Enormous losses of shareholders and consumers caused by the risks threatening today's business (e.g., accounting fraud and inside trading) have ignited the necessity of international regulations on corporate ethics and internal control, such as Basel II and SOX. Responding to these regulations, companies are establishing governance system, applying it consistently to the core competency of the company, and increasing the scope of the governance system. Recently occurred security related incidents require companies to take more strict accountability over information security. One of the results includes strengthening of legislation and regulations. For these reasons, introduction of information security governance is needed. Information security governance governs the general information security activities of the company (establishment of information security management system, implementation of information security solutions) in the corporate level. Recognizing that the information security is not restricted to IT domain, but is the issue of overall business, this study develops information security governance framework based on the existing frameworks and systems of IT governance. The information security governance framework proposed in the study include concept, objective, and principle schemes which will help clearly understand the concepts of the information security governance, and execution scheme which will help implement proper organization, process and tools needed for the execution of information security governance.

정보거버넌스는 정보 컴플라이언스 요건을 충족시키고, 정보 가치를 극대화하는 한편 정보 위험을 통제하기 위한 통합적 접근법이다. 기업정보관리에서는 정보가 가진 활용가치뿐 아니라 보유에 따른 위험을 함께 고려해야 한다. 특히 해외 시장에 진출한 기업들이 소송과 전자증거개시에 대비하려면 건실한 기록정보관리에 토대를 둔 정보거버넌스의 도입이 시급하다. 이 연구는 미국 법조계에 영향력을 가진 세도나 컨퍼런스의 정보거버넌스 원칙을 실천적 관점에서 분석하여 기업의 정보거버넌스 구축방안을 제시하기 위한 것이다. 이 원칙을 실무에 적용할 수 있는 통제 기준으로 재구성한 후 이러한 통제 기준을 정보거버넌스의 업무 영역별로 배치하고 이를 해석함으로써 정보거버넌스의 구축과 운영상의 시사점을 제시하였다.

최근 정보보호 거버넌스는 기업 거버넌스의 일부로서 기업의 가치 있는 비즈니스 정보자산을 보호하기 위한 중요한 이슈로 부각되고 있다. 현재 국내외에서 정보보호 거버넌스에 대한 활발한 연구가 진행되고 있지만, 그 개념이 추상적이기 때문에 실질적으로 정보보호 거버넌스를 구현한 조직은 드물다. 따라서 본 논문에서는 정보보호 거버넌스의 개념을 보다 구체화하기 위하여 ISO/IEC27014를 기반으로 최고 경영층 및 이사회가 수행 가능한 구체적인 활동을 식별하고, 조직의 목표 및 정보보호 거버넌스 목표를 달성하기 위한 핵심성공요인을 도출하였다.

이 연구는 글로벌 정보사회의 변화의 맥락에서 인터넷의 기술적 성격과 인터넷 생태계의 특성이 결합되어 나타난 인터넷 거버넌스를 다루었다. 인터넷 거버넌스는 정부, 기업, 시민사회 등 다양한 행위자(diversified actors)들이 함께 관련된 멀티스테이크홀더 모델을 원칙으로 하고 있다. 이에 따라 글로벌 거버넌스의 참여자들이 크게 증가하고 있다. 또한 시민사회가 공식적인 구성원으로 참여하여, 정부, 민간 기업과 함께 인터넷 거버넌스의 3각 구도의 한 축으로 자리 잡았다. 이는 국제기구의 주체가 정부 간 국제기구로부터 민간 중심의 국제 질서로 변화하는 중요한 의미를 가진다. ICT의 발전을 반영하여 ICANN과 같은 민간 국제기구 모델이 등장하고, 인터넷거버넌스포럼(IGF)이 멀티스테이크홀더 모델이라는 새로운 체계의 중심으로 자리 잡고 있다. 이렇게 인터넷 거버넌스는 국제정보사회 거버넌스의 새로운 장을 열고 있으며, 더 나아가 글로벌 거버넌스의 새로운 변화를 제시하는 중요한 위상을 보여주고 있다.

현대행정에서 정부기관들이 GIS를 바탕으로 한 홈페이지를 구축하여 시민들과의 양방향 대화와 열린 행정서비스를 확대하면서 cyber governance와 인터넷 GIS의 접목이 활발하게 진행되고 있다. 이에 따라 기존의 '행정관리를 위한 GIS'는 'cyber governance를 위한 인터넷 GIS'로 전환하고 있고, 미래에는 인터넷 GIS를 토대로 한 cyber governance가 행정관리의 새로운 패러다임이 될 것이므로 이 연구에서는 cyber governance와 GIS의 결합 및 활용방안을 제시함을 목표로 하고자 있다. 이를 위하여 이 연구는 우선 신공공관리 시대에서 cyber governance와 인터넷 GIS의 개념은 정의하고, 둘째로 cyber governance의 속성과 인터넷 GIS의 속성과 양자간의 공통점을 분석하고, 이를 근거로 cyber governance를 위한 인터넷 GIS의 활용방안을 제시하고 있다.

본 연구의 목적은 스마트시티 거버넌스의 유형과 특성을 분석하는데 있다. 스마트시티 거버넌스는 스마트시티를 계획, 시행, 운영하기 위한 추진 프로세스로서, 행정-기술-글로벌 거버넌스로 이루어지는 다층형 거버넌스 모델(Multi Layer Governance Model)로 구성되었다. 연구 분석 방법은 다층형 거버넌스 모델이며, 추진프로세스와 유형별 거버넌스를 각 요소별로 교차 분석할 수 있도록 모델링 되었다. 분석 결과, 행정거버넌스는 정부 중심 통치 거버넌스에서 공공과 민간 그리고 시민의 협치모델인 PPPP(Public Private People Partnership)로 변화되었다. 기술거버넌스는 ICTs-EcoTs-공간기술 간의 융복합을 중심으로, 물리적 센터통합과 정보통합플랫폼 그리고 클라우드 데이터센터와 같은 가상화도 동시에 진행되고 있었다. 글로벌거버넌스는 스마트시티의 해외수출을 목표로 스마트시티 체험지구나 실증단지와 같은 킬러상품의 개발, 포럼과 해외 로드쇼 등의 해외수출 플랫폼이 추진되고 있다.

Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

시대의 흐름에 따라 기업의 지속적인 비지니스 연계 보증을 위하여 IT의 비중이 높아지면서, IT가 조직의 하나의 부분으로서 작용하는 것이 아닌 전사적인 차원에서 정보화 사회의 경쟁 화두로서 인식되어가고 있다. 정보보안 거버넌스는 정보의 무결성, 서비스 연속성, 정보자산의 보호라는 3가지 목적으로 시작된다. 이는 기업 거버넌스에 필수적이며 투명한 부분이 되어야 하고, IT프레임워크와 연계되어야 한다. 기존의 정보보안 거버넌스 프레임워크는 그 범위가 넓어 소규모 기업 거버넌스와 이해관계를 가지지 못한 문제점이 있다. 따라서 본 논문은 단순화된 정보보안 거버넌스 프레임워크를 제안하여, 문제점을 해결하고, 제안하는 프레임워크의 안전성 분석과 효율성 분석을 통하여 제안 방법의 효율성에 관하여 알아보았다.
