published by the government, the guideline for the establishment of the national infrastructure protection plan, the meta-evaluation previous research data, To analyze the actual state of the evaluation. Results: Among the indices of evaluation of the current national infrastructure system, the supplementary requirements were derived from seven indicators such as appropriateness of education and training plan and implementation of disaster response, evaluation and communication with stakeholders, and evaluation committee training time. Conclusion: It is expected that the improvement plan derived from this study can be used to improve the evaluation index of the national infrastructure system.

  • Performance evaluation is essential for the successful management and operation of MIS. The more MIS grows and relevant investment enlarges, the more performance evaluation grows in importance. However, MIS managers as well as top management still have difficulty in evaluating the performance of MIS. This arises from various reasons, such as the specialty of MIS, diversified influences of MIS, multidimensionality of evaluation items, and the difference between evaluation levels. In this paper, MIS is understood in a broad sense. MIS's scope is of a very wide range from each application system to system innovation view. The MIS should support the firm's objectives, and, consequently, MIS evaluation should be implemented at corporate level, not merely at application system level. The most critical problem of MIS evaluation is that a systematic frame covering various viewpoints and factors of MIS evaluation does not exist. Not a single measure covers all aspects of MIS evaluation. To help resolve this problem, this paper proposes an hierarchical approach for practical use that includes most aspects of evaluation approaches from previous studies, and, furthermore, emphasizes the evaluation of strategic aspects of MIS.
